The FIT-All will ensure that the Renewable Energy Developers participating under the FIT System will be paid in full for their actual electricity generation based on the fixed tariff approved by them. The ERC itself anticipates that if the FIT system take place, more renewable energy companies will invest and, therefore develop the renewable energy industry. It should be viewed with optimism that these changes brought about by the development, utilization and commercialization of RE technologies will have a clean and energized future. SAJELCO, as one of the so called Collection Agents(CA) of the Feed-In Tariff Allowance (FIT- ALL) under FIT rules (“Resolution No. 16, Series of 2010, as amended by Resolution No 15., Series of 2012 on 19 November 2012) is obliged to adhere with the above Order of the ERC for the implementation of the collection of the FIT-ALL to all consumers of SAJELCO effective January 2015 billing. The Order further states that all CA are directed to adopt the necessary modifications to their billing and collection system. For uniformity and transparency, as proposed by the Manila Electric Company in its Memorandum with Urgent Motion dated 10 November 2014, the FIT-ALL line item shall be labelled FIT-ALL (Renewable)and shall be placed after the Uni- versal Charge item. S AN JOSE CITY ELECTRIC COOPERATIVE (SAJELCO) had announced that it will be implementing the approved Feed-In Tariff Allowance (FIT-ALL) starting January 2015 billing.

According to SAJELCO management, we are adhered to the order issued on 10 October 2014 by the Energy Regulatory Commission (ERC) under ERC case No. 2014-109 RC granting provisional authority (PA) to the National Transmission Corporation (TRANSCO) to implement the Feed-In Tariff Allowance (Fit-ALL) rate of Php 0.0406 / kWh effective in the January 2015 billing of all On-Grid electricity consumers. Article 2. Definition of Terms. –

a) Bill Deposit shall mean the deposit required from consumers by distribution utilities of new and/or additional service AND FROM

DISCONNECTED CONSUMERS WHO WERE PREVIOUSLY NOT SUBJECT TO BILL DEPOSIT, THE DEPOSIT SHALL BE

equivalent to the estimated billing for one month to guarantee payment of bills.

Ilan lamang ito sa mga ginawang proyekto nitong nakalipas

na kalahating taon. Di pa kabilang dito ang ilang ipinakiusap ng mga

barangay para sa kanilang mga kinasasakupan.

Nakapaloob din ang mga pagawain ukol sa paglilinis ng mga

hindi dokumentadong pailaw sa poste kung saan tanging ang mga

nakarehistro lamang ang naiwan.

Patuloy na inaasahan ng pamunuan ang inyong pakikiisa sa

pagpapa-alam ng mga kinakailangan pang ayusin para sa patuloy na

isinasagawang pagpapaunlad ng ating sistema sa kuryente..

M ahalaga ang pagkakaroon ng Street Lights sa ating Lungsod , Lalo na sa mga malalayong sitio at mga kasulok-

sulukang bahagi ng ating pamayanan. Ito ang nagbibigay liwanag sa ating mga daraanan at nagsisilbing hadlang sa

mga nagnanais gumawa ng krimen. Ngunit nitong nakaraang taon ay naka alarma sa pamunuan ng ating Kooperati-

ba ang taas ng mga di nababayarang konsumo ng ilang mga barangay na naging dahilan upang hanapan ito ng solusyon. Napag alaman na

sa paglipas ng panahon ay dumami ang mga di nakatalang pag gamit ng Street Lights o Street Lights na hindi naka rehistro ang pag gamit

base sa talaan. Napag alaman din ang halos dumobleng naidagdag sa bilang ng mga Pailaw sa kani-kanilang nasasakupan para sa ilang

barangay. Dahil dito, nagpulong ang mga kinauukulang pinuno ng ating Kooperatiba at ilang punong barangay ukol sa nararapat na maging

solusyon sa napag alamang suliranin.

