Regional benchmarking
• Comparative studies
• Comparison of development processes occurring in a region with those in regions considered as the best in a specified area (eg. creation of new jobs, regional marketing, attracting new investors, innovation)
• Search for practices applied in regions that resulted with its high development positions
• Adaptation of models of best practices to our region’s circumstances, and use of those practices to improve region’s development
• „we should learn from mistakes, but it’s better to learn from others’ mistakes, than from our own"
Assumptions of the study
• The development pattern is assumed as a desired state of economic and social development of the region. Reaching this state is possible through achieving development goals defined by the regional authorities in the key documents.
• Aims of the „Development Pattern of Mazovia region” study:
− Improving our knowledge of the socio-economic situation in Mazovia and its determinants in comparison with 14 reference regions;
− Identification of differences in the level of development of Mazovia and reference regions as well as opportunities to reduce those differences;
− Creation of a monitoring system aimed to follow the level of development of Mazovia in relation to reference regions.
Development pattern of Mazovia – part I
Ist part of the study:
− Selection of reference regions – i.e. similar to Mazovia in terms of demographic and economic structure and level of internal diversity
− Measurement of differences in the level of development of Mazovia and reference regions, concerning 9 thematic areas:
1. Social capital, 2. Intellectual capital, 3. Economic development, 4. Entrepreneurship, 5. Professional activity, 6. Innovativeness of the regional economy, 7. Competitiveness, 8. Condition of the environment, 9. Internal disparities.

Conclusions from the Ist part of the study
− Big differences in the level of development of Mazovia and reference regions – e.g. in the fields of: social capital, level of economic development, level of entrepreneurship, investment expenditure, patent applications
− Many of those differences result from historical conditions, some have to be considered through the prism of cultural background
− It is recommended to:
o compare regions with administrative functions - its regional instruments can be observed and adapted to our needs
o compare differences in longer period of time – to observe trends and processes

− Analysis of development paths of Mazovia and 14 reference regions in 12 thematic areas (areas from Ist part of the study plus: poverty and social exclusion, quality of life and information society)
− Measurement of a distance between Mazovia and reference regions concerning the development level, using a synthetic indicator designed for this purpose
− Estimation of a time when Mazovia reaches the development level of reference regions (time of alignment),
− Elaborating procedures for monitoring differences in the level of development (the development distance and time of alignment) in Mazovia region and reference regions – automated Excel file.

Methodological assumptions
• The study is based on statistical data
⁻ On the basis of indicators available in the public statistics (Eurostat, national statistical offices)
⁻ Dependence on the availability of data in time and NUTS division
⁻ Shapes and positions of paths depend on the selection of indicators
• The use of synthetic indexes to depict 9 thematic areas:
⁻ Transformation of partial indexes into stimulants
⁻ Uniformization of partial indexes
⁻ Estimation of synthetic index
• The determination of distances and times of alignment:
⁻ On the basis of linear trend function of the synthetic index
Level of social capital Measured with indicators: • Share of population with tertiary
education • Share of lifelong learning participants • Number of students of post-secondary
and tertiary education

General level of development
Due to limited range of data, it was possible to determine the trend line and the point of intersection only for selected regions and a limited range of indicators (excl. social areas, innovativeness and information society).

Conclusion
• Mazovia was mostly in the second half of the rankings for 15 analysed regions
• The lowest position of Mazovia in rankings of:
− Internal disparities (1st place, but in negative meaning),
− Economic development (12),
− Condition of the environment (11),
− Information society (11),
− Innovativeness (10),
− Professional activity (8),
− Deteriorating position in the level of entrepreneurship and competitiveness.
Conclusion (2)
• Despite Mazovia’s low position in rankings, the fast rate of growth and the positive trend suggest that it is possible to improve this position in the future
• According to the result of this research, Mazovia could catch up following regions in the level of development :
− Noord Holland - in 2025
− Stuttgart – in 2027
− Kärnten - in 2043
Further use of the research results
• With this study our team received a tool (automated Excel file) designed to monitor differences in the level of development in Mazovia region and reference regions: their paths, distances and times of alignment
• Data in the Excel tool updated annually
• All the elements of comparison - paths, distances and times of alignment - will be presented on a new regional website:
− in interactive form
− updated annually
− available for all: regional and local authorities, inhabitants, entrepreneurs, NGO’s etc.
What can we do with the research results?
• Choose the best region in every thematic area and initiate cooperation to exchange experiences and learn form each other
• Track changes in time of regions’ distances and times of alignment
• Observe how Mazovia improved its position over several years
