Economic Development Policy and Management (EDP&M) Program

（新「経済開発政策・マネジメント」プログラム）

The EDP&M program deals with the issues and topics pertaining to economic development

that constitute the core of socio-economic development. This program trains students to

become career development economists or other experts in economic development who can

contribute to poverty reduction through economic growth via increased income and

employment creation. Facing the multi-dimensional development problems of the 21st

century, development economists who are well-versed in New Political Economy―a fusion

of politics, economics, and culture― are needed. Economists should consider both

traditional and new agents in development, socio-economic institutions and embedded

culture in a comprehensive manner to effectively situate economic development in a broad

context of socio-economic development. With the former Rural and Regional Development

Management Program merging into this program starting in April 2018, the program

contains rural and agricultural development as one of the key areas of focus. In addition to

the basic subjects for economic development such as Development Economics, Development

Macroeconomics, Development Microeconomics and Statistics/Econometrics, the EDP&M

program offers the following focal areas while preparing students for their professional

careers: Poverty-Growth-Inequality Triangle, Globalization and Development, Rural

Economics and Development, Industrial Development, Tourism Economics and

Development, Development Finance and Public Financial Management, among other

related areas. In pursuing teaching and research in these key areas, the program stresses

the importance of creating an optimal mix of ideas and concepts, theoretical frameworks,

case studies, field work, and rigorous qualitative and quantitative analyses for us to support

evidence-based policy making and execution. The EDP&M program also possesses a global

network of development policy makers, practitioners and researchers consisting of our

program alumni and collaborating researchers and practitioners, for us to tap into their

accumulated knowledge and experience in managing economic development.

In Otsubo Seminar, frontiers of development studies and development public policies will be explored. We deal

I worked on macroeconomic surveillance and sovereign risk analysis for more than 60 countries at the World

Bank, JBIC and JICA. My field experiences include residential mission in Jordan where I was engaged with

government bond issuance and bond market development in the framework of Development Policy Lending

co-financed by the World Bank and JICA. I also served the Ministry of Finance, Iraqi Government in the areas

of bond issuance and Medium Term Debt Management Strategy. At GSID seminar, the research areas of

seminar students include microfinance, Bottom of Pyramid business, corporate governance, financial market

development, infrastructure and industrial development. The seminar is open to new research topics and we

work together.

Together with students of my research seminar, we exploit the integration of econometrics, data science, and

machine learning methods to understand and inform the process of development of countries, regions,

industries, and firms. Our research agenda includes a variety of topics such as: (1) Economic growth and

convergence beyond GDP, (2) Spatial inequality and poverty, (3) Regional labor markets and macroeconomic

shocks, (4) Structural change and economic growth, and (5) Firm productivity dynamics.
