Highlights of Preparedness for Response Actions
1. Pre-Disaster Risk Assessment (PDRA) meeting on October 19, 2016 at
9:00AM at NDRRMC, Camp Aguinaldo, Q.C.;
2. Response Cluster Teams composed of DSWD CO QRT headed by Director
Carlos Padolina OCD Central Office headed by A/Sec. Rodolfo M. Santillan
for deployment to Region II on October 19, 2016;
3. Inter-Cluster Contingency Planning for Eagle Claw on October 19, 2016 at
9:00PM presided by Col. Edwin Sadang and Director Felino O. Castro, V;
4. Continuous monitoring on status of the QRTs deployed in Region 2 and

The Field Office in coordination with other member agencies are conducting initial assessment on
the needs of the affected families /individuals as well as the damages due to typhoon Lawin.

The DSWD-FO I is closely monitoring the track of Super Typhoon Lawin while the Social Welfare
Action Development Team is currently coordinating with the P/M/CSWDO on the preparedness
measures of their respective areas.

The Field Office in coordination with other member agencies are conducting initial assessment on
the needs of the affected families /individuals as well as the damages due to typhoon Lawin.

The Field Office has available standby funds of Php1,098,525.24. Likewise, they have available of
8,100 family food packs at the Field Office warehouse on top of the prepositioned 11,774 family
food packs and 3,696 pieces of RTEF in the municipalities of Cagayan and the coastal
municipalities of Dinapigue, Divilacan and Maconacon in the province of Isabela. Attached is the
distribution list.
The Field Office has emergency purchase of 960 sacks of NFA Rice, 334 cases of Corned Beef,
320 cases Sardines, 500 cases Meatloaf, 334 cases of Sausage and 1,600 packs of Instant
Coffee, for immediate repacking today to raise the level of family food packs in the region and to
be readily available for augmentation to affected municipalities. Likewise, we have ongoing
procurement of goods amounting to Php2,615,275.20
Pre-emptive evacuations are being done thru the initiative of the Local Government Units,
particularly in the municipalities of Cagayan Province, the names of evacuation centers are to be
included in our next report, as follows:
1) City of Tuguegarao 68 families with 291 persons in three barangays
2) Municipality of Aparri 17 families with 56 persons
3) Municipality of Gonzaga 96 families with 489 persons
4) Municipality of Camalaniugan 29 families with 135 persons
5) Municipality of Penablanca 1 family with 3 persons
One of their staff who is trained on Incident Command System shall be with the Cagayan Valley

Incident Management Team and on standby for deployment, when necessary.
There will be a meeting of Response Cluster this afternoon at 1:30pm to discuss response actions
for systematic disaster operation

Per texted update from DSWD-FOV sourced from CDRRMO-Tabaco, as of 1PM today, a total of
601 persons stranded in Region 5: 581 persons, 8 light vehicles, 2 ambulances, and 24 trucks
stranded at Tabaco Port bound for Catanduanes; and 20 persons stranded at Pasacao Port.
There is already pre-emptive evacuation particularly in the municipality of Vinzonz, Camarines
Norte: 24 families with 91 persons at Vinzons Pilot High School, Brgy. Sula.
DSWD-FO V has been continuously coordinating with the RDRRMC.

The DReAMB-DROMIC is continuous and closely monitoring and coordinating with the affected
regions, NROC and duty personnel of the response cluster for the updates and status of the
affected families, delivery of goods and other concerns that need to be address immediately.

World Vision
Prepositioned NFI items for 4,000 families ready for distribution if needed. These include 4,000 hygiene kits, 4,000 kitchen kits, 4,000 NFI, and 2,000 tarps & ropes, prepositioned in Clark and Cebu warehouse; and,
Ten (10) field staff on standby assessment team in Isabela ready for deployment within 24 hours landfall and additional 20 more staff on standby teams as reliever, if needed.

Camp Coordination and Camp Management
Five (5) pilot Evacuation Centers cum Multi-Purpose Building are constructed in Regions I, II, III, IV-A, V and readily available for the said purpose. These are located in:

Human Resource Capacity
DSWD Central Office QRT deployed a team of 5 staffs to Region II to augment in the Disaster Response Operations
Five hundred sixty-two (562) National Level Quick Response Team (QRT) members are on standby ready for deployment.
A total of 1,544 staff in 18 regions comprise the QRTs including Social Welfare and Development Teams (SWADTs) and Provincial/Municipal Action Teams (P/MATs).
The Department has trained personnel on Psychosocial Support Processing, Family Evacuation Preparedness and Camp Coordination and Camp Management, Inventory and Warehouse Management, Disaster Response Communications and Information Management.
Organized and trained private volunteers and those organized and trained through the DSWD Bayanihang Bayan Registry of Volunteers on rapid assessment, relief distribution, camp management, stress debriefing, and among others are on standby and ready for mobilization and deployment.
Parent leaders of Pantawid Pamilya are ready as force multipliers on humanitarian response operations nationwide (except Batanes).

