EU project funding terminates on 31.12.2006, but the cooperation which has evolved in the Elbe river basin must be continued on a long term basis. Dr. Buttolo, the Interior Minister of the State of Saxony, was in full agreement with the project partners when, on 6.12.2006, he declared at the signing ceremony of the joint declaration on cooperation: „I will use my influence to ensure that, within the scope of our possibili-ties, we continue along the path we have begun. We shall continuously take steps to realise the proposed actions one-by-one.“

Thanks to all involved

As the lead partner in the project, we should like to take this opportunity to thank all involved once again – in particular the project partners – for the excellent cooperation. A network has evolved which is in a position to handle comprehensive tasks. Thus in ELLA, spatial planners, water man-agement experts and many other actors in the Elbe region have in some cases already implemented the stipulations of the future EU-directive on flood risk management.

Nach drei Jahren transnati-onaler Zusammenarbeit

von Raumordnung und Wasserwirt-schaft beim vorsorgenden Hochwas-serschutz blicken wir positiv nach vorne: die umfangreichen Ergebnisse und die gut besuchte und hochrangig besetzte Abschlusskonferenz im De-zember 2006 im Sächsischen Land-tag haben die Bedeutung des ELLA Projektes noch einmal deutlich ge-macht. Die EU-Förderung des Projek-tes läuft am 31.12.2006 aus, aber die gewachsene Kooperation im Elbeein-zugsgebiet muss langfristig fortge-führt werden. Der Sächsische Staats-minister des Innern, Dr. Buttolo, war sich mit den Projektpartnern bei der Unterzeichnung der gemeinsamen Erklärung zur Zusammenarbeit am 6.12.2006 einig: „Ich werde mich dafür einsetzen, dass wir im Rahmen unserer Möglichkeiten den angefan-genen Weg fortsetzen. Wir werden kontinuierlich Schritte ergreifen, um die Handlungsvorschläge nach und nach umzusetzen.“

Dank allen Beteiligten

Als Lead Partner des Projektes möch-ten wir uns an dieser Stelle nochmals ganz herzlich bei allen Mitwirkenden, insbesondere bei den Projektpartnern für die sehr gute Zusammenarbeit bedanken. Es ist ein Netzwerk ent-standen, das in der Lage ist, große Aufgaben zu be-wältigen. So haben in ELLA Raumpla-ner, Wasserwirt-schaftler und viele weitere Akteure im Elberaum z. T. be-reits umgesetzt, was die künftige EU-Richtlinie zum Hochwasserrisiko-management vor-sieht.

Das EU-Projekt ELLA fand nach drei Jahren intensiver transnatio-naler Zusammenarbeit im Rahmen einer öffentlichen Veranstaltung seinen Abschluss. Dazu hat der Sächsische Staatsminister des Innern Dr. Albrecht Buttolo als Lead Partner in den Sächsischen Landtag in Dresden eingeladen.

220 Teilnehmer zeigten ein über-wältigendes Interesse an ELLA, die Konferenz war ein großer Erfolg.

Durch das Projekt ELLA wurden erstmals transnational abge-stimmte raumordnerische Hand-lungsvorschläge zum vorsorgen-den Hochwasserschutz im Ein-zugsgebiet der Elbe erarbeitet. Mit Unterstützung des Bundesministe-riums für Verkehr, Bau und Stadt-entwicklung wurde ein transnatio-nales Netzwerk von Raum-ordnungs- und Wasserbehörden

Within the scope of a public event, the ELLA EU project was officially terminated after three years of intensive transnational cooperation. Eröffnung und Einführungen

Die Landtagsvizepräsidentin And-rea Dombois begrüßte die Teil-nehmer am 4. Dezember 2006 im Sächsischen Landtag. Am ersten Tag wurde ein Überblick über Strategien beim raumordneri-schen Hochwasserschutz in den an ELLA beteiligten Ländern gege-ben.

Im Foyer des Landtags waren während der Konferenztage die Poster der ELLA-Wanderaus-stellung und die Kinderbilder des Malwettbewerbes ausgestellt.

