US$, 2011, est.) 645.31 (fuel, raw materials for drug production, etc.) Dong Thap lies in the northwest of the Mekong Delta, bordering Vinh Long Province and Can Tho City to the south, An Giang Province to the west, two provinces of Long An and Tien Giang to the east, and Pray Veng Province (Kampuchea) to the north with a length of more than 48 km, stretching from Hong Ngu District to Tan Hong District. There are 4 border gates, namely, Dinh Ba, Thuong Phuoc, My Can, and Thong Binh. The former two are international border gates having border economic zones. The network of national roads comprising numbers 30, 80, 54. National Road (NR) no. N1, N2 and the waterway communication in the Tien River link Dong Thap Province with HCMC, Can Tho City, and regional provinces. Being a province in the upstream of the Mekong River, Dong Thap assumes a particularly advantageous position in terms of agriculture and aquaculture. The average annual food output is over 2.6 million tons, serving consumption and export. There are many famous fruits such as Chau Thanh longan, Phong Hoa pamelo, Cao Lanh mango, and Lai Vung mandarin, etc. The bonsai industry is thriving thanks to 298 ha of garden with hundreds species of flower and bonsai. The fish farming has developed strongly, providing an annual output of over 250,000 tons of fish and over 2,000 tons of giant fresh water prawn.   Dong Thap is famous for immense fields of lotus in districts of Thap Muoi, Tam Nong, and Cao Lanh. Lotus stem and seed are the local speciality. The area is suitable for ecotourism, especially during the flooding period. 2  With a terrain full of rivers and streams, fishery is considered as the second strength of Dong Thap after paddy cultivation, of which key products are sutchi catfish (Pangasianodon hypophythalmus), yellowtail catfish (Pangasius bocourti), and giant fresh water prawn (Macrobrachium rosenbergii). 1.2 Population 3 Please see Annex 1: Population of Dong Thap Province, 1995, 2000, 2005-2011, page 22 Dong Thap has a large population in the Mekong Delta. According to the Population Census on 01/4/2009, the provincial population is 1,665,420, with a density of 495/km2, ranking no. 4 in the region after provinces of An Giang, Kien Giang, and Tien Giang and no. 15 out of 63 provinces and cities in Vietnam. The population growth rate was rapid, up to 1.35% during 1989-1999 but has slowed in recent years. The population has increased over 95,000 in ten years 1999-2009. However, the annual growth rate was only 0.6%, equal to that of the Mekong Delta in the same period. The population distributes unevely in Dong Thap, concentrating in urban areas such as Cao Lanh City, Sa Dec Town, and in widely scattered communities among districts belong to the upstream of Tien River and the Dong Thap Muoi Region. The province has an urbanization rate lower than that of the national average, which was 15% in 2003 as of 25.1% of Vietnam. Urban people settle in Cao Lanh City, Sa Dec Town, Hong Ngu Town, and townlets, of which the former two cities account for 50% of the urban population. Population structure - The provincial popution is young. The age group under 15 accounts for 31.9%, from 15-59:

60.5%, and over 60: 7.6%. Comparing with other provinces in the Mekong Delta, Dong Thap has a lower rate of under-15, however, the rates of people in labor age and over 60 years old are higher.

- There are more female than male. The former accounted for 52.7% in 1990, decreasing to 52% in 2000, 51.3% in 2003. According to the Population Census in 2009, the male and female number account for 49.97% and 50.03% respectively.

- There are 22 ethnic groups in Dong Thap on 01/4/2009, including Kinh (1,663,718, 99.8%), Chinese (1,855, 0.17%), Khmer (657, 0.02%), and other ethnic minorities of Cham, Thai, Muong, Ede, and Tay, etc.

- There are many religions in Dong Thap Province. The survey in 1999 indicated that 38.8% of total population are believers, higher than the average rate of the Mekong Delta. Main religions are Buddhism, Catholic, Protestant, Islam, Cao Dai, and Hoa Hao. 4

250,731 ha, comprising Hong Ngu Town, a part of 2 districts Hong Ngu and Thanh Binh, and districts of Tan Hong, Tam Nong, Cao Lanh, and Cao Lanh City. This is a low land, with some areas lower than the mean sea level, except a higher stripe stetching from Kampuchean border to Thap Muoi District. The terrain is relatively flat, sloping from the northwest to southwest. This silt-aggraded area forms a paddy production area of the province.

