1. 於二零零七年，主要承建商所

完成工程名義總值的總計為 927 億元，

較二零零六年上升 2.7%。

1. In 2007, the total gross value of construction works performed by main contractors increased by 2.7% in nominal terms compared with 2006 to $92.7 billion.

2. 剔除價格變動的影響後，以實

質計算，二零零七年主要承建商所完成

工程總值的總計較二零零六年上升

0.4%。

2. After discounting price changes, the total gross value of construction works performed by main contractors increased by 0.4% in real terms between 2006 and 2007.

3. 以實質計算的工程總值，是透

過適當的物價指數去平減相應的工程名

義總值至二零零零年的價格水平計算而

成。

3. Gross value of construction works in real terms is derived by deflating the corresponding nominal value with an appropriate price index to the price level in 2000.

4. 按工程類別分析，私人地盤於

二零零七年完成的工程名義總值為 288

億元，較二零零六年上升 15.7%。以實

質計算，則上升 11.5%。建造工程完成

量上升，主要是由於一些大型商用樓宇

地盤，踏入工程高峰期所致。

4. Analysed by type of construction works, the gross value of construction works performed at private sector sites totalled $28.8 billion in 2007, up by 15.7% in nominal terms as compared with 2006. In real terms, it increased by 11.5%. The increase was mainly associated with the progressive stepping up of works at some large commercial building sites.

5. 公營地盤於二零零七年完成的

工程名義總值為 144 億元，較二零零六

年下跌 15.9%。以實質計算，則下跌

16.4%。建造工程完成量下跌，主要是由

於一些大型運輸工程完成所致。

5. The gross value of construction worksperformed at public sector sites amounted to $14.4billion in 2007, down by 15.9% in nominal terms as compared with 2006. In real terms, it decreased by 16.4%. The decrease was mainly due to completion of works on some large transport projects.

6. 另一方面，承建商於二零零七

年所完成的非地盤工程名義總值為 495

億元，較二零零六年上升 2.7%。以實質

計算，升幅為 0.4%。非地盤工程包括小

規模新建工程及在現有樓宇及建築物的

裝修及保養工程，和非地盤的電器及機

械裝設工程。

On the other hand, the gross value of construction works performed by contractors at locations other than construction sites amounted to $49.5 billion in 2007, up by 2.7% in nominal terms over 2006. In real terms, there was a 0.4%increase. Construction works at locations other than construction sites include minor new construction activities and renovation works at erected buildings and structures; and electrical and mechanical fitting works at locations other than construction sites.

7. 按建築物落成後用途類別分

析，二零零七年住宅樓宇工程佔地盤完

成工程總值的最大比例，其完成工程名

義總值為 158 億元，較二零零六年上升

1.7%。

7. Analysed by end-use group, residential building projects accounted for the largest share in the gross value of construction works performed at construction sites in 2007. The gross value of construction works performed for these projects amounted to $15.8 billion, up by 1.7% in nominal terms as compared with 2006.

8. 商業樓宇為第二大類地盤工

程，其完成工程名義總值為 109 億元，

較二零零六年上升 58.5%。

8. Commercial building projects constituted the second largest group of construction site works. The gross value of construction worksperformed for these projects totalled $10.9 billion in 2007, up by 58.5% in nominal terms as compared with 2006.

9. 二零零七年第四季與二零零六

年第四季比較，主要承建商完成工程名

義總值上升 5.2%。以實質計算，升幅為

2.5%。

9. Comparing the fourth quarter of 2007with the fourth quarter of 2006, the gross value of construction works performed by main contractors increased by 5.2% in nominal terms. In real terms, the increase was 2.5%.

10. 其中私人地盤於二零零七年第

四季完成工程名義總值較一年前上升

17.4%，而公營地盤完成工程總值則下跌

24.1%，至於承建商所完成的非地盤工程

總值，在同期則上升 9.4%。

10. Within this total, the gross value of construction works performed at private sector sites increased by 17.4% in nominal terms in the fourth quarter of 2007 from a year earlier, whilethat for public sector sites decreased by 24.1%.As for construction works performed by contractors at locations other than construction sites, the gross value increased by 9.4% over the same period.

11. 以實質計算，私人地盤於二零

零七年第四季完成工程總值較一年前上

升 10.2%，而公營地盤完成工程總值的

跌幅為 26.5%。另一方面，非地盤完成

工程總值在同期則上升 9.2%。

11. In real terms, the gross value of construction works performed at private sector sites increased by 10.2% in the fourth quarter of 2007 from a year earlier, while that for public sector sites decreased by 26.5%. On the other hand, the gross value of construction worksperformed by contractors at locations other than construction sites increased by 9.2% over the same period.

12. 按經季節性調整的數字計算，

主要承建商於二零零七年第四季完成工

12. On a seasonally adjusted basis, the gross value of construction works performed by main contractors increased by 5.9% in nominal terms or 5.0% in real terms in the fourth quarter of 2007compared with the third quarter of 2007.

