O"aide fiscale à l'investissement dansles DOM-TOM ne date pas d'hier.La loi de finance du 31 décembre1951 prévoyait déjà plusieurs dispo-sitifs réduction de l'impôt sur le
revenu et de l'impôt sur les sociétés en Guadeloupe,Guyane, Martinique et Réunion. Ces dispositifs ontété étendus à l'ensemble des DOM en 1975 avantd'être uniformisés avec la loi de finance de 1980.Le premier tournant important survient avec la loiPons du 11 juillet 1986: celle-ci institue la possibi-lité pour les métropolitains d'imputer le montant deleur investissement outre-mer sur leur revenu global La loi Paul du1er janvier 2001 fait évoluer la loi Pons en transformant l'avantagefiscal d'imputation sur le revenu global en réduction d'impôtCette réforme est essentielle, car elle démocratise le dispositifalors que la loi Pons ne concernait de facto que les tranches supé-rieures d'imposition, la loi Paul élargit le dispositif aux tranchesmoyennes et basses
Une place dè numéro un sur le marchéEnfin, la loi Girardin, du 21 juillet 2003, introduit une certainelégitimité avec la notion de rétrocession in fine aux exploitantsultramarins de 50 à 60 % de l'avantage fiscal « La loi Girardin consti-tue justement notre principal métier et Inter Invest est numéro un surle créneau du plein droit », affirme Daniel Petit, 64 ans, présidentdinter Invest, une société qui appartient au groupe Inter Action,présent dans le conseil en management (en France et aux États-Unis) et dans l'immobilier (loi Malraux). Inter Invest a menéses premières opérations d'investissement outre-mer, finançantpar exemple le premier Boeing d'Air Austral sur le vol Paris-Samt-Denis de la Réunion.
Depuis 1991, Inter Invest a développé un savoir-faire sur les dos-siers dè plein droit (id est ne nécessitant pas l'agrément du ministèrede l'Économie ) pour financer les artisans et développer l'économie

de l'outre-mer. « La proWéma-tique est la suivante à l'heureactuelle, le PIB par habitantdes DOM-TOM est d'environ14000euros en moyenne, soitmoitié moins qu'en France métro-pohtaine Les besoins en financement de ces régions sontdonc très importants », rappelle Daniel Petit Concrè-tement, l'aide au développement des DOM-TOMs'exprime de deux façons. les dépenses publiques(13,4 milliards d'euros) et les dépenses fiscales (soit3,3 milliards d'euros) parmi lesquelles l'aide fiscale
à l'investissement outre-mer sous la loi Girardin ne représente que1,7milliard, soit 10% du total de la dépense publique et de l'aidefiscale réunies. Les dépenses publiques sont majoritairement(à plus de 80%) englouties par le salaire des fonctionnaires InterInvest est passé de gros investissements très aléatoires à un finance-ment de petites industries, artisans, agriculteurs, marins quireprésente l'avantage d'une plus grande récurrence
Un marché estimé à 600 millions d'eurosCette transition a été assurée par l'implantation locale d'Inter In-vest dans les DOM-TOM, avec plus de 35 collaborateurs sur place,ce qui n'est le cas que pour très peu d'acteurs sur ce marché De plus,la direction se rend dans chaque agence une fois par trimestreau minimum. La stratégie est payante. Inter Invest revendiquesa place de numéro un du marché du plein droit avec 20 % de partsde marché, soit 120 millions d'euros d'investissements financés surun marché estimé à 600 millions d'euros Ces investissements ser-vent principalement à financer du matériel pour le BTP (30%),des véhicules utilitaires (30 %), des camions et des bus (30 %), ainsique du matériel agricole ( 10 %). Certes, le marché s'est restreint en2009 avec la crise économique et n'a pas vraiment vocation à croî-tre. Toutefois, deux créneaux supplémentaires permettent à InterInvest d'augmenter son activité. le photovoltaique, pour les équi-

ants and territoires) are not entirely
new Already, the French finance law of
31 December 1951 foresaw several meas