Fachliche Ergebnisse

Der zweite Tag stand ganz im Zeichen der ELLA Ergebnisse und Produkte. In thematisch geglie-derten Zeitblöcken stellten die Projektpartner die in den letzten drei Jahren gemeinsam erarbeite-ten Ergebnisse dem interessierten Publikum vor. Das Stehbankett im historischen Ständehaus gab am Abend weitere Möglichkeit zur Diskussion.

Politisches Plenum

Am dritten Tag erläuterten Ji íVa ká (Tschechischer Vizeminis-ter für Regionalentwicklung, MMR), Staatssekretär Dr. Jürgen Staupe in Vertretung von Dr. Albrecht Buttolo (Sächsischer Staatsminister des Innern, SMI), Ulrich Kasparick (Parlamenta-rischer Staatsekretär im Bundes-ministerium für Verkehr, Bau und Stadtentwicklung, BMVBS) sowie Dr. Hans-Joachim Gottschalk (Staatssekretär im Ministerium für Landesentwicklung und Verkehr in Sachsen-Anhalt, MLV) ihre Vor-stellungen zur zukünftigen Koope-ration an der Elbe.

Podiumsdiskussion

Die Konferenz wurde mit einer Podiumsdiskussion der Fachleute zum Thema „Drei Jahre ELLA-Zusammenarbeit – und nun?“ abgeschlossen. Darin äußerten alle Teilnehmer ihren Wunsch, die Arbeiten gemeinsam fortzuführen. Nun muss gehandelt werden.

Opening and Introductions

The Deputy President of the Saxon State Parliament, Andrea Dombois, greeted the participants on the 4th December in the Saxon parlia-ment. On the first day, an over-view of the strategies in spatial planning for flood protection was provided for the countries involved in ELLA.

Throughout the duration of the conference, the posters of the ELLA travelling exhibition and the children’s pictures from the paint-ing competition were displayed in the foyer of the parliament.

Expert results

The second day was completely devoted to the ELLA results and projects. In thematically subdi-vided time periods, the project partners presented the audience with the results which they had jointly generated over the last three years. A buffet dinner in the historical “Ständehaus” provided further opportunity for discussion in the evening.

On the third day, Ji í Va ká(Deputy Minister for Regional De-velopment, MMR, Czech Republic), Secretary of State Dr. Jürgen Staupe representing Dr. Albrecht Buttolo (Interior Minister, State of Saxony, SMI), Ulrich Kasparick (Parliamentary Secretary of State in the Federal German Transport, Building and Urban Development Ministry, BMVBS) as well as Dr. Hans-Joachim Gottschalk (Secre-tary of State in the Ministry of State Development and Transport in Saxony-Anhalt, MLV) elucidated their concepts for future coopera-tion in the Elbe valley.

The conference was terminated with a podium discussion of ex-perts on the subject „Three years of ELLA cooperation – AND NOW?“ The participants expressed their willingness to continue working to-gether. Now action has to be taken.

Am 6.12.2006 unterzeichneten im Rahmen einer Pressekonferenz die politischen Vertreter der ELLA-Partner eine Gemeinsame Erklä-rung zur weiteren internationalen Zusammenarbeit beim vorsorgen-den Hochwasserschutz.

Die Projektpartner erklären sich bereit, die in ELLA erarbeiteten Handlungsvorschläge im Rahmen ihrer Möglichkeiten umzusetzen. Unter anderem soll dazu auch die transnationale Zusammenarbeit der Raumordnungs- und Wasser-wirtschaftsbehörden ausgebaut und intensiviert werden. Es wird angestrebt Gefahrenkarten für die Raumordnung zu aktualisieren und methodisch fortzuentwickeln. Dadurch kann der vorsorgende Hochwasserschutz in den Raum-ordnungsplänen effektiver umge-setzt werden.

