Excellence, consistency and results are key to economic prosperity. It requires constantly active and engaged investors, volunteers and partners — Lehigh Valley Economic Development Corporation’s most prized resources — to steadily advance economic growth. We are grateful for the signifi cant part our investors play in bringing prosperity to the region. Much of the success of LVEDC for the last 15 years of service to the Lehigh Valley can be att ributed to the expert guidance of our Board of Directors, Offi cers, Executive Committ ee and volunteers. They have taken ownership in our mission to build a robust, vibrant regional economy. Likewise, our highly capable professional staff has worked tirelessly to advance our mission and reach our goal of becoming the premier economic development organization in Pennsylvania. One way to achieve that goal is to continue our commitment to our Five-Year Strategic Plan. It’s still at the heart of everything we do. The plan is more than a road map. It’s a concrete set of goals on which our performance as an organization can be judged. In September 2010, LVEDC received the highest praise for our results as a premier business resource when we were honored with the International Economic Development Council’s (IEDC) designation as an Accredited Economic Development Organization. This highly coveted honor has been awarded to only 28 economic organizations in America. LVEDC was cited for “…professionalism, accountability and commitment,” according to the IEDC. The organization is the world’s largest membership group serving economic and community development professionals. While recognition from a prestigious global economic development body is noteworthy, LVEDC is most proud of our work on regional issues. In 2010, LVEDC cultivated new business and helped existing companies grow. We helped att ract and expand 10 companies to our region. Our Financing division helped put more than $36 million into 28 companies for their growth plans. The Foreign Trade Zone boosted economic development and promoted exports by bringing in and retaining business that may have gone elsewhere. And our partnerships with community organizations developed forward-thinking solutions to give small business owners a greater chance of success. With your help and support, LVEDC accomplished much in 2010. Thanks to you, the work of Lehigh Valley leaders, our partners and a measured hand of excellence and continuity, LVEDC’s eff orts will pay dividends and keep our economic outlook bright for a prosperous future.

• In June, LVEDC and the Community Action Committee of the Lehigh Valley created the
Peer Review Program. Working with our 13 lending institutions, this progressive initiative is designed to make capital more accessible to qualified small businesses.
• A study examining the feasibility of connecting passenger rail service with New Jersey’s Raritan Valley line was completed in April. Funded by LVEDC and Lehigh and Northampton counties, this study met its goal of assessing the transportation and rail issues facing Lehigh Valley in the coming decades.

Our challenge in this fast-paced business environment is leveraging our region’s considerable assets and tying them into our main economic drivers to sustain, expand and help create jobs: cluster development and innovation, workforce and family economic security, regional infrastructure, revitalizing our urban cores and sustainable development.
LVEDC’s action agenda for regional development is guided by four key principles: build on existing partnerships, focus on the fundamentals, plan ahead and emphasize reforms and results.
Regional development is primarily about att racting new companies to the region, retaining businesses and helping them grow. Initiatives to build regional economic development oft en take years to come to fruition. The work we are doing today helps ensure prosperity in the future.
Regional development highlights include:
• LVEDC’s business att raction, retention and expansion team landed 10 projects. We helped create or retain 1,191 jobs in the face of challenging economic conditions.
• Our collaboration with the Governor’s Action Team, and our counties, cities, boroughs and other local partners brought Lehigh Valley job growth. In Bangor, Northampton County, LVEDC worked with Performance Coatings International to showcase the benefi ts and assets of doing business in the Lehigh Valley. We connected the company with Career Link for employment assistance as it relocated its operation from New Jersey. LVEDC also helped Rapid Refi le in Upper Macungie, Lehigh County, with its search for a new location for its document recovery and restoration facility. View other relocation and expansion projects in the table on the next page.
• Vice President of Regional Development Pete Reinke scanned the globe for companies that may want to call Lehigh Valley home. In May, he traveled to Israel and Germany to speak to legislative and business leaders about doing business in Lehigh Valley.

