China Foreign investors seek new battlefields With Shanghai having limited investment opportunities in the real estate market, Jiangsu and

Guangdong Provinces are likely to become the new battlefields for foreign real estate speculators, today's Shanghai Securities Times reported. Overseas investments played an important role in Shanghai's real estate market last year, with 22.2 billion yuan (US$2.67 billion) poured into the market. However, this year, a growing amount of foreign investments have flowed to Jiangsu and Guangdong Province, with the amounts 6.6 and 2.5 times the amounts from last year respectively. Fewer investment channels in China is cited as the main reason for foreign investments to crowd into the real estate market, said an industry analyst, adding that the long-term sluggish stock market has given a boost to real estate investment. However, investment opportunities in Jiangsu and Guangdong Province are also shrinking, the analyst pointed out. Residents in Nanjing of Jiangsu Province have a per capita debt of 7,067 yuan (US$851), with nearly 77 percent of their debt in property loans, so they will be unable to take on new loans. Moreover, no preferential policies are available in Guangdong for real estate investments. China promises better conditions for investors China will continue to open its market, improve the legal system, and improve administrative management to create better conditions for foreign investors, said Chinese Premier Wen Jiabao in Beijing yesterday. "We welcome entrepreneurs from around the world to invest in China and conduct economic and technological cooperation in various forms," said Wen during a meeting with entrepreneurs attending the 2005 Fortune Global Forum. "China is now in an important period of development, and it hasa huge market and human resources, and a stable environment to facilitate foreign investment," he said. Wen said the forum improved exchanges between economic and cultural circles, adding that China will firmly keep to the open policy and play a more active role in international cooperation and competition. Wen also briefed the guests on China's economic development andanswered their questions. China calls US, EU textile actions unfair Minister of Commerce Bo Xilai said yesterday that it is unfair for the United States to impose import quotas on China's textile products and for the European Union to consider similar action. Speaking at the 2005 Fortune Global Forum in Beijing, Bo said "some developed countries" had failed to abide by World Trade Organization rules, which partly contributed to the short-term surge in Chinese textile exports. In 1995, the WTO asked developed countries to gradually ease their textile quota systems over the next 10 years. All such quotas were set to expire on January 1, 2005. "But some countries didn't do that. They kept 70 to 90 percent of the most important quotas in place until the end of last year. Their activity caused the short-term rapid growth of China's textile exports in the first several months this year," said Bo. "But now the United States and the EU blame China for the rapid growth, and tried to set restrictions on China's textile products. It's unfair." Developed countries should not employ a "double standard" in international trade, which means asking the entire world to open markets to their industries while keeping their own markets closed

in fields where they have no competitive edge, he said. "Such activity is obviously in violation of the WTO principle of 'free and fair trade'," said Bo. The European Union opened an investigation into 12 categories of Chinese textiles in early April. Last Friday, the United States re-imposed quotas on Chinese-made cotton trousers, cotton knit shirts and underwear. No timetable for floating currency system JWC China news, Chinese Vice Finance Minister Li Yong ruled out Friday that China will adopt a floating currency system in the near future. Speaking at the 38th annual meeting of the Asian Development Bank (ADB), Li said there is no timetable now for China to adopt a floating currency system since the upward pressure is not strong. "I feel the pressure is not from the outside rather from domestic needs," he said, "Establishing market mechanisms and financial sector reforms are prerequisites for floating RMB." China will take into account the impact of any RMB reform on regional and global economies, he said. "I urge them not to do such speculation (on a possible revaluation of the RMB). They need patience," Li said, adding China shares other countries' concern about imbalances which threaten the world economy. He said China will spend part of its foreign exchange reserves to support its financial reforms. "China will spend the necessary resources to support reforms," Li said, citing China's past decision to inject capital into state-run banks as examples. "One big concern to me is that too much hot money is flowing into China," Li said. However, a soft landing is "certainly achievable", added he. ADB economist warns risk in China's overheating economy A senior economist with the Beijing office of the Asian Development Bank (ADB) said that the current growth rate of China's economy and its fixed asset investment may lead to inflation and other risks. Zhuang Jian was quoted by the China News Service as saying that this year is key to the stable and sustainable development of China's economy and macro-control policy should continue to cool down the economy. China's first quarter gross domestic product (GDP) grew 9.5 percent year-on-year, and without further control measures, the year's GDP growth rate will probably exceed 9 percent, he said. "The continuous three-year GDP rate over 9 percent will lead to a 5-plus percent rise in consumer price index (CPI), which most residents cannot bear," he said. Currently Chinese enterprises and local governments are still very eager to invest, and the inflation pressure is enormous, he said. The fixed asset investment in China's urban areas went up by 25. 7 percent year-on-year in the first four months this year, according to China's National Bureau of Statistics. The government should increase its support for agriculture and improve the market environment to stimulate consumption. This will boost the development of agriculture and services industries and balance the relationship between investment and consumption, Zhuang said.

5 Chinese firms issue 10-bln-yuan short-term bonds Five Chinese firms issued seven short-term bonds worth 10.9 billion yuan in line with state regulations, a report published on the website of the People's Bank of China (PBC), the central bank, said yesterday. The report said that the five firms, including three listed companies, are the Huaneng International Power Sharing Corporation, the Shanghai Zhenhua Port Machinery Share-holding Co., the Air China Share-holding Co., the China Minmetals Group and the State Development and Investment Corporation. The seven short-term bonds have terms ranging from three months,six months, nine months and 12 months. The interest rate of the 12-month term bonds is 2.9 percent. Eight financial institutions, including the country's four major commercial banks, as well as the Everbright Bank, were authorized Thursday by the PBC to sell the bonds to qualified institutional investors. The move, which can save 266 million yuan for the five firms, came after PBC allowed eligible enterprises to sell short-term bonds to qualified institutional investors in the country's inter-bank market Tuesday. Thursday's China Securities Journal reported that under a deal signed Wednesday, the China Construction Bank, one of the four major state-owned commercial banks, will sell 5 billion yuan (some 600 million US dollars) worth of short-term bonds to the listed Huaneng International Power Sharing Corporation. The Industrial and Commercial Bank of China, another major state-owned bank will sell short-term bonds for the Shanghai Zhenhua Port Machinery Share-holding Co. However, the report did not say on how many bonds the company plans to issue. The Bank of China said it would sell 2 billion yuan (240 million US dollars) in short-term bonds for Air China Share-holding Co. Enterprises issuing such bonds are required to file at the central bank. The regulation change excludes the public. Businesses are only allowed to sell the bonds to institutional investors. Overseas funds bolstering China's house prices Almost 13 percent of real estate investment in China comes from overseas, and 20 percent of local residence buyers are either foreigners or compatriots from other cities or countries, according to a report on Shanghai's finances just released by China's central bank. In Shanghai, where housing prices have been rising amazingly fast in the past two years, the average price in urban and suburban regions has exceeded 10,000 yuan (some US$1,200) per square meter. Some overseas investors, expecting RMB/yuan appreciation, have bought dozens of apartments in China's coastal cities, including Shanghai, according to the State Administration of Foreign

Exchange. Many local Chinese have joined in on the speculation, hoping to profit from a jump in housing prices. In the first 11 months of 2004, over 22.2 billion yuan (US$2.67 billion) in overseas funds rushed into Shanghai's real- estate market, 15 billion yuan of which were used for housing development, 12.7 percent of the total investment in Shanghai's real estate development. Currently, investors from overseas can directly buy local property with foreign currency or Renminbi. Since 2004 foreign investors altogether bought 3.95 million square meters of houses in Shanghai, soaring 85 percent year on year, the report said. "Overseas investors prefer expensive housing, and 70 percent of high-class houses in downtown Shanghai were sold to overseas purchasers after last October," said an insider who declined to give his name. During the Jan.-Nov. period in 2004, about one million square meters of commercial housing with prices above 11,000 yuan per square meter were purchased with overseas funds, almost tripling from the same period in the previous year, according to official statistics provided by local real estate administration. Starting last year, names like Merrill Lynch and Morgan Stanley Investment Bank constantly made headlines for completely taking over real-estate projects in Beijing and Shanghai. International fund management companies like Morgan Stanley and Lehman Brothers began scrambling for Shanghai's real-estate market. They either directly bought residential apartments and office buildings or set up joint ventures for future estate business. According to the Economic Information Daily, a retirement-fund management company from Singapore and a German bank are in talks separately with Beijing Capital Land for property in the Zhongguancun district, the so-called "Silicon Valley of China". Headquartered in Shanghai, the Yangtze Special Situations Fund, with investment from both America and the Shanghai Industrial and Development Company Limited, left no doubt about a 30-million-US- dollar debut purchase of a luxury residential high-rise in Beijing. In 2004 the total investment made by foreign-funded real estate firms jumped over 65 percent year on year in Shanghai. Currently there are 448 foreign-funded estate development companies in Shanghai, with registered capital of 73.3 billion yuan (about US$8.83 billion), up 35 percent from 2003. The inflow of foreign funds into China's real estate market not only raises housing prices, but fosters speculative activity, acknowledged Cai Weimin, secretary of the Taiwan Real Estate Policy Institute, which often gives advice to Taiwan compatriots on house purchases in Shanghai. In 2004, an overseas individual once bought a total of 115 apartments in Shanghai, where almost 20 percent of the houses bought by foreign investors were sold again in a year. Some experts, worrying about the property bubble created by foreign speculative funds, suggest stricter measures be taken to restrict such inflow. The "hot money" has pushed housing prices to a very high level, making some cities look "prosperous", but does no good to the investment climate as it leads to higher living and business costs, they say.