Das in ELLA entstandene Netz-werk soll zur langfristigen Zusam-menarbeit genutzt und ausgebaut werden. Dazu gehören auch die Entwicklung eines Anschlusspro-jektes und die Einwerbung von Fördermitteln aus der Förderperi-ode 2007-2013 sowie die Aufnah-me von weiteren thematischen Aspekten.

Projektoví partne i vyjád í ochotu v rámci svých možností realizovat návrhy postup vypracované v rámci projektu ELLA. Mimo jiné je proto t eba rozší it a zintenzívnit nadnárodní spolupráci orgán územního plánování a vodního hospodá ství. Je t ebaaktualizovat a metodicky dále rozvíjet povod ové mapy za ú elem územního plánování. Tak je možno efektivn ji realizovat preventivní ochranu p ed povod- n mi prost ednictvím opat e- ní územního plánování.

Elektronická sí , která vznikla p iprojektu ELLA, musí být využita pro dlouhodobou spolupráci a být dále rozší ena. K tomu také pat írozvoj návazného projektu. Kromtoho je t eba se ucházet o podporu období 2007-2013 a za lenit do projektu další tématická hlediska.

During a press conference, on 6.12.2006, the political represen-tatives of the ELLA partners signed a joint declaration on the continuation of international coo-peration for preventive flood ma-nagement.

The project partners declared their willingness to implement the proposed actions generated in ELLA within the scope of their possibilities. In this respect, a-mong other things, the transnati-onal cooperation of the spatial planning and water management authorities should be extended and intensified. The intention is to update and further develop ha-zard maps for spatial planning. In this way preventive flood protecti-on can be more effectively in-tegrated into spatial planning and development plans.

The network which has developed thanks to ELLA should be exten-ded and used for long term coo-peration. This includes the deve-lopment of a follow-up project and the acquisition of promotion means from the promotion period 2007-2013 as well as the inclusion of further relevant aspects.

Gemeinsame Erklärung

Die Partner des ELLA Projektes haben im Rahmen der Europäischen Gemein-schaftsinitiative INTERREG unter Einsatz von Eigenmitteln und mit Förderung durch die Europäische Union Handlungsvorschläge zum vorsorgenden Hoch-wasserschutz im Elbe Einzugsgebiet erarbeitet. Das Einzugsgebiet der Elbe ist ein bedeutender und dicht besiedelter mitteleu-ropäischer Entwicklungsraum. Die Projektpartner in ELLA haben mit den trans-nationalen Handlungsvorschlägen Wege aufgezeigt, wie durch Raumordnungs-instrumente sowie durch dazu gehörige fachliche Grundlagen und Konzepte der Wasserwirtschaft der vorsorgende Hochwasserschutz weiter verbessert werden kann.Sie erklären anlässlich der Abschlusskonferenz des INTERREG III B Projektes ELLA im Dezember 2006:

Die Projektpartner werden im Rahmen ihrer Möglichkeiten Schritte fortfüh-ren oder ergreifen, um die ELLA-Handlungsvorschläge umzusetzen.

Die transnationale Zusammenarbeit der Raumordnungs-, der Wasserwirt-schafts- und anderer Fachbehörden soll weiter ausgebaut und intensiviert werden.

Die Projektergebnisse sollten in die weitere Umsetzung des Aktionsplans Hochwasserschutz der IKSE in geeigneter Weise integriert werden.

Die Projektpartner werden gemeinsam die Wissensbasis für die Gefahrenvor-sorge weiter verbessern. Insbesondere bei der Aktualisierung und methodi-schen Fortentwicklung von Gefahrenkarten für die Raumordnung werden sie zusammenarbeiten.

Alle Projektpartner werden im Rahmen ihrer Kompetenzen und Möglichkei-ten die Belange des vorsorgenden Hochwasserschutzes in den Raumord-nungsplänen auf allen Ebenen sowie in der kommunalen Planung unterstüt-zen.

Das in ELLA entstandene Netzwerk soll für die langfristige Zusammenarbeit genutzt und ausgebaut werden. Dazu sind regelmäßige Treffen beabsichtigt.

