Summary
The uniform working protocol for the JePPIX Application Support Centers (ASCs) is
a step-by-step procedure (including legal, technical, economical aspects) to support
external users in development of photonic integrated circuits.
The provided support and related procedure include feasibility and technical advice
(part of WP3 activity); legal and export control aspects; collect useful and relevant
information on ASCs efficiency and effectiveness as well user case information (part
of WP4 activity); promotion and outreach (part of WP2 activity).
This uniform working protocol is a general guideline for ASCs in PICs4All and shall
be updated and/or adapted due project duration, aiming at the best practice among
all ASCs.

1. Introduction
The uniform working protocol for the JePPIX Application Support Centers (ASCs) is a
step-by-step procedure and guidelines for ASCs to support external users in
development of photonic integrated circuits. The guideline includes legal, technical, and
economical aspects, and related procedure for feasibility and technical advice (part of
WP3 activity); legal and export control aspects; collection of useful and relevant
information on ASCs efficiency and effectiveness, as well user case information (part of
WP4 activity); promotion, dissemination and outreach (part of WP2 activity).
The working protocol shall be accompanied with a data collection tool that:
1) Gives ASCs an easy, accessible and practical way to follow the work protocol;
2) Allows ASCs to track their progress in a natural, structured manner that is
understandable for all partners;
3) Assures that general progress data and reporting occurs in compliance with
PICS4ALL reporting requirements;
4) Allows WP3 to present technical and economic aspects;
5) Allows WP4 to collect useful and relevant information on support center
efficiency and effectiveness as well user case information.
2. Overview of working flow procedure
The work flow is organized in four phases: 1) Outreach and dissemination; 2) Scouting
and Advisory; 3) Project and user support; 4) Contract phase and project execution. The
overview and general steps are shown in Figure 1.

3. Detailed working protocol
Detailed working protocol is presented in Figure 2. The PICs4All project coordinator
together with the ASCs drives the dissemination activities to reach a wide range of
potential PIC users (phase 1 - Outreach). In the case the PIC user is not assigned to
any of the ASCs, the project coordinator assigns the party to ASC based on 1.
geographical location; 2. ASC competences to support user and ASC availability. The
ASCs register a potential PIC user in a system and inform that the user might be
approached by the member of ITEM-TU/e for an interview.
The scouting activity (phase 2 – Scouting and Advisory) is performed in one-to-one
basis; NDA for that step might be required (dependent on the company request). A
short summary about the meeting and company interest is needed for marketing
analyses (combined with ITEM–TU/e survey).

Project and user support (phase 3) relates to preparation of a project description and
tasks to be performed to support the user, as well as including information about the
work to be funded by the user itself. The support offered by the ASC includes technical
and economic feasibility study (information about available photonic integration
platforms, typical development time, prototyping costs), design support and
measurement support. A contract with PIC users (including the work to be performed) is
recommended to organize the work, and secure confidential information exchange. The
contract assures commitment from the user and work to be delivered timely, as well as
agreement on the IP matters. Additional NDA and/or agreements with the PIC foundries
might be required to access relevant process design kits or design manuals. The NDAs
are accessible via broker organization and for JePPIX technologies available on the
share drive. ASC updates coordinator on the project progress (through an entry in the
system).
The project execution – contract phase (phase 4) relates to actual work and
collaboration with a user. An application note based on the conducted project finalizes
the successful support.
For some users there is also an option to move to ACTPHAST programme for PIC
development, which will be treated outside the project.
Along the cooperation with the PIC users, the ASCs are asked to fill in the survey
prepared by ITEM-TU/e group; which aims at PIC market analysis, barriers and needs
of the PIC users; focusing on the best practice. End survey, user feedback with
evaluation, and company’s visits combined with ITEM interviews are planned along the
duration of the project.

3. Technical and economic feasibility: part of WP3 guidelines to be described in
Milestone 3.1. The achievement of the Milestone 3.1 will be reported in Deliverables
3.1-3.3 (yearly summary reports on technical and economic feasibility, user support and
guidance). The general feasibility is supported by detailed analysis of user
requirements: both technical and economical.

4. JePPIX – user agreement and standard NDAs with foundries can be accessed via
JePPIX or from the project exchange server. Contract example is available on the

5. Conclusions and outline
In this deliverable we proposed the uniform working protocol for the JePPIX Application
Support Centers, being a general guideline for ASCs in PICs4All for collaboration with
external user. The guideline might be updated and/or adapted due project duration,
aiming at the best practice among all ASCs. The guideline includes legal, technical,
and economical aspects, and related procedure for feasibility and technical advice (part
of WP3 activity); legal and export control aspects; collection of useful and relevant
information on ASCs efficiency and effectiveness, as well user case information (part of
WP4 activity); promotion, dissemination and outreach (part of WP2 activity).
