1. Al erken die Wes-Kaap Onderwysdepartement (WKOD) die reg van sy werknemers om

politieke loopbane na te streef, wy dit hom ook daaraan toe om toe te sien dat

leerders, kragtens ons land se Grondwet, die reg het op ʼn veilige en standvastige

leeromgewing.

2. WKOD-werknemers word dus daaraan herinner dat hulle nie amptelike tyd en/of

regeringseiendom mag gebruik om stemme te werf of politieke partye se belange te

bevorder nie.

3. Hoofde van opvoedkundige inrigtings en direkteure van onderwysdistrikte word voorts

versoek om die operasionele vereistes van hulle inrigtings in ag te neem voordat

werknemers se verlof goedgekeur word sodat hulle opleiding by die Onafhanklike

Verkiesingskommissie (OVK) kan ondergaan en pligte by stemlokale kan nakom.

WKOD-werknemers wat die OVK in die komende verkiesing wil bystaan, moet nie later

as 30 April 2019 aansoek doen om toestemming vir besoldigde werk buite die

staatsdiens (BWBDS). Die aansoeke moet by hulle distrikskantoor of Hoofkantoor

direkteur ingedien word. Applikante sal nie later as 6 Mei 2019 ingelig word of hulle

aansoeke om BWBDS goedgekeur is of nie. Slegs personeel wie se aansoeke om BWBDS

goedgekeur is, sal in aanmerking kom om die OVK tydens die nasionale verkiesing by

te staan.

4. Die werknemer se reg om sy of haar politieke loopbaan na te streef of die OVK in die

komende verkiesing by te staan, mag in geen opsig ʼn negatiewe impak op die

onderrig- en leeromgewing hê nie.

5. Die regsraamwerk, beleidsmaatstawwe en voorwaardes wat die betrokkenheid van

WKOD-werknemers by die nasionale verkiesing reguleer, word duidelik uiteengesit in

die aangehegte bylaes (kyk Annexure A1 − National Elections (Part-time) en Annexure

A2 − National Elections (Full-time)).

6. Hoofde van opvoedkundige inrigtings en direkteure van onderwysdistrikte word

versoek om toe te sien dat die inhoud van hierdie omsendbrief en die Bylaes onder die

aandag van alle personeel gebring word. Lig asseblief elke betrokke persoon in oor die

ondertekening van die dokument as bewys dat hy of sy vertroud is met die inhoud

daarvan, en die invul van die nodige BWBDS-dokumente (Bylae B) wat oor bykomende

vergoeding handel.