- The south of Tien River has an area of 73,074 ha, lying between the Tien River and the Hau River, consisiting a part of 2 districts Hong Ngu and Thanh Binh, districts of Lap Vo, Lai Vung, Chau Thanh, and Sa Dec Town. The terrain has a gutter shape, sloping from two rivers to the middle, with an average height of 0.8 – 1 m. Consequently, the area is inudated for 1 meter under water during the flooding season from September to October.

Climate Dong Thap is in the tropical monsoon zone, consistently in the whole province. There are two seasons: the rainy season from May to November, and the dry season from December to April of the following year. The average rainfall ranges from 1,682-2,005 mm, mostly in rainy season which accounts for 90-95% of annual rainfall. The average temperature is over 27.3oC, reaching the highest of 29.5oC in April, and the lowest of 25.1oC in January. The average sunny hour is 6.8 hours/day, 2,522.5 hours/year, reaching the highest of 275.2 hours in April and the lowest of 143 hours in September. The average humidity is about 83%, reaching the highest of 88% in September and October and the lowest of 81% in December. - Storm, a natural phenonmenon that has never occured in the past, hit Dong Thap in 2006,

causing enormous damages in terms of uman and materials. - Tornado and rainstorm strike the province more frequently and seriously. The rainy season

becomes irregular. Many torrential rains poured down during the beginning and the end of the rainy season in 2009.

- The province frequently has partial droughts. The temperature tends to increase together with many prolonged hot days, causing dryness and water shortage for production. Increasing temperature easily ignites forest fires and causes dozens of fires which consume 10 to 40 ha of cajeput every year.

3 Resources 9 3.1 Land resources   There are four main soil types in Dong Thap, including alluvial, alum, grey, and sandy soils. The alluvial soil occupies 191,769 ha (59.06 % of total area) and is located along canals, rivers, and aits of the Tien River and the Hau River. The soils are enriched annually by alluvial sedimentation that fosters farming, growing short-term crops, and fruit trees. The alum soil occupies 84,382 ha (25.99% of total area) and distributes in all districts and towns except Cao Lanh City. Most of which is suitable for paddy cultivation, rearing and growing aquatic products. The grey soil occupies 28,150 ha. (8.67% of total area) and is located mainly in Dong Cat and Go Thap, Thap Muoi District. This soil is so poor in nutrients that it needs improvement and fertilization for cultivation. The sandy soil has an area of 120 ha (0.04% of total area) and distributed mainly in Dong Cat and Go Thap, Thap Muoi District. This soil is suitable for planting peanut, chilli, cucumber, and white corn, etc. In general, the soil has an unstable foundation and low elevation. Consequently, it causes difficulties for construction but is suitable for agriculture production. - Agriculture land (73.4%) 247,474 ha The agriculture land is decreasing to estimated areas of 235,403 ha in 2020. - Non agriculture land 74,875 ha of which + residential land 15,715 ha + land for specific purposes 32,258 ha + others 26,902ha The province is planning to increase land area for industrial development to more than 10,000 ha in 2020 and to convert ineffective agriculture land into industrial land. 3.2 Water resources Dong Thap is at the riverhead of the Mekong River, having an abundant source of fresh water. The tributary system of the So Ha River and the So Thuong River takes their source from

Kampuchea and pour into the Tien River and the Hong Ngu River. In the south of Dong Thap there are rivers of Cai Tau Ha, Cai Tau Thuong, Sa Dec, and a network of complex waterways. - The Tien River flows through the province by a section of 132 km, along which there are

many crossing rivers and streams. The Hau River flows in the south of Dong Thap, crossing two districts of Lap Vo and Lai Vung. Other streams comprise Doc Vang Ha, Doc Vang Thuong, Ba Rang, Cao Lanh, Ba Sao, Ca Mac, Ong Cung, Ba Ru, etc.

- The canal system compises canals of Nguyen Van Tiep A, Nguyen Van Tiep B, An Long, Hong Ngu - Long An, Khang Chien, Phuoc Xuyen, etc, pouring water from two rivers of Tien and Hau to the Dong Thap Muoi Region.

