PERUTUSAN PENGERUSI
Tahun 1981 merupakan tahun yang penuh erti bagi sejarah perkembangan PusatDaya Pengeluaran Negara (PDPN). Kejayaan ini dapat dilihat dari pertambahan ProgramLatihan dan peserta-peserta berbanding dengan tahun yang sudah.
Dalam tahun 1981, sejumlah 520 kursus telah dikelolakan untuk seramai 10,094orang peserta. Jumlah ini menunjukkan pertambahan Program Latihan sebanyak 8%berbanding dengan tahun 1980. Pertambahan sebanyak 8% ini walaupun tidak sebegitubesar, ianya mempunyai erti bagi PDPN kerana pertambahan ini dicapai meskipun dalamperancangannya PDPN terpaksa mengurangkan Program Latihan memandangkan keadaanekonomi negara yang sedang meleset.
Dato' Abu Kassim bin Haji Mohamed telah bersara pada tahun 1981 sebagaiPengarah. Beliau merupakan pengasas kepada perkembangan dan pembangunan PDPNsebagai sebuah Institusi Latihan Pengurusan yang unggul di rantau ini.
Dato' Abu Kassim digantikan oleh Ir. Haji Arshad bin Haji Marsidi sebagai Pengarahbaru PDPN. Beliau bukanlah asing lagi di dalam bidang latihan pengurusan. Penglibatandan pengalaman beliau di PDPN semenjak tahun 1968 sudah pasti dapat menolong beliaudi dalam mencorakkan perjalanan serta menentukan tujuhala masa depan PDPN berse-suaian dengan matlamat negara dalam masa yang singkat. Saya yakin, di bawah bimbinganIr. Haji Arshad, PDPN akan terus memainkan peranan utama di dalam konteks kemajuanpembangunan negara.
Bagi mengekalkan peranan PDPN sebagai Institusi daya pengeluaran yang unggul,PDPN dengan daya usaha sendiri memupuk kesedaran daya pengeluaran bagi semualapisan rakyat Malaysia. Rancangan dan program Kempen Daya Pengeluaran akan dikelo-lakan untuk seluruh negara dalam tahun 1982. Kempen ini akan diteruskan untuk bebe-rapa tahun. Kempen ini akan dimulakan dengan Seminar Kebangsaan Daya Pengeluaran.Objektif utama Kempen ini ialah untuk memberi kesedaran dan memperbaiki daya penge-luaran di semua sektor ekonomi.
Di dalam konteks kemajuan keusahawanan pula, PDPN telah melancarkan program-program bersama dengan MARA, Bank Pembangunan Malaysia Berhad, dan MIDF dengantujuan mengadakan kemudahan bersepadu untuk keperluan usahawan yang sedang mem-ban gun.
Dalam usaha ini PDPN telah memilih 7 bidang untuk memajukan perusahaan Bumi-putra. Bidang-bidang tersebut ialah Pertukangan Kayu, Sajian Makanan, Pembinaan,Kejuruteraan Ringan dan Pembaikan Alat-Alat Kejuruteraan Ringan, Pemerosesan Makan-an, Pengangkutan dan Peruncitan.
Di atas sumbangan Pegawai dan kakitangan PDPN untuk sepanjang tahun 1981,saya bagi pihak Majlis Daya Pengeluaran Negara ingin menyampaikan ucapan penghargaandan terima kasih.

