Sub : Winter Preparedness Drive.

Instructions exist for undertaking essential precautions and special

drive to check all electric locos prior to the commencement of winter

season, so that typical failures attributed to low temperature and fog do

not occur and the desired level of reliability is maintained.

The following important pro-winter precautions mentioned in ACTM

para 30514 and related instructions issued by RDSO should he ensured :

1. During all trip inspections or roof inspections whenever carried

out, proper cleaning of roof-line & pantograph insulators with a wet

& dry cloth for maintaining shining surface finish to be ensured

Further, application of Silicon oil to increase the hydrophobicity of

insulator porcelain surface after cleaning and rounding off work on

sharp edges of roof bar connections & fittings as per instructions

laid down in RDSO SMI No. RDSO/2012/EL/SMI/0274, Rev.0, dated

29.03.2012 to be ensured by homing sheds before November.

2. Ensure joint checking of loco roof equipments (including

pantographs, cleaning of roof insulators and roof bar etc.) with

TRD staff a sheds & trip shed as a preventive measure.

3. Modification in mounting bracket of fixed contact and movable contact

arm of HOM switch to increase the electrical clearance issued by

RDSO vide RDSO/2012/El / MS/0405 (Rev.0 dated 03,01.2012.

4. Working of heaters/blowers in both cabs.

5. Air tightness of cab window shutters and sealing of ventilator covers.

6. Proper levei of oil to he maintained in TFP, GR and Traction

Converter.

7. Good condition of Silica gel for Transformer, Tap changer and

Traction Converter.

8. Proper level of oil to be maintained in compressor and confirm

than un-loaders are in working order.

9. Availability of dry and in sand boxes to be provided with air tight

covers.

10. ‘TM inspection covers to be with gasket without air gap 5’ locked

properly

11. Cleaning of battery terminals and application of petroleum jelly.

12. Free movement of brake cylinders, if found sluggish than overhauhng

should be done,

13. Air dryer in a working order and isolation should not be permitted.

14. Draining of moisture from all MR and free movement of drain cocks.

15. Re-greas of pantograph servomotor to avoid jamming

16. SMGR servomotor cylinders to be cleaned and re-greased

Besides the maintenance of electric locos, it is desired

that a drive counsel running staff regarding working of trains during

poor visibility condition like foggy weather etc. should also be

ACTION PLAN FOR WINTER & FOGGY WEATHER 2015-16

1. Electric Loco Shed

1.1 All the doors and windows of the cabs and corridors should be providedwith rubber gaskets and proper locking of doors (Handle and lock) tobe ensured

1.2. Head lights should be cleaned and focus checked. Ensure working ofHead light/ Flasher light/Marker light.

1.3. Sand must be available in all 8 sanders.1.4 Traction motors should be cleaned and proper fitment of TM inspection

cover, Terminal covers, bellows and cable cleats should be ensured.1.5. Battery terminals must be cleaned and petroleum jelly should be

applied on all the terminal of battery.1.6 Brake cylinder adjustment be carried out and re-greasing done.

1.7. Proper cleaning of lookout, door and window glass.

1.8. Proper working of gauge lights, marker lights, flasher lights, loco draincocks, auto drain valves and Air drier.

1.9. VCD on all locomotives should be in working order.

1.10. Cab equipment’s like driver seats, cab lights, footsteps, should beattended and functional.

1.11. All 4 nos. cab heater should be in working order.

1.12. Ensure all roof insulators are cleaned properly, overhauling ofservomotor of pantograph, drainage of moisture through drain plugshould be started before winter season.

1.13. The dust collected on diodes .and other components of the RSI blockshould be cleaned.

1.14. Ensure 100% provision of doors with gasket on TK panel.

1.15. Ensure replacement of gasket of body side filters and proper cleaningof filters.

1.16. Replacement of items as per Railway Board’s , letter no. 2005/Elect.(TRS) /440 / 23 dated 27.09.2012 (copy enclose for ready reference).

