Financial inclusion in the country is a state policy involving the government and financial companies. It should be
noted that the most important experience in the country in this area has been the Municipal Savings and Loans
Banks (CMAC), which have become real vehicles to promote financial and social inclusion in our country.
When CMAC were born in the 80s, Peru was considered an underdeveloped country with an incipient and
centralized financial system in Lima. In the interior of the country there was no presence of the State and traditional
banking did not reach the middle and low socioeconomic sectors of the population. Faced with this reality, CMACs
arise to attend to these segments of the population that did not have access to basic financial services and with the
aim of achieving the democratization of credit and the decentralization of the financial system. The CMAC created
local financial and commercial circuits that promoted the economic development of the regions within the country
with a focus on micro and small entrepreneurs and promoting savings in the population; converting the CMAC into
promoters of entrepreneurships and business projects in the interior of the country that generated better conditions
of life and work in the population that contributed to the fight against poverty.
Being at the front of the Federation of Municipal Savings and Loans Banks (FEPCMAC) is a very important Peruvian
challenge I have assumed personally with a lot of dedication and responsibility, understanding that there are a lot
of challenges in an increasingly competitive market. In the last ten (10) years banks have incursed in the micro
financial sector through subsidiary companies, having acquired microfinance institutions, generating an
environment of greater competition in the market; due to this, it is vital to develop strategies and modernize the
management of CMAC to consolidate their development.
We believe that democracy in Peru has been strengthened as a result of four democratic elections, it has
consolidated the free market economic model based on solid macroeconomic fundamentals that give stability to
the economy and the financial system. The growth of the Gross Domestic Product is quite auspicious, and the
government must continue to generate confidence in the economic actors, and from that confidence, it is expected
a greater dynamism of public and private investment.
In Peru there are approximately ten (10) million economically active people (EAP) who do not have access to the
financial system. Of which two (2) million are microentrepreneurs who do not have access to credit; therefore, our
efforts are aimed at reaching the most remote areas such as Pichari, Atalaya, Caballococha, Desaguadero,
among other populations in the interior of the country, through financing, savings promotion and insurance lines.
Ergo, our challenge is to reach said remote areas of the country, through technological innovation, service
networks and more attention channels through a greater number of agencies, correspondent tellers and mobile
banking.
One of the mandates of the FEPCMAC is to promote further integration of the CMAC, be more inclusive and boost
corporate projects with economies of scale. Our model is very successful, so much that it is being replicated in other
regions of the continent. I think we will continue to be the means for banking in our country.