North America Queen Visits Canada

Canada is a constitutional monarchy and our head of state is Her Majesty Elizabeth II, Queen of Canada. But the Canadian Constitution limits her powers in government and the Queen is generally considered a figurehead leader only. Some Canadians question the relevance of the Queen's position in Canada, in part because the nominal leader of Canada lives in another country and her position passes down to her descendants. In a poll of Canadians taken in the spring of 2002, more than half of respondents thought the royal system was outdated. However, only 41 per cent believed it was time to abolish the monarchy, down from 47 per cent in 1994. Even former Deputy Prime Minister John Manley suggested replacing the Queen with an elected head of state, while groups such as the Monarchist League of Canada fight any move away from the crown. But Canada isn't unique in its system of government. Dozens of constitutional monarchies exist around the world. Most of them have their roots in England and are members of the Commonwealth. Some of the Commonwealth countries, however, have a native monarchy. Lesotho gained independence from the U.K. in 1966 and now recognizes King Letsie III as its head of state. He is considered a "living symbol of national unity" and has no government powers. Malaysia, another Commonwealth nation, has a "paramount ruler" as its head of state. The ruler is selected by and from a group of hereditary leaders representing nine of the country's 13 states. The ruler appoints senators and judges but has limited powers under the Malaysian constitution. Some Commonwealth nations – such as Botswana, Fiji, India and South Africa – have removed the monarchy as part of their government, choosing instead to become republics and to select their own heads of state. A strong republican movement in Australia led to a referendum in 1999. The Australians voted to retain the monarchy, but the republicans blamed their narrow defeat on the wording of the referendum question. The question proposed that the president of an Australian republic would be chosen by parliament, not by a popular vote. Many republicans rejected this option and chose to stay with a constitutional monarchy. The constitutional monarchies that exist outside the British Commonwealth have monarchs with varying degrees of power. Kuwait appears to have a constitutional monarchy in name only. Both the country's prime minister and deputy prime minister are appointed by the emir. The cabinet is appointed by the prime minister from an elected National Assembly, but must be approved by the emir. In Japan, the power exercised by the emperor has changed throughout the country's history. From the early 17th to the late 19th century, Japan was ruled by the shoguns, military rulers who passed

their power down family lines. The emperor was ostensibly returned to power in the 19th century following a political upheaval known as the Meiji Restoration. However, the real power rested with powerful families called the daimyo. Under the current constitution, the emperor is a "symbol of state" but holds very little power. The Principality of Monaco boasts that the House of Grimaldi has held the crown for 700 years. However, the rule of Monaco will revert to France if a male heir to the house is not born. The Monegasque monarch is head of state and may appoint a minister of state from a list of three candidates selected by the French government. King Bhumibol Adulyadej of Thailand holds the title of the world's longest reigning monarch, having held the throne since 1946. Even though the position holds very little power, Thais regard their king as a true royal symbol, a source of pride for the country. Air Canada to introduce non-stop flight from Beijing to Toronto News Release April 26, 2005 Air Canada, one of the largest Airlines worldwide recently announced that effective from June 2, 2005 (June 3 Beijing Time), the Airline will launch its non-stop flight service from Beijing to Toronto. This new air routine，the first scheduled flight connecting China mainland with Eastern Canada, is established to serve the demands of the continuous growth of the aviation market in the two countries. Air Canada will offer 3 flights per week in June growing to 4 flights in July. The flight eastbound from Beijing to Toronto will be numbered AC032 and the returning westbound flight from Toronto to Beijing is numbered AC031, the time in the air will be 13 hours and 13 hours and 20 minutes respectively saving over three and half hours compared with the traditional routing through Vancouver. AC032 departs every Tuesday, Wednesday, Friday and Sunday at 13:20 local time from Beijing, arriving Toronto the same day at 14:20 local time. AC031 takes off every Monday, Tuesday, Thursday and Saturday at 10:00 local time from Toronto, arriving Beijing the next day at 11:20 local time. Beijing-Toronto flight will deploy 281-seat Airbus A340-300 passenger aircraft providing travelers even more convenient and comfortable flight experiences. In addition, to cope with the increasing demand on its Shanghai-Vancouver flight, Air Canada will replace the current 188-seat Boeing 767-300 aircraft with the larger Airbus A340-300. With the new service arrangement, Air Canada is boosting seating capacity on Canada-China flights by 16 percent and freight tonnage by 45 percent. "China is the fastest growing aviation market in the world, and Air Canada's global network is well positioned to meet the needs of international travellers and freight forwarders. Strong Canadian dollar hurts exports, tourism JWC Canada News, The strong Canadian dollar has been a big factor weighing down exports, which are big contributors to overall gross domestic product, Canadian economists said Friday. That continues to weigh down Canadian manufacturers and will likely even hit the tourism sector this year, Bank of Canada governor David Dodge told reporters. Generally, businesses seem to be coping with the changes sweeping the global marketplace, but most growth will come from domestic demand by households and businesses, Dodge predicted. "Growth in manufacturing can be expected to moderate, as the higher Canadian dollar dampens

demand for made-in-Canada products. " That includes technology products from Ottawa's high-tech sector as well as tourism and hospitality, he said. The strong dollar makes Canada's exports more expensive to the world. That is part of the reason the central bank recently trimmed its outlook for economic growth this year to about 2.6 percent from previous expectations of just under 3 percent. Canada New Initiatives: Off-campus Work and Post-graduation Employment Off-campus work The off-campus work program allows foreign students at public post-secondary institutions to work off-campus while completing their studies. Off-campus work is an option for students studying at institutions in provinces that have signed agreements with CIC. These provinces are as follows: Manitoba New Brunswick Quebec. The census metropolitan areas of Montréal and Québec are currently excluded. The agreement will soon be amended to include them. As new agreements are reached, more provinces and territories will be added to the list. Watch the CIC Web site for updates. Students who come to Canada under the Canadian Commonwealth Scholarship and Fellowship Plan or under the Government of Canada Awards Program funded by Foreign Affairs Canada or by the Canadian International Development Agency are not eligible for off-campus work. Post-graduation employment As of May 16, 2005, the post-graduation work program will allow certain students to work for up to two years after their graduation. Previously, students were only allowed to work for one year. Foreign students are eligible for a post-graduation work permit only for employment in their field of study. They must still have a valid study permit and apply for the work permit within 90 days of receiving written confirmation (transcript, letter, etc.) from their institution indicating that they have met the requirements of their program. Once students have one of these documents, they can apply for a work permit. Post-graduation work permits are only available to graduates of a program at a Canadian university, a community college, a CEGEP, a publicly funded trade or technical school or a Canadian private institution authorized by provincial statute to confer degrees. To be eligible for a two-year work permit (rather than just a one-year permit), foreign students must have successfully completed a program of at least two years of full-time studies;

received written confirmation (transcript, letter, etc.) from the educational institution indicating that they have met the requirements of the program of study; studied at and graduated from an institution located outside of the Communauté métropolitaine de Montréal (CMM), the Greater Toronto Area (GTA) or the Greater Vancouver Regional District (GVRD); Note: Foreign students who complete their studies at a campus located inside the CMM, the GTA or the GVRD, but at an institution whose headquarters for that campus is located outside those areas, are not eligible for off-campus work under this program. found employment outside of the CMM, GTA or GVRD. Note: Foreign students who graduate from an institution located inside one of those areas are not eligible for a second year of work, even if the employment is located outside of those areas. Foreign students who currently hold a one-year post-graduation work permit and who meet the eligibility criteria for a two-year permit can apply for a one-year extension of their work permit. Important information about work permits for students Do not work without being authorized to do so. If you do, you will be in contravention of the law and may be asked to leave Canada. Students who qualify for the new initiatives still require a work permit, but they will be able to apply for one without having to obtain a labour market opinion from Human Resources and Skills Development Canada. Students must not begin to work until they have received their work permit. US consumer credit increases slowly in March The consumer credit in the United States increased at an annual rate of 3.1 percent in March, the smallest gain in four months, the US Federal Reserve (Fed) reported on Friday. The increase in March followed a 3.3 percent rise in February and a huge 6.5 percent surge in January. It represented the smallest percentage increase since a tiny 0.2 percent rise last November. The report showed that demand for credit cards and other types of revolving credit edged up at an annual rate of 0.6 percent in March following a much stronger gains of 4.8 percent in February and 6.3 percent in January. However, demand for nonrevolving debt, a category that includesauto loans, loans for mobile homes, boats and loans for vacations and schooling, rose at an annual rate of 4.7 percent in March, more than double the 2.3 percent gain in February. The consumer credit covered in the Fed report does not include mortgage loans or home equity loans. The consumer spending accounts for about two-thirds of the US economic activities and is the main force in pushing the economy forward.