Die Zusammenarbeit zur weiteren Verbesserung der Hochwasservorsorge soll fortgesetzt und ausgebaut werden. Dies schließt die Entwicklung eines Anschlussprojektes und die Einwerbung von Fördermitteln aus der Förderpe-riode 2007-2013 mit ein. Die zukünftigen Aktivitäten dienen auch der Umset-zung der EU-Hochwasserrisikomanagementrichtlinie, und sollen für Koopera-tionen auf dem Gebiet der transnationalen Raumordnung genutzt werden.

Partne iprojektu ELLA svými návrhy nadnárodních postup ukázali zp soby, jak lze prost ednictvím nástroj územního plánování a p íslušnými odbornými podkla-dy a koncepcemi vodního hospodá ství preventivní ochranu p ed povodn mizlepšit. Partne i projektu podniknou v rámci svých možností další kroky nebo budou dosavadní nadále rozvíjet s cílem postupného uskute ování postupnavrhovaných projektem ELLA.

Je t eba dále budovat a intenzivn ji uplat ovat nadnárodní spolupráci orgán územního plánování a vodního hospodá ství i dalších odborných složek.

Výsledky by m ly být vhodným zp sobem integrovány v další realizaci ak ního plánu Ochrana p ed povodn mi MKOL.

Partne i projektu budou spole n nadále zlepšovat základnu dosavadních znalostí za ú elem prevence p ed povod ovými riziky. Budou spolupracovat a vzájemn se podporovat p edevším p i aktualizaci a metodickém dopl ování map s vyzna ením rizik povodní pro systém územního plánování.

Všichni partne i budou v rámci svých kompetencí a možností postupn reali-zovat záležitosti preventivní ochrany p ed povodn mi v územních plánech na všech úrovních a rovn ž v plánovací innosti obcí.

Sí , která v rámci projektu ELLA vznikla, má být využita a dále rozší ena pro dlouhodobou spolupráci. Zvažují se pravidelná setkání za ú elem spolupráce.

Je t eba pokra ovat v zapo atých krocích ke zlepšení protipovod ové pre-vence a je t eba vyvíjet další. To zahrnuje i vypracování návazného projektu a s tím spojenou žádost o finan ní dotaci na dota ní období 2007-2013. Budoucí aktivity slouží rovn ž k uplat ování Sm rnice o vyhodnocování po-vodní a protipovod ových opat eních EU a mají být využívány pro spolupráci v oblasti nadnárodního územního plánování.

Joint declaration

In the framework of the European Initiative INTERREG and with their own means, the partners in the ELLA Project have established proposals for action regarding preventive flood management in the catchment area of the River Elbe.The catchment area of the Elbe is an important and heavily populated Central European development area. With the transnational proposals, the ELLA pro-ject partners have shown courses of action with which preventive flood mana-gement can be further improved using spatial planning instruments as well as the associated expert basis and concepts of water management. On the occasion of the Termination Conference of the INTERREG III B Project ELLA, in December 2006, the partners jointly declare:

Within the scope of their possibilities, the project partners will continue and implement initiatives for the realisation of the ELLA proposals for action.

The transnational cooperation of the spatial planning, water management and other expert authorities, is to be further extended and intensified.

The project results should be integrated in a suitable manner in the further realisation of the flood protection action plan of ICPE.

Together, the project partners will further improve the knowledge basis for hazard precautions. In particular, they will work together in the updating and methodical continuation of hazard mapping for spatial planning.

Within the scope of their competence and possibilities, all project partners will support the concerns of preventive flood protection in spatial planning at all levels, including municipal planning.

The network which has developed through ELLA is to be used and further extended for long-term cooperation. To this end, regular meetings on coo-peration are envisaged.

The cooperation to improve preventive flood protection should be continued and extended. This includes the development of a follow-up project and the acquisition of promotion means from the promotion period 2007-2013. The future activities should serve the realisation of the EU Flood Directive and should be used for cooperation in the field of transnational spatial planning.