SISTEMA DE CAJAS MUNICIPALES
DE AHORRO Y CRÉDITO
MUNICIPAL SAVINGS AND LOANS
BANKS SYSTEM
The Municipal Savings and Loans Banks (CMAC) was created with the strategic objectives of democratizing credit, deepening the peruvian financial system and becoming a key element for financial decentralization in the country. In this sense, CMAC, with more than 35 years of presence in the market, has been able to contribute significantly to the democratization of credit, allowing several middle and lower socioeconomic sectors to access credit, and at the same time have encouraged savings in the population contributing to financial inclusion in Peru. Also, as regulated financial entities with presence in the interior of the country, they created local financial circuits that are the basis of regional productive development, the generation of employment and improvement of the quality of life of the population.
The CMAC System has become a successful model of microfinance, currently occupying a leading position in the microfinance sector in Peru and its management model is a reference for other countries in Latin America and the Caribbean. Since its early years, CMAC have focused their efforts on the support and development of the micro and small enterprise sector (MYPE), becoming a financial arm of business men and entrepreneurs who develop their business projects and their economic activities with the talent and ingenuity that characterize the peruvians.
The history of Municipal Savings and Loans Banks (CMAC)
begins in the 80s with the growing demand of thousands of
peruvians who undertook their businesses because of the
lack of other dependent (formal / office) job opportunities.
The requirements for financial support to start small
businesses were attended by the state when the 1980s Law
Decree N°23039 was created and authorized Municipal
Savings and Loans Banks to attract savings from the public
in provinces. The objective was to establish decentralized
financial institutions designed to cater those segments of
14
descentralizadas, destinadas a atender a aquellos
sistema crediticio formal o banca comercial.
primeras operaciones y servicios financieros autorizados
por la SBS.
the population that had no access to the formal
commercial banking or credit market.
It's important to remember that Gabriel Gallo Olmos was a
diligent student of business administration at the University
of Piura, who in his thesis proposed the formation of a
municipal bank for this northern town. This was the first step
towards the creation of the first municipal bank in the city of
Piura in 1982.
In order to strengthen its development as a business model,
it was necessary to resort to international cooperation to
capture the interest of Germany, where the German savings
bank model (Sparkassen) was already well developed.
Thus, since 1985, through the signing of the Cooperation
Agreement between the Government of Germany and Peru
through GTZ and the Superintendence of Banking and
Insurance and AFP (SBS), respectively, the "Development
Project for Municipal Savings and Loans Banks” in Peru was
created, which allowed the creation of new CMAC
counting on the technical advice of the Internationale
Projekt Consult (IPC).
The German cooperation designed the business model by
establishing the corporate governance, defining the
structure of the directorate and the joint management to
guarantee the independence in the management and to
remove the political influence in the management of the
CMAC. That is to say, the management principles of the
German savings banks were replicated by convoking
representatives of civil society, institutions such as the clergy,
the chamber of commerce, representatives of the MYPE
and financial experts from the Central Reserve Bank, Bank
of the Nation or COFIDE. In addition, the board was
composed of three representatives of the provincial
municipality, two representatives of the majority and one
representative of the minority of the Provincial Council. This
breadth of criteria and a more entrepreneurial approach
made it possible to give people confidence regarding the
management of CMAC's financial resources and the
development of the first financial services and operations
authorized by SBS.
17
provincias Arequipa, Del Santa, Sullana, Maynas,
Huancayo, Ica, Cusco y Paita.
CMAC Sullana, Piura, Trujillo, Cusco, Huancayo, Ica, Tacna
Since the beginning, CMAC were destined to a fast
institutional growth because they were meeting a need in a
business niche neglected by commercial banks and
because the entrepreneurs found that this new system also
suited their financial needs. That is how, along with the
support of the German Technical Cooperation, the CMAC
were strengthened in the interior of the country and
subsequently entered the financial market in Lima.
In 1984 the second CMAC was founded in the city of Trujillo.
Then, between 1985 and 1990, more Municipal Savings and
Loans establishments were opened in the provinces of
Arequipa, Cusco, Huancayo, Ica, Maynas, Paita, Santa
and Sullana. Later, in 1992, the operation of CMAC Tacna,
and in 1996 the CMAC Chincha was created and
subsequently merged with CMAC Ica. All CMAC were
authorized by the Superintendence of Banking, Insurance
and AFP (SBS).
Continuing with its development and expansion, the first
CMAC that entered the market in Lima was CMAC
Arequipa in 2003. CMAC Sullana, Piura, Trujillo, Cusco,
Huancayo, Ica, Tacna and Maynas subsequently entered
with the opening of agencies in the Lima region. The CMAC
initially succeeded in attracting savings from the public and
then in the placement of credits to the sector of the MYPE
and consumer loans. By 2017, the CMAC in the Lima region
capture 35% of the savings and place 15% of total credits.
CMAC currently operates through a CMAC Special Law
(DS No. 157-90-EF) recently updated by Law No. 30607,
“Law that Modifies and Strengthens the Functioning of
Municipal Savings and Loans Banks”, that will allow the
improvement of the corporate governance, equity
strengthening through the entrance of strategic partners or
private investors into shareholders and convert them into
more competitive companies in the market through the
granting of more active and passive operations on equal
terms than private financial companies. In this sense, CMAC
have the opportunity to modernize their management,
improve their processes, adequately manage their risks and
consolidate the business model.

infraestructura vial, construir mercados, apoyar a
important particularity, because in addition to the
benefits that it generates with the financial products
and services that it offers to the population, it also
contributes to the social development with the profits
that generate. In this way, the municipalities, thanks to
the transfer of profits of the Municipal Banks, can
improve the road infrastructure, build markets,
support foster homes, gerontological centers, support
the conservation of the environment, among others,
generating welfare in the community.
Another of the central characteristics of the CMAC,
which is the hallmark of its management and
attention model to micro and small businesses, is the
credit technology specialized in the MYPE that they
develop, as well as a personalized attention model
where clients not only receive a credit or savings

