Six Monthly Compliance Status of conditions stipulated in EC granted vide MOEF LetterNo: J-13012/156/2008-IA.II (T) dated: 9th September 2010 and dated 4th March 2016 &30th May 2018 to M/s DB Power (MP) Limited for its 1x660 MW project located atVillage Gorgi, Tehsil- Deosar, Dist-Singrauli, Madhya Pradesh for the periodOctober2019 to March 2020

⦁ Specific Conditions

Condition Compliance Status

Environmental clearance shall be applicable for 1x660MW. However, at a later stage when firm coal linkage forsecond unit of 660 MW is also available, the projectproponent may request the Ministry for inclusion ofsecond unit of 660MW, which the Ministry shall considerappropriately.

Agreed.

Vision document specifying prospective plan for the siteshall be formulated and submitted to the Ministry withinsix months.

Complied.Vision document submitted to MoEFRegional office at Bhopal vide ourletter dated 15thApril 2011 andresubmitted 23rdMay 2019.

Sulphur and ash contents in the coal to be used in theproject shall not exceed 0.5% and 34% respectively at anygiven time. In case of variation of coal quality at any giventime fresh reference shall be made to MOEF for suitableamendments to environmental clearance conditionwherever necessary.

Plant is still under construction.

A bi-flue stack of 275 m height shall be provided withcontinuous online monitoring equipments for SOX,NOXand Particulate Matter. Exit velocity of flue gases shallnot be less then 22 m/sec. Mercury emissions from stackmay also monitored on periodic basis.

Noted and will be complied

Water requirement shall be restricted to 40 MCM/annumfor two units of 660 MW. No ground water shall beextracted for use in operation of the power plant even inlean season.

Agreed.Presently no water withdrawal for theproject. Water requirement shall berestricted to 40 MCM/annum for twounits of 660 MW and shall becompliedspecific waterconsumption >3.5 m3/MW as perMOEF &CC Notification dated 7thDec.2015.

Source sustainability study of water requirement shall becarried out by an institute of repute. The study shall alsospecify the source of water for meeting the requirementduring lean season. The report shall be submitted to theRegional Office of the Ministry within six months.

Complied.Source sustainability study of waterrequirement had been completed. Itwas submitted to MOEF Regional officeat Bhopal vide our letter dated27.04.2011.

Hydro geological study of the area shall be reviewedannually and report submitted to the Ministry. No waterbodies including natural drainage system in the area shallbe disturbed due to activities associated with the settingup / operation of the power plant.

No ground water extraction for theproject is envisaged.

Minimum required environmental flow suggested by thecompetent Authority of the State Govt. shall bemaintained in the Channel/ Rivers (as applicable) even inlean season.

Agreed

COC of 5.0 shall be adopted. Agreed.

Local employable youth shall be trained in skills relevantto the project for eventual employment in the projectitself. The action taken report and details thereof to thiseffect shall be submitted to the Regional Office of theMinistry and the State Govt. Department concerned fromtime to time.

DB Power had adopted two IndustrialTraining Institutes in Singrauli districtfor skill development of the localpeople. One is Construction SkillTraining Centre (CSTC),ITI, Waidhan,Singrauli. 330 people had been givenemployment from among the locals.Economically poor meritoriousstudents are awarded scholarship forhigher studies under UrjaanchalScheme. The people from Projectaffected population are givenpreference for the employment. OtherCSR activities are also beingundertaken by DB Power Ltd in thearea.

Additional soil for the leveling of the proposed site shallbe generated within the sites (to the extent possible) sothat natural drainage system of the area is protected andimproved.

Agreed.

Provision for installation of FGD shall be provided forfuture use. High efficiency Electrostatic Precipitators(ESPs) shall be installed to insure the particulate emissiondoes not exceed 50 mg/Nm3.

Space provision for FGD has beenmade in the plot plan. ESP is beingdesigned such that particulateemission does not exceed 50 mg/Nm3.

Adequate dust extraction system such as cyclones/ bagfilters and water spray system in the dusty areas such asin coal handling and ash handling points, transfer areasand other vulnerable dusty areas shall be provided.

Agreed.

