Context

“75% of Europeans – and more in the future – live in or around cities”

“Urban growth is driving land-use change in Europe, with peri-urban areas developing at four times the rate of towns and cities.”

“Land take dominates in Europe, resulting in land degradation, worsened by high fragmentation on 30% of land area.”

The European Environment – State and Outlook report 2015 (SOER 2015)

Imperviousness High Resolution Layer

One of the 5 GIO-land HRL’s produced for the 2012 reference year

Part of an existing time-series with 2 previous reference years (2006 and 2009)

Produced using semi-automated classification based on calibrated NDVI.

no MMU (20m x 20m), minimum mapping width: 20m

Degree of imperviousness is expressed in % (1-100)

Final product: 100m x 100m degree of imperviousness (20m x 20m and 2009-2012 change product also available)

Change product and final 100m product filtered to separate noise from real change

Imperviousness indicator

To be published by EEA Q4/2015 (initially covering 2006-2009)

Directly based on HRL Imperviousness

Shows yearly average soil sealing change between two IMD status products, aggregated for a certain reference unit and relative to the size of the reference unit (e.g. yearly average increase in % of country area)

Land-take indicator

• Indicator most used to capture urban and commercial land change: Land Take Indicator (Part of EEA core set of indicators: CSI 014)

• Based on Corine Land Cover (CLC) land cover flows from the change mapping

• Update using CLC 2006-2012 change mapping ongoing

• Captures the amount of agriculture, forest and other semi-natural and natural land taken by urban and other artificial land development

Example: Change from non-irrigated arable land to discontinuous urban (CLC 211-112): LCF22 (part of land take)

Comparison land-take and imperviousness indicators

11

Feature Land take indicator Imperviousness indicatorLevel of acceptance and

user experience

Based on reliable and well accepted and tested

long time series of CLC change data

Relatively new remote sensing based

product, limited use experience

Information

content/richness

Rich content in terms of land cover flows;

Captures a wide variety of urban and commercial

developments; Good proxy for overall land take

through urban, commercial or residential

development

Captures only one land cover feature: level

of soil sealing; No information on land cover

flows and limited use as proxy for overall

land take

unit of measurement ha or km2, expressed as annual rate to allow

comparison across time intervals with different

length, or as % average yearly land take (not

normalised by area)

% average yearly soil sealing change relative

to country area

Temporal resolution Low temporal resolution (every 6 years) Higher temporal resolution (every 3 years)

Spatial resolution Low spatial resolution (based on 5ha MMU from

CLC change product)

High spatial resolution (based on 20m

raster product)

Use recommendations

To estimate/study soil sealing, and for any questions where the actual level of soil sealing is crucial: use imperviousness indicator

To estimate land-take (overall): use land-take indicator

To study impacts, as well as details of spatial and temporal pattern and dynamics of phenomena such as land-take and urban sprawl: use a combination of detailed sealing information (from imperviousness indicator or data), with land-take indicator (or CLC change product/land cover flows)

Imperviousness data and indicator: the future

• Imperviousness production 2015 reference year and beyond:

• Simplification and streamlining of production workflows for 2015 reference year

• Exploring higher spatial resolution and shorter update frequency

• Greater transparency in methodology and workflows

• Improved calibration of products, and full re-processing of timeline (2006-2009-2012-2015) to reach full comparability

• Imperviousness indicator at EEA

1. 2006-2009: Publication in Q4 2015

2. 2009-2012: Publication in Q2 2016

3. 2006-2009-2012-2015: Update using full time series once 2015 reference year and full re-processed time-series available (2017 or 2018)
