    In order to make effective use of the competitive advantages which our Krai possesses, we are concentrating on increasing the flow of investment into the regional economy. The current trend in this area gives cause for hope. In the face of last years negative growth in the Russian economy, investment in Stavropol grew by 8.4 billion roubles. This year has already seen a jump of one third. In the 2020 Socioeconomic Development Strategy for Stavropol Krai we have set ourselves the task of becoming one of the ten leading regions in Russia by annual volume of capital investment.

    The key to success is to create the most accommodating conditions possible for business in the Krai.

    That encompasses business-mindedness on the part of the authorities, lowering bureaucratic obstacles and respect for the rights and lawful interests of proprietors.

    We are taking meaningful steps to support small and medium-sized businesses. Opportunities to profitably attract and invest capital are growing. Mechanisms for revolving subsidies, innovation credit and leasing have been established. The Krais guarantee fund for the support of small and medium-sized business began its work last year. With regard to support for small business, Stavropol Krai today holds fifth place amongst Russian regions in the National Institute for Systematic Studies of Entrepeneurship rating.

    We associate dynamic growth with the wide adoption of innovation. In institutional terms, that means an adequate rights framework and the creation of centres of innovation and technology, technology parks and related infrastructure. A system to identify and support innovators is being set up and knowledge-intensive projects are being implemented, in particular the regional pharmaceutical cluster and a factory to manufacture a new generation of photoelectric systems which Stavropol is to build in cooperation with the Rosnano corporation.

    All this has naturally played its part in buoying the mood of the business community and its enthusiasm for widening its involvement in investment projects in Stavropol. Even major businesses have joined in. Massive projects are under way in Budyonnovsk and Nevinnomyssk, and the stage has been set for building regional industrial parks.

    The Russia-wide ratings agency Expert RA has included Stavropol Krai in the eight regions in its growth group which are most resilient to the aftermath of the financial crisis. Logically so, since after all we are not just looking down and treading water, but watching the horizon and welcoming new partners to the mutual rewards of cooperation. We hope that the edition of the periodical which you are holding in your hands will be a reliable guide to the land of growing opportunities- Stavropol Krai.

    The trend towards stability in Stavropol Krais economy, first noticed towards the end of last year, strengthened during the first quarter of 2010, to which the following statistics bear witness.

    Accordng to figures from Stavropolstat, from January to March the industrial production index stood at 108.6% of the return for the same period last year. Manufacturing went into the lead with 13.3% growth. The greatest jump 23.9%- came from textile and garment businesses. Chemical firms can also boast of a marked rise 19.5% as can manufacturers

    of electronic, optical and electrical equipment, with a 14.8% improvement.Pleasingly, this output did not end up as dead weight on warehouse shelves, but went directly to consumers. In the Jan-Mar period the value of locally-produced goods shipped and services and work performed was 43.1 billion roubles, 129.2% of the figure for the same period in 2009. The manufacturing industry once again came out on top- the sector saw output volume grow 1.4 times over.Agriculture also earned its keep. Farm output was 6.5 billion roubles, which represents an 8.3% increase over the level for the first quarter of last year. The statistics agency added that cattle numbers had remained constant, while poultry had risen by 9.2% and sheep and goats by 3.2%. Stavropols farmers achieved increases in every area of livestock production. Meat production went up by 12.7%, eggs by 4.4.%, and milk by 1.2%. Incidentally,

    the size of the average milking rose by 5.2%- in the first quarter Stavropols cows each gave on average 1202 litres.Investors became noticeably more active in the first quarter. The start of last year was accompanied by cautionary crisis-related announcements, and large companies held back from major capital investment. Now, however, persuaded that Stavropol has weathered the worst without significant loss, many businesses have returned to active investment policies. In the Jan-Mar period 14.1 billion roubles went into the Krais economy, which outstrips the figure for the same period last year by more than a third.

    Although founded as a fort in 1777, Stavropol has in fact long been a unifier. Its central position on the Azov-Mozdok Line has made it an ideal crossroads of trade and culture- hence its having the North Caucasus first theatre, library, museum, and newspaper. Modern Stavropol is among southern Russias leading business, administrative and educational centres, and the creation of the North Caucasus Federal Okrug (NCFO) has only opened up new opportunities.

    City For LifeThe World Health Organisation has likened Stavropol, one of the first Russian participants in its Healthy Cities initiative, to Lyon, Geneva and Barcelona in terms of quality of life, and the UN has awarded it the prestigious title of City for Life. Not without reason.Stavropol, one of Russias greenest cities, has over 100 square metres of green space per inhabitant (compared with a national average of about 20). Meanwhile, there are 1.3 square metres of new housing per citizen, including government-owned properties, which makes the city the leader in the south of Russia. New shopping centres have encouraged energetic development in trade and services, leading to a competitive consumer environment.     sapphires, is a good example of the city's strong knowledge-based manufacturing sector, whose annual exports to 20 countries are growing steadily. The seven factories of OAO Energomera produce a wide range of goods, largely using artificial sapphires. OAO Escom and FGUP Stavropol Biofabrika, the leaders in pharmaceuticals, use cutting-edge technology and are GMP-certified.