Africa sets to attract 7 million foreign tourists in 2006 South African tourism authorities on Saturday announced the goal to attract 7 million international visitors in the coming year, thus turning the travel industry into a major contributor to the country's economic growth and job creation. Opening Indaba 2005, an annual international tourism trade fair in Durban, South Africa's Tourism Minister Marthinus van Schalkwyk said the industry should have broken "barrier of 7 million international visitors" when Indaba 2006 is held. Last year South Africa received 6.7 million international tourists, the highest number ever, and "this is only the beginning, " van Schalkwyk said. He said both South Africa and southern Africa, which offer awesome experiences rooted in the African soil, have been "on the minds and lips of the world." "From China to Paris, from New York to Nairobi the word is out, " he told some 1,500 travel operators, international buyers and visitors to the four-day trade show. While African and European countries remain the major source of foreign tourists to South Africa, America and Asia are emerging markets, according to South African Tourism, the country's official tourism marketing organization. Tourism industry is replacing traditional gold exports as South Africa's new economic engine for its job creation and contribution to the gross domestic product (GDP). SA Tourism said on Saturday that the industry contributed 93.6 billion rand (US$15.6 billion), or 7.4 percent, to the country's GDP in 2004. Tourism is also emerging as a significant job creator, which is key to the country's economy pinned down by unemployment rate as high as some 30 percent. A total of 1.2 million jobs, both direct and indirect, have been crated until last year, said SA Tourism. Moeketsi Mosola, SA Tourism's chief executive officer, urged the industry to meet the challenge of attracting more foreign tourists through providing quality and diversified services. But the officials did not mention the challenge imposed by strong rand, the local currency, which was blamed by some economists as pushing up prices and denting South Africa's reputation as a cheap destination. Martin Hatchuel, a local freelancing writer focusing on tourism business, said while a strong rand should be welcomed as a sign of healthy economy, there is still a space for tourism industry to make products more affordable. Indaba 2005, reportedly the biggest one in its 23-year history, attracted more than 1,600 exhibitors from the southern African region and some 3,000 international buyers from 81 countries. The tourism showcase has become the largest one in southern Africa and is established as one of the top three "must visit" events of its kind around the world, said van Schalkwyk. East African nations to work toward monetary union Central bank governors from the East African Community (EAC) member states of Kenya, Uganda and Tanzania have agreed to work toward a common monetary union. The monetary union, one of the preconditions of arriving at a political federation, will see the three partner states adopt a common currency. Tanzania's Daudi Ballali, Kenya's Andrew Mullei and Emmanuel Tumusiime-Mutebile of Uganda

also reaffirmed their commitment to support sustainable development in the region, according to a statement from the EAC Secretariat issued in Nairobi Saturday. "The governors reaffirmed their commitment to support sustainable development in the region and maintain prudent monetary policies and a sound and stable financial system," the EAC said. The governors who were meeting to discuss progress being made toward implementation of decisions of the Monetary Affairs Committee of the EAC, agreed to work together in the design and implementation of government policies directed toward achieving and sustaining macroeconomic convergence targets in the region and monetary union in particular. "They deliberated on interest rates, savings, and instruments and institutions of monetary policy, as well as the need to ensure sustainable fiscal deficits," the statement said. The three governors observed that in spite of unfavorable weather conditions and high world oil prices, the three nations achieved higher gross domestic product (GDP) growth rates last year. "The governors were satisfied that annual underling inflation in the three EAC countries remained within the 5 percent ceiling convergence criteria, despite inflationary pressures during 2004 mainly arising from drought and rising oil prices in the world market," it said. They also emphasized the need to continue with sectoral, structural and institutions reforms in order to reduce interest rates spreads, and to move toward greater macroeconomic convergence.