Utilization of 100% Fly ash generated shall be made from4thyear of operation of the plant. Status ofimplementation shall be reported to the Regional Officeof the Ministry from time to time.

Plant is still under construction, theFly ash utilization plan will beimplemented as per the MoEFnotifications 2009 and amendmentsthereon. We will submit a planforutilization of fly ash beforecommencement of operation.

Fly ash shall be collected in dry form and storage facility(silos) shall be provided. Unutilized fly ash shall bedisposed off in the ash pond in the slurry form. Mercuryand other heavy metals (As, Hg, Cr, Pb, etc.) will bemonitored in the bottom ash as also in the effluentscoming from the existing ash pond. No ash shall bedisposed off in low lying area.

Agreed.

Ash pond shall be lined with HDPE/LDPE lining or othersuitable impermeable media such that no leach ate takesplace at any point of time. Adequate safety measures shallalso be implemented to protect the ash dyke from gettingbreached.

HDPE/LDPE lining besides adequatesafety measures are beingincorporated in construction of designof Ash pond.

For disposal of Bottom Ash in abandoned mines (Ifproposed to be undertaken) it shall be ensured that thebottom and sides of the mined out areas are adequatelylined with clay before bottom Ash is filled up. The projectproponent shall inform the State Pollution Control Boardwell in advance before undertaking the activity.

Will be complied as specified, insupport with mining authorities.

Green belt consisting of 3 tiers of plantations of nativespecies around plant and at least 100 m width shall beraised. Wherever 100 m width is not feasible a 50 m widthshall be raised and adequate justification shall besubmitted to the Ministry. Tree density shall not less than2500 per ha with survival rate not less than 75%.

The green belt development hasalready begun with the constructionphase. We have planted >34, 900 no ofsaplings in 35 acres of land.

Two nearest village shall be adopted and basic likedevelopment of roads, drinking water supply, primaryhealth centre, primary school etc. shall be developed inco-ordination with the district administration.

The two nearest villages namely Papaland Niwas had been adopted asrequired. Drinking water supply andother basic support to primary healthcentre and school have been extended.The villages are being developed in co-ordination with the districtadministration.

For the tribal families (if any) affected directly or indirectlyby the proposed project, specific schemes for upliftmentof their sustainable livelihood shall be prepared with timebound implementation and inbuilt monitoringprogramme. The status of implementation shall besubmitted to the Regional Office of the Ministry from timeto time.

Not applicable as there is no tribalfamily affected by proposed project.

The project proponent shall also adequately contribute inthe development of the neighboring villages. Specialpackage with implementation schedule for free portabledrinking water supply in the nearby villages and schoolsshall be undertaken in a time bound manner.

DBMPL is contributing in thedevelopment of the neighboringvillages by supplying free potablewater etc in nearby Papal, Niwas andMahuagaon villages.

Action plan for R&R (as applicable) with package for theproject affected persons be submitted and implementedas per prevalent R&R policy within 3 months from thedate of issue of this letter.

Complied.Action plan already submitted to MoEFvide our letter dated 25thJanuary 2011.The agreement has been done with theCollector, Singrauli by M/S DB Power(MP) Ltd for R&R and an amount ofRs.5,78,76,848.00 has been depositedwith the Collectorate. Theimplementation is being done as perthe policy of government of India andthe government of Madhya Pradesh.Details submitted vide our letter dated23rdMay 2019.

An amount of Rs 25.0 Crores shall be earmarked as onetime capital cost for CSR programme. Subsequently arecurring expenditure of Rs 5.0 Crores per annum shall beearmarked as recurring expenditure for CSR activities.Details of the activities to be undertaken shall besubmitted within one month along with road map forimplementation.

Complied.Detail of CSR activities beingundertaken has been submitted toMoEF vide our letter dated 9thOctober 2010 and resubmitted videour letter dated 23rdMay 2019.

While identifying CSR programme the company shallconduct need based assessment for the nearby villages tostudy economics measures with action plan which canhelp in upliftment of poor section of society. Incomegenerating projects consistent with the traditional skills ofthe people besides development of the fodder farm, fruitbearing orchards, vocational training etc. can form a partof such programme. Company shall provide separatebudget for community development activities and incomegenerating programmers. This will be in addition tovocational training for individuals imparted to take upself-employment and jobs.