    Striving for the FutureThe city administration's priorities for development are improvements in: exports, green manufacturing, innovation, domestic utilities, children's food, import substitution, residential construction and small business development. Several years of rising foreign investment and an ongoing host of major projects should lead to further growth. The recently-opened (and unique in Russia) Human Capital Development Cooperation Centre aims to address social issues, provide services in developing opportunities and launch initiatives for the city. The politicians' phrase about people being our riches has taken on a technological edge, and as Stavropol's Mikhail Gorbachev said, Rightly so!

    The creation of a South Russia tourism ring is set to give the residents and guests of Stavropol a unique opportunity. The concept includes a high-speed road link between different regions: maritime Sochi, the alpine resorts of Dombai and the Elbrus area, and the famed Kavkazkie Mineralnye Vody (KMV). With the ability to reach any point on the route within two hours, it will be possible to pack a mass of completely different- but vitally, positive- emotions into a short break. Go on, say nothing will be able to touch it!

    Valeriy Gaevskiy, Governor, Stavropol KraiLook how good it is- bathe in the spas on holiday in the KMV, and then drive out to the mountains and go skiing at the weekend. This is the kind of treat we can entice people away from overseas resorts. Most important of all, the head of the Russian Government, Vladimir Putin, is on our side, and we are currently putting everything in place. It is all within our grasp, and we will do everything in our power to link up these resorts.

    Nadezhda Gerasimova is a deputy chairman of the State Parliament of the National Assembly of the Russian Federation and a deputy elected from Stavropol Krai by the United Russia party list. Today Nadezhda Vasilyevna answers our magazines questions.

    Your full timetable as a vice-speaker in the Russian parliament notwithstanding, you find the time to come to Stavropol Krai and meet voters and legislators. What is your assessment of the socioeconomic situation in Stavropol and its attractiveness to investors?The basic aim of the government policy followed by leaders and the authorities at all levels of the Krai is an improvement in the quality of life of Stavropols citizens. The well-being of every Krai resident- his health, length of life, level of culture and knowledge- in fact leads to steady economic growth. Last year the Krai managed to sustain the momentum in the development of its economy. The rise in the industrial production index was worthy of note, as it occurred against a backdrop of decline in that indicator in the majority of regions in our country. That aside, the Krai has retained its status as one of the foremost agricultural regions.The Krai has enormous potential for development. Its reserves of minerals, hydrothermal water, healing springs and muds, diversified industry, well-developed agriculture, and of course hardworking and responsible people all serve to attract both foreign and Russian investors. In this past year alone more than 78 billion roubles of investment money have flowed into Stavropols economy.In March this year I met the workers of a feed mill which is under construction in Novoalexandrovsk County. It is being built with investment capital from Germany and has yet to enter service, but investment in a second wave of construction is already under discussion. And this is just one of many examples.Kavkazkie Mineralnye Vody has great prospects for investment in terms of building sports, healing and tourism/recreation complexes. Of course, due to the significant industrial and scientific capability of the Krai, the development of the pharmaceutical industry also has a promising outlook.We could also talk about the Nevinnomyssk industrial park, and

    about the investments in glass manufacturing, and of course about agriculture, the processing industry and many others. However, changing the Krais economy over to an innovation-based approach to development and creating a welcoming investment climate is paramount. Stavropol has developed an economic support programme for investors, and the Krai leadership is ready to provide infrastructural and organisational assistance.What projects connected with Stavropol Krai and areas of work are of the highest priority for you at the moment?

    As a deputy chairman of the Russian Federation State Parliament I oversee the social aspects, so of course the Krais citizens standard of living is a priority for me. I am particularly concerned about the status of children, above all children with restricted opportunities and children in difficult circumstances. We constantly draw attention to the plight of these children. We hold conferences and meetings with federal and regional ministries, the academic community and invited press within Stavropol Krai and in Moscow, aswell as in other cities in the Russian Federation. Very recently more than 400 specialists attended an academic and practical conference on the implementation of government policy with

    regard to children with restricted opportunities in Kislovodsk.I would like to note that in the Krai a lot of attention is given to children. Progressive experience and innovative methods are being introduced. Actually, the attitude of the Krai leadership to social issues itself says a lot- after all, nearly a quarter of the budget goes on social expenditure. Among the subjects of the Russian Federation, that is one of the highest levels.You are often in Kavkazkie Mineralnye Vody, where you help to resolve the resorts problems. Today our sanatoria are in great demand, but you have frequently said that best use needs to

