Formed in 1991, Delta Telecom was the first

mobile phone operator in the Russian market.Today, it has 400 employees, and 200,000subscribers who can use their mobile phonesin more than 550 cities throughout Russia aswell as in 10 European countries.

More power, greater performanceMaintaining that development meant thatmore power was needed, so the company

now runs an OpenVMS operating system ona new AlphaServer GS1280 system, basedon the EV7 processor. This represents a hugeleap in performance combined withscalability and high availability.

With many of its applications written in Java,Delta Telecom also runs a BEA WebLogicServer application server, which provides itwith a way to reduce the complexity and costof its application infrastructure, transformingits IT assets into a critical business advantage.

One recent application that has streamlinedthe company’s efficiency is its ‘Settling withDealers’ Java software application. Thisapplication automates Delta Telecom’s book-keeping and logistical inter-relation with morethan 200 dealers, each of which can havemany branches who sell its services in St.Petersburg and other regions.

Business processes that have beencomputerised include the customer contractssigned up by dealers. These are now

transferred back electronically to DeltaTelecom’s Dealer Department where they areapproved electronically. Warehouse control,daily and monthly dealer reports andcalculations of the mutual debts betweendealers and Delta Telecom have also beenautomated.

Quick and efficient Dealers and Delta Telecom’s dealer managersaccess the system via the Internet, and reportscan be generated in many formats includingHTML, MS Excel or Adobe Acrobat PDF. The

Settling with Dealers application centresaround an Oracle 8.1.7 database has madeDelta Telecom much more efficient byeliminating the need to transfer documents byfax or courier. This has reduced the marginfor error and has speeding up the wholeprocess which could take more than 10 daysto produce each monthly report.

Another similar project developed by DeltaTelecom was its National and InternationalRoaming Information System. The companyhas roaming partnerships with more than 80independent companies in Russia and othercountries, and the project was designed toincrease the effectiveness and efficiency of itscomplicated dealings with the roaming

partners. It aimed to provide safe ways ofcollecting, filing and editing the largeamounts of heterogeneous informationprovided by partners and automating theaccount clearing systems with them.

Adaptable to change“The combination of technologies we use todevelop and run new applications ensuresthat Delta Telecom remains an adaptiveenterprise that is able to meet the everchanging challenges of the

telecommunications market,” added Nazarov.“HP supports our OpenVMS, and we workwith HP to support the BEA WebLogic Serverwhich is important because we have users ofthis both inside our company and at customersites outside the company.

Delta Telecom is now looking to upgrade itsAlphaServer GS1280 system to accommodate anew storage project and is also starting amigration process to new CDMA 2000technology.