One of the greatest achievements that the
Municipal Savings and Loans Banks can be proud
of is to have contributed to the inclusion of micro
and small enterprises to formal credit. The
inclusion level achieved is well above that reached
by commercial banking and financial institutions,
and it has developed microcredit nationwide,
encouraged thousands of microentrepreneurs to
shift to formality and promoted a savings culture.
Likewise, CMAC are also located in less accessible
and extreme poverty areas where traditional
banking does not exist or it does, but on a very
small scare, which has allowed this system to grow
both in number and amount of loans and deposits
in the financial system by regions in Perú.
Bringing financial services to the most remote
places of Peru, generating greater financial and
social development, is the most important goal for
CMAC as well as its vision. CMAC know the value
of specializing in financial services that can

contribute to developing the yet low bankarization
levels in rural areas, by increasing the number of
beneficiaries who can access micro-credit, micro-

On the other hand, the Municipal Savings and
Loans Banks promote social development
activities that directly involve the community. This
has become one of the pillars of growth because
people see them as a permanent ally, not only in
the financial system but on the social level. The
reason for this is that they directly and positively
affect their quality of life.
For this purpose municipal banks -aligned with its
institutional vision of respect for ethical values,
people, society and the environment, through
sports, education and public safety activities,
among others- are permanently performing
activities to integrate the community.

inclusion.
The customers' preference for the products and
services of the Municipal Savings and Loans Banks is
given because they receive information in a very
transparent way about the characteristics of the
products and services, regarding the requirements
and conditions, such as interest rates, terms, value of

the whole process to obtain a credit, all this through a
friendly and kind treatment. This CMAC way of
working has enabled the brand to position itself in the
country's financial sector, allowing it to serve more
than one million four hundred thousand credit

thousand savings clients nationwide; in addition to
being the only financial offer in nearly 90 districts of

PENSAR GLOBALMENTE, ACTUAR LOCALMENTE, COOPERAR INTERNACIONALMENTE
The main goal of this Regional Project, which is operating in Perú and nine other countries of Latin America and the Caribbean, is to enhance the sustainable “access to”, and “use of” high-quality financial services in the region. The project focuses on the following four strategic key areas to pursue its main goal:
1) Introduction of a dual vocational training system
2) Expansion of training and capacity building available to professionals of the financial sector
3) Strengthening of associative structures of financial institutions
4) Enhancement of financial literacy
The project promotes financial inclusion at different levels and is cooperating with different partner institutions such as: government entities (macro level), federations or associations of microfinance institutions (meso level), or directly with the microfinance institutions (micro level), in order to provide competent and encompassing advice to customers, as well as to improve their financial education.
Finally, our team from the Sparkassenstiftung in Peru would like to thank the Peruvian Savings Banks Association (FEPCMAC) for being one of the few institutions which cooperates with us in all four strategic areas of the project in a very dynamic and reliable way. This indicates not only a strong commitment of both institutions to financial inclusion in the country, but also reflects the existing trust and a large part of shared DNA between both of them.

SPARKASSENSTIFTUNG FÜR INTERNATIONALE KOOPERATION
Over the last 200 years, the German Sparkassen (savings banks) have developed into one of the largest financial groups worldwide, successfully combining a high degree of professionalism with a strong social mandate. The Sparkassenstiftung für internationale Kooperation (Savings Banks Foundation for International Cooperation - SBFIC), as part of this large group, pursues the goal to give access to the best practices of the German Sparkassen to similar financial institutions in other developing and transition countries.
Since its foundation in 1992, the Sparkassenstiftung is actively supporting financial institutions, promoting a sustainable economic and social development at a local, regional, or national level by offering banking services that are tailored to the needs of their target groups. For this purpose, the Sparkassenstiftung provides state-of-the-art training as well as consulting services to its partner institutions around the globe, following its institutional slogan:
THINK GLOBALLY, ACT LOCALLY, COOPERATE INTERNATIONALLY
By strengthening regional and local financial entities, the Sparkassenstiftung not only helps improve development options for broad segments of the population and local companies, but also helps to generate jobs and income.