    be made of the resorts potential. How do you see our spas in twenty or thirty years?The KMV is a very large and unique region in the Russian national system of sanatorium resort healing. Environmental healing factors of a variety impossible to replicate (mineral waters, healing muds, a beneficial climate), picturesque scenery and a developed recreation infrastructure are concentrated in a relatively small area. Russians growing interest in healing and holidaying in the KMV is gratifying, but beyond this awaits the long-term development of the region- the redevelopment of existing and the construction of new resort facilities, and the rebuilding and improvement of the shared resort land- which will raise the economic potential and well-being of the residents.I see our resorts as being the most popular in the world in 10-20 years. By that time the new airport will have been completed and a healing complex in the Grand Spa Yutsa with a cascade of lakes and waterfalls, a botanical garden, spots for horse riding and aviatourism, swimming pools, tennis courts and much more besides will have opened. The natural beauty, unique landscapes and irreplaceable architectural appearance of the resort city, which, of course, must be preserved; high-tech equipment in the health centres and sanatoria; and a modern leisure, treatment and rehabilitation industry - all this will draw both us and future generations of holidaymakers to the resorts of the KMV for many, many years to come.

    - Many experts cite Stavropol as a land of growing opportunity. They have in mind above all its attractiveness to investors, expanding economy and active social policies. Do you

    see this kind of possibility on the spiritual side?- Social and economic development are possible only on a foundation of traditional religious and moral values. We need to give people back a higher meaning of life; give them once again a strong spiritual and moral basis for friendship, love, creativity and good deeds.It is important to soberly assess reality and set priorities rather than dream. The first and most important aim for a person should to stay human. Humanity means the standards laid down by God in God-given human nature. The internal world, our internal I, is nourished not only by delicious food, and demands not only good clothes and shelter, but also requires the moral purity of that inner kingdom.Only when we have started to understand this do we begin to receive rewards from our truly mighty capabilities- from our God-given resorts, health-giving minerals, fertile arable land and the rest.- Kazan Cathedral, the ageless symbol of the city and the Krai as a whole, has been rebuilt. Does this represent a glorious new chapter in the Russian Orthodox tradition of our region, or is it just a small part of a greater plan you have devised?- It is still too early to speak about the complete resurrection of Kazan Cathedral. Of course, a lot has been done, and we were able to hold our first service this Easter. Nevertheless, as much again remains to be done- to complete the internal finishing, paintings, bell-tower and more.In resurrecting the Cathedral of the Kazan Icon of the Mother of God, as with dozens of other churches destroyed in the Soviet

    years, we are restoring historical justice and fulfilling an obligation to our ancestors. Finally, we have to remember that every church is not just a splendid, majestic building, but the spiritual centre of its city, town or village. We are forming an parish around the cathedral and creating a Sunday school, charity canteen and social work service. But there is also the example of St. Nicholas' Cathedral in Kislovodsk, where they have established one of the citys best schools and a fully-fledged medical clinic, where anyone can receive free medical care from qualified personnel. We certainly will build on that experience.- The North Caucasus Federal Okrug (NCFO) has been established. How, in your view, might that change the regions future in religious and sociocultural terms?- The creation of the NCFO in itself bears witness to the attention of the government, in the person of its high leadership, to the life of our region; and to its desire to resolve the accumulated problems. It is hugely obvious that a significant portion of these problems spring from peoples disorientation. What did the twentieth century leave us? Wars, revolutions, de-Cossackisaton, deportations... all this did not pass by without leaving a stain.Under these conditions it has become particularly important to reinforce a general civil identity- while preserving, naturally, ethnic and religious identities. Let me give an example. For several years now the Stavropol and Vladikavkaz Diocese of the Russian Orthodox Church and the Coordinating Centre for Muslims in the North Caucasus have jointly organised an interfaith summer camp for children. The youngsters- Christian and Muslim- live together, participate in sport, engage in discourse, watch and discuss films etcetera. They remain Orthodox or Muslim, but that does not prevent them interacting and working together. Now that experience has been recognised by the government and a large all-Caucasus summer camp is going to be organised to follow its lead.I could mention as examples similar projects which should lead to improved mutual interaction and trust between all the citizens of our region. It is precisely through dialogue between cultures that we can achieve national understanding and agreement in our region and throughout Russia.- The territory of the NCFO coincides with the boundaries of your Dioscese. What cooperation with the new power structure do you foresee?- Cooperation between religious organisations and government institutions is undoubtedly possible- even essential- in implementing social, educational and cultural programmes. Say we have experience in preventing the spread of drug addiction and in the rehabiliation of addicts. State support would enable us to develop this area more actively and with more concrete results. The same goes for Church shelters for children deprived of parental care, for the elderly, for the rehabilitation of offenders- we carry out that kind of work.All together- the Russian Orthodox Church, other conventional religions, the community, the authorities- we should all make an effort to raise the next generation. Whats more, of the 19 regions of Russia which are experimenting with teaching the

