Preface
This report covers the work of the 23rd
Session Hong Kong University of Science
and Technology Students’ Union Provisional Executive Committee during the period
of June 2015 to March 2016.
In the session, the Executive Committee is vacant. The Provisional Executive
Committee is formed to take up the administrative work of the Union.
With our proper internal coordination, appropriate handling of external matters,
continual provision in social and welfare activities and better presentation and
participation in academic and University matters, the Students’ Union has been
operating smoothly and efficiently.
The coming pages will provide a detailed presentation of the work accomplished by
the Provisional Executive Committee Members during the period indicated above.

Committees with approval of the Provisional Executive Committee;
(d) To compile reports from student seats in University Advisory Bodies and
University Senate Committees for the information of the Executive Committee;
(e) To co-ordinate the efforts of student seats in University Advisory Bodies and
University Senate Committees; and
(f) To facilitate communication among student seats in University Advisory Bodies
and University Senate Committees.

• The Provisional Academic Affairs Committee
a. To be responsible for the academic development of the University;
b. To assist the Academic Affair Officer on all matters concerning academic affairs
of the Union;
c. To organize activities on academic affair, any person may be invited to participate
in the discussion;
d. To encourage and stimulate Union Members' interests and participation in
academic affairs;
e. To openly nominate students to University Senate Committees with approval of
the Provisional Executive Committee;
f. To conduct University Student Senators Election;
g. To compile reports from student seats in University Senate Committees for the
information of the Union;
h. To co-ordinate the efforts of student seats in University Senate Committees; and
i. To facilitate communication among student seats in University Senate
Committees.
Social Affairs
• Organize activities that fulfil the objects of the Union
(a) To promote social, culture, sporting and academic activities amongst
members;
(b) To promote civic consciousness amongst members;
(c) To promote the welfare of members;
(d) To represent members in matters affecting their interest; and
(e) To facilitate the development of the University which includes the
organization of

- The Provisional Publication Committee shall assist the Provisional Executive
committee on all publication activities of the Union such as X-post (excluding
those reserved for the Editorial Board).

-To promote civic consciousness amongst members and mourn the
June Fourth Incident
Political Reform Movement
-To promote civic consciousness amongst members and strike for an
universal suffrage
Global Cultural Engagement Convention (GCEC)
-To gather UG Student leaders from around the world at HKUST to
share their experience, discuss challenges and tackle problems related
to tolerance and cultural integration on campus. GCEC will take place
for two weeks and will serve as a platform to promote cross-cultural
integration of those hailing from different cultural backgrounds.

Part III Action

1. General Administration
1.1. Administration of General Office
During office hours, members are welcome to share their opinions with the Provisional
Executive Committee by visiting the SU general office during Office Hours (10am-1pm,
2pm-6pm) or make prior arrangement for meeting.
The Provisional Executive Committee is also in charge of matters concerning vending
machines at General Office such as handling complaints, refund and management.
1.2 Administration of Facebook Page
The Facebook page of the HKUSTSU is regularly maintained to bring USTers
information regarding our latest endeavors as well as happenings on campus. The
number of “likes” received surged from 2700 at the commencement of session to 5500
as of 7 Mar 2016.
1.3. Administration of Big Character Poster Wall
The Provisional Executive Committee is responsible for the management of the Big
Character Poster Wall at LG1, to facilitate its proper use by students, staff and
organizations in the University as a channel for expression of ideas and opinions.
1.4. Administration of Union Notice Boards
The Provisional Executive Committee is also responsible for management of the Union
Notice Boards.
1.5. Membership Affairs
The Provisional Executive Committee is responsible for handling all enquiries
regarding SU membership and issuing the Students’ Union membership cards.

1.6. Staff Affairs
The Provisional Executive Committee is in charge of the arrangement of staff insurance,
MPF and holidays. There are currently 5 staffs employed by the Union. One of them is
in the SU Office, two in Co-Op Shop and two in Print Shop respectively.

