“WITH this year’s double increase in interestrates, an increase in inflation and several fuelhikes, as well as the ripple effect of escalatingfood prices, many consumers’ pockets arestretched to the limit,” said Credit OmbudMa-nie van Schalkwyk.

The reality is that those consumers’ needsand desires will not diminish because of this.Manywill not be deterred fromsatisfying theirurge to spend and they will simply incur moredebtandstillsignupforthosegymorcellphonecontracts, he said.

This behaviour may lead to problems formany consumers, warned van Schalkwyk.

“The National Credit Amendment Act hasplaced a spotlight on affordabilityassessments, with proposed guidelines to beimplemented to further strengthen theprotection afforded to both consumers andcreditprovidersalikewhenitcomestodecisionmaking in extending credit.

The proposed guidelines, which seek tostandardisehowaffordabilityassessmentsareconducted,werepublishedforpubliccommentand we await the final document and imple-mentation date.

The law has been created to protectconsumers, but it is often seen as an obstacle.Consumersneedtoappreciate thataffordabili-ty assessments arenot there to restrict or denythem access to credit for no good reason, butit must be applied properly in order to beeffective,’ said van Schalkwyk.

“We always tell consumers that no one is inabetterpositiontoknowiftheycanaffordmorecredit than themselves. They know their truemonthly expenditure and how far they canstretch their budgets.

The best advice is for consumers to assessthemselvesbeforeevengoingtoastoretoapplyfor credit or take on new service agreementswhich involve fixedmonthly payments. If yourbudget is already stretched, resist the tempta-tion to enter into an agreement which carrieswith it a monthly instalment with interest andcosts,” added van Schalkwyk.

Ifthecreditproviderdecidesthatyouqualifyformore credit, it does notmean that in actualfact you can afford it.

It is better to assess your own finances verycritically. In this way, you can save yourselffrommore financial oreven legal trouble in thefuture.

‘You should also remember to always leavea bit of ‘fat’ in your budget for increases ininterest rates and other unforeseen expenseswhich may place additional pressure on yourfinances,” he said.

THE current government arreardebt is sitting at more than R122million, said Municipal PublicAccounts Committee (Mpac)chairperson Mike Tarr.

Tarr said that the mainobstacle is that there is no clarityon the ownership of governmentproperty.

“Currently, the governmentarrear debt is more than that[R122 million]. The bigproblem with government debtto this day, 20 years after thenew South Africa, is thatgovernment properties,according to the constitution,should be registered againstthe departments that will usethem.

“If it is the nationaldepartment, they should be

endorsed on the title deeds. Itshould not be too hard to dothat. If you are really curiousto see who is in the building, justcut the lights off and seewho comes running first,” saidTarr.

Mpac member Naleni Atwarusaid that shouldMpacnot resolvethe government debt, theywill befalling short on their duties.

“The biggest challenge asMpac is that I am of the opinionthat wewere under reviewwhenwe went under administration.The first committee that theywillcome down on will be Mpacbecause we were put in place asa turnaround strategy from theadministration period,” saidAtwaru.

According to Msunduzimunicipal records, the KZNDepartment of Public Works,National Department of PublicWorks, Umgeni and the Depart-mentofCo-operativeGovernanceand Traditional Affairs (Cogta)owe Msunduzi Municipality R46065558.74,R36454763,R7789568.40 and R1 539 123.12respectively.

The total schools debt is R12582 849 and there is nowintervention from the depart-ment of education.

“We have raised this issue atthis committeeonquiteanumberof occasions and I am concernedthat we seem to be slacking. It isabadreflectionon themunicipal-ity because we come down sohard on the residents,” saidAtwaru.

Msunduzi’s process managerforincome,SifisoKhoza,saidthatalready the provincial treasurydepartment is putting pressureondepartments topaythemunic-ipality.

IT is a challenge for the MsunduziMunicipality to deal with illegalstreettradingsincethereisonlyone

Msunduzi economic development’sRichi Ramharak told the MunicipalPublic Accounts Committee (Mpac)that the challenges regarding streettrading are great, and that they areincreasing on a daily basis.

“People need sites, people areunemployed and the streets are filthy.There are a whole range of issues thatactually affect us. Today we justhave one person working on street

trading.Attemptshavebeenmadeandreports have been submitted tosupervisors on how the unit should bestructured regarding the personneland the resources required, butunfortunately nothing has come forth.This city has not provided any humanresources at all and this has nothappened for the past 10 years.Promiseshavebeenmade fromhigherlevels but nothing has been forthcom-ing,” explained Ramharak.

The street trading component hasdraftedalistof27duties, functionsandtime frames on how to structure streettrading.

