2. 列入CCC目录的产品需要认证。截止到2014年10月1日，共有20大类158中产品。根据CNCA的2012年30号公告（WWW.CNCA.GOV.CN)，这些产品包括：

3. 工厂检查: 初始工厂检查（如果在获证后进行：首次检查），监督检查,

特殊检查、恢复证书的检查等。监督频次根据企业分类管理的结果可以改变。

通常为1次/每年。

Factory inspection: including initial factory inspection (if the inspection is

carried after the certificate has been issued, it is called the first time

inspection) ，follow-up inspection，special inspection and inspection for

certificate resumption. Usually, the frequency of follow-up inspection is once

per year, it can also be adjusted by certification body base on the result of

factory classification.

4. 型式试验：有些产品为送样，有些产品为抽样

Type test : the way of obtaining type test product includes

delivering and sampling.

如：电线：有抽样，送样的两种模式。

涂料，瓷砖：初始工厂检查时，进行抽样。

For example: for electrical wires and cables, the type test

product can be delivered by factory or be sampled by

certification body. For solvent based coatings for

woodenware and ceramic tiles, the type test product shall be

sampled during initial factory inspection.

5. 监督抽样检测：可以在工厂，也可以在市场。

Sampling tests for certified product : the product can be

obtained either in the factory or in the market.

6. 检查的方式：可以事先通知检查，也可以事先不通知的检查。对中国大陆外的工厂，通常采取事先通知的检查。

The way of inspection: include announced and un-

announced inspection. For overseas factory, usually the

inspection will be announced in advance.

7. 企业分类管理

2 （ A为优质企业

需评估的质量信息有：工厂检查结果，监督抽样检测结果，国抽、省抽检验的结果（政府部门对产品的抽样检测）；企业的设计能力、企业是否有实验室资源等。

The related quality information needed to be evaluated

including: result of factory inspection, result of sampling

tests for certified product, result of random inspection of

national/ provincial surveillance (sampling test organized by

china government), factory’s design and/ or testing capacity

etc.

3 （ B类为正常企业，每年通常监督一次。且通常采用事先通知的工厂检查。

Class B refers to the factory without quality problem.

Usually, the frequency of follow-up inspection is once per

year, and generally the inspection will be announced in

advance.

4 （ C类有一定的质量问题，但不是特别严重。第二年采用事先不通知的检查。

Class C refers to the factory without serious quality problem.

After the factory is classified as C, the follow-up inspection

will be unannounced.

5 （ D类有过严重的质量问题。如：工厂检查的结果且为产品本身的问题（非管理要素）、监督抽样检测的结果（严重的问题，通常铭牌和标志不列入）、国抽和省抽的结果。采用特殊检查的方式，增加工厂检查的频次。且为事先不通知的检查。

Class D refers to the factory with serious quality problem.

For example: the problem concerning product quality

founded in factory inspection (not the problem of quality

management), nonconforming result of sampling tests for

certified product (serious quality problem, usually not include

the nonconforming of nameplate and product identification),

nonconforming result of random inspection of national/

provincial surveillance.

After the factory is classified as D, the special inspection will

be implemented and the frequency of follow-up inspection

will be added, the inspection above shall be unannounced.

6 （考虑到境外的特殊情况（需要邀请函办理签证），不采取事先不通知的检查。

For overseas factory, usually the inspection will be announced

in advance concerning the need of factory’s invitation letter

for visa.

7. ODM生产模式

ODM certification mode

产品相同、工厂质量保证能力要求相同（或者为保证产品安全质量的核心内容相同）。因此在颁发证书时，免除了型式试验和初始工厂检查。

For ODM certification mode, the relevant product shall be

same, the factory’s quality assurance capability shall be

same (or the core content of factory’s ensuring product

quality shall be same). Base on the two conditions above,

the type test and initial factory inspection can be exempted

before issuing the other ODM certificate .

But in case of some problem was founded, the ODM

certificate shall be treated (suspension or withdrawal)

together. For example:

may apply for change.

注：IT，AV, 电信终端产品全部采用第3）种模式。家电等其他产品只有A类企业才采用这种模式。

Note: Product that using the third certification mode include :

classified as category A is applied to this certification mode.

Factory inspection requirements for IT, AV and

telecommunication terminal equipment: 11 clauses

3 ) 部分条款，但条款名称和内容没有重大变化。如：家电，删除了8,10；但在第一节增加了“认证联络人 ”。

Factory inspection requirements for other electrical and

electronic products: part clauses. For the factory inspection

requirements of household and similar electrical appliances,

the clause 8 and 10 has been deleted; the Certification

Contact Person has been added in clause 1.