Naging unang hakbang ang pag-alam o pagkuha ng datos ukol sa dami ng mga nakakabit na ilaw sa bawat barangay. Sa mga da-

tos na ito nalaman na halos lahat ng barangay ay nagkaroon ng karagdagang ilaw sa poste sa kanilang mga nasasakupan na hindi

ipinaalam. Ito ay ilan lamang sa nagiging dahilan ng paglaki ng ating binabayaran sa Systems Loss lalu na kung ang konsumo ay di naba-

bayaran sa oras at nananatiling utang. Hindi lingid sa ating kaalaman ang naging epekto nito sa ilang Kooperatibang napilitang isa pribado

dahil sa laki ng di nababayarang konsumo. Nanaisin ba nating pribadong tao ang makinabang sa Kooperatibang tayong mga kasapi ang

bumuo?

Dahil dito, pinulong ng pamunuan ang ilan sa mga namumuno sa nasasakupang barangay na malaki na ang pagkakautang sa

nasabing usapin at nakipagkasundo sa kung paano mababayaran ang nasabing pagkakautang. Nilinaw ng pamunuan na tanging ang mga

legal na nakatalang pailaw lamang ang dapat matira sa kanilang mga nasasakupan at ang kalabisan ay tatanggalin base sa datos na unang

isinagawa. Sa kabila nito ay pumayag naman ang pamunuan na iwanan ang ilang lalabis sa datos kung papayag ang mga residente ng

pinag-uusapang barangay na bayaran ang konsumo nito.

Idinagdag din at binigyang diin, na SAJELCO lamang ang tanging may awtoridad sa pagpapasya ukol sa usapin ng pagkakabit ng

mga pailaw na ito. Nangangahulugan ito na kung ninanais ng anumang barangay na magpakabit ng karagdagang pailaw, kinakailangan mu-

na nilang kumuha ng permiso sa Kooperatiba (SAJELCO) para sa maayos na pagrerehistro ng konsumo nito. Anumang koneksyon hindi

awtorisado ay binibilang na illegal at karapatan ng Kooperatibang singilin sa naturang barangay ang magiging konsumo.

Ang ilan sa mga kabilang na barangay sa usapin ay nagpasa ng kani-kanilang resolusyon upang matugunan ang usaping ito na

balanse sa interes ng magkabilang panig ng Kooperatiba at Konsumidores.

Sa kasalukuyan, ilang barangay ang nawalan ng pailaw sa kanilang nasasakupan dahil na rin sa ‘di nabayarang pagkakautang nito.

Mahirap mang isipin ngunit ang mga bagay na ito ay maiiwasan sana kung ang nasabing konsumo sa Street Lights ay nabayaran ng maayos

at di na naipon. Ang atin pong konsumo sa kuryente ay buwanang binabayaran sa ating pinakukunan (AES), kung kaya’t sadyang mabigat

para sa ating lahat na kasapi ng Kooperatiba ang pagkakaroon ng malaking pagkaka-utang sa Pailaw (Street Lights).- MZPASCUAL

A linsabay sa paglakad ng panahon ang lumalagong bilang o dami ng miyembro ng ating Kooperatiba. Karaniwa’y di bumaba-

ba sa labing lima (15) ang nagpapatala upang maging bagong kasapi sa pailaw Linggo-linggo. Dahil dito, ay unti unti na ring

bumababaw ang imbak na lakas (Reserve Power) ng ating Substation. Ang usaping ito ay matagal ng pinag uusapan at

pinag paplanuhan ng pamunuan nitong nagdaang taon (2014). Dahil na din sa di mapigilang paglago ng mga sumasapi sa ating kooperatiba

(SAJELCO) kung kaya’t napagpasyahan ng pamunuan na paglaanan ng pondo ang naturang plano. Base sa isinumiteng pag-aaral, humigit

kumulang 48 milyong piso ang kinakailangan upang makapagpatayo ng isang 15 MVA na substation na pinaplanong itayo sa Barangay Sto

Tomas (20 MVA ang lakas ng kasalukuyang Substation natin sa Calaocan). Dahil dito, nagsumite ng rekomendasyon ang pamunuan na

magkaroon ng Re-aligning ng 2014 Budget mula sa Construction (Improvements) at Pole Metering na may kabuuang halaga na 17 Milyong

upang magamit na karagdagan para sa pinaplanong 15 MVA Substation. Ang pagsasakatuparan nito ay magbubunga ng karagdagang ka-

pasidad para sa unti-unti nating nauubos na reserba at gayun din naman sa pag ganda ng kalidad ng dumadaloy na kuryente sa nasasa-

kupan ng SAJELCO.

