Republic of the Philippines Cordillera Administrative Region Province of Abra MUNICIPALITY OF BOLINEY OFFICE OF THE MUNICIPAL MAYOR Municipal Hall, Boliney, Abra, 2815 Philippines EXECUTIVE ORDER NO. 01 Series of 2013 AN ORDER CREATING THE EXPANDED LOCAL POVERTY REDUCTION ACTION TEAM (LPRAT) OF THE MUNICIPALITY OF BOLINEY, ABRA, ESTABLISHING ITS COMPOSITION AND FUNCTIONS THEREOF WHEREAS, the national government is pursuing the Millennium Development Goal of reducing poverty in the Philippines from 26.5 percent in 2009 to 16.6 percent by 2015; WHEREAS, as a strategy to reduce poverty in the Philippines the Bottom- Up Budgeting (BuB) is implemented which makes planning and budgeting more participatory through the genuine involvement of the grassroots organizations and communities; WHEREAS, the BuB entails the preparation of the Local Poverty Reduction Action Plan (LPRAP) which contains programs and projects collectively drawn through a participatory process by the LGU with civil society organizations and other stakeholders, and which will directly address the needs of the poor constituencies and the marginalized sectors in the local government unit; WHEREAS in preparation of the LPRAP, the Expanded Local Poverty Reduction Action Team (LPRAP) has to be reconstituted and reactivated in order to spearhead the formulation and monitoring of the LPRAP; NOW THEREFORE, I, RONALD S. Virtudazo - Representative, Cooperatives The Expanded Local Poverty Reduction Action Team shall have the following responsibilities: a. Shall conduct a workshop to formulate a Local Poverty Reduction Action Plan (LPRAP) based on relevant sex-disaggregated economic, social, climate change vulnerability and adaptation data, and gender mainstreaming; b. Identify the poverty reduction strategy to be undertaken by the local government unit and other stakeholders, including the national agencies; c. Identify gender-responsive results-based priority reduction projects to be funded by the local government unit and those which will be submitted to national agencies for consideration in their 2014 budget. This Executive Order shall take effect immediately. Done this 30th day of January, 2013.

WHEREAS, R.A. 7160 otherwise known as the Local Government Code of 1991 mandates the creation of Local Special Bodies in each LGU to encourage and enable active people participation through organized representation in local legislation and in the planning, implementation and monitoring/evaluation of programs and projects. It prescribes the number of seats as well as the accreditation and selection of representatives of POs, NGOs, and the private sector in each of these bodies, namely:

a. Municipal Development Council;b. Municipal Health Board;c. Municipal School Board;d. Municipal Peace and Order Council;

WHEREAS, Sec. 107 of the Local Government Code mandates that each Local Government Unit shall have a comprehensive multi-sectoral development plan to be initiated by its development council and approved by its sanggunian. For this purpose, the development council at the municipal level shall assist the corresponding sanggunian in setting the direction of economic and social development, and coordinating development efforts within its territorial jurisdiction. The Municipal Development Council shall be composed of the following:

WHEREAS, the Municipal Development Council may call upon any local official concerned or any official of national agencies or offices in the Local Government Unit to assist in the formulation of their respective development plans and public investment programs.

WHEREAS, Sec. 111 of the Local Government Code provides that each Local Development Council shall create an executive committee to represent it and act in its behalf when it is not in session. The composition of the executive committee shall be as follows:

WHEREAS, the executive committee shall exercise the following powers and functions:

1. Ensure that the decision of the council are faithfully carried out and implemented;

2. Act on matters requiring immediate attention or action by the council;3. Formulate policies, plans, and programs based on the general principles laid

down by the council; and4. Act on other matters that may be authorized by the council.

WHEREAS, Sec. 102 of the Local Government Code provides that there shall be established a Local Health Board in every municipality. The composition of the Municipal Health Board shall be as follows:

WHEREAS, the functions of the Local Health Board shall be:1. To propose to the sanggunian concerned, in accordance with standards and

criteria set by the Department of Health, annual budgetary allocations for the operation and maintenance of health facilities and services within the municipality, city or province, as the case may be;

2. To serve as an advisory committee to the sanggunian concerned on health matters such as, but not limited to, the necessity for, and application of local appropriations for public health purposes; and

3. Consistent with the technical and administrative standards of the Department of Health, create committees which shall advise local health agencies on matters such as, but not limited to, personnel selection and promotion, bids and awards, grievance and complaints, personnel discipline, budget review, operations review and similar functions.

WHEREAS, Sec. 98 of the Local Government Code of 1991 states that there shall be established in every Municipality a Municipal School Board. The composition shall be as follows:

WHEREAS, the performance of the duties and responsibilities of the above-named persons once appointed or nominated shall not be delegated;

WHEREAS, the Municipal School Board shall have the following functions:a. Determine, in accordance with the criteria set by the Bureau of Public Schools

or by the Bureau of Vocational Education, as the case may be, and approved by the Secretary of Education, the annual budgetary needs for the operation and maintenance of public schools within municipality and the cost of adequately meeting such needs which shall be prepared in the form of an annual school budget corresponding to their respective shares of the proceeds of the additional real property tax.

b. Apply to the Bureau of Public Schools or to the Bureau of Vocational Education, as the case may be, through the Division Superintendent of Schools or Superintendent of Vocational Education, for a share in the fund established under Section 4A(3) and 4B(2) hereof, which share, upon approval of the application therefor, shall be remitted to the municipal treasurer concerned.

c. Authorize the municipal treasurer as the case may be, to disburse funds from the municipal share in the Special Education Fund pursuant to the budget prepared under Section seven hereof and in accordance with the rules and regulations to be promulgated under Section ten of this Act; and

d. Discharge such other functions and duties as the Bureau of Public Schools or the

Bureau of Vocational Education, as the case may be, may assign to them.

WHEREAS, there is hereby established in municipality a Local Peace and Order Council,pursuant to Executive Order Numbered Three hundred nine (E.O. No. 309), as amended, Series of 1988 and pursuant to DILG Memorandum Circular No. 2008-114 dated July 17, 2008. The Municipal Peace and Order Council shall have the following composition:

WHEREAS, the Municipal Peace and Order Council shall have the following duties andfunctions:

1. Formulate plans and recommend such measures which will improve or enhance peace and order and public safety in their respective areas of responsibility.

2. To monitor the implementation of peace and order programs and projects at the provincial, city or municipal levels and the operation of Civilian Volunteer Self-Defense Organizations and such other counter-insurgency programs and activities.

3. Make periodic assessments of the prevailing peace and order situation in their respective areas of responsibility and submit a report thereon with recommendations to the Chairman of the National Peace and Order Council.

4. Perform all other functions assigned by law, the President, or the National Peace and Order Council.

Effectivity. This order shall take effect immediately.