2. Trip sheds

1. Working of wipers, cleaning of Head light, Marker light and Flasherlight glasses should be done.

2. Draining of moisture from all reservoirs and after coolers should bedone.

3. Arrangement of heating of gear case compound should be ensured.

4. Tightness of windows/doors and any report by LPs/ALPs should beattended.

5. Lookout glass cleanness should be ensured at major stoppagestations in Mail/Exp. trains at ALD, CNB, TDL, AGC and JHS.

6. Cleanness of roof insulators by water should be ensured.

7. Heaters working and its repair, if any should be ensured.

8. Working of sanders, availability of dry sand in sand boxes should beensured.

3. Electric Loco Operation

3.1. Selection/promotion/refresher courses and PME etc. to be completedby the end of Nov.’14 to ensure maximum availability of crew duringwinter.

3.2. Meeting of loco inspectors to be planned to discuss all the issues ofloco running as per following agenda.

• Counseling about signaling, LR of divisions such as DLI, MGS,AGC for ALD crew and LIs, JHS, BPL for AGC & JHS crew.

• Close watch in lobbies to be kept on LP/ALP who sign off between02:00 Hrs. to 06:00 Hrs. and are available at 18:00 to 24:00 hrs.after 16 Hrs. rest for adequate rest.

• Signal visibility issues to be confirmed by foot plate inspection ofofficers and compliance report given.

• Provision of Sigma Boards as approved by RDSO two masts priorto all signal locations for easy identification during foggy weather tobe ensured at the all places.

• All safety drives for fog, drunkenness on duty, over speeding (byspeed gun) to be carried out regularly.

• Calling out signal aspects loudly and clearly by engine crew,exchange of signals with station staff & guards to be ensured.

• No private number will be exchanged through walkie-talkie. All LPs/ALPs may be counseled regularly in this regard.

• Restricting crew to their familiar territory during FOG by ensuringproper crew link, so that crew frequently runs in the nominatedroutes.

• Road learning of running staff before falling due.

• To provide competency for automatic block system as per latestinstruction of Railway Board.

• Restrictive use of CUG phones by engine crew during trainoperation.

• LI movement registers availability in crew lobby.

• Maintenance of unusual/defect noticed by driver’s register in crewlobby/CMS must be done and follow up action taken.

• Availability of grading of LP’s list in crew lobby.

• SPAD is an extremely serious matter. Counsel LPs/ALPs on thefollowing points :

(i) When stopping at station for some time SA-9 should be inapplied condition. LP should apply brake through A-9 to about0.5kg. This would avoid an abrupt starting because of delay ofabout 15-20 seconds in releasing of load and LP will be ableto ensure that he is moving on correct authority to proceed.

(ii) In case ALP feels LP is not alert and the train is not in controlhe should apply brakes through RS to stop the train.

(iii) Calling of stop signal as ON repeatedly by ALP till the LP stopsthe train short of signal.

(iv) Working of trains under poor visibility condition of poor visibility/fog in absolute & automatic block section.

(v) Knowledge of Automatic signals like GOY- KRJ, DKDE-MIU, &ALD-JIA, CAR -Block Hut-K or latest.

(vi) New sections electrified such as 3rd line in ALJN-GZB, MTJ-PWL & JHS-CNB newly electrified where train operationundertaking. Counseling of critical locations of the Divisionswhere he is going.

• All aspects pertaining to GR 9.01 & GR 9.02 and associated SR tobe given in detail. It is to be explained that whenever a signal inAutomatic/Semiautomatic territory is passed in “ON”, maximumspeed of 10 Km/hour is permitted. All the LI’s to interact withnominated crew at least 2/3 times to counsel them about GR 9.01& GR 9.02 and associated instructions.

• Change of crew for Mail/Exp. may be planned if long hours.• Monitoring of alert massage for fog given by control.• PDD should be minimized by correct forecasting and booking of

LPs/ALPs. TLCs to coordinate with traffic.• Ambush checks to be done by LIs to monitor the behavior of the

crew after passing a signal at ‘ON’ in Automatic territory.• IBS- The working of the phones at each of the lBS should be got

checked jointly with S&T. This should be regular exercise in a winterduring foggy weather.

