The Legacy Plan is truly a community-driven plan.The Plan's development was guided by a diverse group of twenty-one citizens who sat on the Legacy Citizens Steering Committee and more than 100 citizens from throughout the community who were organized into eight focus groups. Hundreds more participated at community meetings and a number of community organizations were involved in reviews of the draft plan.