    The modernisation of Stavropols healthcare is going full steam ahead, and with the help of no less than the deputies elected to the Russian Parliament from the Krai. One of them, Peoples Artist of the Russian Federation (and leader of the group Lubeh) Nikolai Rastorguev, delivered two brand-new imported artificial kidney machines to Stavropol. The latest-generation equipment, which places dialysis procedures under fully-computerised control, has been installed in the Krai Childrens Hospital. Young patients in the nephrological department with kidney deficiencies have already been treated with the two haemodialysis machines. Now the children receive timely treatment without the need to join a waiting list. The shift to European standards will increase the effectiveness of therapy, reduce the risk of complications and make it possible to improve the childrens quality of life. The centre is fully-staffed with all necessary personnel, who are qualified at the highest level. Provision has been made in the Stavropol Krai budget for the children to receive treatment free of charge.New dialysis centres are vital in our country, noted Nikolai Rastorguev. Its good that such a centre, with modern equipment, which helps children live, exists in Stavropol. Its a great pity that theyve fallen into such a difficult situation at such a tender age, but it is important to think positively. There is no need to think about the disease under any circumstances; you need to just live, undergo the required procedures and have faith that when the main thing- a kidney transplant- happens, everything will turn out for the best.     All the prerequisites necessary for quickening innovative development exist in Stavropol:

    - a dense concentration of higher education and research establishments

    - the existence of high-technology industrial production

    - a well-developed communications infrastructure enabling the exchange of knowledge and technology

    - the formation of local industrial clusters in the form of regional industrial parks

    The next step on the road to achieving the strategic aim is to strengthen the regions competitiveness in high-technology industries and form the accompanying infrastructure.

    As a result of the government of Stavropol Krais active support of high-technology, science-intensive projects, an agreement to invest was signed with the Russian Nanotechnology Corporation (Rosnano) at the end of April this year. Having completed all the required due diligence, the state corporation decided in favour of becoming one of the coinvestors of a project intended to build a factory to manufacture new-generation high-efficency photovoltaic systems in Stavropol.

    The new solar technology, developed by scientists at the North Caucasus State Technical University in Stavropol and the A. F. Ioffe Physico-Technical Institute in Saint Petersburg, has a host of advantages over the silicon currently used. Traditional solar energy systems work with direct, unconcentrated sunlight, and manufacturing them requires large quantities of expensive semiconductor material for the silicon solar cells.The scientists have found a way to lower the cost of construction by concentrating the suns energy on semiconductor chips using inexpensive Fresnel lenses. The efficiency of using these economical energy installations simultaneously rises by 35-40% on average. Concentrator solar energy equipment will additionally be fitted with systems to track the position of the sun throughout the day, which should increase the amount of energy produced by about 1.5 times.

    The countrys leadership is ocuppied with the task of widening the credit available to participants in the economy, in particular small and medium-sized business. One of the leaders within the scope of this in terms of providing banking services to small and medium-sized businesses, OAO AKB Rosbank, has developed new loan products for this segment of the market.

    One of the new offerings- the Commercial Mortgage- is aimed at entrepeneurs who are in the process of acquiring office, trading, production or storage space in order to develop their businesses. The credit is held against the collateral of the property being purchased. That aside, no further collateral is required from the client during the period of the agreement - the risks are insured using letters of credit. The new loan product is particularly relevant within the frame of implementation of the federal law on the preferential right to privatisation of property which is let to small and medium-sized companies. Another offering- Leasing for Small and Medium-Sized Business Clients- enables customers to receive medium-term financing of up to 60 months in order to purchase new vehicles or to optimise product shipping or delivery systems. New Russian vehicles and foreign ones bought from official dealerships are eligible for leasing.The opportunities for small and medium-sized business loans have widened to a significant degree nowadays. The loan products we offer, and that is six specialised programmes which cover every possible need, enable us to include every layer of entrepeneurship, notes Oksana Ivolgina, the director of the Stavropol branch of Rosbank.Rosbank is fundamentally oriented towards providing full service to small and medium-sized businesses. The products the bank offers include loans, leasing, settlement and cash services, savings, bank cards and salary projects. Rosbanks significant accumulated experience in this field has enabled it to formulate a wide range of products and services for businesspeople. Particular emphasis has been placed on the affordability of credit for all levels of business.