BAHAGIAN 1
PENDAHULUAN
Pusat Daya Pengeluaran Negara Malaysia
Pusat Daya Pengeluaran Negara telah ditubuhkan dalam tahun 1962 sebagai satuprojek bersama oleh Kumpulan Wang Khas Bangsa-Bangsa Bersatu dan Kerajaan Perseku-tuan dengan Pertubuhan Buruh Antarabangsa sebagai pentadbirnya. Mengikut RancanganGerakan projek itu, Pusat Daya Pengeluaran Negara akhirnya akan berkuasa sendiri.
Dalam tahun 1966 Akta (Memperbadankan) Majlis Daya Pengeluaran NegaraNombor 19 tahun 1966 telah diluluskan oleh Parlimen dan Majlis menjadi sebuah badanyang berkuasa sendiri mulai daripada Ihb. Mac, 1966. Akta ini dipinda oleh Akta (Pin-daan) (Memperbadankan) Majlis Daya Pengeluaran Negara 1975 (Akta A305 tahun 1975)sejajar dengan usaha-usaha perkembangan Pusat ini.
Majlis ini telah menubuh dan menyelenggarakan Pusat Daya Pengeluaran Negarabagi maksud:
— Meninggikan mutu pengurusan termasuk penyeliaan pada segala peringkatdalam perdagangan dan perusahaan di Malaysia;
— Memperbaiki kecekapan perjalanan perusahaan, jualan-jualan dan pemasarandengan memberi perhatian khusus kepada kaedah-kaedah menambah dayapengeluaran, memperbaiki mutu keluaran, mengurangkan belanja-belanja danmemberi latihan dan nasihat mengenai perhubungan antara buruh denganpengurusan;
— Mengadakan latihan dan rancangan-rancangan lain yang boleh sebaik-baiknyamengisi kehendak-kehendak tertentu dan kehendak-kehendak tempatan dannegara pada seluruhnya;
— Menerangkan maksud-maksud, tujuan-tujuan dan usaha-usaha Pusat dan.men-dapatkan kerjasama daripada kumpulan-kumpulan majikan dan pekerja;
— Menasihatkan, sebagarmana kakitangannya berkelayakan, Menteri dan per-tubuhan-pertubuhan persendirian, pertubuhan-pertubuhan atau orang perse-orangan mengenai perkara-perkara yang meliputi segala segi cara daya penge-luaran;
— Berkhidmat sebagai suatu foram untuk membincangkan masalah-masalahpenubuhan, pengurusan dan penyeliaan dalam perdagangan dan perusahaan;
— Membuat penyata tahunan kepada Menteri berkenaan dengan kemajuan danmasalah-masalah meninggikan daya pengeluaran dalam perdagangan dan peru-sahaan dalam negara serta membuat syor-syor mengenai cara bagaimanamasalah-masalah itu boleh diuruskan;
— Mengada dan menguruskan perkhidmatan-perkhidmatan perunding;— Mengadakan dan mengekalkan perhubungan-perhubungan dengan pertubuhan-
pertubuhan kebangsaan mahu pun antarabangsa;— Menjalankan usaha-usaha perniagaan untuk mendapat keuntungan bagi maksud
perjalanan kerja-kerjanya di bawah Akta ini; dan— Membuat apa-apa perkara sebagaimana yang bersangkutan dengan atau terlibat
daripada perjalanan kerja-kerja di bawah Akta ini.
KEGIATAN MAJLIS
A. Sepanjang tahun 1982, Majlis bermesyuarat sebanyak 7 kali, menyentuh di antaralain-lain perkara di bawah:—
1. BELANJAWAN
— Anggaran Belanjawan Mengurus sebanyak $6,320,580.00 dan Pembangunansebanyak $9,274,373.00 telah diluluskan untuk tahun 1982.
2. KAKITANGAN
— Pengambilan seramai 32 orang Pegawai Latihan dan Penyiasatan (PLP), 1Penolong Setiausaha, 1 Penolong Pegawai Perpustakaan, 1 PenolongPegawai Perangkaan, 2 Pegawai Kerani Akaun, 2 Jurutrengkas, 1 PenyeliaBangunan, 3 Juruteknik, 1 Operator Telefon, 1 Pelayan Pejabat, 1Attendan Perpustakaan, 1 Pencuci, 1 Derebar dan 2 Jaga.
— 6 orang Penasihat Latihan Antarabangsa telah dilantik berkhidmat denganPusat ini.
3. RANCANGAN PEMBANGUNAN DAN LATIHAN
— Rancangan Pembangunan Usahawan bagi Bumiputra— Kemajuan Institut Latihan Hotel-Restoran— Rancangan Pembangunan Sumber Tenaga Manusia— Melaksanakan Rancangan Malaysia Ke 4 untuk PDPN
4. KEMAJUAN KAKITANGAN— Latihan tempatan dan seberang laut untuk Pegawai-Pegawai Kanan.— Kursus-kursus 'Institut' untuk Pegawai-Pegawai.— Latihan tempatan untuk kakitangan rendah.
5. BANTUAN TEKNIK DARI KERAJAAN-KERAJAAN ASING DAN PER-TUBUHAN-PERTUBUHAN ANTARABANGSA
— Sepanjang tahun 1981 Pusat ini telah menerima bantuan untuk memboleh-kan 15 orang Pegawai Kanan meliputi pelbagai rancangan laiihan di sebe-rang laut dan juga memperolehi perkhidmatan Penasihat-penasihat Anta-rabangsa untuk perkhidmatan jangka pendek.
B. MESYUARAT
Mesyuarat-mesyuarat seperti berikut telah diadakan di sepanjang tahun ink—

TINJAUAN UMUM AKTIVITI
KEGIATAN LATIHAN
Kursus-Kursus Latihan
520 program latihan untuk seramai 10,094 peserta telah diselenggarakan di seluruhnegara. Di samping kursus yang dijalankan oleh Ibu Pejabat Pusat di Petaling Jaya, 50%penyelarasan kursus-kursus ini dilaksanakan oleh pejabat-pejabat Wilayah di Pulau Pinang,Johor Bharu, Kuantan, Kuching dan Pejabat Negeri di Kota Kinabalu.
Sebagai usaha menyediakan keperluan latihan bidang perniagaan kecil dalam pro-gram Pembangunan Usahawan, sebanyak 209 kursus MMU telah dilaksanakan untuk4,955 peniaga kecil di seluruh negara.
Kursus/Seminar Khas
Sepanjang tahun 1981 PDPN telah menyelenggarakan 31 seminar mengenai ber-bagai bidang pengurusan.
Sebagai usaha menyediakan latihan untuk industri perhotelan dan pelancungan, 2program bertambah bagi penyelia-penyelia hotel dan restoran (Hotel and RestaurantSupervisory Certificate Programme) telah dijalankan di Ibu Pejabat di Petaling Jaya dandi Hotel Tropical Inn, Johor Bharu. Seramai 24 peserta-peserta menerima sijil.
Program 'Certificate in Supervision' yang mengandungi 8 Module telah dijalankandi Johor Bharu untuk 17 peserta. Program 'Supervisory Development Programme' telahdijalankan di Sibu untuk seramai 12 peserta.
Seperti tahun-tahun dulu, 2 program Pembangunan Sumber Tenaga Manusia untukjawatan Penyelia telah dijalankan di Ibu Pejabat di Petaling Jaya untuk seramai 18 pesertadan di Pulau Pinang untuk seramai 34 peserta.
Tahun 1981 menyaksikan pelancaran program Diploma Pengurusan Pemasaran yangke lima di Pulau Pinang, yang telah dihadiri oleh 45 peserta dan pelancaran programDiploma Pengurusan Pemasaran yang ke enam di Kuala Lumpur dan telah dihadiri oleh47 peserta. Program ini adalah usahasama PDPN dan Persatuan Daya Pengeluaran Malay-sia.
Kursus Yang disuaikan
Sebanyak 69 kursus yang disuaikhas bagi keperluan organisasi tertentu telah di-jalankan di seluruh negara untuk meningkatkan perkhidmatan latihan di sektor perda-gangan dan perindustrian.
Ceramah Filem
Ceramah yang berlandaskan pada filem-filem dari perpustakaan yang menitikberat-kan pada teknik-teknik pengurusan moden telah mendapat sambutan baik dari organisasiswasta dan awam. Aktiviti ini adalah usaha PDPN untuk memperkuatkan lagi kesanlatihan di samping methodologi yang sedia ada.
Khidmat Nasihat dan Perondingan
Dalam kegiatan perkhidmatan nasihan dan perundingan sebahagjan besar usahatelah dipusatkan pada bantuan kepada peniaga-peniaga Bumiputra yang umumnyamengendalikan pengurusan perniagaan-perniagaan kecil. Perkhidmatan tersebut telah di-beri kepada 4,955 orang peserta kursus melahirkan dan membina usahawan tahun 1981.
Projek khidmat nasihat jangka panjang yang meliputi bidang pengurusan sepertiKejuruteraan Perusahaan, Pemasaran dan Perakaunan juga diselenggarakan.
Aktiviti Pejabat Wilayah
Pejabat-pejabat Wilayah dan Pejabat Negeri di Kota Kinabalu telah bersama-samamenyumbangkan kira-kira 50% daripada semua kegiatan-kegiatan latihan di PDPN dan inisejalan dengan usaha Pusat ini untuk disentralisasi latihan pengurusan.