Office of Minority and Women-Owned Business (OMWOB) Two years after its creation, the Office of Minority and Women-Owned Business (OMWOB) continues to grow and help an increasing number of people. Under the watchful eye of Director Eduardo Eichenwald, the OMWOB is advancing minority and women-owned businesses by assisting them with acquiring capital, certification and site selection as well as marketing and business counseling. Throughout 2010, OMWOB worked with LVEDC and other partners to create family-sustaining jobs and strengthen the economic base of Lehigh and Northampton counties.
In 2010, OMWOB increased revenue for Lehigh Valley businesses by $8,250,000 and assisted in creating or retaining 59 positions. OMWOB assisted a total of 149 businesses and entrepreneurs and helped 8 new businesses open their doors. The number of businesses and entrepreneurs assisted in the inner cities totaled 41.
Foreign Trade Zone In today’s ever competitive global marketplace, Lehigh Valley’s Foreign Trade Zone (FTZ) # 272 allows Lehigh Valley companies to gain tax and trade benefits to those who want to strengthen their bottom line and position themselves to compete better in the world market place. • Application approved on May 14, 2010, to expand Lehigh Valley FTZ with 440 acres of former
Bethlehem Steel property, known as the Majestic Bethlehem Center, with FTZ General Purpose Zone. On Sept. 18, 2009, LVEDC sponsored an application that was approved May 13, 2010. The Industrial Park is expected to employ more than 4,000 people who will earn $165 million in wages and benefits.
• Application submitted to FTZ board requesting a Subzone with Manufacturing Authority for Grundfos Pump Corporation. Application was formally filed by FTZ board on March 24, 2010, with approvals excepted by first quarter 2011. FTZ designation will allow additional manufacturing operations to be conducted in the Lehigh Valley and better position Grundfos to compete against products made from foreign competitors.
Southside Bethlehem Keystone Innovation Zone The Southside Bethlehem Keystone Innovation Zone (SBKIZ) has been consistently recognized as one of the best performing programs of its kind in Pennsylvania. The SBKIZ has played a crucial role in attracting and developing entrepreneurs to the region — one of LVEDC’s five main priorities.
The SBKIZ creates a zone in south Bethlehem to foster innovation and attract and assist entrepreneurial companies. It brings together the combined resources of Lehigh University and Northampton Community College, utilities, health care organizations and business support organizations. SBKIZ is supported by 15 partners and provides resources to businesses in the life sciences, optoelectronics, information technology, nanotechnology and alternative energy sectors.
Since 2004, the SBKIZ has assisted 39 companies that have created more than 158 jobs. The SBKIZ has awarded $625,000 in technology grants to 24 start-up and early-stage companies in the form of $15,000 technology transfer grants that are designed to move a project toward commercialization. Additionally, the SBKIZ has provided 80 paid internship opportunities.

