BETTER UNDERSTAND THE INTEGRATED APPROACH
An integrated approach to urban development has proved in the past to be the most effective way to contribute to the overall sustainability objectives. European policies therefore strongly support sustainable urban development based on an integrated approach. However different key concepts, particularly from the Leipzig Charter, can be outlined to give a better understanding of the “integrated approach” notion :
A holistic and multi-sectoral approach
All urban fields are taken into account. They often refer to the three pillars of sustainable development (economic, social/culture, environment), without having a sectoral but a combined approach, with shared finalities and objectives.
Coordination with all relevantlevels, consistency with European,national and regional objectives
A better coordination at local and city-regional level; equal partnership between the different type and size of cities; network with each other at European level
Involvement of economic actors, stakeholders and general public
Involvement of actors outside the administration, involvement of citizens and partners to shape the future economic, social, cultural and environmental quality of each urban area
A process in which the spatial, sectoral and temporal aspectsof key areas of urban policyare co-ordinated
All territory scales should be considered, from the neighbourhood district to the whole city and the metropolitan area and in the national and European context.Different temporality should also be considered: short terms and long terms strategy, planning and actions.

Project: The city of Talence decided to reaffirm its commitment in sustainable development by applying to its institutions the advice that it has been promoting. Above the adoption of a local Agenda 21, the official “responsible approach” consists in the following initiatives:- Reduce environmental impacts induced by the maintenance of urban facilities,- Reduce expenses of official buildings, notably in water and heating,- Take into account the disabled in the building of new urban facilities,- Reduce energy consumption by optimizing the movements of urban employees.- Reduce resources consumption by starting a responsible purchase and waste management policy.