Penyertaan Bumiputra
Bahagian perkhidmatan Bumiputra sepanjang tahun 1981 telah meningkatkan kegi-atannya terutama dalam program Pembangunan Keusahawanan.
Berikut adalah senarai aktiviti yang telah dijalankan sepanjang tahun:—(1) 82kursusEDPIbagi2,269peserta.
(2) 7 kursus khas EDP 1 untuk 159 bakal-bakal bekas perajurit.
(3) 2 kursus khas untuk 28 peserta daripada Kementerian Perdagangan & Perin-dustrian.
(4) 2 kursus khas untuk 58 peserta telah dijalankan di atas usahasama BPMB/MARA/PDPN.
(5) 6 kursus untuk seramai 72 Pegawai Pembangunan (KUPP) daripada KEMEN-TAH, Unit Penyertaan Bumiputra dan KKBS.
(6) 2 kursus Pra-EDP untuk 59 peserta daripada KEMENTAH.
(7) 23 Seminar Susulan-Sehari untuk 2,943 peserta.
(8) 78 kursus EDP II telah dijalankan sepanjang tahun 1981 untuk 1,472 peserta,iaitu:—

(9) 30 Bengkel Usahawan Sehari untuk 838 peserta.
(10) 366 Unit Perniagaan di Selangor, Negeri Sembilan dan Wilayah Persekutuantelah disusuli. Hanya 165 unit dapat ditemubual dan masih berniaga.
(11) Untuk EDP Susulan kedua, hanya 139 unit perniagaan dapat ditemubual. 6unit telah berhenti berniaga dan 11 lagi unit tidak dapat ditemubual. Hanya 36unit sahaja yang mempunyai potensi.
(12) Untuk EDP (Financial & Business Analysis) 49 unit perniagaan telah disusuli.Dari jumlah ini, 15 unit ialah peserta-peserta khas daripada usahawan BPMB/MARA/PDPN. Unit-Unit Perniagaan ini adalah di Wilayah Persekutuan, Selan-gor, Perak dan Negeri Sembilan.
(13) Bahagian perkhidmatan Bumiputra juga memberikan bimbingan kepada penia-ga-peniaga dalam usaha mereka untuk mempersiapkan kertas kerja bagi mem-perolehi pinjaman modal.
Perkhidmatan Perundingan Pengurusan
Penambahan dalam aktiviti-aktiviti latihan di PDPN telah menimbulkan lebihbanyak permohonan untuk mendapatkan khidmat perundingan dan nasihat. Sebahagianbesar usaha telah dipusatkan pada bantuan kepada peniaga-peniaga Bumiputra yangumumnya mengendalikan pengurusan perniagaan kecil.
Projek-projek penting yang dijalankan dalam tahun 1981 adalah seperti berikut:-
(1) 'Satu rancangan kajian kerja (Demand Studies) ke atas 5 keluaran (5 products)telah dijalankan di atas permintaan oleh Intenational Trade Centre. Hasilkajian tersebut telah dikemukakan di New Delhi, Karachi dan Singapura.
(2) Program Penganalisaan Operasi gudang (warehouse) telah dijalankan untukSyarikat Farmasi Antarabangsa (International Pharmaceutical Company)
(3) Rancangan Projek untuk kontraktor kelas D telah diwujudkan.
(4) Satu kajian telah dijalankan untuk pengeluar bateri yang telah digunakan(Second-hand battery)
Unit Teknik Kos Rendah (LCA)
Sebagai menyusuli pcnubuhan Unit Teknik Kos Rendah (LCA), sebuah Makmaltelah ditubuhkan. Makmal tersebut dilengkapkan tiengan 5 panel latihan dan ditempatkandi Pejabat sementara PDPN di Sungai Way, Selangor.
Untuk memperkenalkan konsep dan penggunaan teknik automation yang mudahdan boleh dikawal ini ke Industri tempatan, satu Seminar Kebangsaan dan 3 SeminarWilayah telah diadakan. Seminar Kebangsaan tersebut telah diadakan pada llhb & 12hbMac, 1981 di Petaling Jaya dan telah dihadiri oleh 100 orang peserta terdiri daripadaeksekutif-eksekutif daripada berbagai industri.
Seminar-Seminar Wilayah telah diadakan di Pulau Pinang pada 21hb Apr. 1981,Ipoh pada 15hb. Julai, 1981 dan Johor Bharu pada 8hb September, 1981.
2 module kursus Teknik Kos Rendah (LCA) telah juga diperkenalkan. Module per-tama (LCA I) telah dijalankan sebanyak 4 kali dan module kedua (LCA 2) sebanyak 3kali. Kursus Teknik Kos Rendah ini akan dijalankan dengan lebih giat lagi pada masahadapan.
Pengurusan Penyelidikan Dan Perkhidmatan Penerangan (MARIS)
Unit Pengurusan Penyelidikan dan Perkhidmatan Penerangan meliputi aktiviti-aktiviti penyelidikan dan penerangan dan perpustakaan. Di antara aktiviti-aktiviti yangdijalankan oleh Unit ini, penekanan diberi untuk meningkatkan kesedaran.Pengeluaran(Productivity Consciousness).