Responsible stewardship of land transcends economics and enhances a community’s quality of life. LVEDC has been a leader on the issue of responsible land use in the Lehigh Valley through the Lehigh Valley Land Recycling Initiative (LVLRI), a program funded primarily through Lehigh and Northampton counties.
LVLRI had a banner year in 2010. In April, LVLRI was awarded a $1 million grant from the United states Environmental protection Agency (EpA) to assess, clean up and redevelop brownfields. Only five other communities throughout the United states received EpA coalition grants this large.
Brownfields are abandoned industrial properties with real or perceived environmental problems. The grant will initially pay for assessment work to investigate the history and previous uses of various properties throughout Lehigh Valley. A further, phase II investigation would involve soil and water testing. The grant may also be used to plan cleanups after the assessment work is completed.
LVLRI worked with officials from Lehigh and Northampton counties and other organizations to identify potential projects. LVLRI was involved in the assessment and/or cleanup of 18 sites in 2010, totaling more than $160,000 of grant funds. In addition, LVLRI received two large grants this year: the EpA Coalition Grant for $1 million and $600,000 in cleanup funds through the pennsylvania Growing Greener II program to be used at the slate Hills site, plainfield and Washington townships.
Key project highlights include:
Bushkill Trail Properties, City of Easton, Northampton County A key part of Easton’s municipal plan is the completion of the Bushkill Creek Trail that will link the 13th Street Silk Mill to the downtown and the riverfront. LVLRI provided environmental assessments for six parcels that are a part of this trail, using just over $12,000 of EPA grant funds. Easton moved forward with purchasing the parcels and began construction of the trail.
F. L. Smidth, Borough of Catasauqua, Lehigh County LVLRI has been working with the Borough of Catasauqua on the former F. L. Smidth (Fuller) property along Front Street. This key property is being considered by the borough for the future location of municipal facilities and other redevelopment. LVLRI will assist the borough by using EPA grant funds to complete environmental site assessments. This characterization will enable to borough to make an informed decision regarding the purchase of the site.
Martin Tower Campus, City of Bethlehem, Lehigh County LVLRI and Lehigh County worked closely with a for-profit borrower to make a loan for cleanup at two buildings on the Martin Tower campus. This loan was made possible by an EPA ARRA brownfield grant that Lehigh County received in 2009. The loan, almost $900,000, will be used for remediation of lead paint and asbestos at the CH&R and Printery buildings. The cleanup plan was made available for public review in December of 2010 in preparation of starting cleanup in early 2011.
Our Lady of Pompeii Church, City of Bethlehem, Northampton County Our Lady of Pompeii Church in south Bethlehem needed an environmental assessment report to facilitate sale of the property. LVLRI provided the phase I environmental site assessment, which revealed that the parking lot of the church was built on an old gas station. After further investigation, three underground storage tanks were discovered. LVLRI’s consultant was able to fully characterize the tanks and complete the required PADEP tank closure reports. This work totaled almost $50,000 and will enable to the property to be redeveloped.

Slate Hills Quarry, Plainfi eld and Washington Townships, Northampton County In 2009, the Slate Hills Quarry cleanup was awarded $1,000,000 through the Pennsylvania Department of Environmental Protection (PADEP) Growing Greener II program. In 2010, the project received an additional $600,000 through the eff orts of LVLRI. Through a strong working relationship with PADEP, LVLRI was able to quickly respond to the Request for Proposals and secure this additional funding. LVLRI received 12 bids on this slate cleanup work over the summer, and cleanup of the waste slate started in late 2010 with the installation of erosion and sedimentation controls.
State Dairy Farm, East Allen Township, Northampton County The East Allen State Dairy Farm is a 12-acre site, of which approximately three acres are currently being used by the First Regional Composting Authority (FRCA). LVLRI and Northampton County have proposed to use the county’s revolving loan fund to pay for demolition of the old dairy buildings. By clearing these buildings, FRCA will have the space needed to expand its operation, which will allow service to additional municipalities. LVLRI’s completed a cleanup plan and bid documents using EPA assessment funds. Cleanup is set to start in early 2011.
State Hospital, City of Allentown, Lehigh County Through an application prepared by LVLRI, the Allentown Economic Development Corporation received technical support from the EPA’s Targeted Brownfi elds Assessment (TBA) program. The TBA provided an additional $50,000 of environmental investigation to complete the phase II ESA at the 30-acre site. LVLRI moved forward with a cleanup plan based on this assessment. Cleanup will begin in mid-2011.
Steel Stacks, City of Bethlehem, Northampton County In the early part of 2010, LVLRI facilitated a subgrant agreement between Northampton County and ArtsQuest for $290,000 to be used for the remediation and demolition of the former Bethlehem Steel buildings, No. 8 hammer shop and electric furnace building. This funding came to Northampton County through a 2009 EPA brownfi elds grant made possible by the American Recovery and Reinvestment Act (ARRA). Because of true regional cooperation between Northampton County, the City of Bethlehem, Representative Dent’s Congressional offi ce, state offi ces, ArtsQuest and LVLRI, this project was one of the EPA’s fi rst ARRA-funded projects to be completed.
Pennsylvania Brownfi elds Conference LVLRI helped PADEP facilitate the Pennsylvania Brownfi elds Conference held at the Holiday Inn, Center City, Allentown, in September 2010. This is the fi rst time in the six-year history of the event that it was not held in Harrisburg. The highlight of the event included a tour of the former Bethlehem Steel site, in which LVLRI worked with the City of Bethlehem, LVIP, Sands, ArtsQuest, Majestic Development Corp. and HDR Engineering to create a valuable fi rsthand experience for the 200 conference att endees of how brownfi eld redevelopment can be successful.

