diligence, patience and a strong team based approach to leadership; we have bolstered our
association’s financial position and made our community to choose us as the top healthcare
professional. CDAHK is becoming more relevant to the wider health care community, the international
community and, most importantly, our members

THE REVIEW OF the CODE OF PRACTICE
Our membership has continued to grow under the management of Dr Kary
Chow, Honorary Secretary, and we now have 90 local members. It is exciting
to have more members and fellow colleagues share our passion and effort in
promoting chiropractic and making it an accessible, mainstream healthcare
choice for the public.
We were grateful to have Dr Rick Lau as our Education Committee, who had arranged
many seminars throughout the past year. In 2016, Dr. David Bellin, Director of the Life
University Chiropractic Research Center in Beijing spoke about the “Thompson
Technique,” Dr. Jean-Philippe Pialasse shared his research on“Vestibular stimulation to
probe sensorimotor control in adolescents with idiopathic scoliosis,” Dr. Kai Yuen IP
spoke about “Knee problems with common knee surgery,” and Dr Lau himself shared
about “Pelvis technique” with all of our members. In the beginning of January 2017 a
“Review of Canvassing, Advertising, and Website regulation of the revised Code of
Practice” with lawyers from Reedsmith were also being arranged by Dr Lau
In Year 2017, we are moving closer to our vision, which is a
vitalistic healthcare system that focuses on enhancing
patients’ health though chiropractic. With the support of our
members, we will make anything possible. If you know of
someone who should join us, please take them to our ECs
and support of our profession in the right direction. I extend
my heartfelt gratitude to all of you for standing with us
through all the challenges, and sharing our vision for a
brighter and healthier Hong Kong.

Dr. Tracy Wong had earned her hard work and dedication and
received the appreciation by the CDAHK this year. She has put
in a lot of time and effort to promote the profession. Dr. Tracy
Wong is a highly efficient person with great ideas and a positive
mindset and we are grateful to have had her in the PR area.
CDAHK 2017 AGM would not have been possible without our

As one of the purpose of the CDAHK is to optimize health, Dr Chrisna Cuncliffe introduced us the ACC paradigm made
by the Association of Chiropractic Colleges. The Principle of chiropractic is “the body's innate recuperative power is
affected by and integrated through the nervous system.” Therefore, when we practice chiropractic, we shall include
1) establishing a diagnosis, 2) facilitating neurological and biomechanical integrity through appropriate chiropractic
case management; and 3) promoting health.
As chiropractors, we advise and educate patients and communities in structural and spinal hygiene and healthful
living practices. We are also required to have a strong foundation that includes 1) philosophy, 2) science, 3) art, 4)
knowledge, and 5) clinical experience so we can employ the education, knowledge, diagnostic skill, and clinical
judgment necessary to determine appropriate chiropractic care and management.

What is Evidence based practice (EBP)?
Many of us thought that evidence based practice is ONLY
based on research findings. Dr Cuncliffe also reviewed the
common misinterpretation of EBP definition.
EBP ( Sackett D, 1996) is traditionally defined in terms of a
"three legged stool" integrating three basic principles: (1)
the best available research evidence bearing on whether
and why a treatment works, (2) clinical expertise of the
doctor (clinical judgment and experience) to rapidly
identify each patient's unique health state and diagnosis,
their individual risks and benefits of potential interventions,
and (3) patient’s preferences and values. It also equally
relies on clinician’s clinical expertise and patient values.
The WFC Assembly
With over 30 countries were represented at the Biennial
Assembly, the WFC Assembly, which took place over March 13-14
brought together representatives of national associations from
each of the WFC's seven world regions. The Assembly took on a
new look this year, with special reports punctuating country
reports and a special discussion forum on scope of practice
taking place on the afternoon of the second day's proceedings.

WFC President Dr. Espen Johannessen DC emphasized a positive future for the profession, with strong
independent, critical thinkers leading a movement of evidence-informed, patient-centered doctors of
chiropractic. He also mentioned the need for collaboration with other health professionals and the
responsibilities that come with the rights of engaging in an interdisciplinary environment.
The value of the World Federation of Chiropractic Assembly of Members was also mentioned at Dr. Espen
Johannessen’s last section of the speech, “the need to be action-oriented, reminding members that without
action, words have little meaning.” CDAHK committees have the reputations to take development of
chiropractic into action. We also support the organizations like us, in making chiropractic happening in Asia.
➢ Dr Pete Garbutt delivered an inspirational
presentation of the work of chiropractors at the Rio
Olympic and Paralympic Games. In an insightful
lecture, Dr Garbutt explained the ground rules for
getting involved in elite level sport, stressing that while
there were great opportunities, getting to the top was
the product of grit and determination

