    Regional Jail Authority Kicks O"Cost Containment Series in Logan CountyOn Thursday, May 15th, the Regional Jail

    Authority hosted its first CostContainment Committee meeting at theSouth Western Regional Jail.This will bethe first in a series of meetings designed toengage local government o"cials in anongoing dialogue with the Regional Jail

    Authority.All parties have a vested

    interest in keeping jail costs down.Thiswill provide an excellent forum to talkopenly about what is working, what isnt

    working, and why.

    After a brief presentation by the RJA, therewill be a roundtable discussion amongattendees#ways to improve services, andcost containment best practices will bediscussed.After the meeting, full jail tours

    will be provided to anyone that isinterested. Commissioners are stronglyencouraged to attend! Please mark your

    calendar and plan to attend the meeting atthe regional jail that serves your county:

    Special Session and West Virginia Primary Election

    May was a busy month for West Virginia politicians! The WV legislatureconvened for another Special Session on the heels of the West Virginia Primary,

    which took place May 13, 2014. During the Special Session, the legislature tookup the budget cuts Governor Tomblin had made with his line&item veto. In all,they restored over '1 million in funding. The money, which will come fromexcess lottery funds, will go towards programs that support West Virginiaschildren and families, such as Family Resource Network and Child AdvocacyCenters.

    Summer is just around the corner!Time for SpringBoard meeting and planning for the AnnualCCAWV conference! In preparation for both, Ivebeen working on the finances of the Association andthinking about the finances out there in yourcounties. I know that budgets are tight for mostand in some counties so tight that they aresuffocating county serv ices . I want allcommissioners to know that the CCAWV is doingall that we can to be a service to you in thesedi"cult and trying times. Below are a few of therecent issues weve been working on.

    *During the 2014 Legislative session, our number one priority was to protectcurrent county revenue sources from further cuts $i.e. the proposed 15(cut tocounty lottery funding%.The countys codified percentage remains untouched.*This year we have worked with CCAWV Associate Business Partners tonegotiate low pricing for much needed software tools to help counties deal withthe requirements of the Federal A)ordable Care Act and protect counties from

    being the recipient of unwanted fines and penalties for failing to meet theserequirements $Compliance Dashboard#'300&'600 per year.interestedcallus%.* Partnering with Associate member Shenandoah Valley Group $SVG%, this pastyear CCAWV provided a series of FREE regional training sessions regardingthe Federal A)ordable Care Act and the counties role. We extended thistraining beyond the County Commission o"ce to other county o"ces andprovided a host of information and resources. Working with SVG, wecontinue to push new and additional information out to these attendees.*Weve kept CCAWV dues at 2001 levelsand NO increases projected for thecoming year.*Weve endorsed the Wood County Drug Testing program that can save countycommunity corrections programs big bucks on drug testing $for more

    Finally, let me say, we want your continued membership, input, and activeparticipation in this organization. We realize times are tough, but it is duringthe tough times that we need each other most! CCAWV understand countyissues!

    The Primary is over!! Congratulations to thosemoving forward and huge thank yous to those that

    are not and have served their o"ce faithfully!!

    Our spring Board meeting is June 22&23 at theWheeling Island Racetrack and Casino. Hopefullyall members of the Board can attend, andremember, ALL members of the CCAWVare

    Commissioners Use Essay Contest to Inspire Students and Build Community Relationships

    This year, two commissions used theCCAWV essay contest as an opportunity to

    get out and interact with their communities.Commissioners took time to speak with thestudents and explain their role in county

    government. Everyone benefitted from theexchange# students had a unique learningopportunity, and commissioners got to give

    back to their communities. Below, wevehighlighted two outstanding examples ofcommissioners in action.

    Monongalia County CommissionConnects With Students ThroughEssay Contest

    The Monongalia County Commission notonly encouraged students in their county to

    participate in CCAWVs essay contest, they sponsored a contest within the county to give students two chances to win.The winning students were then invited to attend a commission meeting and served as Guest Commissioners. In addition

    to receiving checks $'150 for the first place student, Elyse Moser, and teacher, '100 for the second place student, DanielleNeely, and '50 for the third place student, Madeline Wright%, they were treated to pizza and recognition at the commissionmeeting on May 7th.

    This is the first year the commission sponsored the contest.They received an impressive 45 entries from three schools.It worked out well that we have a winner from each of the schools that participated. We hope we made this day one toremember by students, parents and others who were able to attend.We invited Elyse, Danielle and Madeline to participatein our meeting and serve as Guest Commissioners, said Bill Bartolo, President of the Monongalia County Commission.

    The commission hopes to expand the program nextyear. CCAWV extends congratulations to thewinners of the contest, and hopes other counties willlook to Monongalia as an example of excellentcommunity engagement!

    Last month, we profiled the work the Wetzel CountyCommission had done, reaching out to students intheir county and promoting the CCAWV essaycontest.They gave some good tips for commissions

    who might want to follow their example next year.

    Begin by reaching out to school principals orteachers

    Set up a time to speak with students

    Break up presentation# each commissioner spokefor a short time about their roles and duties

    Bring handouts! CCAWV has an informational brochure about the duties of West Virginias County Commissioners thatcan be handed out to students.

    This is a monthly publication for county commissioners, commission sta), associate members and other interested parties.

    Calendar of Events

    As a political figure, having a Facebook page separatefrom your personal page can be a wonderful tool.A

    page establishes a professional forum in which you caninteract with the public $while keeping your personalpage private%.To set up your page, log into yourFacebook account, and click the down arrow $where

    you would click to log out%and select Create Pagefrom the drop&down menu.

    From there, select Artist, Band, or Public Figure and follow the directions to createyour page.You will be able to access your page directly from your personal Facebookaccount, and you can appoint people to be administrators to manage your page for you.

    There is even a free app for smartphones and tablets that allows you to manage yourpage remotely $called Facebook Pages, look for it in your app store%. Once peoplelike your page, they can see your posts and interact by commenting, posting to your

    page, or tagging you in posts.

    While this interaction with voters is invaluable and can be especially useful duringcampaigns, it is important that you remain in control over what happens on your page.Do this by limiting who you appoint as administrators of your page, and maintainingstringent privacy settings. To do this, from the top of your page, click Edit Page andselect Edit Settings.

    Click Page Moderation to block certain words from being posted to your wall or clickProfanity Filter and select the strength of filter you want to enable. Save any changes.
