Challenges of FICEs faced in ChinaCentral Committee of the Communist Party of China issued Document No.27 at 9th July 2009 which identifies the main problems with construction industry in China as follows:

- Money-for-power deals and commercial bribery, whereby some officials abuse their power to acquire personal gain.

- Some contractors illegally subcontract construction work.
