Das richtige finanzieren – und richtig finanzieren
Neues Budget schließt Innovation ein und beschränkt sich nicht auf Forschung und Entwicklung
Damit wird es möglich, an die Stärke der (industriellen) Innovation anzuschließen, wo wie vorhanden ist und sie in Sektoren (Dienste und ICT) zu entwickeln
Innovationsbudget setzt auf (gesamteuropäische)Exzellenz
Regionalbudget erlaubt auch entwickelnde Ansätze
Finanzprodukte sind möglich und gewollt – und nicht nur als Risikokapital (VC)
Revolvierende Fonds (Darlehen, mezzanin wie z.B. Stille Einlagen, Eigenkapital) breiter einsetzen
Für die meisten EU Programme verlangt die Kommission eine sektoral oder regional ausgerichtete smart specialisation strategy. Solch integrierte Dokumente werden anderen Regionen vorgestellt und von diesen kommentiert.

Das richtige finanzieren – und richtig finanzieren (2)
Trotz vieler Länder mit Förderung der Forschung und Entwicklung mit Steuervorteilen mehren sich die empirischen Belege, dass die Systeme hohe Mitnahmeeffekte haben, aufwendig sind und gerade keine hohen Innovationsintensitäten hervorbringen – kurz: eher ein Mittel zur Reindustrialisierung sind
Direkte Förderung mit langen Laufzeiten (patient capital) scheint nach vielen Studien der kritische Erfolgsfaktor zu sein. Permanente Zuschussprogramme können nur dann vermieden werden, wenn es den öffentlichen Händen gelingt an den (wenigen) sehr erfolgreichen Fällen auch am Erfolg wirtschaftlich teilzuhaben.
Alle Finanzprodukte (Darlehen, Garantien, …) sind möglich und gewollt – und nicht nur Risikokapital (VC). Risikobegrenzung für das Budget durch Caps sind möglich
Neue Produktlinien können sein: Schwarmfinanzierung (crowd funding), Innovation mit Einfachprodukten (frugal innovation) und soziale Innovation
Neben dem (wachsenden) EU Budget wird Innovation auf europäischer Ebene immer mehr (mit schneller wachsenden Volumina) finanziert durch die EIB mit Darlehen und Fonds und den EIF mit Fonds und Garantien Die Produkte sind den der deutschen Förder-banken vergleichbar

• Social enterprises are not small ones only • Look at the old examples, some are still very much alive and large

treatment systems, many states develop promotional banks or agencies
• Inclusive innovation aims at profitable production • But there might be another level of profitability • But there should be a permanent ‚equity kicker‘ for the public
financing given by the promotional bank in case of success (linked to the turnover)
• Inclusive growth goes for a significant part of the economy • It‘s much more about the real sector than the financial one • It‘s about everything a 4% economy can do