3. Internal Coordination
3.1. Tea Gathering with members
Two sessions of tea gatherings were held to meet with our members, experience and
opinions towards various University policies and SU services were discussed in a
relaxing way. Students were most interested in the session about hall allocation policies.
In response to these opinions, we incorporated and reflected them in meetings with
relevant University departments.
3.2. Promotion Period (Election Period) 2016
Promotion Period, also known as Election Period, is one of the significant events for
nominated cabinets of student societies to promote themselves and take over the job
from the current executive committees after they have passed a constitutional election.
A regulation made by the Students’ Union contains the opinions, which obtained from
the societies with no violation of the original safety rules and regulations by the
university authority. The regulation mainly covers chanting sessions, distributions of
counters, booking of equipment and related rules and penalty, the Provisional Executive
Committee started the preparation from late 2015. Several meetings with the affiliated
societies, Dean of Students (DST), Student Affairs Office (SAO), and Facilities
Management Office (FMO) were held to discuss on the arrangement of the event.
The Promotion Period lasted from 1st Feb to 2
nd Mar 2016, which included Polling Days
for the societies. The nominated cabinets did promotion by making decorations,
designing games, holding activities, organizing prize drawings and chanting. In order to
maintain order during Promotion Period, the monitoring team appointed by the
Provisional Executive Committee was responsible for issuing penalties to the societies
which violated the Rules and Regulations of Student Election.
3.2.1 Accident in last chant
During the chanting session on the last day of the promotion period (Last Chant), there
was some fight scenes between societies, 4 students were reported injured and sent to
the hospital. And the case is being followed up by the police.

4. External Affairs
4.1. Formation of External Affairs Committee
The Committee deals with external matters. It is also responsible to hold various events
on economic, political, social and other relevant topics. By doing so, as well as other
activities, it is hoped that members’ awareness to and participation in current affairs will
be enhanced.

4.3. Repainting the Characters near the Northern Entrance
The Provisional Executive Committee had numerous discussions with the University
Authority regarding the 12 characters (希望在於人民 改變始於抗爭) on the footpath
near the northern entrance of the campus.
The Provisional Executive Committee had draft a cosigned statement on the stance of
keeping the 12 characters to show the collective will. More than hundred students,
affiliated society and Students’ Union of our counterpart had co-signed the statement.
The Provisional Executive Committee had organized a forum in Atrium on

September 2015 to discuss the repainting action with students in order to collect
voices from students.
The Students’ Union repainted 12 characters on 19th
Sep 2015.
4.4. Participation in social issues
4.4.1. June-Fourth Memorial Events
The Provisional Executive Committee had held exhibitions at the Atrium and
participated in the Hong Kong Alliance assembly to commemorate the June-Fourth
Event. After the assembly, we participated in June Forth Marching and burned down
Basic Law outside Liaison Office, expressing the demand of amending Basic Law in
order to reclaiming autonomy of Hong Kong people.
4.4.2. Political Reformation
The Provisional Executive Committee had recruited helpers from HKUST students and
set up street station in June in order to introduce drawbacks of the proposed political
reformation.
The Provisional Executive Committee had participated in the marching on 14th
June
2015 and the assembly outside the LegCo from 17th
to 18th
June to show LegCo
members our stance of opposing the proposed political reformation.
4.4.3. July 1 March
The Provisional Executive Committee had invited HKUST students to participate in
July 1 March. We marched from Victoria Park to Central Government Offices,
expressing the demand of amending Basic Law in order to reclaim the autonomy of
Hong Kong people from Chinese Communist Party.

