¿SABíAS QUE…?
Hubo una “Association of Specialists for Leg Diseases” en Alemania entre 1909-1934, que temporalmente publicó su propia revista, pero en términos a los estándares actuales, esta organización era más una asociación profesional que una sociedad científica. Por lo tanto, la Société Française de Phlébologie (SFP) fue reconocida por la mayoría de los autores como la primera asociación científica de Flebología del mundo. Raymond Tournay (1893-1981) y sus colegas esta asociación en 1947. La SFP ha sido entonces considerada la semilla de la International Union of Phlebology/ L’Union Internationale de Phlébologie (UIP).
Hoy, la UIP está compuesta por 74 Sociedades Miembro de 71 países.
¿ La mayoría de los autores coinciden en que la Société Française de Phlébologie (SFP) fue la primera asociación científica de Flebología en el mundo?

T he success of a meeting is in what remains after it. With this premise, as UIP vice-president responsible for the
geographical area that hosted the International Union of Phlebology (UIP) 2019 meeting, I express my deepest appreciation to Prof. Urbanek and his team for the productive vision they have provided. I’m thinking about the sense of “Union” among the different nationalities, clearly perceived throughout the event. I’m thinking about the “International” feature, so developed in the UIP network, now counting 74 societies from all around the world. I think about the top quality “Phlebology” that have been analyzed throughout the meeting, paving the way for a massive entrance of Lymphology topics and vein-care related specialties. In global institutions many factors are included in the equation, and some structural “minus” are physiologically present, but this doesn’t mean that the final result is not the so positive outcome obtained by the summing up of the many “plus”. I invite all of you to the UIP 2021 Istanbul meeting (Sept 28-Oct 2) and to become more and more involved with the UIP. Indeed, UIP start with the “U” letter and “YOU” are all welcomed in becoming an active part of it. F ollowing UIP Executive Committee (EC) discussions at and following the excellent meeting organised by
Thomasz Urbanek in Krakow in late August 2019, I am pleased to be able to announce the final agreed membership of the UIP Scientific Committee (SC), which is listed in the
table below. I am sure you will agree that, together, the SC membership represents an enormous amount of international experience and expertise in the field of Phlebolymphology. I very much look forward to working with, and learning from, these esteemed colleagues over the next few years. I am particularly pleased that we have representation on the SC from most of the regions served by the UIP. I believe that this will further strengthen the international co-operation and collaboration that is central to delivering the core mission of the UIP which is, of course, is to improve patient care across the world. I am especially pleased to welcome my friend and colleague, Alun Davies, who is Editor of our partner journal Phlebology, to the SC. Alun has, in turn, kindly invited me to join the Phlebology editorial board as Associate Editor (UIP Affairs), which I am, of course, delighted to do. I greatly look forward to working with Alun and the Phlebology team at SAGE Publishing. The primary role of the UIP SC will be to assist the UIP and appointed local organising committees design and deliver scientifically excellent programs at future UIP meetings, in particular the World Congress in 2021. In addition, the SC will probably wish to initiate its own independent scientific activities. As well as the SC "core group" membership in the table, the intention will be to offer time-limited secondments to the SC from time to time to individuals with particular expertise. I will be arranging to meet with the SC membership, both face to face and virtually, over the next few weeks and months. Further information regarding the SC will be presented in subsequent newsletters. Lastly, I would once again like to thank the UIP for giving me the opportunity to Chair their Scientific Committee. FLEBOLOGÍA Y LINFOLOGÍA EN ARGENTINA
PARTE I: SOCIEDADES CIENTÍFICAS NACIONALES
A nivel nacional, en Argentina existen dos entidades históricamente representativas de la Flebología y Linfología: La
Sociedad Argentina de Flebología y Linfología (SAFYL) y el Colegio Argentino de Cirugía Venosa y Linfática (CACVyL), creadas por un un grupo de distinguidos profesionales , cuyos objetivos eran el estudio y difusión científica de la Flebología y Linfología en la República Argentina, estimular la investigación y la actividad docente, promover la discusión en base a fundamentos estrictamente científicos, mantener relaciones a nivel nacional e internacional con instituciones reconocidas de la especialidad y estimular los valores éticos de sus integrantes. La Sociedad Argentina de Flebologia y Linfología es la primera sociedad creada en nuestro país y fue fundada el 5 de Abril de 1968. En el año 1987 comienza a publicarse su órgano de difusión oficial, la Revista Argentina de Flebología. Y en 1984 se creó el primer curso posgrado en Flebología. Actualmente ofrece el Curso Superior Bienal de Especialización en Flebología y Linfología para médicos con residencia completa en Cirugía General o Vascular Periférica. En el año 1992 cirujanos flebólogos toman la iniciativa de fundar el Colegio Argentino de Cirugía Venosa y Linfática. En julio de 1997 se inscribe el estatuto del Colegio, aprobado por el Ministerio de Justicia y Seguridad de la Nación, siendo su primera sede la Universidad Católica Argentina (UCA) y sus presidentes han sido jefes de los principales Servicios hospitalarios de Argentina en esta área de la medicina. Desde esa fecha hasta la actualidad el Colegio Argentino de Cirugía Venosa y Linfática ha realizado 18 Congresos Internacionales de Flebología y Linfología. Realiza 4 Reuniones Científicas por año, 2 de ellas en el ámbito de la Ciudad Autónoma de Buenos Aires y 2 en el interior del país.
El Colegio organiza desde el año 2006 el Día Nacional del Linfedema, una jornada de concientización con actividades científicas, talleres y charlas abiertas a la comunidad que ha sido Declarado de Interés Legislativo por el Senado de la Nación S-2541/11 Comisión de Salud. S-3871/12 S -3801/13