包括由香港特別行政區政府、香港鐵路有限公司

及機場管理局批出的工程。由房屋委員會批出的

「居者有其屋計劃」工程亦包括在內。

Includes projects commissioned by the Government of the HongKong Special Administrative Region, MTR Corporation Limitedand Airport Authority. Projects under the Home OwnershipScheme, which are commissioned by the Housing Authority, arealso included.

一般工程包括裝飾、修葺及保養工程、及小規模

工程，例如地盤勘探、建築物清拆、建築物結構

更改及加建工程等。

General trades include decoration, repair and maintenance, andconstruction works at minor work locations such as siteinvestigation, demolition, and structural alteration and additionworks.

附錄甲 Annex A 表一至表五的註釋 Notes to tables 1 - 5

1 . 「 主 要 承 建 商 」 是 指 直 接 與地 產 發 展 商 或 聘 用 機 構 簽 約 承造 工 程，並 對 建 造 工 程 負 以 全 責的 建 造 業 機 構 ； 而 「 分 判 承 建商 」，亦 稱「 次 承 建 商 」，則 指 向主 要 承 建 商 或 其 他 分 判 承 建 商承 接 合 約 的 建 造 業 機 構 。

1. A construction establishment is regarded as a main contractor (MC) for a particular construction contract if it secures the contract directly from the property developer or the client party of the project, and assumes full responsibilities for the satisfactory completion of the construction works. It is regarded as a subcontractor (SC) if it secures the contract from another contractor (either MC or SC).

2 . 由 於 分 判 工 程 在 建 造 業 內 十分 普 遍，一 間 建 造 業 機 構 可 以 是某 一 合 約 的 主 要 承 建 商，同 時 亦可 以 是 另 一 合 約 的 分 判 承 建商。在 本 報 告 內 的 主 要 承 建 商 所完 成 的 工 程 總 值 只 包 括 建 造 業機 構 作 為 主 要 承 建 商 所 完 成 的工 程，而 不 包 括 其 作 為 分 判 承 建商 所 完 成 的 工 程。不 過，分 判 承建 商 所 完 成 的 工 程 總 值 應 已 包括 在 其 受 聘 的 主 要 承 建 商 所 完成 的 工 程 總 值 之 內 。

2. Owing to the widespread sub-contracting practices in the construction industry, a construction establishment can be a MC for one contract and a SC for another contract at the same time. For the purpose of this report, the gross value of construction works (GVCW) performed by MCs covers only those projects in which the construction establishment takes the role of a MC, but not projects in which it takes only the role of a SC. However, SCs' contribution to projects should have been included in the gross value of construction works performed by the MCs for whom they worked.

3 . 有 關 分 判 承 建 商 於 全 年 所 完成 的 工 程 總 值 的 臨 時 統 計 數字，會 刊 於 該 年 度 第 四 季 的 統 計調 查 報 告 內（ 表 一 甲 ），修 訂 數字 則 在 下 一 年 度 第 一 季 的 統 計調 查 報 告 中 提 供。由 於 分 判 承 建商 可 能 會 將 工 程 再 分 判 予 他 人承 造，所 以，此 再 分 判 部 分 會 在統 計 數 字 內 重 覆 計 算。因 此，這些 數 字 只 可 以 作 為 建 造 業 內 分判 工 程 程 度 的 概 括 指 標，在 分 析有 關 數 字 時 必 須 留 意 。

3. Provisional figures of statistics on the annual GVCW performed by SCs are published in the 4th quarter report of corresponding year (Table 1A). The revised figures are provided in the 1st quarter survey report of the following year. These statistics are subject to the effect of double-counting as SCs may further subcontract their construction works. Thus such figures only serve to provide a broad indication of the extent of subcontracting in the construction industry and should be interpreted with care.

4. Statistics on GVCW performed in Tables 1B and 2B are expressed at constant (2000) market prices. By applying appropriate 2000-based price indices to deflate the nominal values of construction output to the price levelin 2000, the effect of price changes is eliminated and the series measures the volume of construction output reckoned at the price level in 2000.

附錄乙 Annex B 統計調查方法 Survey Methodology

1. 「 建 造 工 程 完 成 量 按 季 統 計調 查 」 旨 在 搜 集 建 造 業 機 構 有 關建 造 工 程 總 值 的 資 料 。 統 計 數 字用 以 迅 速 反 映 建 造 業 近 期 的 生 產水 平 和 趨 勢 。 這 些 資 料 對 政 府 及私 人 機 構 在 制 定 政 策 和 作 出 決 策方 面 ， 十 分 重 要 。

1. The aim of the Quarterly Survey of Construction Output is to collect information on the gross value of construction works(GVCW) performed by construction establishments. The statistics provide prompt indications of the current output levels and trends in the construction industry. The data are useful to both the government and the private sector in formulating policies and making decisions.