Aktiviti menyebarluaskan penerangan dianggap sebagai aktiviti penting yang ter-maktub dalam usaha Pusat untuk menggalakkan daya pengeluaran. Bersandarkan padafalsafah inilah MARIS mengatur aktivitinya dalam membantu menonjolkan usaha-usahaPusat memupuk konsep dan teknik daya pengeluaran pada semua peringkat pengurusan,melalui kegiatan-kegiatan kursus latihan dan perkhidmatan.
Penyelidikan dan Penerangan
MARIS berterusan menerima banyak pertanyaan-pertanyaan dari orang ramai danberbagai-bagai organisasi di dalam sektor awam dan swasta berhubung dengan aktiviti-aktiviti yang dijalankan oleh Pusat ini. Di samping meningkatkan keinginan untuk men-dapatkan penerangan mengenai latihan pengurusan, minat terhadap informasi yang lebihkhusus mengenai pemasaran,perhubungan perusahaan, 'feasibiUty study' dan sebagainyaterus menerus diterima. Pertanyaan-pertanyaan juga diterima daripada organisasi-orga-nisasi seberang laut.
MAR1S sentiasa berusaha membina data-data maklumat yang komprehensif menge-nai kegiatan Pusat untuk tujuan penilaian. Data-data ini juga sering digunakan untukinelengkapi maklumat taklimat untuk pelawat-pelawat tempatan dan asing.
Kerjasama dalam bentuk penyediaan maklumat tertentu juga disediakan apabilaperlu kepada bahagian-bahagian latihan dan pejabat-pcjabat wilayah guna memperlancar-kan aktiviti-aktiviti mereka.
Sepanjang tahun 1981, sebanyak 26 filem latihan pengurusan telah dibeli. Filem-Filem tersebut terdiri dari filem latihan kemajuan Pengurusan, Perhubungan Perusahaan,Jualan dan Pemasaran, Pengurusan Perakaunan, Kejuruteraan Perusahaan dan Auto-mesyen Kos Rendah yang dapat memperkayakan lagi perpustakaan filem pusat dan mem-perbaiki mutu perkhidmatan bahagian latihan dan KJiidmat Perundingan.
Perpustakaan
Tahun 1981 menyaksikan penarnbahan khidmat-khidmat Perpustakaan. Dalambulan Ogos, kemudahan pinjaman dan rujukan telah dibuka kepada orang ramai melaluiskim keahlian khas. Dalam bulan September, sebuah Perpustakaan cawangan telahditubuhkan di Pejabat Wilayah, di Johor Bharu, untuk member! khidmat kepada peserta-peserta kursus dan juga pembaca-pembaca daripada sektor swasta dan orang ramai.
Sejumlah 182 rujukan pertanyaan daripada pertubuhan-pertubuhan dan individu-individu telah dikendalikan sepanjang tahun ini. Tambahan kepada itu 13 orang pelajardaripada universiti-universiti tempatan dan Penyelidik-penyelidik telah diberi kemudahanuntuk membuat penyelidikan di Pusat ini untuk kertas kerja mereka.
Sejumlah 1,210 buku-buku Pengurusan baru dan 35 buah jernal-jernal baru telahdibeli sepanjang tahun ini. Sehingga 31hb. Disember, 1981, Perpustakaan ini mempunyai13,120 buku-buku Pengurusan dan 359 jernal-jernal semasa.
Juralah pengguna Perpustakaan sepanjang tahun 1981 adalah 331 orang. Jumlahtersebut termasuk kakitangan Pusat, ahli-ahli yang terdaftar dan institusi-institusi luar.Sebanyak 3,261 buku dan jernal telah dipinjam oleh mereka.

Perhubungan A warn dan Publisiti
Usaha untuk menggalakkan dan memberi publisiti terhadap aktiviti-aktiviti Pusatini melalui media televisyen, radio dan akhbar-akhbar masih dikekalkan melalui perhu-bungan awam dan kempen-kempen publisiti. Penerangan mengenai berbagai aspek kema-juan daya pengeluaran telah disediakan untuk meluaskan konsep daya pengeluaranmelalui ceramah, risalah-risalah mengenai perkara-perkara yang bersangkutan dan melaluiProgram Pembangunan Sumber Tenaga Manusia.
Perkhidmatan Pusat berupa kursus-kursus latihan, ceramah filem, seminar/woksyop,khidmat susulan dan nasihat ditawarkan melalui alat-alat iklan di akhbar dan berita-berita tempatan di seluruh negara, dan ini mendapat perhatian yang sepenuhnya darisektor-sektor awam dan kerajaan.
Rancangan perhubungan awamnya juga termasuk layanan berupa penerangan,pengurusan dan perpustakaan kepada para pelawat/pengkaji luar serta tempatan .

