2012 was a very challenging year for our department. We came to realize
that there were pitfalls that beset our path as we accomplished our milestones and deliverables. We have just closed the climactic chapter of 2012, the
Year of the Dragon. 2012 brought a myriad of challenges
that inspired us to give our best shots in terms of the delivery
of our programs and services. Our hard-earned success was
a feat in itself. Without the support of the DOLE XI Family and

we would not be able to reap the fruits of our labor.

2012 signalled a new and memorable era for the Department of Labor and Employment, Regional Office No. XI. The Regional Office made a fresh change in its delivery of public service. The new office is very accessible and client-friendly, especially to our differently-abled clients. The new office was inaugurated by Labor Secretary Rosalinda Dimapilis-Baldoz, assisted by Undersecretary Lourdes M. Trasmonte, on August 15, 2012. It is located at the 4th floor of the Montaña (DCPI) Building at the corner of Dacudao Avenue and Lakandula Street, Agdao, Davao City. It has a floor area of over 800 square meters. It shares the same building with the 157 square meter office of the DOLE-XI Davao City Field Office.

Labor market information: a snapshot Inclusive growth means growth that is rapid enough to matter given the country’s large population, geographical differences and social complexity. It is sustained growth that creates jobs, draws the majority into the economic and social mainstream, and continuously reduce mass poverty. According to the International Labor Organization (ILO), the concept of decent work is for men and women to obtain decent and productive work in conditions of freedom, equity, security and human dignity pillars, which are considered to be interdependent. The Decent Work Agenda proposes progress in all four areas, and failure to promote one pillar impedes progress in other areas. Work is held to be a universally applicable concept that is equally relevant for workers in both developing and developed countries. The four pillars of Decent Work Agenda are employment, social protection, rights at work, and social dialogue. In this framework, the DOLE Regional Office XI strongly believes that the fundamental requisite to addressing the challenge of inclusive growth is employment growth. To highlight the employment component of the Decent Work Agenda, in 2012, the regional office achieved the succeeding milestones:

Davao Region PESOs Awarded During 2012 PESO National Congress The Public Employment Service Office (PESO) of Municipality of Braulio E. Dujali in Davao del Norte was awarded BEST PESO 2012 3rd-4th Class Municipality Category during the 11th National PESO Congress on October 10-11, 2012 at the Baguio Country Club, Baguio City. This was its 3rd consecutive year of winning in the same category that paved way to hitting grand slam for 2012. PESO Manager Abel Pagatpat received the award and vowed to work harder this year to maintain and even surpassed previous accomplishments. Labor and Employment Secretary Rosalinda Dimapilis-Baldoz led DOLE officials in recognizing PESOs among the network of 1,756 PESOs nationwide. She said that the PESO must continue to strengthen its function as DOLE’s partner in making available and accessible all employment programs and services to address gaps on local employment, resolve job-skills mismatch and pushback unemployment. The University of Mindanao, Tagum Campus, Davao del Norte emerged as the Best State University and College PESO. PESO Manager Ms. Alicia Sulayon received the award and expressed her gratitude to PESO-PHIL and DOLE for recognizing their efforts and initiatives. Moreover, the Best PESO 2012 in Highly Urbanized City was bagged by both Davao City PESO and Quezon City PESO.

The institutionalization of the PESOs in 2012 opened
new doors towards strengthening our partnership
with Local Government Units. With our partnership,
the delivery of our employment facilitation programs
and services is always a top priority and is made very
accessible to the constituents especially those in the
far-flung areas. Establishing the Career Guidance Networks in the
region has always been a powerful tool to help our
students, pupils and graduates steer their own
direction towards pursuing the right course in the
realm of education. One of our best strategies is the
continuing advocacy initiatives on career guidance. The Career Guidance Advocacy
Activities conducted benefitted 24,187
participants utilizing the DOLE and
TESDA’s Career Guides.