席卷神州大地当然 值得思考的是：如此黑恶的集团在浩荡的民主下是如何会产生的？

一场扫汤黑恶势力的狂飙正在席卷神州大地。专家分析：中国黑社会性质组织成员手段之残忍，气焰

之嚣张，令人触目惊心；一些地方的黑恶势力已经完成罪恶的「原始积累」，不甘于地下，开始直接向政治

领域渗透；权力的庇护是黑恶势力膨胀的直接原因，反黑必须与反腐同时进行，不可毕其功于一役。黑社

会问题己浮出水面。

嚣张 20 世纪末十年，中国司法机关连续开展了几次大规模的「严打」战役，尤其是到 90 年代中后期，

警方每年要摧毁 10 万多个各种类型的犯罪团伙。这些行动虽然收到了一定的效果，但是并没有完全遏制住

黑势力团伙疯狂犯罪的势头。从近几年披露的案件来看，有些地方的黑势力团伙简直到了无法无天、肆意

妄为的地步。

广东惠州有个「赌霸」周胜勇，他豢养了 3 个黑帮组织，在惠州横行霸道，为所欲为，动不动就对人

刀砍枪击，甚至对警察也敢动刀动枪。1997 年 4 月 10 日晚，周胜勇黑帮在一家电玩世界大开杀戒，民警

陈某亮明身份，前去制止。帮首周乔狂吼道：「警察怎么了？多管闲事，把你也砍了！」打手们一拥而上，

乱刀砍向陈某，其中一名打手向陈的下部捅去一刀，致陈重伤；另一名打手用枪又对准陈某的太阳穴扣动

扳机，恰巧遇哑弹，陈某才幸免一死。

湖南邵阳有个黑社会团伙「中国枭雄会」，头目名叫刘志高，自号「狂龙」，这伙黑帮公然与社会对抗，

杀人、盗窃、抢劫，无恶不作，竟敢在市中心广场公开枪杀警察，致使某派出所警员身负重伤。事后，这

个黑帮组织还用毛笔写出「布告」，公然贴到市区法制宣传栏里───中国枭雄会处决公安人员一名！特此

布告。会长：狂龙。其气焰之嚣张，令人难以置信。

四川覃有宽黑势力团伙较之「中国枭雄会」有过之而无不及，这伙黑帮平日不仅为非作歹、斗狠逞强、

恶霸一方，而且敢于公开与政府对抗，占山为王、抗税抗粮、制售枪枝、施暴抗法。1999 年 6 月 16 日，

宣汉县法院副院长苟于国一行 6 人来到覃家。宣判一起因覃有宽将村支书桂均德鼻根骨打折、胸腹部打伤

的民事赔偿判决书，这边覃有宽面对法官口吐狂言：「宣你**个啥子判呀，看老子今天昨个宣判你！」那边，

黑势力团伙「军师」赵耀明在公路上大声吼叫：「沿河两岸的人听着，法院的人来宣判了，赶快来抓法官！」

随后，覃有宽吩咐手下将 4 名法官和区委副书记唐从舟押往家中，留作人质，命令严加看管：「谁敢反抗，

就挑断脚筋，打死勿论！」同时责令随行的副乡长马敏：「滚回去报告政府，快拿两千万来领人，莫耍花招，

否则千刀万剐！」当夜电闪雷呜，大雨倾盆，法官李建佯装小解，逃出魔窟；随后，苟副院长也从后窗翻出。

凌晨覃有宽获悉有人质逃跑，于是手持钢钻残忍地将年近 60 的老法官瞿朝良眼睛戳瞎，生殖器捅烂，而后

潜逃，而瞿朝良在营救途中死亡。

杀戮中国黑势力犯罪团伙的头目多数都有前科，黑龙江伊春黑势力团伙头目訾庆国曾经两次「进宫」。

黑龙江拜泉县黑势力团伙头目李兆玉曾经三次「进宫」，渖阳五爱市场黑势力团伙头目李俊岩曾经四次「进

宫」，而安徽芜湖黑势力团伙头目许春生则有七次「进宫」的经历，铁窗履历甚至成为这些黑道人物稳坐「老

大」交椅、称霸一方地盘的「资本」。

黑势力团伙人多势众、心狠手辣，他们靠欺行霸市、强买强卖、敲诈勒索、盗窃抢劫、杀人越货等等

凶残的手段暴敛钱财，给社会带来极大的危害。

90 年代初，湖南邵阳曾是一个国际知名的黑社会势力肆虐的重灾区。仅 1990 年邵阳警方就破获各类

黑势力犯罪团伙 1110 个，抓捕骨干成员 3963 人，除赫赫有名的「寒血党」、「中国枭雄会」外，还有令邵

阳百姓胆寒的炭黑场何操平团伙，塔北路周文奇团伙，东大路粟志固团伙，三八亭杨国强团伙，莴家园岳

红旗团伙，工业街曾夏季团伙……这些团伙少则十几人，多则数十人，多是劣迹斑斑的亡命之徒。他们心

毒手辣，为所欲为，经常成群结队，携带火铳屠刀或枪枝弹药，身着盔甲，招摇过市。所到之处，白看白

坐、白吃白喝、白拿白要，偷扒抢劫、嫖赌拐骗、污辱妇女不算，相互之间还动辄刀枪相见，大开杀戒，

不仅自相残杀，而且伤及无辜，搅得整个邵阳鸡犬不宁，人人自危。

即以黑势力团伙使用的凶器而言，真是五花八门，应有尽有：匕首、火铳、杀猪刀、伸缩式长矛、左

轮手枪、五四式手枪、小口径步枪、剧毒麻醉枪、电击枪、电警棍、手榴弹、各种口径的土炮、护身盔甲……

邵阳东区公安分局曾搞了一次小规模的行动，仅收缴的凶器就有几吨重。一老百姓戏言：用这些凶器来武

装一个军。绰绰有余！

辽宁义县有个以佟相利为首的黑势力流氓团伙，其骨干成员共 21 人。佟相利的公开身份是头戴国徽、

身着交通运输检查服装的义县交通局稍户营子检查站站长，实为一个典型的恶霸流氓。只要他看上的女子，

开口便来一句：「咱俩处对象，我把媳妇踹了。」不管对方是否结婚、是否有对象，佟站长总是不由分说，

强行推进他开的警车，随便找个地方就施以暴行。他究竟污辱过多少名妇女，连他自己也说不清，面对公

安人员的审讯，他竟能一口气讲出 44 名被他玩弄过的女性。

黑势力团伙手段残忍的一个突出方式，便是经常采用「挑筋」的手法残害无辜。比如黑龙江伊春訾氏

黑帮即惯用这一残忍的手段，至今伊春仍有多名被訾氏黑帮挑断脚筋和手筋而终身残疾的受害人。此外，

诸如挖眼、灌耳、刮舌、断腿、剁指、解臂等残酷手段也经常在黑势力团伙中使用。

湖南邵阳有个以罗成为首的黑势力团伙，一次少年申缘飞在游戏室里玩得正起劲，被该团伙挟持到一

个柑橘园内。歹徒将其双手按在地上就砍，因土质松软，指头不易砍断，残忍的歹徒找来钢管垫在申的手

下再砍。可怜少年申缘飞两手被剁去 7 个指头。而其缘由，仅仅是因为申缘飞经常跟与罗成有隙的唐建军

一起玩儿，罗一伙瞧着他不顺眼！在另外一起黑势力团伙伤害案中，歹徒将无辜群众李晓明的十指剁去 9

个，留下右手大拇指，意在让受害人能竖起拇指夸赞该团伙是「老大」！

灾变

中国黑势力团伙的形成有其复杂的自身原因和社会原因，就笔者手头掌握的近 600 个案例来看，其形

成大致可以分为以下四种类型。

1．亲情纽带家族联盟

江苏南通警方破获的徐连建黑势力江匪团伙，其成员达 30 人。这个团伙带有明显的家族性，大多沾亲

带故有亲属关系。他们先是在江边打捞废物。后来乘夜晚偷盗船上或岸上的物品，又发展到偷盗停泊的铁

船拆成废铁变卖， 后结伙公开上船行凶抢劫、强奸伤害。徐连建黑势力团伙为非作歹，搞得长江下游一

度极不安宁。案发后团伙中有 9 人被判处死刑，其余 21 人也分别被判处无期或有期徒刑。

黑龙江伊春訾氏黑势力团伙更为典型。这个团伙以訾庆国为首，訾氏六兄弟为骨干，后来发展到 70 余

人。訾氏当初家境贫困，六兄弟文化程度普遍不高。从 80 年代末开始，凭藉暴力开始了发家历程。六兄弟

有的非法倒卖木材，有的办皮包公司，有的开办「酒楼」、「歌舞厅」、「洗浴中心」，有的专门干敲诈勒索的

勾当，以暴力开路，欺行霸市。哥儿 6 人互为依托，又各自招兵买马、网罗地痞流氓，很快形成了「规模

效应」，并迅速积累了巨额财富。90 年代末，该团伙更是频繁作案，案发时除查实的 17 个罪名下的 154 起

刑事案件外，还有大量涉及扰乱社会秩序、侵犯公民人身权利和财产权利的案件，光专案组的「笔录」就

达两米多高。

2．公司搭台黑道唱戏

广西梧州张树林黑势力团伙的形成是从「典当铺」开始的。1993 年，张树林办了一个名叫「及时雨」

的典当铺，但他并不安心本分地做典当，而是高息放贷，暴敛不义之财，作起了「大耳窿」。他以金钱为纽

带、以当铺为幌子，拉起旗杆，网罗了 28 名游手好闲的地痞流氓帮助「看场收数」，并给他们配置了摩托

车、手机等交通和通讯设备，在长达 6 年多的时间里，横行梧州，为所欲为，共作大案 34 起，砍伤 16 人。

案发后警方共冻结其涉案赃款 127 万，查扣各种小汽车 10 辆、摩托车多辆，手机及其他财物折价 100 余万

元。

河南登封刘华黑势力团伙也是在「公司」的掩盖下形成的。刘华 28 岁时涉足商界，10 年下来办了许

多家公司，同时也成为登封黑社会的龙头老大。他还在公司招聘、豢养了一大批打手：耿占伟，个体煤矿

老板，刘华黑社会组织的负责人；田义贵，16 岁时到少林寺学武 8 年，能头破砖瓦、喉顶金枪；茹茂东，

在少林寺习武多年，会飞檐走壁，舌舔烙铁；张亚军，原为摔跤运动员，曾获全国摔跤赛亚军；陈志勇，

保安部经理，武警出身，曾在少林寺修练，武功高超……这伙「黑道群匪」共 20 余人，他们以黑致富，又

以富养黑，并凭藉公司的经济实力，拉拢腐蚀一些身居要职的「公仆」和「蓝盾」，长期以来横行霸道、打

砸抢砍、敲诈勒索、狼亵强奸、无恶不作，成为为害登封及周边市县的一大祸源。

河南虞城县利民镇副镇长何长利，自称「何三爷」，他利用职权，先是纠合镇上 25 个「有头有脸」的

人物结拜弟兄、喝血酒、祭鬼神，共同盟誓：「我们兄弟意气相投，誓同生死，若有私念，天地不容！」全