Kursus-kursus yang dianjurkan bersama oleh PDPN dengan Persatuan Daya PengeluaranMalaysia (MAP)
PDPN telah mendapat bantuan dan sokongan dari Persatuan Daya PengeluaranMalaysia melalui cawangan-cawangannya di Semenanjung Malaysia, Sabah dan Sarawak.
Program Kelima Diploma Pengurusan Pemasaran yang dianjurkan bersama telahdilancarkan dalam tahun 1981 di Pulau Pinang dan telah dihadiri oleh seramai 45 orangpeserta. Program keenam telah diadakan di Kuala Lumpur dan dihadiri oleh seramai 47orang peserta. Seperti juga dengan program-program yang lebih awal, program Diplomayang kelima dan keenam ini bertujuan untuk menyediakan satu golongan eksekutifpemasaran yang boleh menemui keperluan-keperluan perdagangan dan perindustrian yangsemakin mencabar di Malaysia.

Dalam usaha untuk meninggikan pengetahuan dan kemahiran latihan di dalamlapangan pengurusan, penyeliaan dan pembayaran usahawan, Pegawai-Pegawai Kanantelah dilatih melalui rancangan latihan tempatan dan luar negeri dalam berbagai teknikdan kemahiran pengurusan moden.
25 orang Pegawai-pegawai Kanan termasuk Pengarah PDPN sendiri telah menghadiribeberapa rancangan latihan yang dianjurkan oleh kerajaan Pusat, kerajaan-kerajaan Asingand organisasi Antarabangsa (Lampiran H 4)

Bantuan Dari Negeri Asing
PDPN terus mendapat faedah dari Rancangan Kerjasama Teknik Kerajaan RepublikJerman Barat, Netherlands, Austria, India dan United Kingdom. Organisasi-organisasiAntarabangsa seperti UNIDO, ILO dan ITC/GATT/UNCTAD/ESCAP di bawah Ran-cangan Pembangunan Bangsa-Bangsa Bersatu, juga memberi bantuan kepada kegiatan-kegiatan PDPN dengan mengadakan kemudahan-kemudahan latihan seperti biasiswa-biasiswa dan pakar-pakar latihan.

1. Penukaran Pengarah PDPN — Y.B. Dato' Hj. Abu Kassim bin Hj. Mohamed telahdigantikan oleh Tuan Hj. Arshad bin Hj. Marsidi.
2. Penukaran Menteri Kementerian Perdagangan dan Perindustrian — YAB Dato' SeriDr. Mahathir telah digantikan oleh YBM Tengku Dato' Ahmad Rithaudeen AI Haj bin Tg.Ismail.
3. Seminar Kebangsaan — 'Keperluan dan Perkembangan Tenaga Mahir dalam Malaysiapada tahun-tahun Lapan Puluhan' pada l lhb — 13hb Mei, 1981 di Hotel Genting, Gen-ting Highlands - Anjuran Lembaga Latihan Perindustrian & Persijilan Ketukangan Ke-Bangsaan (LLPPKK) di bawah Kementerian Buruh dan Tenaga Rakyat, Seminar inidirasmikan oleh YAB Dato' Seri Dr. Mahathir bin Mohamad, Timbalan Perdana MenteriMalaysia.
4. Lawatan Duta Besar Austria H.E. Mr. Franz Palla ke PDPN pada 1 Ihb. Jun, 1981.
5. Lawatan YBM Tengku Dato' Ahmad Rithauddeen Al Haj bin Tg. Ismail, MenteriPerdagangan dan Perindustrian ke PDPN pada 25hb. Ogos, 1981.
6. Lawatan Pengarah PDPN ke Frankfurt, Bonn dan London mulai pada 18hb Okto-ber, 1981 hingga 6hb. November, 1981 - Lawatan rasmi ke BMZ, GTZ dan RKW di-Jerman Barat serta melawat institusi-institusi di London, Anjuran Kerajaan Negeri JermanBarat.
7. Lawatan Pengarah ke Bandung pada 26hb — 28hb November, 1981 untuk berbin-cang dengan MIDC.
8. YB Encik Rahim Thamby Chik, Setiausaha Parlimen, Kementerian Perdagangan danPerindustrian telah menyampaikan siji!-sijil kepada peserta-peserta kursus pada Hari Upa-cara Penyampaian Sijil Tahunan PDPN pada 30hb Mei, 1981.
9. PDPN telah mengambil bahagian di dalam Expo FMM 1981 dari 2Ihb. Ogos - 6hbSeptember, 1981 di Kuala Lumpur.
10. Pengerusi Majlis DPN YB Dr. Nawawi bin Mat Awin telah merasmikan pembukaankursus Pembangunan Usahawan (Siri Kedua) pada 7hb September, 1981 - anjuran ber-sama oleh Bank Pertanian Malaysia, MARA dan PDPN.
11. Pengerusi Majlis DPN YB Dr. Nawawi bin Mat Awin telah merasmikan pembukaanseminar 'Performance Appraisal' pada 12hb Oktober, 1981 di Hotel Regent. Seminar ter-sebut yang dianjurkan oleh PDPN dan dengan kerjasama Dutch Management Institutetelah disertai oleh 40 orang peserta. Ini diikuti dengan 2 kursus.14 hari mengenai Perfor-mance Appraisal pada 13hb - 16hb Oktober, 1981 dan 20hb - 23hb Oktober, 1981di PDPN, Petaling Jaya.
12. Majlis DPN telah mengadakan Majlis Makan Malam tahunan pada 1 Ihb. Disember,1981 di PDPN. Majlis tersebut dihadiri oleh YBM Tengku Dato' Ahmad Rithauddeen danTg. Noraini, YB Dato' Lew Sip Hon dan Datin Molly, Ahli-Ahli MDPN dan kakitanganPDPN.
13. Pengerusi MDPN, Dr. Nawawi bin Mat Awin telah merasmikan pembukaan Seminarmengenai 'Construction Management' yang diselenggarakan oleh PDPN dari 14hb - 16hbDisember, 1981 di Holiday Inn, Kuala Lumpur.