CAJAS CMAC

In the early eighties (1980s), a group of autonomous financial
institutions, created with municipal capital and shareholding, drew
attention due to the success they had had in the popular sectors. The
use of a German model along with effective financial regulation,
allowed them to transfer small loans that were enough to meet the
needs of the micro enterprise and small business in emerging
segments. The successful financial institutions were the Municipal
Savings and Loans Banks (CMAC) which by the end of the decade
were already established in different cities because of their successful
experience.
This is their story:

When the Municipal Savings and Loans Bank of Arequipa first opened its doors on the morning of March 10, 1986, they never imagined they would find hundreds of people on the Mariscal Benavides St., district of Selva Alegre, were waiting to ask for the first title loans that would allow them to achieve their aspirations and dreams by investing in a small business or enterprise, or dealing with situations of emergency or temporary need at home.
Since then, 31 years have passed and CMAC Arequipa, through its wide
range of loans, has become a financial institution that attends micro-
entrepreneurs and entrepreneurs in Arequipa and Peru. It has been three
decades of full effort and difficulties, but completely rewarding for the
results to the work of all those who are and were part of obtained thanks
this family that have allowed to place it as a leader of microfinance
market in the country with a notorious international recognition.
It had a steady growth so the following year it opened its second office in
the White City of Arequipa (Ciudad Blanca), which was then followed by
several others in different parts of the region. The year 1990 set a
milestone for CMAC Arequipa since it began to grant its current main
product, the microenterprise loans. These loans have enabled customers
to develop and bring wealth and quality of life to their families and
society in general. In September 1995 the municipal bank of Arequipa
opened its first agency outside its region, an office in Juliaca. This opening

CMAC Cusco began operations on 28 March 1988. Initially, its operations were focused on secured loans, but in 1989 the Superintendency of Banking, Insurance and AFP (SBS) authorized the Municipal Savings Bank of Cusco to attract savings from the public in the modalities of current and fixed term savings. That same year it began to buy and sell foreign currency, and later in 1993 it started attracting savings in foreign currency.
In 1990 the Municipal Savings Bank of Cusco is authorized to operate
and grant non-title loans. This allowed financial institution to comply
with the corporate goals, which were to promote small and micro
enterprises and become leader in PYMES credit attention.
For several years the agricultural sector had not had any access to
credit. Then, in 1996 new sectors demanding new services had to be
attended, so loans were granted to the sector with the support of
COFIDE. After that, a medium-term credit line which quickly gained
acceptance of small entrepreneurs was launched.
empresarios.

CMAC Huancayo initiated operations on August 8, 1988 under Decree Law No.23039. It started in a small office located in Jiron Arequipa N ° 741 with 5 employees: a manager, an accountant and 3 practitioners, and at the beginning, only secured loans were granted. They were quick loans and people only had to have jewelry and an identification card.
In 1998, it began granting loans for sectors such as agriculture which
were neglected by traditional banks. CMAC Huancayo “agro loans”
were used to finance the different stages of the crop and livestock.
To increase loans and improve levels of financial autonomy, CMAC
Huancayo launched the Multisavings Campaign 2000, which caught
people´s attention. The campaign allowed an important growth in the
area of deposits as well as the granting of a group loan to finance the
construction of a modern shopping mall in the city.

CMAC Ica is created from the interest of various sectors to have a microfinance oriented financial institution that would allow them to access credit through a true financial democracy.
After long negotiations, the Superintendency of Banking, Insurance and AFP
(SBS) issued the Resolution No.593-89 authorizing the operation of the
Municipal Savings Bank of Ica. Coincidentally, CMAC Ica initiated operations
during the festivities of the Lord of Luren, patron saint of Ica in a small office
in the Plaza de Armas on October 21, 1989.
In the beginning, CMAC Ica granted loans and loans secured with pledged
jewelry. The success achieved with these first products encouraged its
managers to expand their product portfolio and thus meet the micro forceful
entrepeneurial market, which had already positioned itself in one of the
pillars in the regional and national economic development sector.
In 1990, the SBS authorizes the municipal bank to include new forms of
savings and loans, which were implemented considering the characteristics
and needs of the public.
With a renowned reputation and financial strength, CMAC Ica was solid
enough to take a new step forward in its development: start its geographic
expansion inaugurating the San Vicente agency in the province of Cañete,
department of Lima. of CMAC Ica was supported by a From there on, the grow
network of agencies and offices strategically located in the regions of
Ancash, Arequipa, Apurimac, Ayacucho, Ica and Lima.
Ancash, Lima e Ica.

