Por Juan Gilberto [email protected] economía no logra crecer ni generar los empleos nece-sarios que requieren el casi millón de jóvenes que año con año se incorporan a la fuerza de trabajo, siendo incapaz de producir los bienes y servi-cios suficientes que permitan a todos los mexicanos un nivel de vida digno.

En las últimas tres décadas, mientras la población crecía a un ritmo de 2.4 por ciento anual, siendo insuficiente y se ha acentuado en los últimos diez años, en los que la eco-nomía ha crecido en prome-dio a un menor ritmo, lo cual significa que el producto por habitante está peligrosamente estancado y con ello el nivel de bienestar.

La nueva política social del gobierno federal, afirma el economista Alberto González Káram, debe abordar todas las variables que determinan la situación económica y social

de personas y los hogares, siendo necesario identificar las siguientes variables que son las fuentes de bienestar de las eco-nomías domésticas o familiares:

1.- Ingreso corriente moneta-rio y no monetario, con garantía de estabilidad en el empleo, o las posibilidades de integrarse al mercado con comercio justo;

2.- Activos básicos, que cubran y mejoren cada vez más las necesidades de la familia como la vivienda y su equipa-miento;

3.- Activos no básicos, cul-turales y de desarrollo perso-nal que incluye capacidad de endeudamiento;

4.- Acceso a bienes y ser-vicios gratuitos o subsidiados, con base en una política fiscal adecuada;

5.- Conocimientos y capaci-dades básicas y de actualización permanente, para incorporarse al ámbito laboral; y

6.- Tiempo libre y el dispo-nible para trabajo doméstico, el cuidado de los hijos, atención de su educación y el ocio creativo.

La nueva política, agrega, requiere fortalecer tanto la red de protección social como crear cambios estructurales para el crecimiento económico y dis-tribución del ingreso nacio-nal con un salario realmente remunerador, incluyendo nue-vas formas de financiamiento que reduzcan costos laborales e integren a la población a la eco-nomía formal, a fin de adicionar elementos universales de apoyo al ingreso y faciliten el acceso a sus derechos.

Una de las grandes fortalezas y característi-cas de la educación superior es la formación integral de talleres culturales, los cuales tie-nen como objetivo garantizar un aprendizaje vinculado a la capacidad para convivir.

El trabajo que realizan los alumnos en la Universidad Tamaulipeca (UT) en ese senti-do, se ve reflejado en la tradicional pastorela mexicana, presentada al finalizar el tetrames-tre y en donde tienen participación todos los talleres culturales, tanto danza, rondalla, mariachi, karate do, banda de guerra y teatro, misma que es dirigida por el maestro Eduardo Calderón.

En la pastorela mexicana se presentaran más de 100 alumnos en escena, todos ellos estudiantes de la UT, teniendo participa-ción especial el grupo de danza del campus Matamoros.

El maestro Eduardo Calderón, represen-tante del grupo de teatro, César Rojas de danza folclórica; Santiago Garciliano, Juan Carlos Andrade, de rondalla y mariachi; Jorge Silva, de banda de guerra; Rubén Darío Valle, de Karate do y Martín Álvarez, de deportes, son los maestros de la plantilla docente de talle-res culturales quienes bajo la dirección de la maestra Aimeé Leal Ramírez, le han apostado a la cultura.

“De esta manera la Universidad Tamaulipeca invita a la sociedad de Reynosa a presenciar la puesta en escena de la Pastorela Mexicana”, afirma uno de los docentes.

Este evento se llevará a cabo el 3 de diciem-bre con dos funciones: 17:00 y 19:00 horas, la entrada será con un juguete, como un balón o una muñeca, para apoyar al Juguetón de la UT.

Le apuestan a la cultura como vía de aprendizaje