That’s where LVEDC comes in. Given the diffi culty in fi nding and securing capital, these loans play a large part in helping LVEDC fulfi ll its mission of creating a vibrant regional economy.
LVEDC works with a variety of organizations to administer numerous loan programs and incentives. These programs are available to a broad range of companies and off er lower-cost alternatives and complementary fi nancing to traditional funding resources. Some 2010 highlights include:
• The U.S. Small Business Administration 504 Certifi ed Development Company program provided more than $7 million in loans or committ ments to 9 companies in Lehigh Valley, including Scot Lubricants of PA, Inc. in Northampton, Northampton County, and TC Salon & Spa in Allentown, Lehigh County. S.B.A. 504 loans provide businesses with long-term, fi xed-rate subordinate fi nancing for the acquisition or renovation of land, buildings or equipment.
• The Pennsylvania Industrial Development Authority (PIDA) loan program off ered 8 Lehigh Valley businesses more than $9 million in 2010. These loans provide fi nancing to manufacturers, industrial developers and R&D fi rms to acquire, create or renovate related real estate.
• A collaboration between LVEDC and Community Action Committ ee of Lehigh Valley (CACLV) created a progressive program to make it easier for qualifi ed small businesses to secure credit. The Peer Review Program brought together 13 lending institutions, the Rising Tide Community Loan fund and the Small Business Development Center at Lehigh University to give small businesses a bett er chance of succeeding.
• In May, more than 50 business leaders att ended the LVEDC Business Financing Conference held at the Best Western Lehigh Valley Hotel and Conference Center in Hanover Township. The impressive lineup of federal, state and local presenters was a testament to LVEDC’s regional presence and the close cooperation of Lehigh and Northampton counties, and the three cities of Allentown, Bethlehem and Easton.

LVEDC markets to our regional businesses that could benefi t from our access to fi nancing and wide range of business services. We also market the Lehigh Valley as an excellent place to do business to the country and the world. Our eff orts take us as far away as Germany and India.
Our marketing strategy is simple enough: raising awareness of the strengths of Lehigh Valley, of what LVEDC does and how its services can benefi t business. Our positioning statement — Lehigh Valley’s premier Business Resource — is designed to set ourselves apart from other local organizations because of our extensive reach and depth of resources. Tactically, we will be using our new web site, video testimonials, direct mail, advertising and social media to help reinforce our position.
• Created and launched a new logo. The new, stylized mark captures the essence of business development in Lehigh Valley. The symbol is a subtleplay on the “L” and “V” of Lehigh Valley. The colors represent the urban core and the region’s open space. The design and type were chosen to look contemporary without being trendy.
• Developed and introduced a new web site. The design refl ects our Strategic Plan priorities and reinforces our position as the region’s premier business resource. The site serves as an interactive portal for Lehigh Valley businesses and seamlessly incorporates social media, a blog and video. The new design gives our fi nancing programs greater visibility and encourages lead generation.
• Working with Discover Lehigh Valley and the Lehigh Valley International Airport, we completed a video showcasing the region’s excellent quality of life. It can be seen on each organization’s web site and near the airport’s baggage carousel.
• Gave a total of $31,000 in Urban Marketing Initiative grants to the cities of Allentown, Bethlehem and Easton to spur economic rebirth and encourage continued success. LVEDC provided fi nancial support for carrying out unique elements of the city’s marketing campaigns, Main Street programs, targeted events and tactical web site enhancements for the long-term goal of business att raction and retention.
• Garnered media att ention for Lehigh Valley in BBC News, PBS, PCN and local media outlets.
• Created a user-friendly fi nancing matrix and updated Lehigh Valley Lenders Network branding.
• Developed an extensive social media plan to market LVEDC’s services to the business community – including the use of Facebook and Twitt er to market the region’s quality of life and innovative spirit to young professionals and entrepreneurs.