“To resolve issues of street tradingandinformaleconomy,thereshouldbereal structural changes. As the

municipality, we need to organizeourselvesinawaythatweareequippedto deal with this. We know that it isunethical to take people’s bread fromtheir mouths.

“The important components thatare lacking from this report are struc-turalcomponents.Inthepast,manage-ment has promised to create a streettrading unit, hire enforcement staff,but unfortunately those things werementioned in past reports and werelost along the way,” said Ramharak.

The municipality has passed in-formal traders bylaws but there is noenforcement to monitor the process.

“This problem is not going to goaway. It is there,” said Mpacchairperson Mike Tarr.

A PIETERMARITZBURG toddler’s life ison the line if he doesn’t go for a crucialbut costly stem cell transplant.

Wayne Rowe, from Imbali, was diagnosedwith neuroblastoma, a dangerous rare type ofcancer that occurs in infants and young chil-dren, last year. Since then, he has been spend-ing most of his time in and out of hospitals.

This year in July, Wayne had an operationwherehis tumourswere surgically removed inDurban’s Parklands Hospital.

He is currently undergoing a five-day ag-gressive chemotherapy treatment that useschemical substances as part of a standardisedchemotherapy regimen.

Now,heisset forastemcell transplantoper-ation between September and October in Jo-hannesburg.

Hismother,ChantelRowe,saidthesituationis traumatic.

“Thedoctorsaidifhedoesn’tgofortheoper-ation, there’s only a 30% chance he could sur-vive. We are appealing for urgent assistance,”said an emotional Rowe.

“His immune system is very low. He gets

nauseous and he is not eating properly andpicks up infections easily. Seeing him goingthrough the pain is heartbreaking.”

Hehashadhis port removed andhas a visi-blescaronhischest.Rowe,originally fromIxo-po, said since June she has only been at workfor about two weeks.

“MostofthetimeIhavetoskipworkbecauseI have to be with him in hospital. We are in adifficult and stressful situation. The doctorgaveme sleeping pills because he said I’m un-der a lot of pressure.”

Paediatric oncologist, Dr Monica Vaithilin-gumsaidWaynewill use his own stemcell andthe transplant was the only hope.

“He is in the last stage he could get to. Theaim is to get him a stem cell transplant whichis a serious procedure,” said Vaithilingum.

“We make his bone marrow produce extrastemcells, take themoutofhisblood thenstorethemseparately.Thenwegivehimchemother-apy before wiping his bone marrow out andputting his stem cells back into him.”

“He is a strong survivor. He doesn’t havefriends because he’s always in hospital. Heplaysbyhimselfandheenjoysplayingwithtoysas they make him happy,” said Rowe.

Pacsa filmand artsfestivalstarts thisFridayPIETERMARITZBURG will be host­ing the Pietermaritzburg Agencyfor Community Social Action(Pacsa) Film and Arts festivalwhich will begin this Friday andwrap up on Sunday.

Under the theme of “PeopleLive Here … 20 Years into Democ­racy”, the annual Pacsa Film andArts festival is set to showcase astimulating and highly topicalrange of films, art, poetry, musicand debates that celebrate thelives and power of ordinary SouthAfricans.

The arts festival is hosted in acollaboration between Pacsa andthe Alan Paton Centre and Strug­gle Archives at the University of

KwaZulu Natal (UKZN).Films with a national focus,

and which call for compulsoryviewing for all South Africans,include the highly acclaimed ‘Min­ers Shot Down’ directed by RehadDesai, which tells the story of the2012 Marikana Massacre from theperspective of the miners; and‘Crumbs: Toppling the Bread Car­tel’, written and directed by localfilmmakers Dante Greeff andRichard Finn Gregory, about oneman’s bid to expose collusionamong some of the country’sbiggest bread manufacturers.

Local “bread hero” ImraahnMukaddam, the former distributorat the centre of the story, andcurrent representative of theNational Consumer Forum, nowConsumer Fair, will be at thescreening to share his experiences.

Well­known Daily Maverickcontributor, political analyst andtalk radio host Stephen Grooteswill be at the launch of the festivalon Friday at UKZN’s Colin WebbHall at the Pietermaritzburgcampus. An exhibition of the

evocative works of Cedric Nunn,one of South Africa’s best knownphotographers, will also form partof the launch.

There will be two communityfilms on show this Saturday whichare ‘Kwenzakalani? Wa shusiswa,wa dingiswa wangaxolelwa!’, and‘Justice Switched Off: the Electrici­ty Action Group’s struggle fordignity’.