Philippine Coast Guard (PCG)
Thirty-three (33) Deployable Response Groups (DRGs) with medical personnel on standby in Northwestern Luzon, Northeastern Luzon, Southern Tagalog, and Bicol regions.
Bureau of Fire Protection (BFP)
Standby paramedical teams for deployment to the affected areas.
Armed Forces of the Philippines (AFP)
One (1) KM451 and Field ambulance on standby at Southern Luzon Command and 18 ambulances with EMS personnel and Medivac on standby in NCR.
Philippine Red Cross (PRC)
Water filtration units are available at their WASH hubs in Dagupan, Pangasinan and Nueva Vizcaya. WASH technicians are also on standby and ready for deployment;
One (1) Emergency Field Hospital is prepositioned at Subic Logistics Hub with deployment needs;
Psychosocial Support Teams including Hot Meals on Wheels are on standby and ready to use for deployment; and,
Emergency Response Teams from each local chapter are on standby and ready for deployment.
Armed Forces of the Philippines (AFP)
One (1) KM451 and field ambulance on standby at Southern Luzon Command and 18 ambulance with EMS personnel and Medivac on standby in NCR.
Disaster Response Teams (DRTs) from Regions I, II, III, IV-A, IV-B, V, CAR and NCR on standby for possible deployment.
International Humanitarian Partners (In-country)
UNFPA has readily available dignity and maternity tents for pregnant and lactating mothers; and,
WHO, MSF, PDRF and UNICEF are on standby to assist anytime.

at OCD1 on October 18, 2016. 2. Coordinate with the LGUs re Typhoon LAWIN;
i. PPOs were directed to preposition their disaster response teams particularly in the disaster prone and low-lying areas in coordination with their respective PDRRMC;

ii. Directed all PPOs for the readiness of the SRR equipment and supplies in coordination with PDRRMC and MDRRMC to support the operational requirements (eg. Rubber boat, utility rope, floating device, multi-tool items, 30L of GOL generator, flashlights with extra battery, communication equipment, first aid kit, MRE, etc)
3. Residents living in low lying areas and mountainous areas were alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under public storm warning signal were alerted against huge waves or storm surges generated by this tropical cyclone;
4. Fishermen using fishing boats and other small sea crafts were advised not to venture out into the seaboards due to tropical storm; and
5. All PPOs were directed to monitor overflow bridges and water level of bridges.

emergency meetingfor the PDRA re Typhoon LAWINheld at PAG-ASA Office, Cagayan Provincial Capitol, Tuguegarao City at 10:00 PM on October 18, 2016.
2. Continuous dissemination of latest weather bulletin and typhoon warning signals to all PPOs and SCPO.
3. Continuous coordination with the RDRRMC and LGUs re TyphoonLAWIN 4. All PDs and CD, SCPO were on preposition with their disaster response
teams particularly in the disaster prone and low-lying areas in coordination with their respective PDRRMC;
5. All PDs and CD, SCPO ensures readiness of the SAR equipment and supplies in coordination with PDRRMC and MDRRMC to support the operational requirements (eg. iii. Continuous monitoring on all overflow bridges and water levels. iv. PNP personnel were deployed to areas left by the evacuees to
conduct patrol and security to those houses left by evacuees to prevent looting;
v. PNP personnel providing assistance to the returning evacuees to their respective houses; and
vi. Assisted in the clearing of roads from debris.

ASSISTANCE CLUSTER
DFA instructed to document and report offers of international humanitarian assistance to NDRRMC
Response Clusters are requested to document gaps in resources for possible requests from the international community.
Offers are to be matched with request for international humanitarian assistance by national government agencies. Matching of requests and offers to be done with the Philippine Humanitarian Assistance Registry being operated by OCD.
Acceptance of offers of assistance depends on call for international humanitarian assistance by the President.
PIHARC (OSS) members have been instructed to be on standby alert for possible activation.
NDRRMC is reminded of chain of requests need to be followed - barangay - municipal - provincial - regional - national - clusters.
PIHAC also notes that the principle to exhaust all national resources before seeking international humanitarian assistance should be exercised
Reminder to all LGUs again to channel all offers of international humanitarian assistance (in country and abroad) through channels, particularly through NDRRMC and Response clusters.
DFA - UNIO coordinating with UNHCT on coordination with NDRRMC on activities of UN agencies.
Avoid unwarranted reports/ criticisms of unheeded requests for assistance being broadcast to the international community by forwarding resource gaps through proper channels for action or remedial measures.
In times of emergencies, it must be noted that DFA augments NDRRMC/OCDs coordination resources particularly with international stakeholders with its networks, institutional knowledge as head of the PIHAC. (For DFAs attention)
DFA has been requested to send duty officers to EOC-OCD starting on 19 October 2016.

government agencies such as RDRRMC, PDRRMO, MDRRMO, PNP, and LGU
within their respective AOR in preparation for the effects of typhoon LAWIN.