CHAIRMAN'S MESSAGE
The year 1981 was a significant one in the Centre's history and development. Itssuccess is attested by the significant increase in the number of training programmesconducted for a higher number of participants over the previous year.
During 1981 a total of 520 courses were organised for 10,094 participants. Thisfigure represents an 8% increase in training activity over that of 1980. The significanceof this achievement is hightened when viewed in the light of the slowing down of theeconomy, as well as the fact that the NPC budgeted for a reduction in programmes output.
The year 1981 witnessed the retirement ofDato'Haji AbuKassimbinHajiMohamed.It is Dato' Abu Kassim, whose tenure of office covers the greater part of the history ofthe Centre, who laid the foundations for the success and present prominence of theCentre. Under his able leadership, the Centre developed as a leading management traininginstitution on the national scene.
The new Director, Ir. Hj. Arshad b. Hj. Marsidi is not new to the managementtraining fraternity. In fact, Ir. Hj. Arshad, has been with the Centre since 1968. His longassociation with the Centre would no doubt enable him to work out the future directionsof the Centre vis-a-vis the National objectives without much loss of time. I am confidentthat under Ir. Hj. Arshad's guidance the Centre will continue to play a prominent partwithin the context of our national development and enjoy greater success.
In keeping with its established role, the NPC has undertaken upon itself the task ofinstilling productivity consciousness in Malaysians. Plans are under way to mount a nation-wide productivity campaign in 1982. This campaign will extend over some years and anumber of events will be organised, the forerunner of which will be the National Seminaron Productivity. The ultimate objective of this campaign is the improvement of produc-tivity in all sectors of the economy.
In the context of Entrepreneurship Development, the NPC launched "joint-venture"programmes with MARA, Bank Pembangunan Malaysia Bhd., and MIDF with a view ofproviding intergration of facilities for the needs of the developing entrepreneurs.
In the same context, the NPC has identified seven sectors to develop Bumiputraenterprises. These are wood-working, catering, construction, light engineering and repair,food precessing, transportation, and retailing.
To all the officers and staff of the Centre, I would like to express the Council'sappreciation for their contribution during the year.

INTRODUCTION
The National Productivity Centre of Malaysia
The National Productivity Centre was established in 1962 as a joint project by theUnited Nations Special Fund and the Federal Government with the International LabourOrganisation as the executing agency. According to the Plan of Operation of the Project,the Centre would ultimately become autonomous.
In 1966, the National Productivity (Incorporation) Act No. 19 of 1966 was passedby Parliament and the Council became an autonomous body effective as from March 1,1966. The Act was subsequently amended by the National Productivity Council (Incor-poration) (Amendment) Act 1975 (Act A305 of 1975) to keep in line with the expandingactivities of the Centre.
The Functions of the Council
The functions of the Council are to establish and maintain the National ProductivityCentre for the purpose of:
— raising the standard of management, including supervision at all levels incommerce and industry in Malaysia;
— improving the efficiency of industrial operations, sales and marketing, withparticular reference to methods of increasing productivity, of improving qua-lity of output, of lowering costs and giving training and advice on labour-management relations.
— initiating training and other programmes that would best serve specific andlocal requirements of the country as a whole.
— publicising the aims, objectives and activities of the Centre and obtaining thecooperation of employer and employee groups.
— advising the Minister and private organisations, institutions or individuals onmatters covering all aspects of productivity techniques within the competenceof its staff;
— serving as a forum for discussing organisational, managerial and supervisoryproblems in commerce and industry;
— reporting annually to the Minister on the progress and problems of raisingproductivity in commerce and industry in the country and making recommen-dations on the manner, in which such problems may be dealt with;
— undertaking and performing consultancy services;— establishing and maintaining contacts with similar or other agencies, both
national and international;— carrying on business undertakings for profit for the purposes of the discharge
of its functions under this Act, with approval of the Minister.— doing all such matters and things which may be incidental to or consequent
upon the discharge of its function under this Act.
SUMMARY OF COUNCIL'S ACTIVITIES
A. During the year the Council met 7 times and amongst other matters, dealt with thefollowing:
1. Budget— Approval of an Operation Budget Estimate of $6,320,580 and a Develop-
ment Budget Estimate of $9,274,373 for 1982.
2. Staffing— Recruitment of 32 Training and Investigating Officers, 1 Accountant, 1
Assistant Secretary, 1 Assistant Librarian, 1 Assistant Statistical Officer,2 Accounts Clerical Officers, 2 Stenographers, 1 Building Supervisor,3 Technicians, 1 Telephone Operator, 1 Office Boy, 1 Library Attendant,1 Cleaner, 1 Driver and 2 Security Guards.
— 6 International Advisors were assigned to serve with the Centre.
3. Development and Training Programmes— Entrepreneurial Development Programme for Bumiputras*— Development of the Hotel/Restaurant Training Institute— Human Resources Development Programme— Implementation of Fourth Malaysia Plan for N.P.C.
4. Staff Development— Overseas and Local Training for Senior staff— Institute courses for officers— Local training for junior staff
5. Technical Assistance from Foreign Governments and International OrganisationsThe Centre continued to receive assistance from foreign governments and
international organisations for 15 senior staff members to attend varioustraining programmes overseas and acquired the services of international advisersfor short-term assignments.