The fresh water supply source for Dong Thap is from - Surface water: the Tien River is the main source, with an average discharge of 11,500 m3/s,

reaching the highest of 41,504 m3/s during the flooding season and the 2,000 m3/s during the dry season.

- Underground water: there are many water bearing beds at different depths. In the north of Nguyen Van Tiep A, underground water is available at 100-300 m depth. Especially in Tan Hong District, it can be found at 50-100 m depth and is usable for living.

3.3 Mineral resources The mineral resources are poor in Dong Thap, comprising mainly construction sand of various types which is distributed along river banks, islets, and clay for tile making. - Constructions sand: its reserve and quality are the best as of other provinces in the Mekong

Delta. Sand is distributed along riverine islets and headlands in the Tien River and the Hau River, convenient for exploitation and transport. Riverine sand is under the form of sediment by water currents and supplemented continuously by currents of the Mekong River.

- Clay has a substantial reserve and a widespread distribution throughout the province. - Kaolin clay is generated from river sedimentation, distributing in the northern districts of Tan

Hong, Tam Nong, and Hong Ngu Town. The mine layer is about 1 – 1.5 m under the surface soil of 0.6 – 1.3 m thickness.

- Peat was formed in the 4th century, having a reserve of about 2 million m3, distributing in districts of Tam Nong, Thap Muoi under the form of bed and ancient river bottom. Peat beds under the ground surface for 0.5 – 1.2 m have a combustion heat from 4,100 – 5,700 kcal/kg.

3.4 Forest resources Dong Thap has about 14,900 ha. of forest land, mainly comprising secondary and submerged forest of cajeput, especially in the Dong Thap Muoi Region. The flora is abundant with many different ecological systems, especially the waterlogged ecology. The fauna comprises of 40 species of fish, 198 species of bird, and dozens species of reptile, etc. The National Park of Tram Chim and the Xeo Quyt Cajeput Forest are two richest ecosystems, nurturing rare and precious animals such as snake, turtle, red-headed crane (Grus antigone), Marica Anas, pelican, and white-winged goose. In addition to cajeput, there are many species of lotus.

3.5 Tourist resources 10 Natural conditions and submerged in-land ecosystem have awarded Dong Thap with valuable ecotourism resources. The first is Tram Chim National Park. This is a miniature ecological model of the Dong Thap Muoi and an habitat of red-headed cranes. Next is Gao Giong ecotourism site. This is a 2,000 ha complex of cajeput forest where more than 15 species of precious birds live, nest and lay eggs. Besides, the site offers a rich variety of aquatic resources.

Situated by the bank of Tien River, the flower village of Sa Dec is the home of hundreds of “uncanny flowers and strange herbs”. The village – one of the flower centers in the south – covers an area of around 300 ha for planting flowers and ornamental trees.

Dong Thap has a long history with different cultural and historical relics. Go Thap is a national cultural and historic site with a complex of 5 relics: Go Thap Muoi, Co Tu Towel, tomb and monument of Doc Binh Kieu, Go Minh Su, and Ba Chua Xu Temple. Archaeologists have discovered Oc Eo cultural relics of Phu Nam Kingdom which was around 1,500 years ago. Besides, Go Thap, in the centre of the vast Dong Thap Muoi, still maintains wide ecological environment and beautiful landscapes. The Ministry of Culture – Sports and Tourism has approved the project of constructing an ecotourism site in Go Thap with recreational areas, a 10-storey Lotus tower, Thap Muoi wildlife conservation site, and ecological site with various lotus ponds, cajeput forests and bird grounds. Moreover, Go Thap festival with art activities and folk festive atmosphere has become a remarkable event in southern provinces. The Nguyen Sinh Sac historical site with an area of nearly 11 ha. located in Cao Lanh is to commemorate the father of President Ho Chi Minh. Within the site, ancient Hoa An traditional village is restored with Cai Tom canal, garden, coconut trees, plum trees, mango trees, bamboo bridge, village wandering paths along the site, especially ancient houses such as Bat Dan house, San house, and Noc Ngua house. Traditional trade villages are Dinh Yen mat, Long Thuan towel weaving village, and Hong Ngu fish breeding village. 3.6 Human resources The network of professional training and vocational centres has a training scale of 1,200 – 1,500 trainees. Consequently, the provincial human resources are abundant. The population of working age makes up 60% of total population (960,000 people). The labour force accounts for 52% population with an annual increase of 27,000 – 28,000. The rate of trained labourers stands at 18 % in 1999, increasing to 25% in 2005 and 40% in 2010. 82.71% of labor force depends on agriculture, 6.05% in industry - construction; and 11.24% in service sector. The trend until 2020 is that agriculture human force will decrease whereas non agriculture sector will increase (6.1% and 9% respectively). On the other hand, Dong Thap has coordinated with schools in HCMC and Can Tho City to provide vocational training for the locals. The rate of trained laborer is 36.1%, of which the vocational training rate is 24,7%.