Die Hauptergebnisse des Projek-tes wurden in einer, vom Sächsi-schen Staatsministerium des In-nern herausgegebenen, dreispra-chigen Broschüre: „Ergebnisse und Handlungsvorschläge“ zu-sammengefasst.

Sie umfasst:

Rechtliche Grundlagen und Empfehlungen Transnationale Handlungsfel-der der RaumordnungEmpfehlungen für die Wasser-wirtschaft Empfehlungen für die Raum-ordnung in den Regionen Empfehlungen zur Erhöhung des Problembewusstseins.

Die Handlungsvorschläge, die von der transnationalen Partnerschaft erarbeitet und in einem aufwendi-gen Prozess abgestimmt wurden, tragen vor allem zur Koordination grenzüberschreitender Aktivitäten der Raumordnung bei. Dabei sind genauso lokale als auch regionale und überregionale Aktivitäten notwendig.

Bestandteil der Vorschläge sind Kartenwerke, die diese räumlich abbilden:

Gefahrenhinweiskarten Hoch-wasser (Elbe-Atlas) Schematische Karten zu den Handlungsfeldern.

Jedem der unten dargestellten Handlungsfelder sind regionale Handlungserfordernisse zugewie-sen. Sie beziehen sich auf Akteure der Raumordnung, der Wasser-wirtschaft und anderer Diszipli-nen.

The main results of the project were summarised in a brochure “Results and proposed actions” published in three languages by the Saxon State Ministry of the Interior.

It includes:

Legal environment and recom-mendations Transnational spatial planning action fields Recommendations for water management Recommendations for regional spatial planning Recommendations for increa-sing public problem awareness.

The action recommendations, which were produced by the trans-national partnership and which were agreed by all parties in a thorough consultation process, provide an important contribution in particular towards coordinating cross-border spatial planning activi-ties. Here, local as well as regional and interregional activities are just as necessary and important.

A composite part of the recommen-dations are maps and charts which display them spatially:

Hazard warning maps for floo-ding (Elbe Atlas) Maps outlining the action fields.

Each of the action fields described below is allocated to regional ac-tion requirements. They relate to actors in spatial planning, water management and other disciplines.

In den Newslettern 1-3 wurden die RRechtsstudien zum Hochwas-serschutz im Raumplanungsrecht sowie der rechtliche Rahmen zur grenzüberschreitenden Zusam-menarbeit im Hochwasserschutz dargestellt.

Ebenso wurde ausführlich über die Tätigkeiten im Rahmen der Wanderausstellung und die Er-gebnisse der einzelnen Pilotpro-jekte berichtet.

Integration in die Raumplanung

In der Studie zur Integration des vorbeugenden Hochwasserschut-zes in die Raumplanung wurden im Rahmen der Arbeitsgruppe zur regionalen Umsetzung die Pilot-projekte in ELLA vergleichend in ihrer Herangehensweise unter-sucht (IÖR, Dresden). Grundlage der Untersuchung war ein Frage-bogen, der von den Projektpart-nern beantwortet wurde.

Newsletters 1-3 included the llegal studies on flood protection in spatial planning law as well as the legal environment for cross-border cooperation in flood pro-tection.

Also, detailed information was provided about the activities in-volved with the ttravelling exhibiti-on and the results of individual pilot projects.

Integration in spatial planning

In the study on the integration of preventive flood protection into spatial planning, under the auspi-ces of the working group on regi-onal implementation, the ELLA pilot projects were compared with regard to their approach to the subject (Institute for Ecological and Regional Development, Dres-den). The basis for this examina-tion was a questionnaire which was completed by the project partners.

Der Elbe-Atlas (Gefahrenkarten-Atlas) wurde im Dezember 2006 in einer Auflage von 500 Stück als farbiges, dreisprachiges DIN A3 Druckwerk herausgegeben. Zu-dem ist der Atlas mit weiteren zusätzlichen Informationen als CD-Rom erhältlich (Sächsisches Landesamt für Umwelt und Geolo-gie. Bearbeitung: RUIZ RODRIGU-EZ + ZEISLER + BLANK GbR, Wiesbaden, 2006).