    The project foresees the creation in Stavropol of a full production cycle, comprising the cultivation of nanoheterostructures, the manufacture of photoelectron converter chips, the assembly of photoelectric concentrator modules, the production of sun-tracking systems and then, finally, putting together the solar energy installations.Total investment in the project, which will be implemented in three stages, is valued at 5.73 billion roubles. A pilot line to perfect the prototype photoelectric concentrator modules will be set up in Saint Petersburg. Testing and series production will be in Stavropol. It is planned to complete the first in-house batch in a years time, and full production of units at installed power- 75MW per year- is set for the end of 2015.

    Today we can say withpride that the develop-ment of this impor-tant project, which involves introducing genuinely cutting-edge renewable energy technologies, has been a success, noted the deputy chairman of the Stavropol Krai govern-ment, Georgiy Efremov, after the signing ceremony for the in-vestment agreement with Rosnano. In turn

    Yuri Yagudaev, the Krais minister for economic development, pointed out that this is one of the most capital-intensive projects to be undertaken not only for Stavropol Krai, but for the state corporation itself. The factorys output will be in demand in foreign markets- in the Middle East, South-East Asia, and also in European countries, where legislation is stimulating the introduction of new technology,believes the head of the Krais Ministry of Economic Development.

    Stavropol Krais competitive advantage opens up an

    opportunity for the region to develop a variety of industries: tourism and recreation, logistics, agriculture, energy, manufacturing and pharmaceuticals. The government of Stav-

    ropol Krai is facilitating a wave of innovation

    in these priority fields by setting up regional

    technology, industrial and tourism/recreation parks - that is,

    sites with the most convenient possible conditions for business. The first industrial parks,

    designated to accommodate hew high-technology manufacturing, are under construction in the cities of Nevinnomyssk, Budyonnovsk and Stavropol. Within these regional parks territory can be found differing branches of manufacturing, including chemical, processing and pharmaceutical.

    The following concessions and preferences have been approved by the Stavropol Krai legislature for the tenants of its industrial parks: a reduction on tax on profits to a rate of 4.5%, with a further reduction to 2.5% after the costs of the investment project have been covered; a rent reduction to 95% for use of government infrastructure within Stavropol Krai; exemption from property tax on holdings located in the territory of a regional industrial park; reduced rates for connection to engineering communications; exemption from land tax; and preferential terms for site purchase.The search for partners in investment and addressing the issue of providing future partners with communications is the responsibility of the Management Company for the Investment and Innovation Development of Stavropol Krai, which was set up in December of last year. Projects will be supported using the one window concept: the management company will work together with investors in order to complete negotiations and permission procedures with maximum speed.

    Stavropol branch of OAO VimpelCom (better known

    as Beeline) and GOU VPO NGGTI of Nevinnomyssk

    convened a council of experts to address the

    problem of child safety on the internet. During

    the round-table Beeline presented a new social

    programme, A Safe Internet. This programme

    brings together informational and technological

    approaches. Today the experts and we are able to

    offer parents simple recommendations to shield

    their children from dangerous websites. In the

    second half of 2010 Beeline plans to put in place a

    solution, unique in Russia, that will provide defence

    against viruses and undesirable content by using

    technology to filter traffic on our networks. We

    hope that our solution will become an exceptional

    ally for parents in ensuring the safety of their

    children on the worldwide web, said Sergei

    Polymers by Obtaining Biodegradable Materials.

    Sixteen-year-old Olga Perfilyevas idea revolves

    around a method of producing polymer, which,

    unlike similar materials like polyethylene, is capable

    of biodegrading into harmless component substances

    edible to micro-organisms; that is to say, fertiliser.

    The biodegradable material is obtained from a

    combination of pectin, chitosan, methylcellulose and

    glycerine. The school-leaver is waiting to receive

    a patent for her innovation, which could be widely

    applied in many different fields of industry.

    The new investment sites in the industrial parks will foster the establishment in Stavropol of a high-technology manufacturing cluster which will be based on private investment. The f irst projects to be implemented in the industrial parks have already been identif ied.

    The industrial park in Nevinnomyssk is more than 700 hectares of accelerated development. The citys transport and logistics links, unique geographical location, tax breaks and lack of bureaucratic hurdles have already attracted 12 investors, who will establish environmentally-friendly production in areas of priority to the economy (forestry, agriculture, the production of building materials and biotechnology). As soon as the first tranche of the industrial park, worth 15 billion roubles, enters service, more than 2500 city residents will find employment and we will gain the ability to diversify the economy, improve the effectiveness of our use of our industrial and innovation potential and develop small and medium-sized businesses in an existing sector of the economy, commented Constantine Khramov, the head of the city.

