o Education Sub-Cluster coordination meeting- Hudaydah hub started at 9:30 AM

in the same day and date mentioned above. The meeting begun with welcoming

the attendees from MoE-Sana’a, Education Offices’ Managers, Heads of

SCMCHAs in the four governorates, and representatives of UN/INGOs/NGOs.

ESNCC appreciated and warmly thanked all for attending. Then introducing each

other started followed by reading the agenda.

1. Providing Teachers Incentives

along with its scholastic materials.

3. Support MoE Textbooks Press to assist

in providing Schoolbooks. Partners who

have an intervention with school bags can

add schoolbooks in the bag through MoE

Textbooks Press, which will offer it with very

reasonable prices.

o Mr. Ali Alhaimi- re-welcomed the attendees started with welcoming the Director of Yemen

Illiteracy Office, Education Office Managers, Head of SCMCHAs in all governorates of

(Hudaydah, Hajjah, Mahweet and Raymah), and INGOs/LNGOs humanitarian partners for

attending this first outstanding and unique meeting that gathers all education and humanitarian

actors of all governorates in Hudaydah hub. He appreciated the efforts and the efficient

coordination conducted by Dr. Mahdi the Education Sub-Cluster Coordinator in Hudaydah hub

to conduct this important meeting.

o Then, he delivered the regards and greeting of his Excellency the Minister of Education Mr.

Yehya Badr Adduin Alhothi who appreciate the efforts of the partners who support, and

response to education in in Hudaydah hub governorates. In addition, he conveyed the regards

and greetings of the Vice- Minister of MoE Dr. Hamdan AlShami who was eager to attend this

valuable meeting but he apologized due to urgent work.

o He expressed his happiness for gathering all education actors on one table (MoE, GEOs,

SCMCHAs, INGOs, LNGOs) from all the four governorates in Hudaydah humanitarian hub to

discuss the education needs and priorities at each governorate level as in the agenda proposed

by ESNCC, and transparently knowing the implementation challenges that partners face and

their planned ambitious in 2020.

o Deputy Minister of MoE- Mr. Alhaimi thanked and appreciated the partners’ intervention in

Hudaydah governorate especially during the tragic situation in Hudaydah. And he ensured that

Education is the accountability of all actors including INGOs/LNGOs, MoE and GEOs, SCMCHA

national and governorate levels, and Education Cluster at National and Sub-National levels. With

their group efforts, the country will be able to sustain and develop.

o MoE has huge needs in Education comparing with other sectors, yet partners’ interventions are

very limited. Although this current critical situation because of the war and absence of MoE-

employees and teachers’ monthly salaries, the steadfastness of MoE to provide the minimum

education standards became obvious as the continuance of education still going while teachers

still going to teach in schools if they just get transportation method. Therefore, partners

(INGOs/NGOs) efficient and real education interventions are very important for education

system in Yemen.

MoE- Deputy Minister Action Points &

Recommendations for Partners:

1. Enhancing real and usual partnership and

coordination with MoE starting with

preparation, planning steps,

implementation stages, and mentoring and

evaluation of projects.

2. Focus on development activities and early

recovery projects rather than emergency

activities.

3. Education partners highly requested to plan

their projects according to national vision

for building the new state Yemen.

4. Partners to coordinate first with GEO at

governorate levels in order to determine

the targeted district and schools before

sharing with the donor. Partners can target

the district they already in but with

coordination with GEO based on needs.

5. Full coordination with MoE and SCMCHA at

Sana’a level, GEO and SCMCHA at district &

governorate levels, and the cluster in the

area to enhance proper implementation.

6. All partners to share thier intervention

mapping 2020 with the sub-cluster based

on the national vision of new Yemen.

ESNCC to share the mapping with MoE in

cluster template.

7. Partners to share the implemented report

with the sub-cluster regularly.

8. Absence of key partners noticed regularly,

especially today while MoE, GEOs, SCMCHA

are discussing in one table. ESNCC to

report to MoE the usual absent partners.

3. Updates on education situation in Hudaydah hub (Response, Gap, Challenges)

o SCMCHAs Heads of Hajjah, Hudaydah, and Mahweet welcomed MoE officials from Sana’a

appreciated the continuance of the sub-cluster meetings in Hudaydah and Hajjah and

appreciated the effort for the sub-cluster coordination. And on behalf of SAMCH in all hub

governorates, Hajjah Head of SAMCHA Mr. Alan Fadayel on their behalf presented their

inputs as below:

- Education Sub-Cluster coordination meetings are conducting in monthly basis; but

some key education partners do not regularly attend, which create gap in the

information sharing for education intervention.

- Some Education partners do not follow up action points that we agree on the meetings.

- The education funds and interventions are very limited and all partners are requested to

fundraising and expand intervention for education sector.

