我國目前全民健保納保率達到99%以上，使得健保資料成

為醫藥衛生相關領域研究中具有代表性的實證資料，其研為醫藥衛生相關領域研究中具有代表性的實證資料其研

究成果可作為醫藥衛生政策的參考，為重要的研究資源。

自民國87年起中央健康保險局即委託國衛院推動「全民自民國87年起，中央健康保險局即委託國衛院推動「全民

健康保險研究資料庫」之建置，經過兩年籌備，本院自民

國89年起提供學界健保資料庫加值服務，以利相關研究。

提供四種制式光碟片加值資料檔，包括基本資料檔、系統抽樣檔特定主題分檔承保抽樣歸人檔等統抽樣檔、特定主題分檔、承保抽樣歸人檔等。

特殊需求

由研究人員依研究計畫提出擷取條件，國衛院工作人員自加值資料庫擷取特定資料後提供。

基於隱私保護，加值資料中個別及機構身分欄位，均

2.申請人申請過二次(含)以上健保資料進行研究，並於過去五

年內有利用健保資料研究成果發表論文於SCI、SSCI、TSSCI

之journals，或國科會認可之優良期刊者。