4 Education and health care 11 4.1 Education The education system comprises all levels from pre-school, primary to high school. According to data of the General Statistics Office, there were 493 school of secondary levels, ranking no. 3 in the Mekong Delta on 30/9/2008. The total pupil number was 275,361, including 135,420 pupils of primary level, 93,516 pupils of lower secondary level, and 46,415 pupils of upper secondary level. Total number of teacher on 31/12/2008 was 14,036, including 6,581 teachers of primary level 5,021 teachers of lower secondary level, and 2,434 teachers of upper secondary level. In the schoolyear of 2008-2009, the rates of pupils succefully passing the examinations of primary level was 100%, lower secondary level: 64.76%, complementary secondary level: 9.11%. The number of pupils passing university and college examination was 5,774. 47,65%. There are 1 university, 2 colleges, and 4 professional high schools, 2 job promotion centers, 8 vocational schools, and 46 vocational units which are adequately equipped with vocational machinery and equipment. The vocational schools trains about 21,500 people a year. The Teacher’s Training Institute and the Community College provides training from the secondary to university levels to about 2,500 – 3,000 students per year. The University of Dong Thap was estblished on 10/01/203, having the following functions: - Training techaers of preschool and secondary levels for Dong Thap Province and other

provinces in the Mekong Delta. - Re-training and fostering the professional competence for the contingent of teachers and

educational managers. - Conducting scientific researches and applying scientific progress to serve socio-economic

development. 4.2 Health care Please see Annex 2: Health data 2005 – 2011, page 23 According to the Statistcis Office of Dong Thap Province, there are 168 medical units in 2008, comprising 12 hospitals, 13 regional polyclinics, 1 functional rehabilitation hospital, and 142 health stations of commune and ward level. Total hospital bed is 3,458, being served by 762 doctors, 990 assistant doctors, 1,029 nurses, 414 midwives, and 183 pharmacists. Despite of continuous and considerable investment of medical equipment and upgrading the grass-root network to reach the national standard of communal health care, the overloading situation always happens at three leverl of province, district, and commune. The number of doctor and hospital bed per 10,000 people in 2009 was 4,62 BS and 17.96. The rate of communal health station achieving the national standard was 75%.

5 Infrastructure 5.1 Transportation 12 + Roads The road system mainly consists of National Road (NR) 30, NR 54, and NR 80. Together with highway N1 and N2, they form the road transportation backbone of the province and link Dong Thap with HCMC, Can Tho and other inter-provincial highways. - NR no. 30 is a highway stretching from the north of Vinh Long, northwest parallel to

the Tien Giang River into Dong Thap Province before connecting with Cambodian border along the northeastern bank of the Tien Giang River. NR no. 30 diverges northwest from NR no. 1A just north of Vinh Long, on the opposite side of the Tien Giang. It passes through Tien Giang Province and the towns of Cao Lanh, Tan Dong, Tam Nong, An Long and Hong Ngu.

- NR 54 starts from Vam Cong ferry and ends at Tra Vinh Town, stretching 152 km over two districts of Lap Vo and Lai Vung along the Hau River, connecting Dong Thap Province with two provinces of Vinh Long and Tra Vinh.

- NR 80 connects western provinces with the rest of Mekong Delta. With the total length of 215km, it runs through provinces of Vinh Long, Dong Thap, An Giang, Can Tho, and Kien Giang. Highway 54 (155km) runs parallel with the Hau River, connecting Dong Thap with its 2 neighbor provinces, namely Vinh Long and Tra Vinh.

