Overview Context ESPON will at its 2010 Open Seminar address the use of results in policy-making in support of competitiveness and cohesion of territories. The Seminar will be held in Alcalá de Henares, Spain, on 9-10 June 2010. The Seminar is organised in cooperation with the Spanish Presidency of the European Union within the framework of the ESPON 2013 Programme. In its 2013 Programme, ESPON, the European Observation Network for Territorial Development and Cohesion, aims to support policy development in relation to the aim of territorial cohesion and harmonious development of the European territory. Purpose The purpose of this ESPON seminar is three-fold: • Nourish the necessary discussion and understanding of the territorial dimension of the new Europe 2020

Strategy; • Demonstrate the added value and suggest practical use of European wide ESPON knowledge in policy

making, particular at regional level; • Discuss best practices and room for improvements in disseminating and communicating ESPON project

results to policy makers ranging from local/regional level to European level. Aim At this Open ESPON Seminar in Alcalá de Henares, a special roundtable discussion with key policy makers on the Europe 2020 Strategy will take place in the morning of the first day. This session will focus on understanding the contribution of the diversity of European territories to smart, sustainable and inclusive growth. The aim of this session is to target the mindset of the participants and the seminar discussions on new ESPON findings and evidence to potential contributions of different territories, and by doing so to support the further development of EU Cohesion Policy and in particular its territorial cohesion component. Based on the first session, detailed discussions in parallel workshops will address the results of the ESPON Applied Research Projects and Targeted Analyses in relation to the policy questions underlying them. The challenge of these workshops is on the one hand to show experiences for communicating and disseminating project results to regional stakeholders and on the other hand to address specific means to communicate these results. The audience will also be informed about key messages the final ESPON projects have delivered to regional policy makers and stakeholders. This first day will end with a runway of new ESPON projects and selected expressions of interest that will lead in to ESPON projects during 2010. The morning of the second day is devoted to show the use of ESPON evidence in policy-making through a number of examples. The session will start with an example at the EU level and stepwise zoom in to the local level. Hereafter the parallel workshops will continue, now also including workshops with the ESPON Database. Finally, the Seminar will close up by giving insights on the further development of the ESPON 2013 Programme, including on data, indicators and typologies related to European Territorial Cohesion. Audience The seminar is open for all interested people and will in particular welcome a mix of policy makers and scientists from Europe and neighbouring countries to a maximum of 250 participants. The seminar is free of charge but each participant has to cover expenses for own travel arrangements and accommodation. We hope you will enjoy the seminar!

The aim of this roundtable dialogue is to discuss the new Europe 2020 Strategy, setting

Cities, regions, Member States and the European Commission shall all contribute. Key questions here are: Which territories have opportunity to do what? How can the diversity of territories be positively involved in the flagship projects of the strategy? And what is the overall framework for the European territory and the integration of different places, cities and regions in the 21th century’s new era of world integration and international competition?

Additional Information on the Seminar

Interactive Workshops of Applied Research (Priority 1) The aim of the Interactive Workshops for Applied Research is to discuss in an interactive way the policy questions underlying the project, the answers of the project and the reply of the stakeholder on the usefulness and applicability of this result for policy making. The policy questions for the Applied Research originate from the ESPON Monitoring Committee (MC) together with DG Regio. This is why these two actors play the role of stakeholder (SH) in the workshops of Applied Research. The Lead Partner (LP) of the project will present the answers to these questions using the project results. The stakeholder, finally, will react on this answer explaining how this can be used in practice. Finally, the session will give the opportunity to the audience to give their view on the applicability of the project results in policy making. The sessions within the workshops for Priority 1 will be structured as follows (40 minutes):

• 5 min - interview with an MC member about the questions posed • 15 min - presentation of the project answer • 10 min - interview with the MC member about the applicability of the answer • 10 min - discussion

Interactive Workshops of Targeted Analyses (Priority 2) The aim of the Interactive Workshops for Targeted Analyses is to discuss in an interactive way the policy questions underlying the project, the answers of the project and the reply of the stakeholder on the usefulness and applicability of this result for policy making. The policy questions for the Targeted Analyses originate from the Stakeholders (SH) who defined the policy questions and will finally implement the results. The Lead Partner (LP) of the project will present the answers to these questions using the project results. The stakeholder, finally, will react on this answer explaining how this can be used in practice. Finally, the session will give the opportunity to the audience to give their view on the applicability of the project results in policy making. The sessions within the workshops for Priority 2 will be structured as follows (40 minutes):

Interactive Workshops of Scientific Platform (Priority 3) The aim of the workshops for the Scientific Platform is to show, demonstrate and discuss the work so far done for the ESPON Database and the implications this has for the other ESPON projects and for the dissemination of the data to the outside world. The ESPON database is considered a central element in the scientific platform and a tool providing input for analysis based on territorial indicators, as well as for a continuous territorial monitoring. In the three workshops on the ESPON Database policy makers and scientist will learn how they can get ESPON data and how they can use ESPON data. Finally, the Database Project will also show some insights on how researchers can check, transform and combine their data.