    The industrial parks site in Nevinnomyssk is an ultra-prepared, universal zone with significant holdings of its own resources- power, communications and transport arteries. Such a site would be a rewarding starting point for organising any high-technology manufacturing. We have already found anchor investors who are ready to back their intentions with real investment, and for that reason the project should be completed within a very short space of time, said the Deputy Chairman of the Stavropol Parliaments Committee for Economic Development, Trade, Investment and Property, Gennadiy Afonin. Thus we can see the results of our legislation. The laws on the regional parks and

    public-private partnership adopted by our body of deputies at the end of last year are already bearing fruit, Gennadiy Afonin noted.

    The industrial park will accommodate those tenants of Stavropols regional technology park, designed to commercialise scientific

    and technological innovations, which are at a sufficiently advanced stage of development. As a result the region will have created an integrated mechanism for establishing high-technology manufacturing based on the cutting-edge discoveries of local scientists.

    The formation of regional industrial, technological and tourism/recreation parks as clusters is capable of noticeably accelerating regional economic growth, based I suggest on Stavropol Krais new approach to the management of economic development. Our regional Strategy 2020 recommended a land-based cluster approach to the management of the Krais economic development.     Stavropol Krai is one of the components of the Russian education landscape which offers different types of higher education institutions.     The Krai Clinical Diagnostic Centre is today known well beyond Stavropols borders. Its twenty years of existence are the story of a trailblazer. We talk with its creator and permanent head, Gennadiy Haidt, about the evolution of this unique healthcare organisation.

    Gennadiy Yakovlevich, the Diagnostic Centre you head in the regional capital was established long before the creation of the North Caucasus Federal Okrug. Patients attempt to make it here from all the neighbouring republics. They make the effort because they know that the centre makes use of cutting-edge methods of treatment and recovery. Twenty years ago, though, when everything was just beginning, much of what has been achieved to date would have seemed fantastical.Yes indeed, twenty years ago I- unexpectedly for myself and others- became the Chief Doctor... of a hole with puddles. I say unexpectedly because at that time I had only just finished the construction of the cardiological clinic, and logically would have stayed to work there. However, as they say, the Party said Jump.The then Minister of Healthcare, Chazov, took the decision to build diagnostic centres with an entirely new approach in several cities, including Stavropol. This was 1989. Many people watched with curiosity and scepticism to see what would become of this unknown venture.What came out was, as we know, a unique healthcare organisation. New methods, technology and equipment have

    been introduced every year. In what respects has the Diagnostic Centre been the first in the Krai?In many. Not only in the Krai, either, but in Russia. We were the first in the country to bring in an automated management system. Back then no-one had even considered it. We steadily automated first registration, then administration, and then statistics and other departments. The system has now been running for 19 years. It helps us regulate the flow, to accept large numbers of patients. We were among the first in Russia to go our own way: we became an independent non-profit organisation. Our profits are ploughed back into development and new equipment. Only now are people starting to talk about public-private partnerships, but we have had one for 18 years. We lease the building from the government, but the equipment installed here belongs to us... We opened the first short-stay inpatient surgical ward in Russia.

    We also have the first day ward of any diagnostic centre. We were the first to introduce daily monitoring. Endoscopic surgery was here first...But is the diagnostic element still key?Of course. Diagnostics and medical techniques are advancing at full tilt. We keep an eye on innovations and procure the most modern equipment as far as we can. Our laboratory is held to be one of the best in Russia. Foreign colleagues who have been here assure us that such labs are not to be found even overseas. We are trying to make diagnostics as objective as possible. Our lab contains six automatic analysers which exclude any possibility of

Your centre is one of very few where there is no need to queue. You report for your appointment and are seen immediately. How did you achieve this?Very simple. You need to be disciplined yourself and demand discipline from others. Some consider that harsh, but all I ask is to arrive at work on time and come back from your breaks on time, and I forbid chatting on mobile phones during surgery hours. The patient should leave satisfied. Who on earth would enjoy sitting in the waiting room while the doctor sorted out his personal problems?! We constantly carry out surveys of both doctors and patients. There is a hotline phone installed on the ground floor,

    and there is a postbox, and the messages from them come directly to my desk. This helps me be aware of what is going on and take charge of the situation.You are the President of the Diagnostic Medicine Association of Russia and the Near Abroad. How intensively do the Centres staff interact with their colleagues?People come to us for experience from just about everywhere. We in turn travel to training seminars and invite professors to come and hold master classes. Learning is part of our life. It has been very useful to have a university chair of clinical physiology working here from the very outset. The majority of our doctors are in the highest professional category, and we have Candidates and Doctors of Science. Continual improvement of our mastery of our trade- thats our credo.

    The firm will celebrate its seventh anniversary this year. Stavropol Broiler chose innovative development as its guiding principle from the very beginning, and set out to modernise all its sites. Around 300 million roubles were allocated to the companys modernisation in 2009 alone. Furthermore, 900 million roubles were ringfenced for a strategically important priority project- the construction of an innovative new chicken processing plant in Blagodarniy which will be the only one of its kind in the south of Russia.

