Climate Change: Bangladesh Response
Bangladesh prepared it’s National Adaptation Programme of Action (NAPA) in November 2005 (updated in 2009)
Four Pillars of NAPA
o Food security
o Energy security
o Water security
o Livelihood security (including right to health)

Bangladesh climate change Strategy and Action Plan (BCCSAP), 2008 and updated 2009
The vision of the BCCSAP is “Eradicate poverty and achieve economic and social wellbeing through a pro-poor climate change strategy which prioritize Adaptation, Disaster Risk Reduction; also address low carbon development, mitigation, technology transfer and provision of funding.

Strategy Mapping
• BCCSAP is treated as a part of the overall development strategy of the
country
• Constraints and opportunities are being integrated into the overall plan and
program
• Included in the sixth five year plan
• Integrated monitoring and continuous evaluation
• National environment committee chaired by Prime Minister
• Focal point for all relevant sectoral ministries
• Wide range network involving NGO, CSO, Private sector, Mass media and
International Actors in an inclusive man

BCCTF
• Government has allocated US$ 350 million from 2009-2010, 2010-2011, 2011-2012 & 2012-2013 financial yrs. budget from own resources;
• 207 projects under CCTF is being implemented by different government agencies with a financial outlay of $ 238.9 million;
• Also approved 63 projects of different NGOs and private sectors with a financial outlay of $ 3.13 million.

Success under BCCTF Projects
• 15.4 kilometres of coastal sea dyke have been constructed.
• 6760 cyclone resilient houses have been erected.
• 142 kilometres of embankments have been built.
• 122 kilometres of river bank protective work have been completed.
• 535 kilometres of canals have been excavated/re-excavated.
• 44 water control infrastructures including regulators/sluice gates have been constructed.

Challenges
• Fund shortage and Inadequate facilities for further capacity development
• Insufficient baseline scenario due to lack of research and data bank

Way Forward
• Need Financial support Government’s own Trust Fund and Donor’s Resilience Fund
• Need effective utilization of resources
• To establish itself as a hub of knowledge management and research on climate change in Bangladesh
