Social Economy Missions call for proposals

• This call for proposals shall address inter-regional collaboration in one of the following 4 social economy priorities/topics:

• Socially responsible public procurement;

• Education framework for social economy;

• Tackling regional/local unemployment via social economy model;

• Social economy clusters.

The proposals to this call for proposals must address only one of the 4 social economy priorities/topics mentioned above.

Eligibility Criteria

Applicants must be legal entities forming a consortium

• Such entities may include:

Public authorities (at regional or local level)

Social economy enterprises

Other public and private entities specialized in social economy

• The applicant must be a legal entity with a legal personality. In the case of private bodies, they must be properly constituted and registered under national law. Natural persons are not eligible to apply.

• Only applications from legal entities established in EU Member States or in countries participating in the COSME programmepursuant to Article 6 of the COSME Regulation, are eligible.

Eligible Consortia

• The consortium must be composed of a minimum of three(3) different legal entities located in at least three (3) EU member states or COSME participating countries.

• The consortium must include at least one public authority at regional or local level from each county represented in the consortium.

• the coordinator/consortium leader has to be a local or regional public authority able to show case best practice in the social economy mission’s topic

Pay special attention!

• All consortia must verify and declare through theirleader/coordinator that none of their members participatesin another proposal within the same priority/topicunder this call for proposals. This rule is not applicable forthe European umbrella organisation (see paragraph 2.3.2.).If such a case is detected by the funding body, it will leadto the rejection of the organisation concerned fromall respective proposals under the relevantpriority/topic. The respective consortia affected by therejection of (a) partner(s) must still fulfil the eligibilitycriteria as stipulated in sections 6.1 and 6.2 in order to beconsidered eligible.

Reporting periodFinal Report

• The coordinator must submit within 60 daysfollowing the end of the reporting period (1-6month) a final report (final technical and financialreport) which includes the request for payment ofthe balance

Tips and tricks

Read carefully the call text. Check the templates and Annexes.

Check the FAQ on EASME website.

Check the completeness of your proposal (all parts of the detailed budget template … from all partners)! Each partner can only participate in 1 (!) project proposal per topic/priority

Clearly describe the division of tasks and responsibilities between partners in the project proposal. Check language knowledge of your partners—communication is key.

Tips and tricks (cont.)

Pay attention to the Annexes in DoA, esp Annex 1 and Annex 2

Your budget should be detailed and should correspond to the deliverables/descriptions in the project proposal.

The budget should be cost-effective. Items referred to in the budget should be necessary for execution of the project.

Sufficient management costs for the overall coordination of the Partnership should not be underestimated.

Do not subcontract “core activities”.

Do not submit your proposal at the last moment!