‘UN­A­FOOD­ABLE’, a docu­mentary that explores the impactof the rising cost of food on thepoor, will also be shown onSaturday. ‘Food Onsecurity On TheUKZN Campus’, a documentarywhich reveals the repercussions ofstudent hunger will also be shownon Saturday. For those who lovefilm, there will be a film­makingworkshop and later a jazz festivalfor the music lovers.

THE annual Gandhi Peace Walk will takeplace on 5 October, to pay homage toMahatma Gandhi and in remembrance ofhis 145th birthday and 20 years of SouthAfrican Democracy.

In its third year after its inception, theGandhi Memorial Committee hasintentions of increasing this numbersignificantly, making it an annual eventnot to be missed.

The walk has the sole objective of pro­moting the philosophy of Gandhi ­ peace,unity and diversity.

The Peace walk will begin at 1.30pm atthe Freedom square and will proceed tothe Gandhi Statue in Church Street andthen continue to the PietermaritzburgRailway Station.

At the Railway Station, various diversecultural items will be staged on theplatform. Speeches will be presented onGandhi and Mandela’s ideology andrelevance to South African democracycelebrations and to continue building ourRainbow South African Nation.

Participants and supporters will beallowed to be dropped off in the vicinity ofthe City Library up to noon and cars can beparked at the railway station.

Patronage and access to resources has converted manyof us into stooges. Fear to be side­lined and deprived ofeconomic benefits is crippling our beautiful country.

People are scared of speaking the truth.Weliveinaperiodof‘stomach’ politics.Weneedtochange

if history is to judge us favourable. During the apartheidperiod, the majority of people were afraid to speak againstthe system.

There are lots of wrong things in our game yet becauseof patronage, respectable men are scared of dealing withissues. People are afraid that they will not be invited to themain table. We seem to be more concerned withmaterial benefits than the progress of our nation. Individualinterests have become more important than those of themasses. Officials’ interests are more important than those ofthe players.

Black youth in particular have become a political ball.Leaders fight each other using young people for their ownpolitical ends. It is just tragic that people do not see theimportance of working for common goals. Football needs ev­eryone in this country. The game was played before thepresent generation of leaders. It will still be there long afterwe are dead. Safa and PSL leadership must look at a biggerpicture than narrow personal interests.

There is no individual that is indispensable in football. Thestreets and prisons are teeming with black youth in particular.They lack facilities and opportunities to belong to sportsclubs. We use words like mass participation yet nothing isbeing done to accommodate young boys and girls. Footballis not PSL or national teams. My view is that even mostpoliticians in this country think football is a match betweenKaizer Chiefs and Orlando Pirates.

Lastly, it is important for our youth in this district to havebigger dreams. You have been born in a period when footballis not just about Sundowns, Pirates or Kaizer Chiefs. SouthAfrican borders are not a limit. Although, you lack basicfacilities, equipment and coaching, success is still possible.Be self­driven and improvise where possible.

Local Safa wantsmore soccer groundsTHE local district football

governing body has pleadedwith theMsunduziMunicipal-

ity to take local football moreseriously and build more playinggrounds.

Last Saturday, Safa uMgungund-lovuheld its annual awards ceremo-ny at the Golden Horse and twoinfluential speakers appealed to thelocal municipality to help with thedevelopment of local football byproviding more sportsfields, forsoccer in particular.

Safa provincial executivecommittee chairman, Velaphi Kub-heka, observed that not even oneofficial from local governmentattended the function in order to tryto understand the unhappinessstemming from a lack of facilitiesamong club owners, associationsand players.

Kubheka described this asdisappointing and urged SafauMgungundlovu tokeeponpressur-ising themunicipality todeliver, say-ing it is their duty to do so.

“Don’t feel sorry foryourselforbescared to ask the Msunduzi Munici-pality to build soccer fields aroundthe city. You are not begging them,you are telling them to do theirduties.Bybuildinggrounds,theyarefollowingthroughwithservicedeliv-ery. Let us all get it right and under-stand it properly. It is not a favour

from them but it’s written in theFreedom Charter and it’s yourdemocratic right. Don’t be apologet-ic about it, the buck stops with yourlocal government,” stressedKubheka.

Alongservingservantofsocceratlocal structures, provincial andnational level, Safa Mgungundlovu

president Eric “Silver Fox”Mtshatsha, remarked that hisorganisation’s wings have beenclipped and the chances of bringingnational tournaments to the city arenil.

“Many years ago, we hostednational events such as the Under17/19 and Vodacom 2nd Division

play-offs becausewehada couple ofplaying grounds around HarryGwala Stadium andwewere able todo it. But all those grounds are nolonger there and it is impossible tobring any event to the city,” saidMtshatsha.