In 20 Kartenblättern werden Überschwemmungskarten von der Quelle der Elbe bis zur nieder-sächsischen Grenze dargestellt. Es werden die gefährdeten Flächen bei einem hundertjährlichen Hochwasser (HQ100) sowie für die deutschen Abschnitte bei Extrem-hochwasser dargestellt. Diese Flächen wurden ohne die Wirkung von Schutzeinrichtungen berech-net.

Zudem wurden für Teilabschnitte der Elbe Flächen mit potenziellen Vermögensschäden bei einem HQ100 bzw. einem Extremhoch-wasser dargestellt.

Der Elbe-Atlas dient als wichtige Gefahreninformation für die regio-nale und kommunale Flächenvor-sorge im Rahmen der Raumpla-nung und für bauliche Vorsorge-maßnahmen.

Veröffentlichung des Elbe-Atlas Vydání Atlasu Labe Publication of the Elbe Atlas

Atlas Labe (Atlas povod ových map) vyšel v prosinci 2006 nákladem 500 kus jako barev-ná, trojjazy ná tiskovina ve formátu DIN A3. Atlas je k dispozici s dalšími informacemi také na CD-Rom. (Saský zemský ú ad pro životní prost edí a geologii. Zpracovali: RUIZ ROD-RIGUEZ + ZEISLER + BLANK GbR, Wiesbaden, 2006).

Na 20 listech jsou zobrazeny povod ové mapy od pramene Labe až k dolnosaské hranici. Znázor ují ohrožené plochy p istoleté vod (HQ100) a n mecké úseky p i extrémn velké vod .Tyto plochy byly vypo ítány bez ú inku ochranných za ízení.

The Elbe Atlas (hazard maps) was published in December 2006 in an edition of 500 as a coloured, three-language DIN A3 print. Furthermore, the atlas is also available as a CD-Rom with additi-onal information (Saxon State Office of the Environment and Geology. Processing: RUIZ ROD-RIGUEZ + ZEISLER + BLANK GbR, Wiesbaden, 2006).

The flooding maps are displayed on 20 separate pages, from the source of the Elbe to the border with Lower Saxony. The endange-red areas for a one hundred year flood (HQ100) are shown and, in the German sections, the endan-gered areas in an extreme event are also shown. These areas were calculated without including the effects of protective installations.

Furthermore, for certain sections of the Elbe, areas with potential asset damages at an HQ100 and an extreme flood event are also shown.

The Elbe Atlas serves as impor-tant hazard information for regio-nal and municipal precautionary measures within the framework of spatial planning and measures relating to building.

Auswirkungen von Rückhaltemaß-nahmen

In der wasserwirtschaftlichen Untersuchung zum Thema „Aus-wirkungen von Rückhaltemaßnah-men“ wurde die Wirkung der im „Aktionsplan Hochwasserschutz Elbe“ der IKSE enthaltenen Maß-nahmen zur Schaffung zusätzli-cher Retentionsräume auf den Wellenablauf in der Elbe simuliert (BfG, Koblenz). Das eindimensio-nale hydrodynamische numeri-sche Wasserstandsvorhersagemo-dell (WAVOS) wurde dabei an die Fragestellung angepasst. Alle Untersuchungen wurden in enger Abstimmung mit den Wasserwirt-schaftsverwaltungen Sachsens und Sachsen-Anhalts durchge-führt, die auch die benötigten Daten zu den modellierten Rück-haltemaßnahmen lieferten.

Identifizierung von Hochwasser-entstehungsgebieten

Für den Freistaat Sachsen wurde modellhaft eine zweistufige Me-thodik zur Identifizierung von Hochwasserentstehungsgebieten entwickelt. Die Methodik ist auch auf andere Gebiete übertragbar, da sie auf allgemein verfügbaren Informationen über abflussrele-vante Gebietseigenschaften und Starkniederschläge aufbaut.