The International Federation of Sports Chiropractic / Fédé ration
Internationale de Chiropratique du Sport (FICS) is comprised of
national chiropractic sports councils worldwide and individual
members, and has affiliations with international organizations
within the chiropractic profession and the world of sports. The
Sports Chiropractic Council of Hong Kong China is the official
member of FICS that represent our country in the international
level. One of our goal is to see that Hong Kong athletes in all
sports have access to the specialized skills of chiropractors as
part of the sports health care team.
CDAHK had an opportunity to network with more than 1,300 doctors of chiropractic from around the world.
To be inspired by the world's largest session of chiropractic poster and research presentations. Dr Jan
Hartvigsen DC, PhD (Denmark) is an outstanding researcher and he was interviewed by Dr Rick Lau for his
view of chiropractic. Professor's research focus is on longitudinal studies dealing with spinal and
musculoskeletal pain in the population. In addition he has published randomized clinical trials in the area of
conservative treatment of back and neck pain, musculoskeletal chest pain, and osteoarthritis of the hip. He
has a strong interest in research methodology and has published many systematic reviews as well as papers
dealing with diagnosis, reliability of manual examination procedures and clinimetrics.
FICS assembly. It was a great time meeting for Dr Rick Lau (CDAHK) to
meet with Dr. Martin Camara DC (Philippine), Asia FICS representative,
and Dr. Jackie Huang DC ICCSD (Taiwan). Also got a chance to meet
with some of the other countries representatives, and share ideas
about sport chiropractic. Together we can make Hong Kong athletes
strong.

For the first time, the American Chiropractic Association (ACA), the World Federation of
Chiropractic (WFC), and the Association for Chiropractic Colleges (ACC) are joining forces to
present a world-class chiropractic program that features compelling scientific research, global
perspectives on the future of the profession, and inspirational sessions delivered by the profession's
thought leaders and content experts. DC2017 is the 14th WFC Biennial Congress, the 24th ACC
Research Agenda Conference (ACC-RAC), and the 2017 National Chiropractic Leadership
Conference (ACA-NCLC), hosted by the American Chiropractic Association at the Washington
Hilton in Washington, D.C. With over 1200 attendees, DC2017 created a buzz amongst practising
chiropractors, researchers, academics and presenters. Value of patient-centered care and the
need for collaboration were being pinpointed by Dr Brian Goldman. It was emphasized as a critical
component of modern healthcare.

A forum of "Scienceand Semantics: The Future of Subluxation", chaired by Dr Eric Russell, was hosted on the first day of DC2017. Dr Dave Newell (AECC Lecturer), Dr Laurie Tassell (President of Chiropractor’s Association of Australia), Dr Ayla Azad (Chair of Ontario Chiropractic Association) and Dr Adrian Wenban (Principal of Barcelona College of Chiropractic) debated on the subluxation concept. AECC Lecturer David Newell States there is "Zero" Evidence for Subluxation by stating that "The subluxation as vitalistic concept, an impediment in and of itself to health and well being, impeding the expression of higher

intelligence is not only entirely bereft of any evidence whatsoever but is a complete non starter even
as a scientific question."On the support of subluxation, Principal Dr Adrian Wenban mentioned that
as a research perspective, that the chiropractic profession has the responsibility of developing a
body of research that supports or negates chiropractic theory. Not testing chiropractic theory so we
'fit in' is akin to abrogating our responsibility to explore the utility of the chiropractic paradigm for fear
of what others might think. We might debate whether such a paradigm actually exists, but that
would be a broader topic and require delving into the non-evidence based world of the philosophy
of science.
THE RUBICON GROUP and CDAHK In September 2012, Dr Eric Chu (CDAHK) was involved in
a discussion among chiropractic colleagues, the friends
who have been dedicated lives for chiropractic
development. The group had committed ourselves to
meet, share, debate, and discuss about our professional
and personal lives to change humanity. The group has
always been mentors in pushing the highest standard of
educational excellence and clinical mastery. We have
met semi-annually to continue to explore a common
vision for the future of the chiropractic profession around
the globe, as well as to develop the organization itself to
be better prepared to facilitate that shared future.
Today, the Rubicon Group had envisaged universal
access to chiropractic care in many cities, for improved
performance, the enrichment of human potentials,
greater health and well being
Congratulations to the Barcelona College of Chiropractic (BCC) on their recent accreditation achievement from the European Council on Chiropractic Education. BCC was awarded the maximum accreditation. BCC has the visió n that sees human beings and society developing sustainably through the cultivation and enrichment of the human body, mind and spirit. BCC believes that educating chiropractors has an integral role to play on bringing that vision to fruition. BCC provides chiropractic students with the educational opportunity to gain the attitudes, knowledge, skills needed to become safe and competent primary contact health care providers capable of practicing either independently or in a collaborative setting. This was a long journey and the CDAHK is thrilled for Dr. Adrian Wenban, Principal of BCC and his team. Future Spanish chiropractors can register in Hong Kong as well!
➢ The New Zealand College of Chiropractic is proud to announce its achievement of Category 1 rating following its recent review from NZQA (New Zealand Qualifications Authority) on 1 March 2017. This is the highest possible rating from NZQA and the accreditation report had no recommendations for the College - this in itself is an outstanding achievement. NZQA is responsible for the quality assurance of education providers and their review concluded that the NZQA is highly confident in the College’s educational performance and self-assessment. Dr Phil McMaster, President and one of the founders of the College, commented on the NZQA accreditation report by saying "this is an

