DESCRIPTION
Ernst Bolt of the Center for Shipping and Transport addressed wind farm planning. It is surprising to many how very busy the North Sea has become and how difficult it is to find suitable locations for the many thousands of Megawatts required to reduce the national dependancy on fossil fuels.TRANSCRIPT

Spatial plans
• National Spatial Strategy (Nota Ruimte) • Structure plan of Military Areas (Structuurschema Militaire Terreinen) • Policy statement Water Management (Nationaal Waterplan)
– water quality management, fresh water – safety against flooding – anticipating climate changes – recreation – inland water transport
• Integral Management Policy North Sea (IBN)

Integrated Management Plan North Sea (IBN) • Elaboration of North Sea paragraph of the Water Plan • Coproduction of Ministries of
– Transport, Public Works and Water Management 1
– Agriculture, Nature and Food Quality 2
– Housing, Spatial planning and Environment3

Shipping
Clearways • corridors free of obstacles
for the passage of ship traffic.
• Logical routes, connecting the existing TSSs.
• All oil&gas rigs have to stay out of these areas.

Wind energy areas
• Existing • Permits • Prospect areas

Egmond aan Zee / NoordzeewindQ7 / Amalia
Egmond aan Zee / NoordzeewindFirst offshore windfarms
• Egmond aan Zee (2006) 36 x 3 MW = 108 MW
• Q7 Amalia (2008) 60 x 2 MW = 120 MW
Rijkswaterstaat Offshore wind farm planning 13 15 February 2012
Second Round Wind farms
• Boundary condition: no constructions in the clearways • No turbines within 12 nm from coastline • Financial support for maximum 1000 MW • Invititation to apply for financial support:
– Apply for permit – Environmental impact study
- including shipping safety effects - SAMSON model had to be used
• Ministry of Economic Affairs would choose the most cost-effective initiatives that received a permit
• Result: 80 applications!

Ecological impact Natura 2000
• Distance to lesser seagull colony • Underwater noise
– Disturbance of seals and fish larvae – No pile driving January - July

Rijkswaterstaat Offshore wind farm planning 20 15 February 2012
Shipping safety – points of discussion
• Does SAMSON produce representative figures? – Influence on radar image – Influence of ‘complex traffic situations’ – Visual disorientation in combination with anchorage area and on-
shore lights • Minimum safe distance between shipping route and wind farm? • Which accident probability can be accepted
– Political damage – Economical consequences – Casualties
• Legal procedures

3rd Round
• Political goal: 6000 MW to be created by 2020 • Indicate possible areas in Integral Management Plan North Sea
• Coastal area determined by clearways • Modification of shipping routes affects granted permits of 2nd round