4.4.4. Amending University Ordinance
The Provisional Executive Committee participated in marching on 16th
March 2015.
After reaching the destination, government house, we, together with other counterparts,
burned down the University Ordinance in order to show Chief Executive our demand of
amending University Ordinance.
The Provisional Executive Committee participated in 728 HKU Council Impact in order
to show the support of safeguarding university’s autonomy.
4.4.5. Opposing policy of using Putonghua to teach Chinese Language
The Provisional Executive Committee had set up Street Station opposing “Putonghua to
teach Chinese” in July. We corroborated with other organizations to introduce the
drawbacks of this policy to passers-by of Book Festival.
4.5. Democracy Class
The Provisional Executive Committee had organized a democracy class on

September 2015 about public space of University campus and our society. We had
CHAN Kim Ching as guest speaker to talk about the concept of public space and
engagement of urban planning.
4.6. Forum on District Council Election
2015 was the year of District Council Election. We have organized a forum on
18 Nov 2015 to discuss the situation and influences of the election. We were honored to
have invited Dr. FONG Chi Hang, Mr. Kursk (庫斯克), Mr. SO Wai Yeung (蘇偉洋)
and Dr. Chris Hanretty as our guests and share with us their thoughts.

4.7. Attending Inauguration Ceremony
The Provisional External Affairs Committee, together with other members of the
Provisional Executive Committee, has represented the Union to attend inauguration

4.8. Student Financial Assistance Agency
The Union has representatives in committee of Student Financial Assistance Agency
(SFAA). The Past Vice-President (External) YIP, Wai Yeung Dennis is the representative
of the Union in all committees including Financial Assistance Scheme for
Post-Secondary Students Review Committee (RC) and Joint Committee on Student
Finance (JCSF). Both committees are responsible for review and advising the operation
of student finance scheme of the Government. YIP, Wai Yeung Dennis has also joined
the Review Sub-committee and Customer Liaison Group of JCSF. The former was
responsible for reviewing the appeal cases while the latter reviewed the service of SFAA.
Starting from 1 June 2016, LAM Tsz Kon Andy, the Vice-President (External) – elect
of the next session will take over the seat on the committees.
4.9. Declarations
Declarations dealing with different political, social and current issues were drafted and
publicized.
4.10. Spokesperson of the Union
SHEK, Tsz Kin Brian has dealt with enquires of outside parties related to the Union.

5.1. Formation of Provisional Public Relations Committee
The Provisional Public Relations Committee (PPRC) deals with all matters concerning
the Public Relations of the Union and to work on functions or projects, which can
promote the HKUST Students’ Union as well as HKUST to the public.

5.2 Recruitment of Standing Committee
Standing Committee are recuited openly. Applicants are screened though and
interviewed carefully, and are assigned different responsibilities according to their
abilities, experience, interests and performance.

5.3. My First Day @HKUST
This event was the first large-scale activity to welcome freshmen by the University. It
was divided into two parts. The first part was the student performances at the atrium.
The remaining part was the Welcome Dinner which was postponed to 7th
September,
2015 (Monday) at LG7 lawn area due to bad weather. In order to receive the opinion
from students, University authorities invited Students’ Union to be Co-organizer of this
event. There were totally over 2000 participants joined.
5.4. HKUST Information Day 2015
The Hong Kong University of Science and Technology information day 2015 was held
on 26th
September, 2015 (Saturday). The Students’ Union has organized campus tour
and various students’ performance for guests including Magic Club, HKUSTSU, The
University Choir, HKUSTSU, University Philharmonic Orchestra, HKUSTSU, Kendo
Club, HKUSTSU, Taekwondo Club, Dance Society, HKUSTSU and The Band Society,
HKUSTSU.
5.5. Receiving External Guests
Students’ Union is also responsible for receiving external guests when necessary. In
summer, several Universities visited HKUST, and Students’ Union was invited to share
with student representatives on organization, student activities, and the goals of SU. The

6.2. General
The main duties for the Provisional Executive Committee in the welfare aspects are
maintaining the operation of the Co-op shop and the Print Shop, organizing Mega Sale
and preparing welfare products.
6.3. Operation of Co-op Shop
Co-op Shop aims at providing UST students and staff a large variety of products at
reasonable prices. SU members will be entitled to 10% discount with the Student ID
Card / SU membership card shown before the purchase, for most of the products.
Daily Operation of Co-op Shop
All goods had been set at a reasonable price, with review and monitoring from the
Provisional Welfare Committee. Daily operations of the Co-op Shop also included
monitoring the stock flow and supervising two staff working at the Co-op Shop.