outstanding achievement by students, staff, faculty, the Board of Trustees and the valued stakeholders that have supported the College for many years. With this excellent result in mind, the College will continue to lead chiropractic education and set the standards worldwide."
The Rubicon Group believes that people deserve a
healthy, happy life, and that chiropractic helps them
achieve it. There are so many ways you can get
involved in helping Spinal Research create &
communicate knowledge. On April 7th 2017, we
have attended a meeting between representatives
of TRG and the Australian Spinal Research
Foundation in Melbourne Australia. Spinal Research
facilitates research that investigates the hypothesis
that chiropractic care leads to better nervous system
function, thereby enhancing health, quality of life
and human performance.
➢ TRG and the Australian Chiropractic Colleges, had a
research agenda meeting with the Australian Spinal
Research Foundation, discussed on the research
agenda that builds an evidence base in support of
chiropractic, and grows certainty within the profession
and community, resulting in chiropractic becoming a
first choice in health care. We want to create the
knowledge that informs and enables chiropractic
professionals, leaders and influencers to understand
and communicate the benefits of chiropractic care.
THE RUBICON CONFERENCE MELBOURNE
➢ The Rubicon Conference Melbourne offers a carefully
assembled curriculum providing cutting edge content that
the chiropractors will be able to put to work on Monday
morning. Following this conference the chiropractors
understood more about how chiropractic works, how
doctors can articulate the vision as a chiropractor in an
evidence-informed and scientifically rigorous manner and
how doctors can engage the future of the profession around
the globe to assure adjustment-oriented, neurologically-
centered chiropractic care is recognized for its contribution
to humankind.
After two days of meetings with the 10 Principled TIC College
Presidents (The Rubicon Group) designing the spread,
development and impact of TIC education and patient
awareness worldwide, we have started the Melbourne,
Australia seminar with 350 doctors.
➢ The Advances of Neuroscience at the Rubicon Conference on
April 8th 2017: Drs. Haavik and Holt with share their research history
and demonstrating the body of knowledge that has been amassed
over the past 15 years and the implications of this research in the
practices of chiropractors. Together they will bring the latest in
neuroscience research enriching the value and clinical utility of the
chiropractic approach to health and well-being. This is a translational
lecture bringing current basic science research findings to the
adjusting table of the chiropractor for the benefit of his/her patient.

Bruce Lipton, Ph.D. cellular biologist and author, was formerly an Associate Professor of Anatomy at the
University of Wisconsin’s School of Medicine and Research Scientist at Stanford University’s School of
Medicine. Dr. Lipton has served as a Visiting Professor at Palmer College, Life Chiropractic College West
and The New Zealand College of Chiropractic. He is the author of the bestselling books The Biology of
Belief and The Honeymoon Effect, and co-author of Spontaneous Evolution. He was at the Rubicon
conference shares about how chiropractic changes cellular biology of human body
The ACC Initiative is driven by a group of dedicated industry leaders committed to the future of
chiropractic, and the CDAHK presents at the Rubicon Conference is to support the establishment of
Australian Chiropractic College (ACC) as they will support Hong Kong to develop our own chiropractic
college. The ACC Initiative is a Non For Profit organisation whose purpose is to: Advance public
knowledge and understanding of chiropractic; encourage, promote and facilitate education in health in
connection with the Science, Art, Philosophy and Politics of chiropractic; and represent the interests and
concerns of the ACC Initiative to government, the community and the profession. Dr Patrick Sim, leader
of the ACC was overwhelmed with gratitude for all our generous sponsors from The Rubicon Group, and
the ACC is thrilled to announce that they have received $250 000 in donations from the weekend!