GENERAL REVIEW OF ACTIVITIES
Training Activities
Training Courses:
A total of 10,094 participants from both the public and private sectors attended520 training programmes conducted throughout the country. About 50% of the totaltraining activities was carried out at the Centre's regional offices in Kuantan, Penang,Johore Bharu and Kuching and the State Office in Kota Kinabalu.
In order to keep up with the growing potential and specific needs of small business-men 209 Entrepreneurial Development Programmes were conducted for 4955 partici-pants in various parts of the country.
Special Courses/Seminars
During the year the Centre organised 31 seminar on various aspects of management.
The Hotel — Restaurant and Tourist Industry continued to receive specialised train-ing as in previous years. In 1981, two Hotel and Restaurant Supervisory Courses wereconducted — one was held at the Centre in Petaling Jaya while the other was an in-houseprogramme held for Tropical Inn Hotel in Johore Bharu. A total of 24 participants receivedcertificates.
A "Certificate in Supervision" Programme Comprising of 8 modules was successfullyconducted in Johore Bharu for 17 participants. Similarly a Supervisory DevelopmentProgramme was held in Sibu for 12 participants.
As in previous years two programmes on "Human Resources Development forBumiputra Supervisory Position" were conducted — one in Petaling Jaya for 18 participantsand the other in Penang for 34 participants.
In a joint effort between the Centre and the Malaysian Association of Productivity,the 5th Diploma in Marketing Management Programme was launched in Penang with 45participants and in Kuala Lumpur, the 6th Diploma in Marketing Management Programmewas launched for 47 participants.
Tailor-made courses
69 courses which were specially drawn up to suit the needs of specific organisationswere conducted throughout the country to increase the Centre's training services to theindustrial and commercial sector.
Film Talks
Throughout the year the Centre continued to receive requests from both the publicand private sectors for film talks on various aspects of management. This activity continuesto be part of the Centre's efforts to strengthen the existing training effectiveness andmethodology.
Advisory and Consultancy Services
As in previous years, the Centre's advisory and consultancy efforts were gearedmainly to help Bumiputra businessmen especially in the area of small business management.Under the 1981 Entrepreneurial Development Programme such services were provided for4955 participants.
Projects covering longer periods were carried out for the medium and large sizebusiness enterprises particularly in the field of Industrial Engineering, Marketing andAccounting.
Regional ActivitiesThe 4 regional offices and State office in Kota Kinabalu accounted for about 50% of
the total taining activities of the centre and this is in line with the Centre's efforts todecentralise management training.

During the year, the Bumiputra services section increased its activities particularlyin the area of the Entrepreneurial Development Programme (EDP).
The following is a review of its activities during the year:
1. 82 EDP I courses for 2,269 participants.2. 7 EDP I special courses for 159 future ex-servicement from KEMENTAH.3. 2 special courses for 28 participants from Ministry of Trade and Industry.4. 2 special courses for 58 participants were conducted in ajoint effort of BPMB/
MARA/PDPN.5. 6 KUPP for 72 Development Officers from KEMENTAH, Bumiputra Partici-
pation Unit and KKBS.6. 2 Pre-EDP courses for 59 participants from KEMENTAH.7. 23 one-day follow-up seminars for 2943 participants.8. 78 EDP II courses were conducted throughout 1981 for 1,472 participants.Of
these:—
8 Financial Management Course.7 Retail Management Course.2 Marketing Management Course.
27 Book-Keeping Course.34 Construction Course.
9. 30 one-day Entrepreneurial workshops for 838 participants.10. 366 business units in Selangor, N, Sembilan and Wilayah Persekutuan were
followed-up. Of these only 165 were interviewed and still in business.11. For EDP second follow-up only 139 business units were interviewed. 6 units
were closed while the other 11 could not be interviewed. Only 36 units havebusiness potential.
12. For EDP (Financial & Business Analysis) 49 business were followed-up. Ofthese, 25 units and special participants from a joint effort of BPMB/MARA/PDPN. These business units are in Wilayah Persekutuan, Selangor, Perak andNegri Sembilan.
13. The Bumiputra Services Section also provided assistance to small businessmenin the preparation of project papers for loan applications. Throughout 1981,10 project papers were processed for this section.
Management Consultancy Services
The Management Consultancy Section continued to offer its advisory and consul-tancy services to the industry. Its efforts were largely directed at helping the Bumiputraentrepreneurs, especially in the area of small business management.
Projects covering longer periods were carried out for medium and large size business,mainly in the areas of industrial engineering, marketing and accounting.
The following projects were carried out:-
(1) Demand Studies on 5 products were carried out at the request of the Inter-national Trade Centre. Its findings were presented in New Delhi, Karachi andSingapore.
(2) A Programme for rationalising Warehouse Operation was carried out for aninternational pharmaceutical company.
(3) A project plan was established for a class D contractor.(4) A feasibility study was carried out for a second-hand battery manufacturer.
Low Cost Automation (LCA) Unit
As a follow-up to the setting-up of LCA Section, a laboratory was established. Thelaboratory was equipped with 5 training panels and housed at the temporary officepremises in Sungai Way, Selangor.
In order to introduce the Technology to local industry, a national seminar and 3regional seminars were held. The national seminar was held on 11 & 12th March, 1981, inPetaling Jaya and attended by nearly 100 people, most of them executive from varioustype of industry.
The venue for the regional seminars were Penang (held on 21/4/81), Ipoh (held on15/7/81 and Johore Bahru (held on 8/9/81)
Two modules of LCA course were also developed. The first module LCA-1 was con-ducted four times while the second module, LCA-2 only 3 times. It is envisaged that moreLCA courses will be conducted regularly in the future.
Management Research & Information Service (MARIS)
The Management Research & Information Services covers the activities of Research& Information and the Library. In all the activities that were undertaken by this unitemphasis was placed on promoting productivity consciousness.
The dissemination of informaion relevant to the management training needs ofmanagement has been accepted to be the connerstone in the Centre's efforts to promotethe concept of productivity. In keeping with this concept MARIS organised its activitiesin consonance with the centre's efforts to promote the concept and techniques of .higherproductivity at all levels of management largely through training courses and services.
Research & Information
Enquires and requests from the private and public botHes as well as individualswere entertained. These enquires and requests for information mainly related to theCentre's activities. In addition the requests for general information on managementtraining, there were requests for more specific information on marketing, industrialrelations and feasibility studies among others. Enquires were also received from overseasorganisations.
MARIS continued to collect and collate comprehensive data on the Centre's activi-ties for the purposes of evaluation and planning. This information was also used to pre-pare briefings for local and foreign visitors.
MARIS also assisted in the preparation of specific information to meet the needs ofthe training sections and Regional Officers in carrying out their activities.
During the year under review a total of 26 management training films were acquired.These were mainly in the areas of Management Development, Industrial Relations, Sales &Marketing, Management Accounting, Industrial Engineering and Low Cost Automation.These additional training films will go a long way in helping the Centre provide better andup to date training and consultancy services.
The Library
During the year under review, there was a further expansion of the Libarary'sservices.
In August, the Library's loan and reference facilities were open to the publicthrough a special membership scheme. Then in September, a Branch Library was set-upat the Regional Office, Johore Bahru, to serve the course participants as well as otherreaders from the public and private sectors.
The Library continued to update and maintain addresses for print-out of addresslabels, of public and private sector organisation for simple and efficient despatch of coursebrochures, training programmes, etc. There are currently 3,162 addresses in the master-list.
A total of 182 reference enquiries from organisations and individuals were receivedduring the year. In addition, 13 under-graduate and post-graduate students and researcherswere allowed facilities to carry out research for their projects.
A total of 1,210 new management books and 35 new journals were added to stockduring the year. The Library collection as at 31st December is 13,120 management booksand 359 current journals.
In terms of usage, the total number of registered readers was 331 members, whichinclude staff and other accredited readers from the public and private sectors. A total of3,261 books and journals were loaned out during the year.