    The company plans to invest a further sum, in the order of 650 million roubles, in modernising production in 2010, and more than 1 billion roubles will be required to complete the new processing plant.

    We will now run through the main innovation projects implemented by Stavropol Broiler in 2009:

    - the entry into service of a modernised incubator with a maximum capacity of 80 million eggs per year. The incubator is based on innovative high-technology equipment from the Dutch company Hatch Tech.

    One of the most dynamically growing segments of agriculture in Stav-ropol is poultry-rearing.

    Once a ban on the import of poultry products processed with substances containing chorine had taken effect on 1 January 2010, the chance to fill the gap by increasing meat production and widening its sales market was open to Stavropols producers. In 2009 the size of Stavropols flock rose by 19.7% compared with 2008, and the total volume of meat produced stood at 132,400 tonnes. This year it is hoped to increase poultry meat production to 140,000 tonnes, and then to more than 200,000 tonnes in 2011. Another reason for poultry-rearings high rate of growth is chicken meats rising popularity among Russians and, of course, residents of Stavropol Krai, where the market has traditionally been strong. Last year average annual consumption was 30kg per Stavropol resident, which was 17% above the Russian mean. The solid demand for chicken meat is rising year on year. Thus consumers themselves are voting for chicken with their roubles, giving preference to less expensive but simultaneously safer and higher-quality products.

    The unique thing about using this equipment, relates Mikhail Vodolazskiy, the director of Stavropol Broilers Director of Livestock department Is that the technology makes use of new discoveries in the field of incubator construction, focussing in particular on the development of the embryo, and fully opens up the genetic potential of day-old chicks.

    According to the companys projections, once the incubator comes fully on-line delays in incubation will be reduced by 27%- the modernisation of six breeding brigades.     Stavropol Boiler ZAO was founded in 2003. At the present moment the companys activities include a feed mill, breed farm, incubator, three broilerhouses and two meat processing plants.

Our brainiacs, young people aged up to 28, receive real money for innovative ideas which will become products in demand in Russian and international markets.Every winner in the programme receives 200,000 roubles annually for two years. Following this, if the authors are convinced that the idea has wings, they can participate in the Start programme. Winners of this competition have six million roubles to bring their idea to readiness for implementation as a science-intensive product.Stavropol Krai has been participating in the UMNIK programme since 2007. Over the years the jury has seen many interesting and promising ideas. Many of them continue to be worked on, gaining scale and a fresh outlook in the light of varied technological and economic developments.Russias first brainiac from Stavropol was Khamid Chagarov, a student at the Stavropol State Medical Academy. He presented a project to develop a diagnostic system for the early detection of tumours and ulcers in the gastrointestinal tract in the home. The testing system analyses the state of the human body and, should an illness be detected, makes it possible to diagnose it while still in its very earliest stages. Interestingly, Japanese scientists had been working on a similar project for over ten years, but the Stavropol student overtook them.Anna Morozova from Pyatigorsk State Technological University entered an interesting innovation. Anna, a student in the baking faculty, discovered that scorzonera grows in the north Caucasus. The plants roots contain inulin. The quantity of natural inulin in this plant is higher than that of Jerusalem artichoke, which is used as an aid to lowering blood glucose levels. Anna used the root in the preparation of a variety of flour products which could be used in health food and in the prevention and treatment of diabetes. Another student from the university, Olga Chernobai, became a Russian brainiac with a programme for use in education. The student was proposing a unique method of translation from one programming language to another. With one push of a button!However, most of this years Brainiacs have gone for Agriculture and Biotechnology. Students from Stavropol State Agrarian University have developed video visors which improve the effectiveness of agricultural equipment and reduce losses during harvesting. The device is mounted on combine harvesters. It is able to control the agricultural vehicle automatically and minimise losses. The process of loading grain is shown on a special display in the combines cabin and corrects itself as required.Pyatigorsk State Technological University student Alyona Borzhenskaya presented a project to extract sulphide from the depths of the Black Sea. The project notes that sulphide is ecologically damaging and so must be removed from seawater. Ultrasound would be used to dredge the sea floor, causing sulphide to drift upwards, and it would then be collected and transferred ashore as fuel. The development is attractive both from an ecological point of view and as a possible way to create cheap energy. The innovations entered in the UMNIK and Start tournaments do not remain merely ideas. Many of them successfully become business projects. One of the leaders, economically speaking, is the Pyatigorsk company Geofizika, whose team, under Rostislav Krivonosov, developed sensors for early warning of earthquakes and tsunamis and to search for oil in waste wells. Scientists from Pyatigorsk have used this equipment to analyse waste wells in Canada and the USA, several of which have started to supply oil again. Four sensors have already been sold to China.The development of this business was assisted by Vladimir Putin when he was still President. He drew attention to Geofizikas innovation during an exhibition in Azerbaijan and helped the company to establish cooperation with the Federal Space Agency of Russia.     Pyatigorsk inventor and aircraft builder Alexander Begak has unveiled a new version of his begalot (similar to a microlight)- Stalker 1. Its range of roles is extremely wide- from cropdusting to use as personal transport.