镇 47 名人大代表中有 22 名是这个团伙的成员，全镇 7 个基层党支部中有 5 个支部书记参与结拜，全镇 10

个镇办企业中有 7 个企业负责人系团伙骨干。这个盟会又穿插结拜，滚动发展，后来又形成 5 个小团伙，

成员扩展到 44 人。虞城的地痞流氓趋之若鹜，主动加盟，在逃犯刘军一次就带领 24 名「兄弟」投到「何

三爷」的门下。这些人在当地敲诈勒索、欺行霸市，横行乡里、鱼肉百姓，为所欲为、无恶不作。迫于何

氏黑势力的淫威，利民镇党委一度召开会议都要秘密进行，或者转移到离镇 12 公里外的县城去召开。1994

年 3 月，新的县委排除干扰，狠下决心捣毁了这个黑势力团伙，深受其害的利民百姓自发捐款，连唱 12 天

大戏，欢庆「利民镇第二次解放」。公审何长利团伙成员大会之日，利民镇万人空巷，全镇两万多人冒雨参

加大会，鞭炮在城内持续响了一个多小时！

此外，诸如山东微山县留庄乡一村的支部书记李修文、山东即墨县黄泥湾村主任干希成、山西平陆县

前村村委会主任裴安军、天津市大邱庄「庄主」禹作敏等等均是国人周知的依仗职权、称霸一方的黑势力

团伙主帅。毫不夸张地说，上述地方在这些恶霸「当政」期间，已经不是共产党的天下了。

3．共同犯罪臭味相投

这种类型的黑势力团伙系典型的黑社会性质组织，其成员年龄普遍较小，多是几次「进宫」的亡命之

徒，有严密的帮规「纪律」，气焰嚣张，手段残忍。

1992 年，浙江泰顺县罗阳镇的 20 多名流氓痞子结成团伙，在当地万罗山顶的一块坪地上齐刷刷地跪

下，手持袅袅香烟，口中念念有词，赌咒盟誓，共谋「大事」。事后，这伙人均在自己的臂膊刺上两把匕首

交叉的图案，是为「匕首帮」。「匕首帮」的帮主叫刘家义，不少成员有几「进宫」的经历。结帮之后，这

伙人寻□滋事，打架斗殴，敲诈勒索，无恶不作，到该团伙骨干成员被抓获时为止，殴打致伤的无辜人士

已达 36 人。「匕首帮」在泰顺又有「地下法庭」和「第二派出所」之称，帮主刘家义被称作「第一公安局

长」。其经济来源主要有三：一是巧立名目，敲诈勒索；二是替人讨债，索取钱财：三是充当保镖，领取酬

金。

1998 年春节，从少林武校「学成」后又闯汤江湖的浪子祁伟回到安徽明光，他先后纠集了 6 名「弟兄」

献血起誓，并郑重其事地制订了 11 条帮规和 4 条对叛逆人员的惩处办法。这个帮会的成员年龄 大的不足

20 周岁，有几名还是在校高中生。祁伟给成员们配备了砍刀、短枪和匕首等作案工具，安排他们迅速开展

「业务」。「乾谷组」成员胆大妄为，不仅频繁地蒙面抢劫、杀伤无辜，而且明知室内有人，竟敢多次架起

便携式氧气切割机破门而入，进行捆绑抢劫。短短几个月，「乾谷组」就作大案数十起。破获此案后，警方

在其窝点除搜出大量凶器外，还搜出迷幻药和「入会申请表」。在「入会原因」一栏里，帮主祁伟填的是，

「拼搏是个硬道理」、骨干成员满建光则上书：「发展才能生存」！

此外，诸如辽宁出现的「抚顺虎」、哈尔滨出现的「刀枪炮」、湖南邵阳出现的「寒血党」、湖南湘西出

现的「白龙会」、山西运城出现的「狼帮」、广东的「麻阳帮」、佛山的「水房帮」、江苏海安的「东升帮」……

均是惊动中央、轰动全国、祸害社会、狠毒凶残、罪大恶极的黑社会性质的犯罪组织。

祸根

中国黑势力团伙的肆虐妄为，其原因可以找出许多，但为什么在一些地方，黑势力犯罪团伙气焰如此

嚣张、手段如此残忍、行为如此猖狂，而且可以长达 3 年、5 年甚至 8 年为非作歹、祸害一方呢？我以为

主要的原因是这些黑势力团伙在当地政法机关或党政机关有「保护伞」，官匪勾结、警匪勾结甚至警匪一家

是黑势力犯罪团伙长期肆虐的主要原因！

黑龙江青冈黑势力团伙头子名叫范永光，道上人称其为「范老六」，其知名度之高，青冈县妇孺皆知。

谁家婴儿哭闹，母亲只用「再哭，范老六就来了」一句话，就可以止住婴儿的哭闹。范老六之所以能在青

冈欺行霸市、为所欲为，原因就是他与当时的县委书记有「铁关系」，和原公安局长、政委是「铁哥们」。

一次，范老六和社会上的一些哥们打赌：「我让ｘ书记来，他就得来捧场。」哥儿们不相信，范老六按动手

机，正要到外地开会、小车已开出青冈地界的ｘ书记接到电话，立即命令司机：「打舵，回青冈！」黑势力

流氓团伙有了「靠山」或「保护伞」，作案便更加肆无忌惮，这叫做「有恃无恐」。1994 年 8 月，武汉黑势

力流氓团伙头目王卫喜等人宴请铁路乘警胡、张二人，警匪双方达成一笔权钱交易。当月 22 日，王卫喜一

伙经乘警特许，无票登上从广东开往武昌的 298 次直快列车。在列车上，这伙人以「套红蓝铅笔」游戏为

名目，蒙骗乘客的钱财，并对稍有不服的乘客大打出手。更令人发指的是，在坐满旅客的三号硬座车厢，

两名女青年乘客竟然在座位上公然遭到王卫喜、程刚等 6 名歹徒的长时间猥亵和轮奸。案发后，这个团伙

又供出他们在武昌开往北京的 254 次列车上也曾如法炮制，而且平均每月来这么一两次，一旦伤了人或闹

出事，都由乘警出面，以「私下了结」的方式摆平。254 次乘警长李火生等人在「摆平」一起案件后，就

向王卫喜等人索要 11 万多元的人民币。

1996 年夏，浙江苍南警方冲破重重阻力，终于打掉了一个以许海鸥为首的特大黑势力犯罪团伙，该团

伙的 67 名骨干成员被逮捕。在长达 4 年的时间里，许海鸥黑势力团伙横行苍南，欺行霸市，殴打无辜，敲

诈勒索。而许海鸥也一度成为苍南的头面人物，谁能跟他交上朋友就威风得不得了，他的一张名片卖到 5000

元钱。他开办了一个「参茸交易所」，人称苍南「第二税务所」。许氏团伙之所以如此放肆，就在于他们用

黑钱向政法机关买好了「保护伞」，诸如公安局纪检书记郭炳忠、检察院反贪局局长张爱宝、法院干警许振

军等等均是许氏团伙的铁杆。许海鸥黑势力团伙被打掉后，该县公安局的一位负责人说过一句很到位的话：

「地痞流氓不可怕，政治流氓 可怕，由政治流氓给地痞流氓撑保护伞，使其气焰嚣张，这就是社会治安

混乱的一个重要根源。」中国的黑势力团伙犯罪正在升级，其主要表现形式一是公司化，越来越多的黑势力

团伙在经商外衣的掩盖下干着杀人越货的勾当，其团伙头目则以「董事长」、「总经理」等身份招摇过市；

二是集团化，一些地方零散的、小型的团伙通过联合、投靠、火并等方式逐渐形成人数众多、跨地区、跨

省份、甚至跨国度的黑社会性质组织：三是智能化，黑势力团伙的犯罪手段已经不限于砍砍杀杀、动手动

脚，而是与国际接轨，利用高科技手段进行犯罪活动；四是国际化，境内外黑社会性质的犯罪组织相互勾

结、相互渗透，共同实施有预谋的跨国犯罪；五是高职化，黑势力团伙的龙头老人更多情况下已经不是那

些一脸横肉、两眼凶光、靠亲手砍杀的社会痞子，而是有头有脸、有职有权、有钱有势、看上去宽厚和蔼、

在社会上很有身份的带「长」带「总」字的人物了。

逃汇 7.8 亿美金 南方证券 4 名高管受审

锦维商务中国 5 月 13 日消息：深圳市罗湖区法院今日将开庭审理南方证券高管 7.8 亿美元（大约 60

亿元人民币）外汇逃汇案。这是南方证券被行政接管以来，法院审理的人员级别 高、涉案金额 大的案

件。

起诉书表明，在没有取得有关外汇业务许可的情况下，南方证券原副总裁、国际部总经理等 4 人通过

花旗银行、渣打银行等外资银行，4 年间通过 16 次走账的方式将 7.8 亿美元的境内外汇非法转移到境外，

这笔巨款已成为无

法追回的烂账。

四大逃汇高管遭审

2003 年底，南方证券被行政接管，接管小组进驻后开始大量清理南方证券的历史沉疴。接管小组将清

理的重点放在了南方证券的自营业务和国际业务两块，这两块业务曾经由南方证券前任董事长沈沛的亲信

一手把持。

接管小组配合深圳市公安局，很快有了进展。2004 年 3 月，深圳市公安局刑拘南方证券原副总裁李振

伟。只有大专学历的李振伟在南方证券可是三朝元老，他曾任职于黑龙江省农业银行、中国农业银行总行

国际业务部。1992 年 8 月南方证券组建，有农业银行国际业务部工作经历的李振伟担起南方证券国际业务

的重任，后来位及南方证券副总裁。

李振伟的刑拘拉开了追究南方证券高管刑事责任的序幕，他也是南方证券被接管后刑拘级别 高的管

理人员。

李振伟被刑拘后，很快就交待了任期内通过国际部非法转移外汇的事实。李振伟刑拘的第三天，南方

证券国际业务部总经理江岩也被刑拘。李振伟担任国际部总经理的时候，江岩是李振伟的助手，对国际业

务部的所有操作了如指掌，李振伟升任副总裁后，江岩接过李振伟的大权。由于李振伟担任副总裁期间分

管国际业务，实际上南方证券国际部的大权依然在李振伟的手中。

李振伟、江岩被逮捕后，基本将国际部非法转移外汇的情况进行了交待。2004 年 6 月，具体的经办人

员，南方证券国际业务总部交易管理部副经理伍志广、徐华钱被刑拘，7 月被逮捕。

历经半年多的调查后，公安机关的侦查结果显示，南方证券这 4 名高管，在没有取得外汇管理机构颁

发的《证券业务外汇许可证》的情况下，违反《外汇管理条例》，在 4 年间利用南方证券在花旗银行深圳分