- NR 30 runs along the northren bank of Tien River, starting from An Huu junction, a connection with NR 1A in Cai Be District, Tien Giang Province, crossing Cao Lanh City, districts of Cao Lanh, Thanh Binh, Tam Nong, Tan Hong, Hong Ngu Town, and ending in Dinh Ba Border Gate. The road length is 120 km, of which the section Tan Hong – Hong Ngu coinciding with a section of NR N1 is being enlarged.

- NR N2 is one of 3 main communication axis in the south, comprising NR 1A in the east, NR N1 in the west, and NR N2 in the middle. NR N2 connects NR 22 and NR 30, crossing the Dong Thap Muoi Region, foring a part of the Ho Chi Minh Road which runs from the north to the south of Vietnam.

+ Waterways Dong Thap has 339 rivers and canals with total length of 2,838 km, forming a convenient waterway system. Two tributaries of Mekong River (Tien and Hau) flow through the province, which are convenient for waterway transport. Two ports, located on the bank of Tien River, facilitate transport of goods to the East Sea and neighboring country of Kampuchea, and are the "gateway" of the raw materials, agricultural products, fisheries, food. However, there is no waterway authority so far, thus, restricting the management of vast expanse of water territory in Dong Thap. The following waterways play an important role in internal transport of passengers and commodities and linking with other regional provinces: - The Tien River, the Hau River - Canals of Tan Thanh – Lo Gach, Hong Ngu – Long An, An Phong – My Hoa, Nguyen Van

Tiep Canal, Nha Man Canal - The Sa Dec River – Lap Vo Stream, Cai Cai Stream – Phuoc Xuyen Canal - Two rivers of So Thuong and So Ha - Can Lo Stream, Lai Vung Stream + Airways There is no airport in Dong Thap. 5.2 Electricity and water supply + Electricity Over 98% households are using electricity from the national grid. All industrial zones have high voltage and medium voltage power supply for production. + Water supply The province is capable of supplying clean water for living and production in urban areas. 5.3 Communications Apart from the central post office, there are 10 district post offices and 37 post offices in towns and resident areas. All communes have telephone communication with average 12.24 sets /100 persons (1.98 sets/100 persons in 2000). 13 6 Economy 14 The 5-year period (2006-2010) experienced a dramatic increase in GDP (+14.1% annual) with the peak of 16.6 % in 2008. Over the subsequent years, GDP growth stabilized around 11% and 13.5% and hit a low of 9.66% in 2012 due to global crisis. Contribution to GDP has changed over the period. While agriculture sector has become less contributing, the two others, industrial and service sector has accelerated from 2.4% in 2004 to 6.0% in 2010 and 3.5% to 4.7% respectively.

6.2 Agriculture – Aquaculture – Forestry Please see Annex 3, Dong Thap Ranking in the Mekong Delta, page 23 and Annex 4: Agriculture Fishery and Foresty. Dong Thap Province, 1995, 2000, 2005-2011, page 24 Dong Thap is a strong province in the Mekong Delta in terms of both agriculture and industry. The preliminary production value of agriculture in 2008 reached 6,087.1 billion VND (at constant price 1994), ranking the third in 13 provinces in paddy area and yield (after An Giang and Kien Giang), second in production of seedlings and bonsais (after Ben Tre), and second in fish rearing (after 2 provinces of Tien Giang and Ben Tre) 16. Enjoying a temperate climate, wide irrigation system, permanent fresh-water source supplied by two rivers of Tien, Hau, and rich river deposit, the agriculture of Dong Thap keeps growing well. In 2011, Dong Thap wass the 3rd largest rice paddy in Vietnam with a planted area of 501,908 ha and a paddy output of more than 3.1 million tons. The province also has more than 38,000 ha of area for vegetable planting and annual industrial crops.

