This annual report covers the Foundation's 2010 fiscal year

(January 1, 2010 - December 31, 2010)

The Noolaham Foundation

Noolaham Foundation is a non-profit, charitable organisation (GA 2390) founded to

provide enhanced access to information sources and foster knowledge-based

development in Sri Lanka.

The Foundation maintains an online digital library, facilitates information

preservation programmes, provides financial assistance and technical guidance for

digitisation initiatives, and actively participates in awareness-raising campaigns. It

also coordinates a range of fund raising activities and collaborates with other

organisations and individuals.

The free internet library (www.noolaham.org) maintained by the Foundation serves

as a learning centre incorporating local knowledge and enabling social interaction

with a view to achieving constructive social outcomes. This digital library functions

as a repository for various institutions, supports the cognitive work of scholars and

researchers, and fulfils the information needs of social workers, teachers, historians,

and the general public.

Message from the Board of Trustees

2010 has been a year of consolidation for the Noolaham Foundation. The Foundation was

legally registered (GA 2390) during May 2010 and the Foundation website was developed

separate from the digital library web site as well. More volunteers joined hands and Core,

Project, Regional and Global Task Forces were created.

Other highlights of 2010 include:

First ever digitization project by the Foundation was undertaken

The number of donors doubled and the total donations increased by 55%

Presentations, meetings and workshops were held for awareness raising

Structure of the Foundation

The Board of Trustees, Members, Associate members, Project Task Force, Regional Task

Force, Global Task Force and many other volunteers contributes towards the activities of the

Foundation. The Noolaham Board of Trustees is the ultimate corporate authority in the

Foundation, and has the power to make strategic decisions.

The Advisory Board is a network of experts who have agreed to give the Noolaham

Foundation meaningful help on a regular basis in many different areas. Their abilities,

experience, and knowledge were selected for how they complement a particular Noolaham

Foundation project, or the organization as a whole.

Core Task Force members are responsible for the day to day activities and high impact

divisions of the Foundation. Project Task Force members contribute towards specific projects

and the regional task force members are responsible for the Foundation's activities in their

area. Global Task force members contribute towards awareness raising and fund raising

globally.

Collection Development

In the past we had provided financial as well as technical support towards digitizing

initiatives. From 2010, we have began to undertake digitizing projects as well, Vaasikasaalai

2010 being the first such project. Documents created through our projects are hosted on our

own server space, but using Project Noolaham serial numbers so as to avoid duplication and

nurture collective efforts.

Tamil Digital Library

This digital library (www.noolaham.org) provides indexing services to Project Noolaham,

cataloging their collection. Periodically, Project Noolaham volunteers send digitised

documents to us and we index them online. This enables Project Noolaham, Thamizham, and

other digitisation initiatives to work efficiently, avoiding any duplication. As depending on

volunteers has not been viable, we have appointed a program officer to help streamline this

service. Further details about the digital library are included elsewhere in this report.

Project Noolaham

Project Noolaham is a non-profitable collective and voluntary endeavour aimed at the

preservation of Sri Lankan Tamil-related publications and research papers in digital formats,

ensuring their availability for the greater benefit of all who are able to access the internet.

Project Noolaham was started in 2005. At the beginning machine readable versions of the

books were published. From January 2007, scanned images compiled into ebooks are

released as well. Almost all releases are in Tamil or English.

The Foundation's main objective is to facilitate this project through financial assistance and

indexation services. 3,109 documents were added during 2010 to the Project Noolaham

database, taking the tally to 8,187. We are proud to mention that 3019 out of the above

mentioned 3109 were directly or indirectly contributed by the Foundation. Only 90 were

contributed by other initiatives.6


Supporting Online Content Creation

The Foundation continued to concentrate most of its resources on supporting online content

creation initiatives. We have provided both financial support and technical consultancy in this

regard. During 2010, we provided financial support to Project Noolaham and Keetru web site.

We will continue to extend financial support to the above mentioned initiatives during 2011

and we have agreed to provide a small monthly grant to a Tamil Wiki contributor as well.