6.4. Operation of Print Shop
Print Shop provides UST students Photostat and bookbinding service at a reasonable
price. It is convenient and cheaper than anywhere else in campus. There is also fax
service. Daily operations of Print Shop also include supervising staff working at the
shop.
Currently, the Print Shop is open to the public. It is noticed that the photocopiers are
sometimes occupied by non-HKUST students. We have discussed with ITSC and will
require students to login the computers with their ITSC account in the future.
6.5. Mega Sale
Mega Sale is the main source of revenue for HKUSTSU. There would be two rounds of
Mega Sales this year, one of which was held from 16th
to 18th
September, 2015 and the
second one is scheduled from 15th
to 17th
March 2016. There are sales of different
products, ranging from snacks to foot-wear, at a discounted price for HKUST students.
Normal operation of Mega Sale
Academic Concourse was booked as the venue for Mega Sale. SAO and FMO were
contacted for assigning chairs, tables and electricity supply to booths for Mega Sale. In
order to offer products to students at a reasonable price, different companies were
contacted and cooperated with.

6.6. Welfare Product Distribution
Welfare products are free gifts to all HKUSTSU members.
The first was distributed at O’week SU counter in September, which was a schedule
book and SU folder / paper. Simple design has been making the schedule book more
functional fitting needs of students.
The second welfare product will be SU T-shirts which will be distributed in Mid-March

6.7. Hong Kong Joint University Welfare Union (HKJUWU)
HKJUWU, as a non-profit organization, is formed by members from Executive
Committee of various Students’ Unions from the Hong Kong University of Science and
Technology, The Hong Kong Polytechnic University, City University of Hong Kong,
Hong Kong Baptist University, Hong Kong Shue Yan University, The Hong Kong
Institute of Education, Lingnan University, The Open University of Hong Kong, Chu
Hai College of Higher Education, and Hang Seng Management College. It aims at

7.2. Orientation Book 2015
The Orientation Book 2015 was issued and distributed to local freshmen during the
registration days in August and to non-local freshmen in late August. The Orientation
Book focused on giving out general information of HKUST, including basic utilities,
facilities and some useful tips in the campus. It also includes the promotions of the
Students’ Union and its affiliated societies
7.3. X-Post
In order to increase the familiarity and transparency of the Students’ Union, X-post
mainly focuses on the work held and done by the Provisional Executive Committee in
this session. Important issues related to students and universities will also be reported in

8.2. UShowTalent 2015
The SU aims to promote students’ talents. UShowTalent, a talent show competition was
organized in Nov 2015. The first UShowTalent was organized by the 19th
Session of SU
during the 20th
Anniversary of UST. Unfortunately, due to various limitations, we
cannot make it as an annual event. This year as the 25th
Anniversary, the Union has held
the talent show competition again, UShowTalent 2015, giving students opportunity to
showcase any kinds of talent in front of USTers.
About 50 applications were received from local, mainland and international students.
Two audition sessions were conducted with judges from the Union in order to ensure the
standard of performance. After the audition stage, 12 contestants were selected to enter
the final stage. In addition to a representative from the Provisional Executive
Committee, we were honored to have Mrs Pandora YUEN, Director of Student Affairs,
as well as Dr. Anna KWONG, Program Director from Center for the Arts to be our
judges. The atmosphere was very exciting and performances were so brilliant.

8.3. Career Talk
The Provisional Executive Committee has cooperated with Freshlinker and organized a
career talk on 5 Nov 2015. We were pleasant to have invited Miss Cecilia YEUNG as
our speaker. The speaker gave us a peak at real HK job market, advice on our career
path planning and interview skills with her many years experiences. Mock interviews
and role play helped participants prepare for real-life situation in the future.
More than 70 members had registered to the event, all the participants interacted
actively in the group discussion session.
8.4. Live broadcast of FIFA World Cup qualification (HK VS China)
The return match between Hong Kong and China in the World Cup qualifying round (中
港大戰) was held at the Mong Kok Stadium, on 17 Nov 2015. The Provisional
Executive Committee has organized a live broadcast of the event in the Seafront area
outside Hall VI. More than 100 students came to the event. The atmosphere was
exciting and students enjoyed the match.

