Policy Example: Femtocells vs Wi-Fi

• Wi-Fi uses 2.4 GHz license-exempt spectrum • Femtocells use mobile operator licensed spectrum • Both contribute to backhaul traffic from the home • Policy around Femtocells is necessarily more detailed and

complex – Operator must remain in control of a Femtocell at all times, in

order to comply with license conditions – Operation is only possible after authentication with the

operator network – Power output is restricted to less than 0.1 watt (less than Wi-Fi

access points) – Until 2009, it was an operator requirement to keep location and

technical records of each deployed Femtocell