行及渣打银行深圳分行开设的两个 B 股交易清算账户，将南方证券国际部管理的外汇，由境内非法转移至

境外，数额巨大，其行为触犯了刑法。

据悉，这些外汇绝大部分被转移到南方证券美国分公司，如今已经难以收回。而与大量外汇被转出有

密切关系的南方证券前任董事长沈沛退休后以看望女儿的名义，一直滞留在美国。

花旗渣打成逃汇通道

南方证券国际部 4 年间，16 次通过花旗与渣打银行的 B 股账户进行非法转移外汇，在南方证券高管违

法转移外汇的过程中，8 家外资银行竟然允许南方证券在没有取得外汇业务资格的情况下，进行数次外汇

非法转移。

相关资料显示，南方证券在花旗银行深圳分行和渣打银行深圳分行开设两个 B 股交易和清算账户，这

两个账户均没有取得外汇管理局的批准。1998 年 3 月 27 日，李振伟等将南方证券在花旗账户中的 40 万美

元汇往南方证券美国分公司在纽约大通银行开设的银行账户之中。

第一笔非法转移外汇成功后，李振伟将 B 股结算账户当成了转账通道。此后，南方证券存在花旗及渣

打银行中的大量美元外汇，通过大通银行、南洋银行、哈里斯银行、美洲银行、花旗银行、宝生银行、德

意志商业银行、渣打银行、中银悉尼分行等银行，4 年间被非法转移到南方证券美国分公司、香港分公司、

南美分公司、AE 投资公司、德意志银行资产管理亚洲有限公司等境外账户中。

据悉，在 16 次的非法转移过程中，李振伟签字审批了 6 次，涉案资金高达 850 万美元。而江岩审批了

4 次，涉案金额高达 775 万美元。还有 7 次非法转移，未经李振伟或者江岩审批，伍志广与徐华钱就将巨

额外汇转移到境外。其中一次金额就高达近 7 亿美元。

根据国家外汇管理局关于境内投资者 B 股交易结算资金账户的规定，支出范围为从事外币证券交易需

要支付的外汇和转入其在境内商业银行开立的外币现钞账户，不得汇往境外，但是 4 年间，花旗银行深圳

分行与渣打银行深圳分行居然不闻不问。如果有关银行早点将南方证券的可疑转移资金报告监管部门，可

能就不会造成南方证券 60 多亿元的人民币损失。

“实际上南方证券这种非法转移外汇就是洗钱。”有法律人士认为，南方证券这种法人性质的非法转移

外汇，利用了监管部门对外资银行监管的不成熟，变相的将大量境内外汇洗到境外。

据了解，目前深圳市警方已经对涉案银行进行了调查，外汇管理局以及银监会也许将根据司法机关的

侦查结果，对纵容南方证券非法转移外汇的银行进行处理，这将有效地打击部分外资银行纵容或者帮助国

内企业洗钱的违法犯罪行为。

日决定对中国游客永久性全面开放赴日旅游签证

据凤凰卫视援引日本传媒的报道称，日本决定全面开放旅游签证给中国旅行团的游客，由目前 3 市 5

省扩大至全中国。

共同社引述日本官员消息透露，政府已决定将全面放宽签发旅游证件给参与访日旅行团的中国旅客，

由目前局限在 3 市 5 省扩大至全中国。同时，新措施不限于日本正在举办“爱知世博会”期间，而是永久

性。这正是中方一直热切期待的。

中国公民赴加拿大旅游 明年3月望成行

锦维商务5月21日获悉，加拿大旅游局正在积极策划中国游客赴加旅游事宜，中国公民赴加拿大旅游明

年3月左右有望成行。业界预计，市场报价大约为10日游2万元人民币左右。

加拿大旅游局向记者透露，自中加双方今年年初签署了关于开放ADS（被批准的旅游目的地国家）旅

游合作谅解备忘录后，他们已经开始积极策划中国公民赴加拿大旅游的相关事宜，计划中的正式成行时间

是明年3月左右。目前上海和北京有飞往加拿大的直航，其中上海有直飞多伦多和温哥华的两条航线，而北

京将在今年6月3日开始，由加拿大航空公司开通北京直航多伦多的班机，以配合明年3月计划成行的中国公

民赴加旅游事宜。

据悉，目前出境游市场中，澳大利亚和新西兰属于高端路线，报价基本都超过1万，甚至配合一些豪华

路线的报价会近2万。记者昨日采访旅行社后了解到，目前中国客人以商务形式赴加拿大10日行程的费用高

达2.5万左右。

上海国旅境外旅游部副经理陈祺告诉记者，上海飞往加拿大的来回机票费用就要8000~10000元人民币，

加上每天大约人均800多元人民币的地接费，和加拿大特色的铁路旅游等，以10日游为例，商旅费用会在2

万以上，属于目前商务出境游中报价 高的高端产品。陈祺分析，目前这些报价是针对商务客户的，假如

明年3月左右中国公民赴加拿大旅游正式成行的话，作为团队游客，其地接费用必然会有所下降。业界估计

由于加拿大不同于欧洲游，不会串连多国旅游，届时还是以一地游形式出现，旅游周期大约在7~10天，其

旅游报价大约是在2万元人民币左右。

加拿大移民部重大政策改变 留学生毕业后可工作两年

锦维商务加拿大5月25日消息： 从2005年5月16日起，加拿大移民部采取新的政策，凡是在加拿大公

立的大专或大学学习的外国留学生，毕业后可以在加拿大合法工作的时间，将延长为两年。

移民部原来的政策规定是：在加拿大的公立的大专或大学完成了一定的课程并获得了毕业证书或学位

证书者，可以在毕业后在加拿大合法工作一年。

此次移民部所颁布的新政策，将允许外国学生将其实习工作签证的时间延长到两年。

这项新政策的实施背景是：过去，许多在加拿大毕业的留学生，以前并没有任何工作经验。不能够成

功移民加拿大。毕业后在加拿大工作一年后，有了必要的工作经验，可以办理加拿大移民了，但因为他们

的合法身份时间已经到期，必须离开加拿大，因此，还是无法合法地逗留在加拿大，直到他们的移民身份

被批准为止。新政策将允许他们在加拿大有更多一年的工作和合法的逗留的时间。届时，他们的移民身份

就应该已经获得批准了。

移民部的此项新政策，目的是要吸引更多的外国学生来加拿大留学。移民部长在新政策发布时，公开

明确表明了这一目的。

在新政策下，毕业后的实习工作签证还有以下这些要求：

1、 此项实习工作许可签证仅适用于公立学校学校的毕业生。任何私立学校的毕业生，均不可享受此

政策；

2、 毕业生必须自己找到一份工作，并提供一份由雇主所发出的工作邀请；

3、 学生所读的课程，必须与实习工作的性质相对口。

4、 在加拿大的学习必须是全职的；

5、 实习工作许可证的期限，不超过该毕业生在加拿大的读书期间。例如，一个申请人想获得2年的实

习工作许可，则，该申请人必须在公立学校完成了至少2年的课程。（一年期的硕士毕业生就不能获得两年

期的实习工作许可。）

6、 实习工作许可证的申请，必须是在其毕业的90天内递交到移民局。否则，就不能申请。（何为“毕

业”的时间？到底是收到 后的成绩单的时间，还是收到通知，可以毕业的时间，还是毕业典礼的时间？

移民部在执行政策时是有一定的灵活性的。）

移民部将与2005年5月6日颁布详细的实施细则。这些细则，对于此 新政策的解释，有重要意义。例如，

目前移民部规定，两年有效的工作许可证，不可以适用于：大温哥华地区，多伦多地区和蒙特利尔。那么，

如果一个毕业生在以上三个城市之一的城市，毕业实习了一年，是否可以换一个小城市，找一份工作，来

延长他们的第二年的工作许可证呢？这是要等待移民部的实施细则来做 后的解释的。

新全球竞争力报告出炉 中国香港列第二 ， 加国列第五

5月15日，瑞士洛桑国际管理学院 IMD 公布了一年一度的“全球竞争力年度报告”。在经济体竞

争力排名中，中国香港地区的经济竞争力大幅提高，从去年的第6位跃居第2位，仅次于美国。接下来的排

名依次为新加坡、冰岛、加拿大、芬兰和丹麦。除了中国香港地区，瑞士和智利今年的竞争力排名也大幅

上升，分别升至第8位和第19位。

根据IMD的报告，中国香港地区的经济友好政策、高生产率、综合经济效率的排名都大大提升，但中

国香港地区在经济表现、卫生和教育上的名次有所下降。

近年来中国内地经济实现了持续快速稳定增长，受到全球瞩目。虽然经济发展强劲，但此次竞争力排

名，中国内地从去年的第24位降至第31位。据IMD解读，在对今年第一季度的企业界进行调查时发现，业

内人士对中国内地经济发展的持续力不十分肯定，同时由于金融体系、基础建设以及企业治理等方面的因

素，或多或少对中国内地的竞争力排名也产生了影响。

在IMD对全球60个经济体进行的竞争力排名中，美国占据榜首位置。据介绍，这主要归功于美国先进

的技术基础设施、发达的国民经济以及雄厚的资本市场。但美国在政府效率排名一项上已经连续三年后退，

这主要是受到巨额财政预算赤字的影响。同时，IMD在这份竞争力报告中警告说，“美元汇率的调整是一枚

定时炸弹。”该学院认为，美元的任何微小的升值都会引发原材料价格进一步膨胀，从而加剧削弱欧洲经济

大国的竞争力。

相对而言，欧盟区工业国的排名差强人意。在全球经济增长的大背景下，如英、法、德等国的经济增

长表现欠佳。所幸的是，各国的经济局势总体还算稳定。此次IMD的排名中，英国居第22位，德国居第23

位，法国形势稍差，排在第30位的位置。IMD给三国的建议是“刺激国内消费，保持整体竞争力。”