9. University Affairs / Academic Affairs
The Provisional Executive Committee members have attended meetings of various
University committees to express students’ opinions regarding University Affairs.
9.1. President’s Forum
The Provisional Executive Committee has invited the President of the University
Prof. Tony F. CHAN to hold a forum on 24 Sep 2015 to meet and exchange ideas with
students. Other guests including Dr. Eden WOON, Mr. Mark HODGSON,
Prof. Roger CHENG, Prof. Kar Yan TAM, Mrs. Pandora YUEN, and
Prof. Lam Lung YEUNG.
Topics including University developments, Higher Educational System, and Students’
Life were discussed.
9.2. Transportation affairs
We have attended meetings with Transport Department, discussing the service of
transportation connecting HKUST. It was confirmed with relevant parties that Bus 91
and 91M’s service level would be intensified, while there would be more minibus for 11
and 11S line.
9.3. Service time of escalators extended
The service hour of most of the escalators in campus was till 7pm. Students reflected
that it was inconvenient at night. After meetings with the Facilities Management Office
(FMO), they agreed to extend the service time to 10pm, effective from March 2016.

9.4. Water quality in HKUST Campus
It is to our observations that widespread attention is caught among students in HKUST
owning to the fact that China State Construction (Hong Kong) Limited, the concerned
contractor has taken part in some of the constructions in academic buildings and
residential halls in HKUST.
The Health, Safety & Environment Office (HSEO) responded to the matter through an
email to members of HKUST. However, we strongly believe that the HKUST
community as a directly impacted stakeholder has the right to know more in details. The
Provisional Executive Committee has contacted with related departments to work on the
following items:
1. Make public all constructions that involved China State Construction (Hong Kong)
Limited in the University
2. Run safety test at all construction spots where China State Construction (Hong Kong)
Limited is involved immediately
3. Make public the test result at the earliest possible time
4. Close all water supplying spots if any water source is found with unsafe level of lead
content
A reply was given by HSEO that monitoring work of potable water in the campus for
the first half year were completed with no lead related issue identified in samples
analyzed. They also proposed to extend the sampling locations and speed up the
monitoring work for the period from August to December. HSEO has promised to let us
know the result for the coming monitoring work at the earliest possible upon
completion.
Apart from the water checking of HSEO, we also take nine water sample randomly for
checking the lead content in drink water, ensuring the water quality in campus. Drinking
water in academic building and residential hall is taken, where no excessive lead content
in drinking water is found.
We had all along been closely following up on the latest developments of this incident
and would make public the response by University authorities as the soonest possible
time upon receipts

10. Information Technology Affairs
10.1 Revamp of SU Webpage
In 2014, the SU has appointed Photon Web Design (景遠國際有限公司) to design a new
webpage for the Union. It will centralize and replace all the existing webpages of the four
main bodies of the Union. The webpage will be ready soon and is planned to launch at the
next session.
10.2 Registration of new email domain (@hkustsu.hk)
This year, we have registered a new email domain (@hkustsu.hk). It offers personal email
accounts to all the Union office-bearers, acting as the recognition of their position.
10.3 HKUSTSU Notebook Ownership Program 2015

The online ordering period of the HKUSTSU Notebook Ownership Program 2015 was 11th
Aug 2015 to 17th Oct 2015. There were two round of roadshows at the concourse (outside
LT-J). The first roadshow started from 17th August 2015 to 21st August 2015 and the second
roadshow started from 9th September 2015 to 18th September 2015.
The preparation stage of the program has begun from May 2015. After several rounds of
meetings and discussions with the Purchasing Office and ITSC, we finally decided to work
with Apple, Dell, Lenovo and Microsoft in the HKUSTSU Notebook Ownership Program
2015. The four companies provide a series of cost-effective, functional and stylish
computers in the program. The reaction was also very enthusiastic during the two exhibition
periods. Many students, staff, and alumni also came to place orders during the roadshow.