At this juncture, we would like to strongly emphasize that providing donations/grants does

not necessarily mean that the Foundation endorse the activities, views or content of those

initiatives or individuals

Collaboration

The Foundation collaborates with various initiatives and organisations in knowledge-related

activities. Details of some of the collaborating organizations are compiled elsewhere in this

report. Publishers such as Tamiliyal, Kalachuvadu, Gnanam, Kaalam, Thai Veedu, London

Thamilar Thakaval, Vaikarai, Chinthanai Vaddam, Anpuneri, and Oodaru archive digital

versions of their publications at Noolaham. In the future, all such documents received by the

Foundation will be archived on our servers as well.

We hope more institutions, publishers and authors will collaborate with us to build vast

collections of open access information sources so that everyone has equal access to

information. individuals

Raising Awareness

During 2010, we conducted eight presentations, two volunteer meetings, a digitization

training workshop and numerous smaller meetings. By the end of 2011, G. Shaseevan visited

India for Foundation related activities as well. These activities focused on creating awareness

about digital opportunities and about the Foundation's contribution.

Online Presence

With numerous top-level domains and spelling variants for “noolaham”, the organisation’s

not-for-profit ethos determined its decision to not purchase several domain names. The

Foundation owns and operates only the following domains and websites:

• www.noolahamfoundation.org - The Foundation website

• www.noolahamfoundation.com - placeholder

• www.noolahamfoundation.net - placeholder

noolahamfoundation.net domain is being used to host information collections

created/acquired by the Foundation.

Finances

During 2010, a total of 136 donors together contributed more than 1.6 million Rupees. This

amount exceeds the 2009 amount by 55% and the number of donors has almost doubled as

well. R. Pathmanaba Iyer has continued to be the leading donor and G. Shaseevan was

instrumental in planning and coordinating monthly fund raising activities. Details of these

donations and monthly fund raising are included elsewhere in this report. The Foundation

website contains previous years' finance details.

Human Resources

S. Seran joined the foundation to undertake administrative tasks. From January 2010, he

contributed towards various projects and activities. By November 2010, he was formally

appointed as the Chief Operating Officer of the Foundation. Ms. A. Valarmathy serves as

programme officer. Numerous others have joined our task forces. Please refer page 4 for

details.

Publications

Over the past year, the only major document published by the Foundation has been the

Annual Report for 2009 which was the second annual report of the Foundation. 500 copies

were printed and sent to various stakeholders. A pdf version of the report can be downloaded

at noolahamfoundation.org. A leaflet was printed and distributed at various meetings. The

latest version of that leaflet is included as Appendix 1 in this report.

A pilot project was carried out by late 2010 to publish a monthly newsletter. The newsletter

will cover news about the Foundation's activities and related articles. The first issue was

published in January 2011.

Acknowledgements

Active community involvement is vital to a 21st century digital library. We are fortunate in

that several organisations and individuals have joined hands with us. At this juncture, we

would like to express our heartfelt thanks to all of them.

Volunteers have been contributing in various ways; donors have provided increased financial

support to the Foundation; the Thamizha organisation continues to host our site on their

server; technical support personnel, advisors, patrons, and well-wishers continue to contribute

generously; and above all, our content providers - the authors and publishers - help to further

our collections.

Foundation for Library Awareness

Foundation for Library Awareness is a Jaffna based organization which focuses on awareness

raising in library related issues.

International Institute for Research and Analytical Activities (IIRAA)

International Institute for Research and Analytical Activities (IIRAA) is an initiative in Sri

Lanka that links with researchers, technical experts and scholars to bring the Tamil speaking

communities closer to community based research and development.

Womens' Education and Research Centre

Womens' Education and Research Centre, a non-profit organisation established in 1982,

strives to achieve gender equality in all spheres of life by subscribing to such values of

secularism, pluralism and social democracy. For more details visit: www.wercsl.org

Viluthu

Viluthu strives to promote a culture of democracy by facilitating changes in legislations,

policies and institutional culture through building capacities and instilling values that

underpin a democratic and inclusive society. It publishes related books and magazines. For

Colombo Tamil Sangam

Colombo Tamil Sangam contributes towards the betterment of Tamil language, culture and

Arts. Established in 1942, it operates a library with more than 45,000 books, publishes books

and magazines, and conducts various events. For more details visit:

International Tamil Small Magazines Association

International Tamil Small Magazines Association is a collective organization comprising of

editors of various Little magazines. It conducts various activities related to little magazines.