昨天出台的这份竞争力排名报告还推翻了关于“税收、竞争力、经济增长”三者之间关系的传统观点。

世界竞争力报告的研究主任加雷利教授 StephaneGarelli 指出，税收政策与竞争力没有必然联系性，税收额

度和类型可以影响竞争力，但不能创造竞争力。他强调指出，只有较低的营业税会对竞争力产生直接的影

响。而从IMD的排名上可以看出，竞争力强势的国家中既包括实行高税收的国家，如卢森堡、丹麦、芬兰、

挪威、瑞典、比利时，同时也包括一些实施低税收政策的国家，如澳大利亚、爱沙尼亚、冰岛、瑞士、斯

洛伐克共和国以及美国。而北欧许多国家富有竞争力的关键是，拥有高效的政府服务和相对简单的税收系

统，具有把潜在的成本不利因素转化为具有竞争优势资本的能力。加雷利表示，能够真正实现竞争力提升

的“引擎”是科学、技术、金融、教育等等。

人口不到4万的县份可以通过公民投票的方式决定是否允许开设妓院。在离拉斯维加斯不远的斯托里县，合

法妓院距离县议会只有1.5公里，性工作者可以通过游说对当地立法产生影响。在其他一些边远的县份，由

于没有农业和其他工业，当地人只好靠性产业来刺激地方的落后经济。

漫步在拉斯维加斯街头，人们到处可以看到衣着暴露的性感女人的广告，让人产生一种性幻想。

一个名叫冲山樱井的日本少女不久前向日本媒体透露，她平均每晚在拉斯维加斯接待5名客人，工

作一年可以赚到10万美元。

上世纪90年代，当时的性工作者见了巡警犹如耗子见到猫，马上躲避起来。在拉斯维加斯的扫黄

运动中，赌场老板功不可没。其实，赌场老板的发迹也沾过性工作者的光，如果当年没有她们的招引，就

不可能有这么多游客前来拉斯维加斯吃喝嫖赌。如今赌场财大气粗腰杆子硬了，而且还有华尔街大老板们

★自杀之都与世界结婚之都

除了素有“世界赌城”和色情天堂的雅号外，拉斯维加斯还是一个“自杀之都”以及结婚和离婚

的天堂！自1998年以来，拉斯维加斯每年有282-292人自杀，平均10万人中有22.3人走上绝命的道路，高居

美国城市自杀率的榜首。自杀者中大多数是当地人，其中以男性为多数，外地游客占自杀人数的10%。自

杀者大多选择开枪的方式，也有一些输得倾家荡产的赌徒从赌场高楼纵身跳下。不少有问题的人本来抱着

希望和幻想到拉斯维加斯进行 后一搏，可是铁面无私的拉斯维加斯容不下这些失败的人，他们 后只好

带着绝望去见上帝。

享有“世界结婚之都”称号的拉斯维加斯有个永不关门的婚姻登记处，平均每年有近12万对男女

到这里登记结婚，其中外地人和外国人占65%-75%。在结婚登记处，记者看到一对对年轻人、中年人和老

年人正在埋头填写结婚表，有的年龄差距悬殊，有的还拎着有婴儿熟睡的竹篮。不需要出示证明文件，只

要支付55美元的手续登记费，婚姻登记处就完全相信人们编造的任何谎言，就可以在15分钟内拿到结婚证

书，然后在附近的教堂找个牧师举行婚礼。

要是只身来拉斯维加斯结婚的男女身边没有亲友和熟人证婚，他们可以在街头随便拉个陌生人当

证人，条件当然是给对方几十美元的小费。如要追求刺激，人们可以在牧师的陪伴下乘坐直升机或气球在

空中举行婚礼，这样的婚礼费用大约几千美元。有人形象地说，结婚在拉斯维加斯犹如吃快餐一样方便。

说来离谱的是，只要法官认为合情合理，12岁的少女竟可以在拉斯维加斯与中老年人合法结婚，这是记者

在拉斯维加斯亲自听到婚姻登记处负责人说的真实故事。

结婚容易，离婚自然也就简便。只要其中一方在拉斯维加斯居住3个月，人们就可以拿到离婚证明。

许多电影明星和名人喜欢到拉斯维加斯结婚， 终也在这座城市离婚。2004年1月3日凌晨，歌星布兰妮与

童年好友杰森神不知鬼不觉地在拉斯维加斯注册登记并举行闪电婚礼，把整天跟在屁股后面转的美国娱乐

媒体都蒙骗了。但是两天后，布兰妮和她的新郎便获得拉斯维加斯法院宣布婚姻无效的判决书，结束了他

们这段轰轰烈烈的历时55小时的婚姻。他们的结婚和离婚速度，可能打破了拉斯维加斯和吉尼斯世界纪录。

人们可能还记得这样一个故事：美国前海军陆战队士兵杰逊?约翰逊经过10个月的苦恋和排除各种

干扰，于1999年11月16日在拉斯维加斯与巴林王国公主梅丽安?卡利法结为夫妻，当时成为轰动美国的新闻。

他们的浪漫爱情还被搬上美国的银幕，片名是《公主与海军陆战队士兵》。今年11月17日，这对“天仙配”

