CHARGES GUIDE
AIRPORTS MANAGED BY ANA, S.A.
A ANA, S.A. is responsible for the management, operation and development of eight airports, according to aconcession contract awarded by the State.
The airports are:_Lisbon Airport_Francisco S Carneiro Airport_Faro Airport
_Beja Civil Terminal
In the Azores Islands:_Joo Paulo II Airport_Santa Maria Airport_Horta Airport_Flores Airport
OPERATION PROCEEDINGS IN ANA AIRPORTS
All flights landing on or taking-off Portuguese territory will be subject to Portuguese Civil Aviation legislation
and penal determinations of police and public security in force in Portugal.
Information about requirements and authorizations needed to operate in Portuguese territory is available in AIPPORTUGAL or at the following address:

To operate in ANA airports, it is necessary to fulfil a Traffic Form (Formulrio de Trfego), regarding aircraft sarrival and departure.

DEFINITIONS
Technical Stops_Technical stop means the use of the airport by an aircraft for other purposes than passenger, cargo or mailembarkation or disembarkation.
Minimum charge per operation_Lisbon Airport applies a minimum charge per operation to aircraft whose MTOW does not exceed 25 tonnes.This charge is not applicable to scheduled air services related with public service, to position flights or ferryrelated to such flights and to the following aircraft:

Passengers departing on non-Schengen intra-EU flights_Passengers travelling to a EU country that has not subscribed Schengen Agreements.
Passengers departing on international flights_Passengers travelling to any other destinations not included in the two previous categories.
Direct transit passenger_Passengers that after a short stay at a given airport, continuing their journey in the same aircraft, withoutchanging the flight number, or in another aircraft with the same flight number due to technical problems.
Transfer passenger_Passengers arriving at an airport or aerodrome, in an aircraft with a given flight number, and departing in a periodof time not exceeding 18 hours, or in the case of airports in the Azores, in a period of time not exceeding 24hours, in that same aircraft or another with a different flight number or in other aircraft with the same flightnumber - unless the aircraft change is due to technical problems - and whose destination is not the origin airport.
Aircraft using the airport are subject to the following charges, exclusive of VAT (Value Added Tax).
TRAFFIC CHARGES_
Traffic charges at Mailand Airports has been in force since 1st December 2008, under Governmental Decreen. 1312/2008, 12th November 2008.Traffic charges at Azores Airports has been in force since 20 th January 2009, under Governmental Decreen. 50/2008, 19th January 2009.
_LANDING/TAKE OFF
Landing/Take-Off charge is due for each landing operation.
Landing/Take-Off charge is levied on the basis of the maximum take-off weight (MTOW) as stated in theCertificate of Airworthiness or in any other document that may be considered appropriate for this purpose and
is due for each aircraft landing.

Amounts charged in each category are cumulative, i.e., aircraft with a MTOW over 25 tonnes will be chargedaccordingly with the amounts established for each intermediate category where they may fall into.

Aircraft used for local flights of test, instruction and training flights may benefit from a reduction of at least 50%.

_AIRCRAFT PARKING
Parking charges are due for each parked aircraft, and are variable according to the parking areas (traffic areas,maintenance areas or other).
Parking charges are not due for the first 90 minutes after landing and 90 minutes before take-off.
Parking charges are due for certain periods of time and are based on the tonnage metrical unit of the aircraftmaximum take-off weight.

The following operations are exempt of parking charges in the first 48 hours after landing, provided that theairport is not used as their home base:
_Operations exclusively made for the official transportation of State or Government heads and ministers andoperations under reciprocity agreements, confirmed by the Ministry of Foreign Affairs;
_Operations by military aircraft or others, performing official military missions, non-remunerated or under specialagreements binding the Portuguese State, as confirmed by the competent entities;
_Operations for search and rescue, medical emergencies, internal security, civil protection and humanitarianmissions, as demonstrated by documents.
_HANGAR
This charge is levied on parked aircraft in hangars.
Hangar charges are due for 24 h periods or part of and are based on the tonnage metrical unit of the aircraftmaximum take-off weight.
A charge of 2.95 is livied for Mainland and Azores Airports

_AIRPORT OPENING TIME
This charge is due whenever the airport opens off-schedule, under exceptional circumstances. The request forsuch opening must be presented at least 3 hours prior notice.
The values of this charge vary according to the nature of the operation, the schedule of the operation and thetype of aircraft. The charge is levied every two-hour period or fraction.

All operations of search and rescue as well as urgent humanitarian missions, urgent internal security missions orurgent civil protection missions, duly demonstrated, are exempt.
PRM CHARGE (PERSONS REDUCED MOBILITY)_Airlines operating in ANA airports shall pay a charge of 0,45, per departing passenger. This value of PRM chargewill be on force from 1st April 2013 until 31st March 2014, according to Aviation Authority (INAC) approval,based on the Decree Law 254/2012, 28th November.
The invoice of this charge will follow the invoicing rules, including exemptions, applicable to passenger servicecharge. This charge is not applied to General Aviation.

SECURITY CHARGE_
Security charge is due for services rendered to air transport passengers and is meant to partially cover the costsof staff and equipment regarding civil aviation security for the prevention and suppression of unlawful interferenceagainst civil aviation.
Pursuant to Decree Law n 11/2004, 9th January, two different components in the Security Charge wereestablished:
_One part relates to the installation, maintenance and operation of 100% hold baggage systems. A value of
1,64 is charged on each departing passenger in national airports, for all flights. ANA, S.A. is responsible forcollecting this component.
_A second part of the security charge covers general costs related to civil aviation security services andresponsibilities. An amount is charged for each departing passenger on national airports and will be settledaccording to the nature of the flight. National Institute of Civil Aviation (INAC) is responsible for collecting it .

REGULATORY FRAMEWORK_
Charges due by the use of facilities and airport services as well as commercial activities are ruled by the followinglegislation:
Economic Regulation
Decree-Law n. 254/2012, of 28th November, in compliance with the European Directive n. 2009/12/CE,defines the economic regulation which must be observed in national airports.
In addition, annex 7 and annex 12 of ANA, S.A. Concession Contract also addresses the economic regulation andquality service regime.
_Traffic Chargees
DecreeLaw n. 254/2012, of 28th November, regulates the airports services and equipment, as well as thedevelopment of any commercial activity developed by a third entity in airports areas.
This Decree-Law defines the charges due by land, buildings and facilities occupancy, as by the development ofany commercial activities in airports areas and by the use of airports equipment.
_PRM Charge
Decree-Law n. 254/2012, of 28th November, in compliance with the Regulation (CE) n. 1107/2006, of theEuropean Parliament and of the Council, of 5th July, establishes conditions of legal regime application related toreduced mobility and disabled passengers (PRM) rights and establishes the charge due by the PRM assistancelevied to airlines which use Portuguese airports.