Next Generation of Hong Kong Chiropractors
Dr. Eric Chu was honored to meet with many HK chiropractic students in Australia during the Rubicon
Conference with Dr Alvin Hsu (CDAHK member). We shared our lives as foreign students, the recent Hong
Kong elections, and how young doctors see their role as the future Hong Kong Chiropractors.
When I asked the students, "Why do you chose chiropractic as your life career?". Most of them tell me that,
they were either being helped by a chiropractor, or influenced by one of us in HK. In fact, many of our
members have a second generation chiropractor returning and we may eventually have a "脊二代" term
soon. This implies to the profession that we have done something great, and our children want to become
chiropractors because the second generation is also proud of what their parents.
This chiropractic movement is unstoppable. We already know that the future chiropractic will switch from
survival of the fittest (old time) to cooperation (future); Take over/defeat others (old time) to Strategic
relationships (future); Kingmakers/inventors to complex partnerships; and unsustainable system/ players
crawling to the top to system of multiple parts working in collaborations. I was at the old time and it's our
duty to nurture the future doctors.
Hong Kong's healthcare community relies on the generation of young doctors who are keen in developing
a prosperous vitalistic society. I am looking forward to their return and serve a greater purpose of good.
Special thanks to RMIT 5th year student Damien Tam, who organized the event at the Father’s Office
Restaurant in Melbourne Australia. We are looking forward to see their return and serve our community
together.
Hong Kong Policy: One of the CDAHK’s mission is to maintain and promote chiropractic's unique identity as
a non-therapeutic, drugless and surgical-free health science, based on its fundamental principles and
philosophy. We also provide leadership in the establishment of chiropractic policies and promote the
quality and authenticity of chiropractic education.
A "Concerned Health Care Services Policy Meeting" was held on March 3, 2017. At the meeting, a number
of healthcare representatives including Drs Vincent Chan and Eric Chu (CDAHK) had met with the
Permanent Secretary for Food and Health, Mr. Patrick Nip. We expressed our views on the areas of concern
for the professions. The summary of the meeting is included.
1) the composition of the members of the Hong Kong Chiropractic Council shall take into account the
representativeness of the organizations, reflecting the needs of the industry
2) the revision of the code of practice for chiropractors by the Hong Kong Chiropractic Council had limited
the provision of chiropractic services, prohibit the development of the industry and our scope of practice.
3) e-health record should be accessible to registered chiropractors, so that the chiropractors can obtain
medical records for patients benefit
4) urge the Council and government to follow up the sick doctor to issue sick certification
5) we are preparing to set up a chiropractic school
Most our members concerned are voiced to the Health Bureau during this meeting. However, if you have

About the Mercer Health and Benefits report: Niteesh Choudhry, MD, PhD, assistant professor at Harvard Medical
School, and Arnold Milstein, MD, MPH, chief physician at Mercer Health and Benefits, evaluated the peer-
reviewed literature and constructed an economic model to estimate the likely impact of expanding chiropractic
coverage for neck and low back pain within U.S. health plans, including the relative cost-effectiveness of
coverage of chiropractic physician services compared to coverage only for medical physician services (medical
doctors, osteopathic doctors, physical therapists and others).
Dividing differences in total costs of care per episode of care between chiropractic and other care modalities by
differences in their effectiveness provided the authors with estimates of effectiveness measured in dollars per
quality-adjusted life years (QALY) units. According to the report, estimates based on dollars per QALY units "are a
common currency for assessing the value of health care interventions and thus facilitate the comparison of
chiropractic care for spinal disorders with other treatments for these conditions as well as unrelated disorders."
To calculate unit prices payable by U.S. insurers for the coverage of low back and neck pain care, the authors
pulled billing data from Mercer Health Online, which houses data for more than 80 large employer-sponsored
health plans covering nearly 3 million members. Of note, prescription drug expenditures were not included in the
analysis; inclusion of said expenditures presumably would have increased non-chiropractic costs of care
significantly.

To work harmoniously with other health care organizations and governments

of family health, Drs. Jessica Lee and Tracy Wong (Public Relation
Committees) had an initial meeting with the Student Committee from the
Hong Kong University Medical Society in regards to our potential
collaboration on their up coming event. The theme for their Medical Health
Exhibition this year is Musculoskeletal Health! 💀 At CDAHK, we make it our
goal to promote Chiropractic and its benefits on health and wellness. Public
education is something we strive to do as an association. We encourage
everyone to support them as much as we do!
The report prepared by Mercer Health and Benefits, "Do
Chiropractic Physician Services for Treatment of Low Back and
Neck Pain Improve the Value of Health Benefit Plans?" concludes
that chiropractic care "is likely to achieve equal or better health
outcomes at a cost that compares very favorably to most
therapies that are routinely covered in U.S. health benefit plans".