2. 這 項 統 計 調 查 是 根 據 《 普 查 及統 計 條 例 》 （ 香 港 法 例 第 316章 ）而進行。

2. The survey is conducted under the Census and Statistics Ordinance (Cap 316 of the Laws of Hong Kong).

3. 這 項 統 計 調 查 包 括 所 有 從 事新 建 造 樓 宇 及 土 木 工 程 ， 以 及 在現 有 建 築 物 從 事 清 拆 、 維 修 及 保養 的 建 造 業 機 構 。 「 只 供 應 勞 工的 分 判 承 建 商 」 （ 大 多 為 一 些 只提 供 人 力 而 以 按 件 論 值 的 判 頭 ）並 不 直 接 包 括 在 本 統 計 調 查 內 ，但 其 完 成 的 工 程 總 值 應 已 包 括 在僱 用 此 等 判 頭 的 承 建 商 的 完 成 工程 總 值 內 。

3. The survey covers all construction establishments engaged in all new architectural and civil engineering work, as well as demolition, repair and maintenance of immobile structures. Labour-only sub-contractors, who are mostly gang leaders providing labour on a job-to-job basis, are excluded from direct enumeration but the value of their output is implicitly included in that of contractors commissioning their services.

4. 這 項 統 計 調 查 採 用 政 府 統 計處 的 機 構 單 位 記 錄 庫 作 為 主 要 樣本 抽 樣 框 。 此 外 ， 每 季 新 開 業 機構 單 位 會 被 納 入 補 充 抽 樣 框 內 ，用 以 抽 選 補 充 樣 本 。

4. The Central Register of Establishments maintained by the Census and Statistics Department is used as the main sampling frame for this survey. Besides, new establishments in each quarter will be identified to form a supplementary frame from which a supplementary sample will be selected.

5. All main contractors at construction sites, irrespective of their employment sizes, and other construction establishments engaging 100 persons or more are fully enumerated in the survey. As regards the other smaller establishments in the frame, a random sample stratified by trade and employment size is selected for enumeration.

6. 平 均 而 言，每 季 統 計 調 查 約 抽選 2 0 0 0 間 建 造 業 機 構 進 行 訪問 ， 其 中 包 括 全 面 統 計 部 分 及 抽樣 統 計 部 分 。 為 了 減 少 在 抽 樣 統計 部 分 中 的 建 造 業 機 構 須 重 複 填報 的 機 會 ， 本 統 計 調 查 採 用 了 輪換 複 樣 本 抽 樣 法 ， 並 在 二 零 零 四年 第 一 季 抽 選 出 一 個 由 六 個 複 樣本 組 成 的 新 樣 本 系 列 。 統 計 調 查每 年 選 取 其 中 三 個 複 樣 本 進 行 訪問 。 在 每 年 的 第 一 季 ， 三 個 複 樣本 的 其 中 一 個 會 被 撤 換 ， 由 另 一個 預 先 抽 選 的 複 樣 本 取 代 。

6. On average, about 2 000 construction establishments are selected for enumeration in each round of the survey, including the full coverage portion and the sampling portion. To reduce the incidence of repeated reporting by the selected construction establishments in the sampling portion, rotational replicated sampling is used. In the first quarter of 2004, a new sample series comprising six replicates was drawn and three replicates of which are to be selected for enumeration in each year. In the first quarter of each year, one of the three replicates will be rotated out and replaced by another pre-selected replicate.

7. 在 每 一 統 計 季 度 的 末 段，本 處會 將 問 卷 郵 寄 予 各 被 選 中 的 機構 。 有 關 機 構 需 將 問 卷 填 妥 及 寄回 本 處 。 如 有 需 要 ， 本 處 外 勤 職員 亦 會 探 訪 被 選 中 機 構 ， 協 助 被訪 者 填 寫 問 卷 及 把 已 填 妥 的 問 卷收 回 。

7. Survey forms are mailed to selected establishments at the end of each survey reference quarter. Completed questionnaires may be returned by post or collected by field staff of C&SD who visit sampled establishments to assist respondents in completing questionnaires if required.

8. Information collected in the survey is mainly GVCW performed during the reference quarter, which denotes the total GVCW actually put in place during the quarter. Separate information on work performed at construction sites, at other minor new construction works locations, and at erected buildings and structures is sought. For each type of construction locations, a further breakdown into work performed by main contractors and work performed by subcontractors is obtained. In addition, main contractors at construction sites are required to provide information on each construction site, including GVCW performed and other site particulars such as address, client party, end-use of the building or structure and nature of construction activity.

9. 所 搜 集 的 問 卷 會 先 經 過 本 處職 員 審 核 ， 再 由 電 腦 查 証 數 據 ，然 後 製 表 。 有 問 題 的 數 據 會 經 由電 話 查 詢 或 由 外 勤 職 員 探 訪 核實 。

9. Collected returns are checked by office staff and the data validated by computer before tabulation. Dubious data are clarified by telephone follow-ups or field verification visits.

10. In deriving statistical results from the survey, the data collected from individual establishments are grossed up in accordance with the inverse of their sampling probabilities.
