Problem Addressed by the Project Air travel in India increased rapidly in the last decade. As a result, roads leading to airports in the large cities in India became heavily congested. Delhi experienced particularly rapid growth in air traffic. The only public transport services to Delhi’s airport were a few of ordinary city bus lines that stopped at the airport on route to and from other destinations. Delhi was awarded the 2010 Common Wealth Games, a major sport event that would welcome a large influx of athletes, spectators and media to the city, most of whom would arrive through the airport. Recognizing the increasing traffic to the airport, Delhi Metro Rail Corporation (DMRC) proposed to build a dedicated and express railway line to the airport. The line would reduce the travel time between New Delhi Railway Station and the airport to 18 minutes. This journey could otherwise take few hours by the congested road. Services Provided As the JV Lead, OC Global provided the following range of services: Review, revalidate and supplement preliminary designs Design and documentation for civil contracts and concessionaire contract Tender Assistance for construction for 6 civil (1 elevated and 5 underground) and 1 concessionaire (electrical and mechanical, rolling stock, operation and maintenance) Review and proof checked designs submitted by contractors for the design-build based contracts and the concessionaire Project management and construction supervision under FIDIC contract System Testing & Commissioning Prepare construction manuals, and review/approval of operation andmaintenance manuals prepared by the Concessionaire Monitor arrangements and providing training to the personnel of the Concessionaire in operation, maintenance and repair of various equipment, plants and the system Actual Project Works Commercial operation opened on 23 February 2011.