Public Relations & Publicity
During the year a more sustained public relations and publicity campaign waslaunched to promote the activities of the Centre and its regional offices, through themedia of television, radio and the press, resulting in more effective publicity effects.
One of the important subjects emphasised was on "Productivity Improvement".The Centre aimed at spreading the concept of productivity through talks, brochures onrelated subjects and through Human Resources Development Programme.
There was also a greater use of advertising to promote the training programmes ofthe Centre. The organisation of a series of film talks by the Centre on various aspects ofmanagement drew a good response from both the public and private sectors.
Among its public relations programmes, the Centre also hosted several overseasvisitors and local study groups who came to view the activities of the Centre.

Programmes jointly organised by the Centre and theMalaysian Association of Productivity
The Malaysian Association of Productivity continued to work closely with thecentre through the MAP Branches in Peninsula Malaysia, Sabah and Sarawak.
The 5th. Diploma in Marketing Management Programme was launched in 1981 inPenang with 45 participants; and in Kuala Lumpur, the 6th. Diploma in MarketingManagement was launched in October, 1982, with 47 participants. As the previousprogrammes, this programme is aimed at developing a pool of Marketing Executive whowill be able to understand the increasingly complex needs of the commercial and indivi-dual environment in Malaysia.

Structure of the Council
As provided by the National Productivity Council (Incorporation) Act of 1966 andthe National Productivity Council (Incorporation) (Amendment) Act of 1975, theChairman and Members of the Council are appointed by the Minister of Trade and Indus-try. The Director who is the chief executive of the Centre, appointed by the Council andwith the approval of the Minister, is also a member of the Council. Staff Development

Foreign Assistance
As in previous years the Centre continued to benefit from the Technical AidProgrammes of Governments such as the Federal Republic of Germany, Netherlands,Austria, India and United Kingdom. A National Seminar 'Keperlu^n dan Perkembangan Tenaga Mahir dalam Malaysiapada tahun-tahun Lapan Puluhari' was held from 11th—13th May, 1981 at GentingHotel, Genting Highlands — sponsored by Lembaga Latihan Perindustrian & Perin-dustrian & Persijilan Ketukangan Kebangsaan (LLPPLL) under the Ministry ofLabour and Manpower. This Seminar was officiated by the Dep. Prime Minister,Y.B. Dato' Seri Dr. Mahathir bin Mohamad.
4. The ambassador of Austria, H.E. Mr. Franz Palla visited NPC on the l l th of June1981.
5. Y.B.M. Tg. Dato' Ahmad Rithauddeen Al Haj bin Tg. Ismail visited NPC on the25th of August, 1981.
6. The Director of NPC, Tuan Haji Arshad bin Hj. Marsidi made official visits toFrankfurt, Bonn and London from 18th October - 6th November, 1981.
7. The Director of NPC visited Bandung from 26th - 28th Nov. 1981 to discusswith Metal Industry Development Corporation (MIDC).
8. Y.B. En. Rahim Thamby Chik, Parlimentary Secretary, Ministry of Trade andIndustry, presented certificates to course participants at the Annual CertificatesPresentation Day of the Centre - 30th May, 1981.
9. NPC participated in the FMM Expo 1981 from 21st August - 6th September 1981in Kuala Lumpur.
10. Chairman of the National Productivity Council, Y.B. Dt. Nawawi Mat Awin offi-ciated the opening ceremony of 'Pembangunan Usahawan' course on the 7th Sep-tember, 1981 — co-sponsored by Bank Pembangunan Malaysia, MARA and NPC.
11. Chairman of the National Productivity Council, Y.B. Dr. Nawawi Mat Awin offi-ciated the opening ceremony of 'Performance Appraisal' seminar on the 12th ofOctober 1981 at Regent Hotel — sponsored by NPC with a joint-effort of the DutchManagement Institute.

The attached Balance Sheet, Statement of Income and Expenditure together withthe Notes thereon have been examined under my direction in accordance with the AuditAct, 1957. All the information and explanations required have been obtained.
In my opinion the Balance Sheet, Statement of Income and Expenditure togetherwith the Notes are properly drawn up so as to show a true and fair view of the financialposition of the National Productivity Council as at 31st December, 1981 and of its tran-sactions for the year ended on that date.