ción en todos los rincones de Argentina, demuestra el verdadero federalismo de la
especialidad. La formación de flebólogos en Argentina también se lleva a cabo en universidades
públicas y privadas que, junto a sociedades científicas regionals, cubren todo el territo-
rio nacional. En una segunda parte de este informe,
estará disponible información sobre estas sociedades regionales.
Fundada en 1968, Su sede funciona en la Asociación Médica Argentina (AMA) donde tienen lugar sesiones científicas todos los segundos días viernes de cada mes a las 20:00 hs. T he organization was registered in 2015. At
the beginning the main mission of the
society was to work with Russian
legislation in phlebology field which is quite
complicated. By this way the society after lengthy
negotiations and legal work received a special status
of a “self-regulating organization”. This status
provides a big number of opportunities for the
development of internal standards and regulations,
which are giving additional opportunities for
members of the association. In particular, today
these Standards and Rules were developed, which
are a compilation of all current legislation and
existing all actual laws and clinical guidelines in the
field of phlebology in Russia with the evidence-based
medicine amendments.
The first president of the National college of
phlebology was Professor Alexey Fokin. He did a
great job for the founding of the organization and to
make all that legal work possible. After 3 years
according to the constitution of the society a
democratic election was organized in 2018 to change
the president of the organization. Professor Evgeny
Shaydakov was elected for 3 years by 57% of
respondents.
In July 2019 more than 98% of members of the
National college of phlebology voted to be a part of
the UIP. In August 2019 association was accepted to
International union by the General Council decision.

(RUSIA) – NUEVÓ MIEMBRÓ DE LA UIP
AME RICA UN CÓNTINENTE
UNIDÓ ES LA CÓNSIGNIA
E l congreso de la Unión Internacional de Flebología (UIP) en Polonia ha llegado a su fin y como Vice-Presidente por Sur y Centroamérica he tenido el orgullo de presentar un muy prestigioso número de
especialistas que formaron parte activa de las charlas, ponencias, sesiones y consensos, demostrando alto nivel académico y científico. Se han desarrollado sesiones latinoamericanas de alto nivel con más de 50 participantes en cada sesión el cual fue completado con un gran realce académico. La participación científica fue remarcable, así como también la presentación de las nuevas sociedades científicas de Sur y Centroamérica. Se han sumado a nuestro grupo Uruguay Bolivia República Dominicana y Costa Rica, los cuales iniciaran este camino de ciencia dedicación y trabajo en aras de la Flebología mundial . La nueva meta es el inicio de unión de tres regiones geográficas Sur, Centro y Norte América que después de este congreso inician un camino conjunto y vana a acuñar una sola palabra: América, un solo continente. Imposible olvidar el inmenso agradecimiento y reconocimiento al Prof. Thomas Urbanek, Presidente del congreso el cual nos demostró con su trabajo y dedicación que la excelencia y perfección se alcanzan con esfuerzo y amor a una noble causa. El congreso fue una maravilla gracias a su prestigioso grupo de trabajo. De ahora en más, esperamos todos juntos seguir trabajando e iniciamos nuestro camino en dirección a nuestra próxima meta, el congreso mundial de Turquía, Estambul 2021, bajo la dirección del Prof. Kursat Bozkurt, que será un nuevo momento de reencuentro con la ciencia el trabajo mancomunado del proceso enseñanza, aprendizaje y lo más importante que hemos acuñado en estos últimos años que es el culto a la amistad por tanto gracias a todos y avancemos todos juntos en pos de nuestro futuro congreso mundial Turquía, Estambul 2021. H abiendo organizado el “World Congress” UIP 2013 en la ciudad de Boston, Estados Unidos, la AVLS siente que el “World Congress” UIP 2023 ofrece una oportunidad única de presentar un compromise unificado hacia los avances en el campo de la
Flebología y la Linfología al reunir a diversas sociedades America del Norte para ser las anfitrionas, en conjunto, del “UIP 2023 World Congress”. La decisión fue tomada el pasado Agosto, durante la última reunión del General Council realizada en Cracovia, Polonia. Este evento será organizado por The American Vein & Lymphatic Society en conjunto con The American Venous Forum, la Academia Mexicana de
Flebología y Linfología, y The Canadian Society of Phlebology. Los organizadores han elegido el Miami Beach Convention Center como el lugar para realizar el World Congress por tener una atractiva locación, que facilita el acceso a la reunión desde todos los rincones del mundo. La ciudad de Miami Beach ofrece una amplia variedad de hoteles, restaurantes, locales y actividades turísticas, entregando a los asistentes mucha entretención en una hermosa ciudad.