Ang naturang usapin ay kinakailangang pagtuunan ng pansin dahil na rin sa dito nakasalalay ang paglago ng komersyo sa ating

lungsod at gayun din naman sa pagpapatuloy ng maayos na daloy ng kuryente sa ating siyudad. Sa kasalukuyan ay patuloy na inaayos ang

detalye ng pagpapatayo upang ang buong usapin ay maipahayag ng detalyado sa pagdating ng taunang pagpupulong.- MZPASCUAL

S a panahon ngayon sa industriya ng kuryente ay marami ng pagbabago o pangyayari na kung saan ang ilan sa mga

Kooperatiba ng Kuryente ay nagiging pag-aari na ng mga malalaking pribadong kompanya na katulad ng mga pinagku-

kunan ng kuryente (power producers). Sa kung anong kadahilanan ang aspeto ng paraan ng pamamahala ang malaking

parte ang nagiging dahilan.

Sa parte ng mga kasapi/kamay-ari ng SAJELCO, sa paggamit ng kuryente ay nangangailangan ng disiplina kung gustong makatipid

dito. Ang isang miyembro ay hindi dapat magkaroon ng kaisipan na gumawa ng labag sa batas sa alternatibong pamamaraan upang makati-

pid sa pagbabayad sa kuryente, tulad halimbawa ng pagnanakaw ng kuryente. Ang pagnanakaw ng kuryente ang siyang dahilan ng pag-

tataas ng ating tinatawag na system loss.

Ang kabawasan ng system loss ay magsisilbing savings ng kooperatiba. Ang Energy Regulatory Commission (ERC) ay nagtakda ng

hanggang labintatlong porsiyento (13%) na systems’ loss na maaaring ipasa sa mga miyembro. Para mapababa ito, ang kooperatiba ay

gumagawa ng mga hakbang tulad ng paglilipat ng mga metro sa poste (pole metering), pagmimintina ng ating substation para sa mainam na

pagdaloy ng kuryente. Idagdag pa dito ang paghihigpit sa koleksyon ng street lights ng mga barangay at pagputol sa serbisyo sa kuryente sa

mga hindi nakababayad. Pinasisimulan na din ang iba pang mga hakbang upang mabawasan ang ating system loss tulad ng pangkalaha-

tang pag-iinspeksiyon ng mga kuntador para sa tuloy-tuloy na serbisyo sa nasasakupan ng SAJELCO. Inihahanda na din ng pamunuan ang

plano para sa pagpapatayo ng karagdagang Substation (15MVA) sa nabiling bagong lote ng ating kooperatiba na matatagpuan sa Barangay

Sto. Tomas, siyudad ng San Jose. Ang mga nasabing hakbang at plano ay malaki ang maidudulot at maitutulong sa pagbaba ng system

loss, sa ganitong mga pamamaraan, inaasahan na maipababa pa ang taripa sa kuryente.

Mapapansin na malaki ang pagbabago sa pamamalakad ng ating kooperatiba. Ang mga namumuno ay gumagawa ng mga

hakbangin upang lalong mapalakas ang pananalapi nito. Ilan dito ay ang paghihigpit sa paniningil sa buwanang konsumo at sa may mga

pagkakautang at pagtitipid sa mga gastusin ng kooperatiba (by priority). Inaasahan ang tulong ng bawat punong departamento na makiisa sa

pagpapatupad ng mga nasabing hakbangin. Sa pamamagitan ng mga punong departamento, ang araw-araw na pamamahala sa kooperatiba

ay nakaatang sa kanila. Sa kanila din nakaatang ang pagsasaayos sa bawat departamentong kanilang nasasakupan para sa mahusay at

epektibong mga manggagawa ng SAJELCO.