Dong Thap Province has constantly invested in application of technology and science to agriculture production, bringing high economic efficicency. After 10 years of implementing the scientific and technological projects of the period 2001 - 2010, the quality of provincial trees and animals has been improved considerably, especially the breedings of paddy and fishery. In the last 5 years, the science and technology has contributed about 40% of the growth value in agriculture. In addition to scientific and technological application, the province has paid more attention to building of production infrastructure. The province has completely built the canal and stream network, dikes to prevent flood, irrigation and drainage sluices, pumping station (diesel and electricity). The canal network of various levels comprises 22 main canals of 593 km, 197 primary level canals of total 1,757 km, 559 secondary level canals, and the network of third level and ricefield canals distribute all over production areas. The length of flood control dikes is over 8,300 km, including 3,000 km used for rural communication. This network has protected over 172,000 ha, accounting for 87% of the Autumn paddy crop, nearly 13,000 (58%) of fruit orchards. Ther are nearly 1,700 sluices serving irrigation and drainage.

Dong Thap also approved the project “Training to develop human resources for agriculture, rural area and farmers of Dong Thap Province, for the period 2009-2015 and orientation until 2020”. Accordingly, the rate of trained labour until 2010 is 40%, increasing to 68% in 2020. Moreover, 100% of communes, wards, and townlets will have engineers in cultivation, animal husbandry, and aquaculture and 90% of agriculture labour will be trained on agriculture and aquaculture encouragement until 2020. 6.2.1 Cultivation

Cultivation plays the key role, accounting for 78.21% of total provincial production value in 2009. The total cultivation area in 2009 was 478,275 ha, including 450,876 ha of paddy with an average yields of 58.68 quintals/ha and an output of about 2.645 million tons.

The 300-ha Sa Dec flower village provides more than 12 million products of flowers and

bonsais a year. The village has been invested to apply advanced bio-tech in breeding to raise floriculture as a potential line of production and develop it to be one of the major ecotourism sites of the province. Dong Thap is well known for fruits and speciality, specifically as Lai Vung mandarin, Chau Thanh longan, Cao Lanh mango, Phong Hoa grapefruit, Lai Vung nem (fermented pork), Hoa An plum, Sa Giang shrimp chip, and Sa Dec noodle. Of all the total area of 33,977 ha., fruit-trees reach an output of more than 150,000 tons per year. 6.2.2 Animal husbandry

This sector plays an unimportant part. Its production value in 2009 accounted only 9.13% of the agriculture value. Main animals comprise pig, cattle, buffalo, goat, and sheep. According to data of the Dong Thap Statistics Office, the province had 290,642 heads of pig, 4.85 million of poutry, and 50,605 tons of live weight of various kinds. Total households involving in duck rearing is 899 with a total herd of 650,512 heads.

6.2.3 Forestry

The forest area tends to decrease due to exploitation without afforestation. The exploited area in 2009 was 514 ha and the afforestation was 320 ha, which was supported from the 661 Program. Newly planted trees are about 5 million. 6.2.4 Fishery

With a large river body, fishery stands after rice and becomes the 2nd advantage of the province. Aquaculture is developed, especially catfish and blue-legged prawn. The water surface area for aquatic breeding reaches 5,285 ha, where farmers focus on breeding prawns in rice fields

and fish in warps along the Tien River and the Hau River. Each year, Dong Thap supplies over 290,000 tons of fish and thousand tons of giant fresh water prawns for export. 17 Total area of fish farming is 7,503 ha. with a fishery output of 452,446 tons in 2012. There are 20 enterprises involving in sea product processing and export, having a total capacity of 429,200 tons of finished product a year. However, only 41% of the designed capacity is used. Total processed product is 114,070 tons in the first 8 months of 2012, increasing 14.7% as of the same period in 2011.

6.3 Export and Import Total import value in 2012 is estimated at 695 million USD. Main import product is gasoline with an estimated volume of 633,000 tons or 640 million US$. 6.4 Tourism N/A 6.5 Industry 18 Dong Thap had 173 manufacturing facilities by 2010, employing nearly 1,400 people in three main sectors. Support industries in the engineering sector, plastics and its products and the electronics and IT sector accounted for 156, 26 and 2 facilities, an average increase of 4.9, 91.9 and 14.9% of the number of facilities per year in the 2006-2010 period respectively. Each sector only accounted for 0.85, 0.15 and 0.01% respectively as a proportion of the whole industrial sector in 2010. The support industries had developed poorly, only accounting for 2.34% of production value in 2010. The growth rate was lower than other industries, with production value only increasing by 16.7 percent per year for the 2005-2010 period. The weakness of support industries led to the import of spare parts and accessories for production. In addition, investment in support industries in Dong Thap Province was low, with total investment capital in the 2006-2010 period reaching around VND102 billion and only focused on replacing machinery and technology. Products from support industries were mainly distributed in the free market or supplied directly to their owners. The links between spare part manufacturers and finished product manufacturers remained ineffective. The reason for its weakness lay behind the key development of the agricultural and fishery processing sectors. In addition, Dong Thap is located some way from the supporting industry development center and investment from FDI enterprises has been low, leading to the difficulties in their development. 19