Cintanaikoodam

Cintanaikoodam is a Jaffna based organisation founded by R. Sivachandran. It aims to

coordinate think tanks for social development.

Noolaham Digital Library

Digital libraries make possible enhanced access to information, being as they are available to

anybody in any part of the world at any given time. The primary objective of the Noolaham

Foundation is to maintain an online digital library sans access restrictions.

www.noolaham.org indexes various digitised collections accessible online. The Foundation

hosts only a part of the e-books collection linked at the digital library, thus making it a virtual

collection. Wiki pages for documents from each collection are categorized under their

relevant categories. e-books which are online, but not part of any specific collection, are

organised into one category.

This digital library serves as a learning center where local knowledge is incorporated; enables

social interaction for the achievement of constructive social outcomes, and supports cognitive

work of scholars and research students.

It should also be noted that it is a free and transparent site and it does not have any access

restrictions or subscription requirements. And it can be accessed in Tamil and English.

Collections

Project Noolaham is the key collection within the digital library. Lists are created of all

documents which are clearly named as well as identified by their Project Noolaham number,

each document being linked to the relevant wiki pages. This enables volunteers and lay users

to identify newly added documents. These wiki pages - in some ways similar to catalogue

records in physical libraries - contain information about a particular document.

Using wiki templates, these pages are classified into the following basic categories:

Books

Magazines (magazines, journals, newsletters)

Newspapers (daily, weekly, monthly)

Others (pamphlets, memorial publications, reports, etc.)

Information organisation and User Interface

In physical libraries, books are arranged on shelves according to their subject classification.

This classificatory system further sub-organises books within the same subject by topic. A

digital library is not confined by such linear constraints.

Users are free to browse through the basic categories by selecting any of the following:

Under the above mentioned categories and sub-categories, all pages are placed in alphabetical

order. In future, Dewey Decimal Classification and Subject headings may be integrated to

enhance access.

Furthermore, a basic search function may be used as well, as the wiki pages carry a short

introduction from Nool Theddam for books, and Table of Contents for magazines. Google

Search can be used as well.

The Media Wiki package facilitates greater community participation. It allows both

volunteers and outside users of the digital library to add and edit pages to suit their particular

information needs. To avoid spam, users are required to create individual user accounts in

order to edit. High level spam activity (July 2010 – refer page visit statistics at page 14) has

forced us to close account creation option. Thus users have to email to noolahamfoundation at

gmail dot com get an account created.

Financial Statements

The Summary of Accounts presented does not include a Balance Sheet or a Cash flow

Statement. The Foundation did not have any substantial assets or liabilities other than its bank

balance on 31st December 2010.

During 2010, a savings account belonging to two volunteers was used as and when necessary.

The account earned a small amount of interest over time. Bank charges such as debit tax have

been deducted. A total of Rs. 1,797.44 was earned in interest, after deductions. It was decided

not to use this account after 2010.

During December 2010, a bank account was opened at Commercial bank and from January

2011, this account is being used by the Foundation. See page 32 for bank details.

Donations

For the year ended 31 December 2010, Rs. 1,645,524.00 was received as donations. All the

donations were received as “unrestricted contribution.” These donations have been utilized

for the following activities.

1. Funding digitisation projects

2. Maintaining noolaham.org

3. Administrative grants

During December 2010, two donors contributed towards 2011. Those were not included in

this financial statement. The donations are

Non-cash Contributions

Volunteers’ Support in kind to the Foundation – comprising expertise, time, equipment,

materials - remains substantial, generously supplementing all monetary contributions. This is

not reflected in the financial details.

Budget for the Year

It was budgeted at the beginning of 2010 that about 100,000 will be needed each month to

carry out the planned activities. Thus it was decided to identify 12 potential fund raising

activities to cover the expenses each month. Shaseevan coordinated this monthly fund raising.

Even though 3 initiatives were unsuccessful, we were able to identify one more donor. Thus

the success rate was 83 %