因“个性不合”向拉斯维加斯法院提出离婚，据说梅丽安沉迷在拉斯维加斯纸醉金迷的夜生活里，经常彻

夜流连在赌场和夜总会与朋友纵情狂欢，把她在停车场当工人的丈夫约翰逊置于不顾。

★拉斯维加斯面临着有人抢饭碗

尽管如此，赌城人仍居安思危，担心好景不常。拉斯韦加斯经济几乎全靠观光业维持，但若万一

发生“9-11”之类的震撼事件，财源可能突然中断。

此外，全美各地放宽赌博禁令，使拉斯韦加斯无法再独占市场。各地印第安保留区纷纷兴建豪华

赌场，2003年已抢走美国赌场业营利的四成，总数达到167亿美元。在海上或河上作业的大批新赌船，也对

赌城构成另一威胁。因此，拉斯韦加斯正使尽浑身解数应战，主要策略就是提供全面性的娱乐。

到拉斯韦加斯的游客约有87%会到赌场试手气，可是只有5%至7%是纯为赌博而来。因此，赌城大

道近年大肆兴建各种吸引游客的设施。赌业大亨韦恩即斥资27亿元兴建结合超级度假设施、赌场和购物天

堂的休闲中心，包括巨大的人工湖和高耸的人造山。

★华人大款和中国贪官

哪里有生存和发展的机会，哪里就有勤劳的华人，哪里就有华人的贡献。《拉斯维加斯时报》社长

张纯青先生告诉记者，10年前拉斯维加斯只有1.8万名华人，当时华人开设的商业零星不成气候。如今在斯

普林山(SPRING MOUNTAIN)街有两个华人商业中心，其中一个是商店和饭店琳琅满目的中国城，华人人

口已突破5万大关。当地华人和来自中国的新移民的英文表达能力不是很好，但他们心算能力强，而且非常

敬业，赌场老板因此喜欢雇佣华人在赌场工作。华人在这里工作比在饭店打工收入高，待遇也好，因此华

人人口近年来增长很快。

然而，拉斯维加斯对华人大款和中国贪官也起了负面作用。一位了解内情的中国朋友透露，从国

内来访的神秘客到拉斯维加斯赌场，一个晚上输掉1000-2000美元简直如同家常便饭。据一位接待国内访问

团到拉斯维加斯赌博的马仔透露，一些来自中国大陆的企业老总和官员前些年借到拉斯维加斯开会或应邀

参加什么展销会之机，在一些只能凭会员证才能进入的赌场密室进行赌博，一个晚上输掉几十万甚至几百

万美元都不眨眼。

加拿大联邦法院维持对赖昌星案原判

锦维商务加拿大4月14日消息：加拿大联邦法院上诉法庭4月14日在渥太华对赖昌星上诉案作出裁决，

维持温哥华联邦法院早前作出的拒绝对赖昌星的难民申请进行司法评估的裁决。加通社说，联邦上诉法庭

的裁决对赖昌星案来说无疑是个 新的打击，也让这位被中国指责走私逃税达百亿美元的逃亡者，失去了

另一个试图在加停留的机会。

加通社说，加拿大联邦法院上诉法庭对赖昌星一案作出裁决，维持温哥华联邦法院于2004年2月作出的

拒绝对其难民申请进行法律评估的裁定。赖昌星的难民申请 初加拿大难民法庭进行了长期审理，随后被

难民法庭拒绝给予难民身份。

设在首都渥太华的联邦法院上诉法庭本周在对赖昌星进行审理时，参考了难民法庭2002年审理此案的

长达294页的卷宗，难民法庭指赖昌星夫妇“只是十分清楚的司法逃犯，仅此而已”。难民法庭强调说，调

查发现无论是赖昌星还是他的妻子都不是值得依赖或可信的证人。

不过，赖昌星的辩护律师马塔斯早前已表示过，不管此案的结果如何，他们都会把官司打到加拿大

高法院。加通社说，尽管在难民法庭和两家联邦法院遭遇挫折，但此案距离赖昌星被遣离加拿大可能还有

很长的时间。

报导分析说，根据加拿大相关法律的规定，赖昌星下一步可能会提出“遣返风险评估”，也就是评估加

拿大将其遣送回中国会有哪些风险。此项评估将由加拿大联邦移民部来完成。如果风险评估获得成功的话，

赖昌星一家将会再次申请成为加拿大的永久居民，相反，就将会被加拿大驱逐出境。

据报导，3月16日，加拿大联邦法院上诉法庭在温哥华结束了为期两天的赖昌星难民申请上诉案的法庭

审理。当天赖昌星并没有出庭，而是由他的代表律师马塔斯与作为反方的移民部代表律师雷斯尼克当庭辩

论。

3位主审法官在审理结束时表示，将在日后作出裁决。赖昌星的律师马塔斯表示，此次审理在法律上叫

“确认证明”，也就是对 初难民法庭拒绝接受赖昌星为难民的审理是否有不当之处进行复核。如果认为审

理适当就会维持原判，否则就会下令难民法庭重审，因此，双方都不得提交新的证据。

中国指责赖昌星走私逃税达800多亿元人民币。赖昌星于1999年逃到加拿大，随后提出难民申请；加拿

大难民法庭在经历了4个月的法庭审理后，于2002 年2月以赖昌星在中国涉嫌刑事犯罪为由拒绝接受他为难

民；赖昌星随后向加拿大联邦法院提出上诉，但在去年2月败诉；他又向加拿大联邦法院上诉法庭上诉，结

果获得了这次法庭审理的机会。

有钱人适合移民加拿大

有钱人在加拿大可以享受到国内没有的灿烂的阳光，清新的空气，没有污染的食物和水，以及优雅文

明的自然和人文环境，这些是在国内有钱都卖不到的。加拿大资源丰富，在这里也可以进行一些投资，跟

国内是一样的赚钱。温哥华就聚集着很多有钱的华人，当然主要是香港移民。加拿大汽车便宜，在多伦多

买个别墅可是比在上海买便宜的多。

国内收入比较低，没有好工作的人适合移民加拿大

这类人普遍在国内过得很累，收入比较低，没有好的住房和生活条件。现在有很多的人是属于这一类

的。具体说，如果一家人年收入在2万元以下，没有公费医疗，孩子上学还要交纳高额学费，这些人在国内

生活是困苦的。这样的人来到加拿大只要肯干，几年之内生活就可以达到当地一般的生活水平，即使买房

子买汽车，也不成问题，这在国内是想都不敢想的事情。

在加拿大免费医疗制度，孩子享受免费教育，在小学和初中，孩子用的笔和本子都是免费的。这让家

长没有后顾之忧。我遇到在加拿大心情 好的人都是在国内国企工作，收入不高的人。他们一来就打工，

生活的很幸福。一位哈尔滨离婚以后带着孩子移民来加拿大的女士告诉我：这里是天堂，在国内她已经下

岗，每月只有300元，找工都没有工打。在这里，他每月挣1800加元，就连孩子都有200多块的牛奶金，上

学费用全免除。两个人每月房租吃饭花销700元足够。母女俩天天喜笑颜开。

刚刚大学毕业一两年的大学生适合移民加拿大

在加拿大 逍遥的人数那些单身的年轻移民。他们以移民身份读书，享受政府贷款补贴，没有经济压

力。假期时间他们大都四处游览，在旅游当中也了解了加拿大的文化。他们年轻，适应力强，学好语言和

专业科目后，容易找到专业工作。他们非常认同西方的生活方式和价值观，相比国内竞争激烈的就业情况，

他们的选择大得多。并且他们容入当地人的生活所需要的时间也比较短。

老年人适合移民加拿大

老人适合移民加拿大，加拿大良好的医疗保健制度：免费全民医疗制度，给所有老人都吃了一颗定心

丸。看病，再也不用考虑有没有钱，只考虑需要不需要就好了。加拿大的生活比较安逸，也符合老人的行

动规律。有人说，加拿大是老人和孩子的天堂。

不适合移民加拿大的人主要有以下几类：

在国内事业有成的人不适合移民加拿大

尤其是大学教授、医生等，到加拿大后一切从头开始，教授也必须和他的学生在同一条起跑线上，如

果混的不好，还要去餐馆打工，刷盘子。这肯定会失落；而医生呢，几乎都不可能重操旧业。所以这一类

人比较不适合移民加拿大。

在大城市外企工作的白领不适合移民加拿大

他们的年薪如果是个人年薪六万以上，家庭收入十万元以上，那么都不要有移民念头，加拿大工资不

是很高，税收很高，生活质量虽然比国内好，但是找不到工作的情况下就不一样了。我认识的几个外企的

白领，移民后在加拿大读MBA，读完也根本找不到工作。回国，原来的职位也没有了，两头空。所以奉劝

那些国内大城市外企白领 好不要移民加拿大。

再有就是年龄40岁以上的人不适合移民加拿大

年纪大了很难有勇气再一切从头开始。除非你身怀绝技。否则不要动移民的念头，当然来加拿大散散

心，看看风景到是不错的选择。

对于那些从事行政工作，没有专业技术的，或者当官的不适合移民加拿大

一般来说，他们不适合移民。他们在加拿大很难找到适合的工作，从前优越的背景又使他们不愿意打

工。这类人移民会陷入痛苦的境地。因为移民要花费相当的时间和精力，即使觉得不适合自己，再回头，

已是物事人非。有的即使真回了国，又觉得还是加拿大好。这样在鱼和熊掌之间犹豫， 后蹉跎了时光。

美恢复中国三类纺织品配额

(综合讯)明报消息，美国布什政府决定恢复向部分中国制纺织品实施进口配额，以回应国内生产

商的压力。

美国政府宣布，恢复对中国生产的棉质男女装恤衫、棉质长裤，以及棉质及人造纤维内衣裤的进

口配额限制。

美国商务部表示，经调查後发现，自从今年1月1日取消配额制度后，中国制纺织品大量涌进，扰

乱美国市场。而美国今次行动是希望显示，政府追求公平贸易的决心。

美国在实施新的配额限制後，即这三类纺织品今年只可较去年增加7.5%的进口额，但美中双方仍

可以商讨配额实施的其他方法。

在有关公布中，美国政府表示，将对去年业界提出4类其他入口商品问题，作出反应。

澳大利亚增加二万技术移民名额

锦维商务澳大利亚4月15日消息：澳大利亚政府表示，由于劳工短缺，将会在2005至06年度接受额外二

万个技术移民。

澳大利亚联邦移民部长范斯顿说，澳大利亚的技术移民数目将从2004至05年度的78,000人增加至来年

的接近10万人。

澳大利亚的财政年度是由每年的7月1日至翌年的6月30日。

澳大利亚的失业率是28年来 低的，这可能增加了通货膨胀的压力。

此外，澳大利亚政府正考虑更改法例，让那些以旅游工作签证进入澳大利亚的人可以延长签证，或在

偏远地区当学徒。

经济学者说，劳工短缺正威胁澳大利亚的经济增长。人口老化是澳大利亚需要外劳的原因之一。

澳大利亚的一些移民政策受到国际的批评，认为这些政策太苛刻。

东非三国将努力建立货币联盟并采用单一货币

东非共同体秘书处5月7日发表声明说，东非共同体三国肯尼亚、乌干达和坦桑尼亚的中央银行行长一

致同意，三国将为建立货币联盟而共同努力。

声明说，货币联盟是三国建立政治联邦的一个先决条件。建立货币联盟后，这三个东非国家将采用单

一货币。三国央行行长表示，将努力在该地区保持谨慎的货币政策、稳健的财政政策，为建立货币联盟打

下良好基础。声明说，三国的央行行长们还同意就协调东非地区宏观经济政策进行合作。

１９９９年１１月３０日，坦桑尼亚、肯尼亚、乌干达三国总统在坦桑尼亚北部城市阿鲁沙签署了《成

立东非共同体条约》。条约规定，东非共同体的目标是进一步扩大和加深三国在经济、政治、文化、国防等

方面的合作，逐步建立关税联盟、共同市场和货币联盟， 终建立东非国家政治联邦。

２００５年１月１日，三国关税联盟正式启动。