Mit der Ausweisung von Hochwas-serentstehungsgebieten in Raum-ordnungsplänen wird ein Beitrag zum vorbeugenden Hochwasser-schutz geleistet. Anthropogene Eingriffe, die mit einer Verringe-rung des Wasserrückhaltes ver-bunden sind, sollten in Hochwas-serentstehungsgebieten grund-sätzlich ausgeglichen werden.

P i vodohospodá ském pr zkumu tématu „Ú inky reten ních opat ení“ byl k vytvo ení dalších reten ních prostor simulován ú inek opat ení na pr b h vln na Labi (BfG, Koblenz), která jsou obsažena v „Ak ním plánu ochrany Labe p ed povodn mi“ MKOL. Jednodimenzionální hy- drodynamický numerický model p edpov di vodního stavu (WAVOS) byl p itom p izp soben otázkám. Všechna šet ení byla provedena v úzké shods vodohospodá skými správami Saska a Saska-Anhaltska, které daly k dispozici rovn ž pot ebná data pro modelovaná reten ní opat ení.

Identifikace oblastí s nebezpe ím vzniku povodní

Pro Svobodný stát Sasko byla modelov vytvo ena dvoustup-ová metodika k identifikaci

oblastí nebezpe í vzniku povodní. Metodika je použitelná i pro jiné oblasti, protože je založena na obecn p ístupných informacích o vlastnostech oblastí d ležitých pro odtok a o silných srážkách.

Prokázání oblastí s rizikem vzniku povodní v územních plánech je p ísp vkem k preventivní ochranp ed povodn mi. Antropogenní zásahy, které jsou spojené se snížením retence vody, by m lybýt v oblastech s rizikem povodní zásadn vyrovnány.

Effects of retention measures

In the water management exami-nation on the subject of „Effects of retention measures“, the effect of the measures contained in the “Action plan Elbe flood protection“ of ICPE for creating additional water retention areas was simula-ted on the flood wave movement along the Elbe (Federal Institute of Hydrology, Koblenz). The one-dimensional, hydrodynamic, nu-merical water level prediction model (WAVOS) was adapted to this specific question. All examina-tions were carried out in close consultation with the water mana-gement authorities in Saxony and Saxony-Anhalt who also provided the necessary data on the retenti-on measures in the model.

Identification of flood generation areas

For the State of Saxony, a model was developed using a two-step methodology for the identification of flood generation areas. The methodology can be transferred to other areas because it is based on generally available information regarding drainage-relevant terri-torial characteristics and extreme precipitation.

The definition of flood generation areas in spatial plans represents a contribution to preventive flood management. Anthropological incursions which involve a reducti-on in water retention should, as a matter of course, be compensated in flood generation areas.

Durch die EU-Förderung aus dem INTERREG III B CADSES Pro-gramm konnte der bestehende Wunsch der Projektpartner im Elbeeinzugsgebiet zur transnatio-nalen Zusammenarbeit möglich gemacht werden. Dank dieser Förderung hatten die Projektpart-ner die Möglichkeit, die transnati-onale Zusammenarbeit zu bewälti-gen. Die Förderung läuft Ende Dezember 2006 aus.

Besonders bemerkenswert ist, dass das Projektziel, eine gemein-same Handlungskonzeption nicht nur zu erarbeiten, sondern mit der großen Anzahl von Projekt-partnern abzustimmen und zu vereinbaren, erreicht werden konnte. Nun stellt sich die Frage nach der Zukunft der begonnenen Arbeiten und insbesondere des entstandenen transnationalen Netzwerkes.

Die Projektpartner sind sich einig, dass die langfristige Zusammenar-beit ein wichtiges Ziel für die Zukunft ist. In den drei Projekt-jahren musste viel Zeit in den Aufbau der Partnerschaft inves-tiert werden, um sprachliche so-wie administrative Hürden und unterschiedliche Arbeitsherange-hensweisen zu überwinden. Die Partner können nun von der ge-wachsenen Struktur und dem hohen Maß an Vertrauen profitie-ren.