The CSR program has been designedon the basis of need based assessmentand submitted to MoEF vide letterdated 9thOctober 2010. The variousCSR acclivities are in progressaccordingly.The local youths have been trained in

income generating traditional skillssuch as Plumbing (40 youths), Tailoring(62) and other income generatingactivities (66)as Masonry, Hand pumprepair etc by company.

Initiatives have also been taken indeveloping skills as fodder farm andfruit bearing orchards.

It shall be ensured that in-built monitoring mechanism forthe schemes identified is in place and annual social auditshall be got done from the nearest government instituteof repute in the region. The project proponent shall alsosubmit the status of implementation of the scheme fromtime to time.

Being complied.

B) General Conditions:

Condition Compliance Status

The treated effluents conforming to the prescribedstandards only shall be re-circulated and reused withinthe plant. There shall be no discharge outside theplant boundary except during monsoon. Arrangementsshall be made that effluents and storm water do notget mixed.

The plant is designed based on zerodischarge concepts. The layout of the planthas been designed such that effluents andthe storm water do not mix.

A sewage treatment plant shall be provided (asapplicable) and the treated sewage shall be used forraising greenbelt/plantation.

Agreed

Rainwater harvesting should be adopted. CentralGroundwater Authority/ Board shall be consulted forfinalization of appropriate rainwater harvestingtechnology within a period of three months from thedate of issue of clearance and details shall befurnished to the Regional Office of the Ministry.

The report had been submitted on 17thMarch2011.Hydro geological investigation &rain waterharvesting system scheme already submittedvide our letter dated 23rdMay 2019.

Adequate safety measures shall be provided in theplant area to check/ minimize spontaneous fires incoal yard, especially during summer season. Copy ofthese measures with full details along with locationplant layout shall be submitted to the Ministry as wellas to the Regional Office of the Ministry.

Will be complied as applicable.Risk assessment and safety measuresmentioned in the EIA report alreadysubmitted vide our letter dated 23rdMay2019.

Storage facilities for auxiliary liquid fuel such as LDOand/HFO/LSHS shall be made in the plant area inconsultation with Department of Explosives, Nagpur.Sulphur content in the liquid fuel will not exceed0.5%.Disaster Management Plan shall be prepared tomeet any eventually in case of an accident taking placedue to storage of oil.

Shall be complied as required.

Regular monitoring of ground water level shall becarried out by establishing a network of existing wellsand constructing new piezometers. Monitoringaround the ash pond area shall be carried outparticularly for heavy metals (Hg, Cr, As, Pb,) andrecords maintained and submitted to the RegionalOffice of this Ministry. The data so obtained should becompared with the baseline data so as to ensure thatthe ground water quality is not adversely affected dueto the project.

Will be Complied as required.

Monitoring surface water quality and quantity shallalso be regularly conducted and records maintained.The monitored data shall be submitted to the Ministryregularly. Further, monitoring points shall be locatedbetween the plant and drainage in the direction offlow of ground water and records maintained.Monitoring for heavy metals in ground water shall beundertaken.

Regular Monitoring of Surface and groundwater is under progress. The results ofanalysis are attached Annexure #3.

First aid and sanitation arrangements shall be madefor the drivers and other contract workers duringconstruction phase.

First Aid facility is made available to workersat site. Separate sanitation facilities forFemale and male workers have beenprovidedat the construction site.

Noise levels emanating from turbines shall be socontrolled such that the noise in the work zone shallbe limited to 75 dB. For people working in the highnoise area, requisite personal protective equipmentlike earplugs/ ear muffs etc. shall be provided.Workers engaged in noisy areas such as turbine area,air compressors etc shall be periodically examined tomaintain audiometric record and for treatment for anyhearing loss including shifting to non noisy/less noisyareas.

Shall be compliedas required.The results of Periodical monitoring ofAmbient noise Quality is enclosed asAnnexure # 1.

Regular monitoring of ground level concentration ofSOX, NOX, PM2.5 &PM10and Hg shall be carried out inthe impact zone and records maintained. If at anystage these levels are found to exceed the prescribedlimits, necessary control measures shall be providedimmediately. The location of the monitoring stationsand frequency of monitoring shall be decided inconsultation with SPCB. Periodic reports shall besubmitted to the Regional Office of the Ministry. Thedata shall also be put on the website of the company.