Special Feature Rising From the Ruins of
Typhoon Pablo: An Aftermath Devastating “Pablo”
December 4, 2012, Tuesday, 4:00am. Super typhoon “Pablo” (Bopha) struck Davao Region. The
aftermath of the tragedy exposed hundreds of dead bodies, hundreds of injured survivors, and hundreds of missing persons in Davao Oriental and Compostela Valley provinces. As the death toll continued to rise, severe emotional and psychological traumas engulfed the survivors. Agricultural plantations, non-agricultural enterprises, livelihood and other economic undertakings worth billions of pesos were wiped out. The destruction to public and private properties and infrastructure was massive. Typhoon “Pablo” crushed entire villages leaving tens of thousands of people hungry, homeless, jobless, desperate and hopeless. The Philippine President, His Excellency Benigno S. Aquino III, declared a State of National Calamity.
As business and other economic activities were put to a halt, survivors faced uncertainty. Wage-receiving workers in the formal sector are now displaced. The supplies, materials, tools and equipment used by the informal sector workers to generate daily income through their vending and other micro entrepreneurial activities have vanished and are beyond recovery. The situation necessitated immediate action to mitigate the displacements.

Quick Response Urgent situations need urgent response. Affected residents need urgent support to bridge
the income gap so that the victims and survivors may be able to feed themselves and their families and help them start to re-build their lives. The men and women of DOLE XI took up the challenge.
SAGIP Mag-aaral or the Student Assistance thru Government Internship Program is an
immediate and short-term intervention of the DOLE for the youth sector, especially the students, to mitigate displacements from school. Students need urgent support to help them continue schooling. As a stop gap measure, DOLE XI provided the affected students with short-term wage employment as immediate source of income through various community works (re-packing of relief goods and profiling of displaced workers).
984 students received an allowance equivalent to 75% of the existing Minimum Wage Rate in Region XI or P225.75/day, or a total of P2,326,580.00 for the 10-12 days work during the Christmas vacation. The allowance received may not be substantial, but is expected to provide the disadvantaged youth a temporary relief from economic uncertainties and facilitate the continuity of their attendance in school.
For workers in the formal sector, a number of unions and workers organizations in establishments affected by typhoon “Pablo” are in danger of losing jobs. As they are put in an economically disadvantaged situation, DOLE XI encouraged their union leaders to engage into business to augment their income through the DOLE-WInAP or the Workers Income Augmentation Program. The business activity is expected to provide workers with additional sources of income and even possible employment of their family members.

On December 19, 2012, about 60 union officers and members were given briefings as
to the requirements to avail of the DOLE programs. DOLE XI signed a Memorandum of Agreement with Nagkahiusang Mamumuo sa Suyapa Farms (NAMASUFA-NAFLU-KMU), Freshmax Workers’ Union (FWU-NAFLU-KMU), and Nagkahiusang Mamumuo sa San Jose (NAMASAN-NAFLU-KMU), and Certificates of Entitlement were awarded as proof of commitment by DOLE XI to provide P250,000 worth of goods, materials and equipment to each of the 3 workers organizations.
For all affected workers, in general, an Emergency Employment Assistance Project was
implemented under TUlong Panghanapbuhay sa Ating Disadvantaged workers – DOLE Adjustment Measures Program or TUPAD-DOLE-AMP. The short-term wage employment for a maximum of 15 days was an immediate source of income through various community works (debris clearing, de-clogging of canals and sewerages, repair and rehabilitation of structures). The estimated 1,800 disadvantaged workers are to receive an amount equivalent to 75% of the existing Minimum Wage Rate in Region XI, or P225.75 per day (P3,386.25 each for 15 days). As of this writing, DOLE Secretary Rosalinda Dimapilis-Baldoz issued Administrative Order No. 05-2013, creating the DOLE Task Force Pablo both at the Central Office and Regional Office levels to provide general framework and direction in the provision of assistance and support in the rehabilitation of areas affected by typhoon “Pablo.”

Equipped with a vision and mission, the Department of
Labor and Employment, Regional Office No. XI fervently
continues to build a positive image as a result of strong
partnerships and linkages and a favorable climate for the
Filipino workers.
The road towards 2013, the year of the Water Snake,
maybe full of uncertainties. But, imbued with zealousness,
dynamism and commitment, we are confident that the tasks
set before us would inspire us to serve better.
Ultimately, we want to soar high to greater heights and
make DOLE XI the cornerstone of development and lasting
industrial peace.