It should be noted that the province
of Ica, headquarter of its financial
activities, was struck by two terrible
natural events: the flood in 1998 and
the earthquake in 2007. Both events,
affected urban, commercial and
industrial infrastructure, causing a
sharp contraction of the economy in
Ica.
This reference in its history, exemplifies
the mystique of this local institution
that was able to overcome adversity
and support its community. In both
episodes, despite being directly
affected, CMAC Ica recovered much
of its operational capacity a few days
later of the natural disasters, and its
activities were oriented towards
supporting victims and keeping their
informal savings safe by insuring them
against all risks.

CMAC Maynas history dates back to 1986, when the Council of the Provincial Municipality of Maynas, under Municipal Ordinance No. 002-86-OM-MPM approves the creation of the Municipal Savings and Loans Banks of Maynas.
The year after its creation, the Superintendency of Banking, Insurance
and AFP (SBS) authorizes CMAC Maynas to start operations. The event
takes place in its first institutional premises, a day after inaugurating it,,
on September 1, 1987. That small building is still located in Jiron
Prospero, 4 blocks away from the current headquarters.
The Municipal Savings and Loans Banks of Maynas, became the fifth
CMAC in the country and initially, like the previous cases, it only
granted pledged loans and cash loans secured by gold jewelry.
By 1990, the SBS authorized the attraction of savings deposits, with
which the institution expanded its range of products, providing new
alternatives to customers who needed to monetize their financial
surpluses.
By 1994, the SBS authorizes CMAC Maynas the granting of loans with
guarantee other than gold jewelry. It was a way to support micro and
small enterprises, who are the current target market. This set the
financial model of which is still used until today.the CMAC Maynas

“WE GROW WITH YOU”“CRECEMOS CONTIGO”
CMAC Tacna began its operations in June 1992 with the purpose of making the dreams of thousands of micro-entrepreneurs and merchants of Tacna who developed along with the municipal bank, come true. That is why it started with collateral loans (pledge loans). In 1994 it expanded its savings module in local currency to contribute to the development of people who need to work safely and confidently with their lifetime earnings.
In June 1995, CMAC Tacna considers the growth expectations of
thousands of entrepreneurs from Tacna and ventures with personal
loans, under various modalities including signing agreements with
companies and public and private institutions for granting loans which
are canceled by payroll discount. In August 1995 the SBS, through
Resolution #524-95, authorizes CMAC Tacna to offer savings and loans
service in foreign currency to small businesses, thus initiating the
savings deposits and loans in dollars.

“GROW WITH US”“CRECE CON NOSOTROS”
The creation of CMAC Trujillo was in response to the need of many people of La Libertad (Liberteños) who were eager to grow and succeed, but did not have the necessary credit support for enterprises and/or to fulfill their dreams.
CMAC Trujillo was founded as a microfinance institution on October
19th, 1982 with this clear objective. It formally started operations in the
premises of the Provincial Municipality of Trujillo on November 12, 1984.
It began its operations granting secured loans. Later, it offered deposit
products and in the early 90s, it launched the microcredits. When they
noticed the demand for access to greater loans, they started offering
new financial products tailored to the needs of its customers, and thus
promoting development and financial inclusion.
Its first agency was opened in 1991 in the district of El Porvenir, cradle of
great leather and footwear entrepreneurs. The next year it opened a
new agency in the former mall Las Malvinas, and later it moved to its
current location in the Zona Franca mall.
acceder a créditos mayores, ofrecieron nuevos productos financieros a
centro comercial Zona Franca.

Once consolidated in the region of La
Libertad, and driven by its customers,
the decentralization of CMAC Trujillo
to other departments began by
taking into account the conditions of
each financial market. It has
strengthened its presence in
Amazonas, Ancash, Cajamarca,
Huanuco, Junin, Lambayeque, Lima,
Loreto, Piura, San Martin and Tumbes.
This growth was possible thanks to a
we l l-defined work p lan and
appropriate organizational strategies
that have benefited the clients.
Another advantage is that CMAC
Trujillo remains at the forefront of
technology, offering more and varied
distance service platforms, providing
secur ity and saving t ime for
customers and users.