+ Scale, growth, and structure of Dong Thap industry

The toal output of industrial production in 2010 is estimated at 13,178 billion VND (as of constant price 1994). The average growths in the periods of 1996-2000, 2001-2005, and 2006-2010 are 11.4, 18.6, and 28 % a year respectively. The underlying reasons for industrial growth is the improved environement of investment. In addition to favorable natural conditions, infrastructure, labor, and dynamic enterprises, etc. the enlargement and introduction of industrial parks has contributed to promoting the procedure of investment attraction and building of industrial production capacity of Dong Thap. The rate of State-owned economy has increased from 27.6 % in 2000 to 34.4 % in 2005. However, due to the process of re-arrangement, it reduced to 6.9 % in 2010, comprising the central and local enterprises. On the contrary, the rate of non-state economy has increased strongly, especially the foreign direct investment sector, from 65.4 % in 2005 to 93.5 % to 2010. In addition to many reasonable mechanism and policies, especially the newly enforced Law on enterprises, the convenient investment environment and more invested industrial parks have attracted investment and operation from many enterprises from Dong Thai and other areas. The number of laborers in industrial sector has increased rapidly from 43,300 in 2000 to

69,700, and 75,000 in respective years of 2009 and 2010, an average of 7.4 peercent a year. The

labour force in processing branch accounts for 98.2 percent, the remaining is the production and distrubution of power and water. The industrial production units increased about 3 percent a year in 2006-2010, lower than 3.6 percent of previous 5 years but the cscal is bigger (average 4.2 aganist 3.5 laborers per unit in 2005). The development of some major industries not only reflects the taking advantage of resources of raw materials in agriculture, forestry and fishery to serve some current industries such as milling, rice processing, fishery feeding production and construction materials but also form some labored intensive industries such as textile, garment, leather. Others that can be mainstreamed in the future such as chemical production, electronics, machinery and equipment manufacturing, and hi-tech production.

+ Main industries Processing industry holds the key role. Its production value was 1,155 billion VND in 1995, increasing to 3,702.3 billion in 2003 (at current price), accounting for 95.7% of total industrial production. The processing industries comprise the following sectors: - Sea products processing. There are 32 projects operating in industrial parks until 5/2010, of

which 15 projects have a total design capacity 250,000 tons finished products a year. - Rice processing for export. There are 270 enterprises engaing in rice processing for export by

the end of 2008, producing over 2 million tons of rice for domestic consumption and export. - Mineral exploitation comprises river sand and clay exploitation to produce construction

materials. The production values was 16.8 billion in 1995, increasing to 39.1 in 2000, and 137.1 billion in 2003 (at current price)

- Drug industry: There are 2 famous drug companies, namely, Imexpharm Joint-stock Company and Domesco Medical Import and Export Company. The former has acquired the GMP – ASEAN standard.