The results of periodical monitoring ofAmbient Air Quality is enclosed as Annexure# 1.

Provision shall be made for the housing ofconstruction labor (as applicable) within the site withall necessary infrastructure and facilities such as fuelfor cooking, mobile toilets, mobile STP, safe drinkingwater, medical health care, crèche etc. The housingmay be in the form of temporary structures to beremoved after the completion of the project.

The necessary facilities are being provided bythe Proponent for construction workers.

The project proponent shall advertise in at least twolocal newspapers widely circulated in the regionaround the project, one of which shall be in thevernacular language of the locality concerned withinseven days from the date of this clearance letter,informing that the project has been accordedenvironmental clearance and copies of clearanceletter are available with the State Pollution ControlBoard/Committee and may also be seen at website ofthe Ministry of Environment and Forests athttp://envfor.nic.in.

Complied.

A copy of the clearance letter shall be sent by theproponent to concerned Panchayat,ZilaParisad/Municipal Corporation, urban local bodyand the local NGO, if any, from whomsuggestions/representations, if any, received whileprocessing the proposal. The clearance letter shall alsobe put on the website of the Company by theproponent.

Complied.

An Environment cell shall be created at the project siteitself and shall be headed by an officer of appropriateseniority and qualification. It shall be ensured that thehead of the Cell directly report to the head of theorganization.

A separate EMC has been established. It isheaded by a Senior officer. Same is suitablystaffed. He reports directly to Station head.

The proponent shall upload the status of complianceof the stipulated EC conditions, including results ofmonitored data on their website and shall update thesame periodically. It shall simultaneously be sent tothe Regional Office of MOEF, the respective Zonaloffice of CPCB and the SPCB. The criteria pollutantlevels namely; SPM, RSPM (PM2.5 &PM10), SO2,NOX(ambient levels as well as stack emissions) shall bedisplayed at a convenient location near the main gateof the company in the public domain.

The environment statement for each financial yearending 31stMarch in Form-V as is mandated to besubmitted by the project proponent to the concernedState Pollution Control Board as prescribed under theEnvironment (Protection) Rules, 1986, as amendedsubsequently, shall also be put on the website of thecompany along with the status of compliance ofenvironmental clearance conditions and shall also besent to the respective Regional Offices of the Ministryby e-mail.

Will be complied as applicable.

The project proponent shall submit six monthlyreports on the status of the implementation of thestipulated environmental safeguards to the Ministry ofEnvironment and Forests, its Regional Office, CentralPollution Control Board and State Pollution ControlBoard. The project proponent shall upload the statusof compliance of the environmental clearanceconditions on their website and update the sameperiodically and simultaneously send the same by e-mail to the Regional Office, Ministry of Environmentand forests.

Complied.

Regional Office of the Ministry of Environment&Forests will monitor the implementation of thestipulated conditions. A complete set of documentsincluding Environmental impact Assessment Reportand Environment Management plan along with theadditional information submitted from time to timeshall be forwarded to the Regional Office for their useduring monitoring. Project proponent will up-load thecompliance status in their website and up-date thesame from time to time at least six monthly basis.Criteria pollutants levels including NOX(from stack&ambient air) shall be displayed at the main gate ofthe power plant.

Complied.

Separate funds shall be allocated for implementationof environmental protection measures along withitem-wise break-up. These cost shall be included aspart of the project cost. The funds earmarked for theenvironment protection measures shall not bediverted for other purpose and year-wise expenditureshould be reported to the Ministry.

The project authorities shall inform the Regional Officeas well as the Ministry regarding the date of financialclosure and final approval of the project by theconcerned authorities and the dates of start of landdevelopment work and commissioning of plant.

⦁ Land development work started fromOctober 2010.

Full cooperation shall be extended to thescientists/officers from the Ministry/ Regional Office ofthe Ministry at Bangalore/CPCB/SPCB who would bemonitoring the compliance of environmental status.

Full cooperation is extended to the Scientists/ Officers from the Ministry / Regional Officeof the Ministry at Bhopal / CPCB / SPCB asand when required.