• Ensure that crew coming from WCR, NR etc. may be ensured forbecoming conversant with the Modified Automatic Signaling Systemin NCR and further advised not to allow ECR crew in the NCRterritory in the foggy weather.

• Necessary arrangement of intensive counseling of Loco pilot andassistant Loco pilot must be done that releasing of S-64 by offaspect of S-44 of GWL is being removed and these two signals willfunction independently. Only after confirmation about the counselingof Loco - crew from Sr. DEE/OP, circuit alteration is to beimplemented at site by Sr. DSTE/ Co-ordination/JHS.

• Counseling of Loco -crew regarding Signal S-64 and S-44 of BLNR/GWL should be made at least 10 to 15 days by JHS-AGC & DLIdivision.

• Intensive night foot plate by LI's and officers of Electric Locooperations/Sheds has to be done.

• Fog precautions, counseling of crew, monitoring by LIs and officers.Surprise inspections by officers and supervisors of lobbiesparticularly during night from 00.00 hrs to 6.00 hrs and footplate.

• Instructions are to be issued to LPs/ALPs that from 1st December,leading pantograph will be used during the night period (i.e. from22.00 hrs to 10 hrs).

4. General

4.1. To ensure that updating, printing and distribution of Signal Location toall running staff.

4.2. A Comprehensive planning to be made for keeping VHF sets, sparebatteries and battery chargers in good condition. The weak batteriesin circulation to loco pilots & guards need to be weeded out and morefresh batteries are to be added. Charging facilities in all the runningroom and crew booking lobbies are to be augmented by adding morebattery chargers so that charging can be ensured by loco pilots andguards during their stay in running rooms.

4.3. Running rooms are to be up keep well in all respect. Deficienciesnoticed/ reported are to be taken seriously and necessaryimprovements to be effected immediately. Additional beds are to bearranged for running staff to be used during foggy season as trainsrun late. The stay of crew at running rooms should be madecomfortable.

4.4. Intensive use of speed guns for monitoring speed at cross over andcaution along with ambush check should be made. At least two speedguns in all three divisions should be available.

4.5. Breathalyzer tests have to be done and should be meaningful. Surpriseinspections by officers are to be made to ensure compliance. PortableBreathalyzer for use during footplates and ambush check.

4.6. Circulars issued by various departments will be routed through Sr.DEE/OP only and thereafter, he will authorize to the in-charge of crewbooking lobby for uploading the appropriate circular after throughscrutiny. This procedure is to be followed strictly by all the divisions.

4.7. Case studies of accidents needs to be compulsorily discussed withtrainees in the class room and the mistakes committed during theaccidents including the lessons learnt are to be brought out during thediscussions in each courses of running staff.

4.8. Major irregularities noticed should be reflected in the morning positionso that it may be communicated to the concerned branch.

4.9. Panto lowering & raising, caution order must be avoided

5.8 SAFETY AT WORKSITES1.1. Measures to be ensured prior to start of work. Before starting any

track work the Engineering incharge of the section shall ensurethat he has complete knowledge of the following aspects :

1.1.1. Name & address of the Contractor assigned to execute the work.1.1.2 Contractor’s list of the number (s) of individual vehicle(s), names

and license particulars of the drivers propossed to be used.1.1.3 The staff of the contractor should be fully trained for the work he is

executing. The Engineer incharge will issue necessaryCompetency Certificate (Annexure-I) to the contractor's staff andthe only they will be allowed to start the work.

1.1.4 Railway’s Supervisor at site will ensure safety precautions againstany danger to safety of track and will acordingly educate thecontractor's staff and take their acknowledgement before startingthe work.

1.1.5 Contractor staff will advise Sectional ADEN/SSE (P. Way) & SSE(Works) about the detailed planning of work including protectionof track and safety measures proposed to be adopted.