Zukünftige Aktivitäten und Zusammenarbeit Aktivity a spolupráce v budoucnosti Future activities and cooperation

Prost ednictvím podpory EU z programu INTERREG III B CADSES bylo možno zrealizovat p ání projektových partneruskute nit nadnárodní spolupráci v povodí Labe. Díky této podpo e m li projektoví partne imožnost uskute nit nadnárodní spolupráci. Podpora kon íkoncem prosince 2006.

Obzvláš podivuhodné je, že bylo dosaženo cíle projektu nejen vypracovat spole nou koncepci innosti, ale i s velkým po tem projektových partnertuto koncepci dojednat a schválit. Nyní se nabízí otázka budoucnosti zapo atých prací a obzvlášt vytvo ené nadnárodní sít .

Projektoví partne i se shodli, že d ležitým cílem do budoucnosti je dlouhodobá spolupráce. B hem t í let trvání projektu bylo investováno mnoho asu do vybudování partnerství a p e-konání jazykové a administra- tivní bariéry a rozdílných p í- stup k práci. Partne i nyní mnohou využívat vytvo enou strukturu a vysoký stuped v ry.

Thanks to the EU support from the INTERREG III B CADSES pro-gram, it was possible to fulfil the wishes of the project partners in the Elbe catchment area for trans-national cooperation. This funding gave the project partners the possibility to perform the transna-tional cooperation successfully. This support terminates at the end of December 2006.

It is especially remarkable that it was not only possible to meet the project target of working out a joint action concept, but also that this could be reviewed and agreed in a consultation process with the large number of project partners. Now, of course, the question arises as to what will happen in future to the work which has already begun and in particular to the transnational networks which have been created.

The project partners are unani-mous in the opinion that long term cooperation is an important future target. In the three project years, much time had to be in-vested in building up the part-nership in order to overcome language and administrative bar-riers and to understand the diffe-rent working methods. Die transnationale Zusammenar-beit auf dem Gebiet der Raumord-nung im Einzugsgebiet der Elbe soll nach den Vorstellungen der Projektpartner zukünftig auch weitere wichtige raumplanerische Belange des Flussgebietsmanage-ments einbeziehen und somit einen Beitrag zur Lösung von aktuellen Raumnutzungskonflikten im Flussgebiet leisten. Die aktuell anstehenden Themen dabei sind zum Beispiel der FFluss als Ver-kehrsweg, Tourismus im Flusskor-ridor sowie Natur und Land-schaftsschutz im Elbtal.

Im ersten Quartal 2007 werden die konkreten Interessen der Projektpartner für die Zukunft evaluiert und strukturiert. Darauf aufbauend werden Kontakte mir potenziellen weiteren Beteiligen aufgenommen. Dafür hat das Bundesamt für Bauwesen und Raumordnung Mittel bereitge-stellt. Mit der Beantragung von Folgeprojekten ist ab Ende 2007 zu rechnen.

V prvním tvrtletí 2007 budou vyhodnoceny a roz len ny konkrétní zájmy projektových partner . V návaznosti budou n a v á z á n y k o n t a k t y s potenc iá ln ími da lš ím i ú astníky. K tomu dal k dispozici prost edky Spolkový ú ad pro výstavbu a územní plánování. S podáním žádosti o následné projekty je možno po ítat od konce roku 2007.

Transnational contributions of spatial planning to the implemen-tation of the flood risk directive

According to the convictions of the project partners, the transnational cooperation in the field of spatial planning in the Elbe catchment area should, in future, also encom-pass further important spatial plan-ning concerns of catchment area management, and thus provide a contribution to the solution of cur-rent land use conflicting interests in the river valley. The current sub-jects under discussion here are for example: the rriver as a transport route, tourism along the river valley and nature and landscape conser-vation in the Elbe valley.

In the first quarter of 2007, the concrete interests of the project partners for the future will be e-xactly defined and evaluated. On this basis, contacts will be made with further potential associates. The German Federal Office for Building and Spatial Planning has provided funds for this purpose. The application for follow-up pro-jects is planned for the end of 2007.