Procedure and fee for factory inspection

1. 初始工厂检查

Initial factory inspection

1) 通常由CQC组团完成。从中国大陆出发。

Usually, the audit team will be organized by CQC and the

auditor comes from China Mainland.

2) 一个团组中通常包括多个工厂，这样可以减少费用。必要时，可以单个工厂为一个团组，费用会大大提高，但时间应有一定的保证。

Usually, the audit team will inspect several factories for cost

savings. The audit team may inspect one factory if

necessary, in that case, the fee will be increased

substantially but the factory inspection period will be shorter

comparing the several factory’s audit team.

3) 组团进行检查通常需要2~3个月。为节省时间，建议在进行型式试验阶段，即开始申请组团。同时，请配合出具邀请函。

Usually, the period of factory inspection will be 2 to 3 month

(the major cost of time will be the work of forming a

delegation of audit team to go abroad). It is suggested that

the applicant apply for forming the audit team during the

stage of type test, and cooperate CQC’s work of forming

the delegation, for example providing the invitation letter in

case of need.

2. 监督检查

Follow-up inspection

根据地域不同，委托不同的CCIC集团的海外公司或与CQC有合作关系的国外认证机构（如：UL, VDE等）。费用约为6000美元。

Entrust the overseas company of China Certification &

Inspection (Group) Co., Ltd (CCIC in brief) or the overseas

certification body which has the cooperation agreement with

CQC (like UL, VDE etc). Fee: 6000 US dollar approximately.

1. 证书有效性的保持和确认

The keeping and confirmation of certificate effectiveness

1）为保证已进入中国大陆的产品进行销售，应尽可能接受工厂检查，保持证书处于有效状态。

In order to sale product in China market, factory shall accept

follow-up inspection, and ensure the validity of certificate .

2）发货前，查看证书的有效性。以免产品在中国海关无法通关，在经济上造成损失。可能产生证书被暂停或撤销的原因：

In order to ensure the smooth customs clearance, it is

suggested that factory check the validity of certificate before

the delivery of product. The probable reasons of certificate

suspension or withdrawal are:

——在中国大陆销售的产品，被中国质量监督管理部门进行抽查，发现产品不合格。

The product sold in China market has been sampled by local

quality supervision government, and nonconforming product

was found.

——有些客户或销售商将非销往中国的产品，向中国出口，造成产品不符合中国的标准。如IT产品，中国的插头形状和尺寸与欧洲的不同。

Some client or seller import the product which sales region

is not china market, and result in not compliance with CCC

standards. Like IT, the shape and dimension of plug is

different between China and Europe.

2 . 标准换版

Because the period of changing for standard version in

China is short relatively, it is suggested that the factory pay

close attention to this information in daily work.

1) 按照中国的标准化法，不符合中国的强制标准的产品，不得进口不符合强制性标准的产品，禁止生产、销售和进口。

Base on the standardization law of the people’s republic of

China, The products which do not measures up to

compulsory standards may not be allowed to be produced,

marketed or imported.

2) CCC认证中，采用的标准，几乎都为强制标准。

The CCC standards are almost compulsory standards

3) 在中国，给标准换版的时间通常不超过12个月。对于标准有差异，需要进行试验才能换发新证书的情况，尤其应加快申请换版的进程。

Usually, the period of changing for standard version will no

longer than 12 month. For the product need to be tested

before issuing the new standard version certificate because

of the standard difference, it is suggested that the factory to

accelerate the application process.

3 . ODM（一个制造商的产品出现问题，其他的制造商的证书也会被暂停（

ODM (if the quality problem has been found within one

manufacturer’s product, the other manufacturer’s certificate

will be suspended or withdrawn(

ODM的质量状况有时与制造商的采购价格密切相关，证书的有效性完全不受控（特别是ODM制造商非常多的情况），因此，建议尽可能不采取ODM生产模式。

In sometime, the quality of ODM product is closely related to

procurement price, and the certificate effectiveness is out of

control (especially there are so many ODM manufacturer), it

is suggested that the applicant does not choice the ODM

mode to obtain the certificate.

认证的前段看起来节省了费用和时间。但证书的状态不可控，会影响未来的产品销售和公司形象。

Although the fee and time can be saved before the

certificate approval, but the out of control of certificate

effectiveness will result in harmful influence on the sale of

product and the image of the company.