- Most of partners do not submit their sub-agreement on the specified time. As an

example; projects starts from January and partners, starts submit the sub-agreement in

February. This significantly affects the period of the project.

o Following for the sub-agreement singing and approving from MoE and SCMCHA, MoE

Deputy Minister confirmed that sub-agreement will not take more than one week in

MoE-Sana’a if submitted as required, prior coordinated with Education Offices at

governorate and district levels, and coordinated with sub-cluster.

o Head of SAMCHA Hudaydah- Mr. Jeber Al-Razhi ensured that he will follow up

SCMCHA-Sana’a and sub-agreement will not take much time in SCMCHA if submitted

on time.

Recommendations:

1. Partners requested to intervene based on

the needs and focus on the high impact

projects.

2. Partners to seriously find fundraising for

education and expand their intervention.

3. Partners highly requested to submit their

sub-agreements on the specified time. Based

on SCAMCH-Hajjah approval, permits

4. Education key partners to regularly attend

sub-cluster meeting and share their plan to

intervene in 2020 based on the national

vision of building new state of Yemen.

5. Education partners to seriously support

teachers and volunteers by incentives.

o Head of SCMCHA Mahweet, Mr. Mutahar Sharaf Auddin presented briefly the education

needs and priorities for Mahweet governorates as (Teachers and Volunteers incentives,

Schoolbooks, School rehabilitation, additional classrooms, school desks and chairs,

scholastic materials, and school meal). As there is no education partners in Mahweet,

he called all education partners to intervene in Mahweet governorate, as Mahweet has

no education intervention since many years. It is time for Mahweet, as there is a huge

gap for education sector in the governorate.

4. GEO Managers- updates on Needs and Priorities for (Al Hudaydah, Hajjah,

Mahweet, Raymah)

o Government Education (GEO) Offices’ Managers in Hudaydah, Hajjah, Mahweet,

and Raymah governorates have briefed the needs and gaps in each governorate.

All agreed in the following mutual points:

- INGOs/NGOs always contact GEOs just for getting data. Therefore; they should

start real coordination with GEOs and all support and guidance will be provided.

- Some partners are targeting schools in the district they are already in with

another sector searching for easy implementation. Those targeted schools and

districts are not priorities for GEOs at governorate and district levels.

- Some partners are working in education under different agenda rather than MoE

vision and strategy. For example, all partners in Hudaydah always ask only for

providing soap and wash awareness. No need for this, we need real education

intervention (TLS, School Books, Teachers Incentives, school meal, etc).

- Most partners are selecting the districts by themselves without coordination

with GEOs, and come to GEOs only to approve. No consideration for EOs needs

and priorities. Therefore, all partners to coordinate with GEOs first in order to

agree on targeted districts and schools.

- Despite the limited education intervention, the needs are huge and cannot be

covered only with real efforts from all education cluster partners.

5. Education Cluster Partners’ Updates on 2020 Intervention and Challenges

o On behalf of the Education Humanitarian Partners, UNOCHA- Humanitarian Affairs

Officer- Khaled Aljumai delivered partners’ mutual points as follows:

- Firstly, he thanked and appreciated local authorities (MoE, GEOs, SCMCHA)’s attendance

from Sana’a, Hajjah, Al Hudaydah, Mahweet, and Raymah for this valuable meeting which

has to be followed by other clusters. In addition, requested from them all to provide

necessary assistance for the humanitarian work of the international/national NGOs.

- Then, he presented to audience the humanitarian response mechanism, which starts with

conducting the needs assessments through the clusters, design response plan,

intervention, monitoring and evaluation, and assisting the impact.

- Finally, he recommended all to work as one team for supporting education and clarified

for the local authorities the importance of their support to partners especially while

conducting needs assessments as it is the first step to response.

o Following up on what raised above by SCMCHA’s and GEO’s managers, NRC-Education

Project Manager (Arwa Alansi) has commented and provided suggestions as follows:

- Firstly, she commented on what was raised by Head of Hudaydah SCMCHA (Mr. Jaber Al-

Razehi) about supporting to accelerate signing the sub-agreements of education projects,

she suggested that once sub-agreements of new project submitted to SCMCHA at Sana’a

level, SCMCHA-Sana’a to directly inform its branches at governorate levels.

- Then, she agreed on what was mentioned about lack of resources and funds for education

sector rather than other sectors, as she indicated the importance of enhancing the

coordination and cooperation among all related actors to avoid delaying the

implementation of education projects. As delay of a project will affect negatively for the

advocacy of resource mobilization and funds for education, also it may decrease the

available resources and funds of education sector.

- After that, NRC-Education Project Manager (Arwa Alansi) commented on what raised by

GEOs about partners selection for targeted district/s, as she clarified that partners select

the district during writing the project proposal to be submitted to the donor, and

sometimes priorities of district changes while waiting for the donor’s approval, then

waiting for signing the sub-agreements and start implementation. However due to the

lack of partners in education, and huge needs on ground, that will not result to changes

on the priorities and districts that initially selected by a partner.

- Finally, NRC-Education Project Manager (Arwa Alansi) recommended that an advocacy

must be conducted and request other clusters to facilitate some of their activities for

education such as wash intervention when targeting an area, to also cover the schools in

the same area specially providing and tracking water as most schools face lack of water.