    Super-light aviation has become the Pyatigorsk mans life. He calls the flying machines he has developed in his laboratory of innovation begalots, from his name and the Russian for run, begat, combined with samolot, aeroplane, and he works tirelessly to perfect them. Begaks grand total already stands at twenty models, but the most recent, Stalker-1, is fundamentally different from all its predecessors. The soft canopy wings have been replaced by rigid wings which can be folded compactly alongside the fuselage as required.The new undercarriage permits take-off and landing on short strips. Maximum speed in flight is 250km/h. Fuel consumption is 5 litres per hour. Stalker-1s unrefuelled range is 1200km. The miniature aircrafts cost is 750,000 roubles.It is intended to put the begalot into full production. In the hope of attractng capital the project was presented to investors at the most recent investment forum in Sochi, where it aroused great interest. Under consideration now is organising a high-technology aviation technology park in Pyatigorsk, complete with an aerocomplex and nano-aerodrome for designing and testing new innovations in the field of light aviation.

    (SRC RAS) have discovered a way of obtaining new materials for electronics

    technology which will enable the Russian semiconductor industry to move up to a new level.

    At the moment the base material in semiconductor electronics is silicon. However, experts hold that in the coming decades it will be replaced by silicon carbide and diamond, whose technical qualities- heat conduction, hardness, resilience to high temperatures etc- considerably outstrip those of their predecessor.Research into silicon carbide and its possible applications in the world has been under way for almost 100 years, but two serious obstacles stand between it and widespread industrial use: the difficulty of obtaining monocrystals and large-diameter plates and their high cost of production. Numerous research laboratories around the world are working on a solution. Scientists at NCTU and SRC RAS joined the search in 2001. They were able to grow silicon carbide monocrystals on the equipment they had collected, but they almost immediately realised that sythesising monocrystals was a dead end. Too expensive.As a result we thoroughly reassessed our approach to obtaining silicon carbide. We went down the road of creating heterostructures, recounts the Rector of NCSTU, Doctor of Chemical Sciences Boris Sinelnikov. This means growing sheets of silicon carbide on a silicon substrate. One Japanese company had already managed to start industrial production of large-diameter sheets using this technique, but the cost remained high. We approached the problem from another angle.     At the end of April a delegation from Stavropol Krai headed by Governor Valeriy Gaevskiy made a lightning visit to the Republic of Azerbaijan. Altogether a team of 130 people- members of the Krais administration, deputies from Parliament, the heads of rural counties and resort cities and representatives from the Stavropol Chamber of Commerce and business circles- completed the high-pressure three-day programme.

    According to an Azerbaijanian saying, if they take a step towards us, we will take two towards them. Valeriy Gaevskiy, warming to it, by word and deed showed that Stavropol will readily make its part of the journey- although the transport corridors with the other side of the Caucasus are nothing special and the delays for tourists and traders are still colossal. To come

    layer on the silicon substrate, which allows a thick layer of silicon carbide to grow on top without any reduction in quality. According to the scientists, the method they have developed makes it possible to significantly reduce the price of the finished product and makes it affordable for Russian manufacturers. Which in turn enables them to advance from silicon to silicon carbide and begin production of a new type of product without incurring any particular costs.Moreover, a raft of experimental work done by an NCSTU and SRC RAS team has supported the theoretical possiblity of using the same technique to synthesise diamond sheets. Diamond, as is well known, has extreme characteristics and is in many ways the ideal

    material for use in microelectronics, microsystems technology and power and radiation-

    resistant electronics. However, its adoption in practice has once

    again been held back by the high cost of production

    and the absence of large-diameter substrates.

    The difficulties in obtaining diamond are identical to those of silicon carbide. Within NCSTU they are confident that they know how to satisfy the demand of tomorrows e l e c t r o n i c s

    market for both materials at

    reasonable prices. How to obtain them

    is known, but now the technology has to be

    developed. At the moment an investment project is being

    put together to purchase special equipment. It is not cheap, and so far

    there is nothing similar in Russia. Meanwhile the federal target programme Development of an Electronic Component Base and Radioelectronics for 2008-2015 promises optimistic prospects for the market for new materials to meet the needs of Russian electronics technology. Initial estimates foresee 10-15 Russian companies having a steadily growing requirement for silicon carbide by 2015.