billion VND. In 2011 alone, the province licensed 20 investment projects valued at 2,074 billion VND, including one FDI project worth 207 billion VND. Especially in 2011, the province collaborated with Saigon Newport Corporation to organise the Dong Thap investment promotion conference which concluded with 18 projects worth 1,954 billion VND licensed. Six investment certificates were granted in 2011 for FDI projects with a total registered capital of 140 million US$. Two FDI projects increased their capital of 54.8 million US$. Four investment certificates were revoked with a total registered capital of 16.78 million US$. Total accumulative FDI projects until December 2011 is 53 with a total capital of 956.64 million US$. + Investment incentive Incentives are the strengths Dong Thap utilises to lure more investors. Ten out of 12 administrative units (except for Cao Lanh City and Sa Dec Town) are prioritised investment regions where investors are offered more preferences like longer tax break terms, lower tax rates. Besides, when investors invest in agriculture and rural development, they will be granted more incentives provided in the Government Decree 61/2010/ND-CP on agricultural and rural investment encouragement. The province encounters no problem with clearing investment sites. Provincial authorities work with investors to compensate land and clear sites, helping investors to keep up with their schedule. As regards human resources, Dong Thap is capable of recruiting skilful workers to meet the demand of investors. Supports and incentives are quickly settled when investors embark on their projects in the province. Incentives are revised by provincial authorities from time to time to meet the real situation. In addition, provincial leaders are very much interested in production and business activities of enterprises. On every 10th day of the month, Dong Thap People’s Committee Chairman holds talks with investors to listen to their problems and troubleshooting proposals. Its construction has been completed to attract investment and meet development needs of Dong Thap Province and Kampuchea. There are 2 international border gates, namely, Thuong Phuoc (Hong Ngu District) and Dinh Ba (Tan Hong District) and 5 auxiliary border gates of So Thuong, Thong Binh, Moc Ra, A Don, and Binh Phu. The population is 191,000, of which 55% is at labor age. The Border Economic Zone has a total area of 31,936 ha, comprising 11 communes, 3 wards, 2 townlets belonging to 2 districts of Hong Ngu, Tan Hong and Hong Ngu Town. industry – business – service – tourism – urban residence – agriculture, forestry, aquaculture to become a center for communication and development between countries in the Greater Mekong Subregion, firstly Kampuchea. There are 3 industrial and handicraft clusters with a total area of 60 ha at two international border gates. In addition, two townlets of Sa Rai and Thuong Thoi have an industrial and handicraft cluster of 35-345 ha, producing handicraft products from agriculture by-products and other items. 6.7.1 Location The distance between Dong Thap Border Economic Zone and HCMC is 180 km and Phnom Penh (Kampuchea) is 100 km by main road axis such as Road no. 312, NR no. 30, Provincial Road no. 841. The waterway transport depends on the Tien River which is very convenient to transport commodities to Kampuchea and the East Sea through Thuong Phuoc Border Gate. + Border trade Dong Thap Province is also a market for agriculture products of Kampuchean people bordering Vietnam such as rice, soybean, mung bean, manioc chip, cattle, buffalo, etc. The number of Kampuchea immigrants for shopping in the boder economic zone increases to 300 admissions/day during the traditinal new year of Kampuchea. The total export turnover until October 2012 is over 61 million US$. Vietnamese enterprises have actively promoted their products in Kampuchean markets by finding consumer agents and participating in trade promotion programs organized by the province. The electricity output sold to Kampuchea in 2012 is estimated at 23,307,479 kWh, including 23,077,248 kW at Dinh Ba Border Gate and 230,231 kW at Thuong Phuoc Border Gate. Dong Thap Province strengthened border trade by many measures in 2013 by realizing its trade promotion plan in Kampuchean markets, organization of border trade promotion conferences, trade fairs in Prayveng Province, and seeking raw materials for commodity production, etc. + Investment Many construction items have been completed so far such as Road no.2, no.3, Cai Sach Market, joint checkpoint of the Dinh Ba International Border Gate, and special duty free areas. Consequently, Dong Thap Province readies to offer preferential policies such as land clearance and utilization, VAT, import and and export tax to investors. Investment in the Dong Thap Border Economic Zone will benefit incentives stipulated in the Decree 29/2008/ND-CP, dated 14/3/2008. More attention has been paid by the Vietnamese Government to this area by the Decision 33/2009/QD-TTg. The main advantage is agriculture production and business services through border. The network of Nguyen Van Tiep Canal and Trung Uong Canal creates conditions for communication and the locals’ transport of goods with HCMC.

Dinh Ba Intl’ Border Gate 23 Thuong Phuoc Intl’ Border Gate clearance for the EZ, only a resettlement area, a market and a road came into being. Most of investment projects are from government and local budget which is on infrastructure and facilities and largely remain on paper.

Some areas which have been designated to be bonded zones, border gate markets and trade centres became deserted land plots. The border market here has been operational since January 2004, but there are only several shops and inns, while the majority of kiosks are used as accommodations or are permanently closed.
