Background
Shanghai is the home of a dense network of waterways, water quality in these waterways was generally not very pleasant and was at Class V or below in the late 20th century.

Current SituationSewage treatment capacity is increased to 70% from 60.4% in 2002 by building large-scale sewage treatment plans in urban area and medium/small-scale sewage treatment plans in suburban area.
Black and stink are removed in urban waterways. Water quality in 85% urban waterways are dramatically improved.
Urban sewage can be collected for centralized treatment instead of being discharged into waterways directly due to rapid spread of sewage collection network in urban area.

Current Situation
Water quality in Suzhou Creek is improved significantly as a result of 2 stages of comprehensive rehabilitation, which include building sewage collection pipelines, pump stations, rainwater holding tanks, floodgates.
Drinking water sources are intensively protected by shutting down 106 poultry and livestock farms located along the upper stream of Huangpu River, prohibiting transportation of toxic chemicals in 1st level reserve area and building 3589 hectors self-restrained woods.
Phase I (1998-2002): 10 sub-projects; 1.03 billion USD investment
Phase II (2003-2005): 8 sub-projects; 470 million USD investment

Challenges
1. Sewage collection networks need to be completed in both urban and suburban areas. Sewage treatment facilities fails to meet the city’s demand, especially in suburban areas.
2. The pollution situation in some waterways is getting worse. And comprehensive rehabilitation needs to be conducted in waterways other than major branches, suburban waterways especially.
3. Supervision on pollutant emission from enterprises needs to be strengthened.

The dominant use of coal, as well as the city’s urbanization development make it hard to control the emission of SO2, dust and soot.