1.2. The other organization working in the section should submit toADEN the names of supervisrs of construction organization/otherorganizations who are going to be site incharage/incharages ofwork site.

1.3. Before the start of work, the land strip adjacent to running trackwhere road vehicle/Machinery is to play for the work shall be demar-cated by lime in advance at the appropriate distance from the centreof existing track in consultation with railway supervisors. Sketchesshowing the location of marking are given in Annexure-II.

1.4. Barricading as per the design given in Annexure-III shall be providedin full length of work area along the track at specified distances.

1.5. The work site shall be suitably demarcated to keep public andpassengers away from the work area. Necessary signage boardssuch as ‘work in progress etc shall be provided at appropriatelocations to warn the public/passengers.

1.6. Check list given in Annexure IV shall be used to ensure that all therequisite measures have been taken before start of work.

(2) Measures to be ensured during the execution of the work.2.1. Conctractor has deputed trained supervisors at work sites dully

certified by ADEN/Incharge of the work,

2.2. Drivers of vehicle have been certified about the safety andprecautions to be taken while moving/working close ot traffic/track.

2.3. The contractor shall not allow any road vehicle belonging to himor his suppliers etc. to play within 6 meters of centre of runningline without presence of Railway Supervisor.

2.4. Contrator shall play road vehicle only between sunrise and sunset. In case of emergency where, it is necessary to work duringnight hours, sufficient lighting shall be ensured in the completework area for the safety of public and passengers. Also additionalstaff shall be posted necessary for night working.

2.5. Wher ever provided the Engineering Indicator Boards will be ofIumiaou material as provided in the I. R. P. W. M..

2.6. Contractors shall ensure that road vehicle/machinery play in awayso that these do not infringe the line of demarcation.

2.7. Look out man shall be posted where necessary.2.8. In unusual circumstances, where operator apprehends infringement

to track while working truck/machinery near running track followingaction shaIl be taken:(a) The track should be protected as per the provisions of P.Way

manual laid in para 806 (i) by the Railway staff.(b) Any emergency, if occurs, will be protected and attended

by the Railway staft Contractor’s staff may assist the Railwaystaff.

2.9. If any vehicle/machinery has to be left at site, it should beadequately away from the track and should be fully secured,chained and pad locked so that it may not be rolled down.

2.10. All temporary arrangements required to be made during executionof work shall be made in such a manner that moving dimensiondo not infringe. Necessary checks shall be exercised by siteincharge from time to time.

2.11. In case work is to be executed within 6 M of centre of track butmore than 3.50 M, the track is to be protected as per the para806(i) of the IRPWM.

2.12. In case, work is planned to be done us the 3.5 M of centre line ofrunning track is shall be ensured that the work is done underblock protection only and necessary safety precautions forprotection to track as per para No. 806 and 807 of IRPWM aretaken.

2.13. While digging in station area, if any cable is found, digging shouldbe stopped and concerned signaling/electrical staff should beinformed immediately.

2.14. There shall be proper communication system available at the worksite.

2.15. While inspecting the work site check list given in Annexure-V shallbe used to ensure that all the requisite measures have been takenduring the execution of the work.

(3) Precautions required to be taken during execution of workrequiring traffic blocks.

3.1. Any work, which infringes the moving dimensions, shall be startedonly after the traffic blocks have been imposed and track protected.

3.2. At locations where night working is unavoidable, properlighting arrangement should be made.

3.3. Before closing the work, the track shall be left with the propertrack geometry so that the trains run safely. After completion ofwork, the released sleeper and fittings should be properly stackedaway from the track to be kept clear of moving dimensions.

3.4. Block shall be removed only when all the temporary arrangement,machineries tools, plant etc. have been kept clear of movingdimensions.

(4) Stacking of material along the Railway tracks4.1 Soon after the work, released material should be stacked at the

safe place away from the track so that it may not infringe thetrack. Later on the matrial may be stacked to a place fromwhere it may be
