INTRODUCTION
Ang Balangay admin console ay maaring gamitin upang mag post ng announcements at hotline
information sa Balangay network. Ang binibigyan lamang ng access sa admin console ay mga
verified representatives ng mga agency at institutions na recognized ng Legazpi City Disaster
Risk Reduction Management Office (CDRRMO).
Iminumungkahi din na basahin ang TERMS and CONDITIONS ng Balangay upang maintindihan
ang liabilities at responsibilities ng mga taong gumagamit nito.
Upang mapanatili ang pagiging tama at updated ng impormasyon sa Balangay network, kami po
ay nakikiusap sa lahat ng admin console users na sundin ang “Best Practices” list na ito.
To be able to use the admin console to post announcements on the network, the user must first secure
an admin account. Please note however, that to qualify for an admin account, you must be:
An official representative of an agency/institution recognized by the Legazpi City CDRRMO. Maintaining
the account, and all the information that will be posted using that account is the sole responsibility of the
account user. (Please read the Balangay Network TERMS and CONDITIONS for a complete understanding
of the users’ liabilities and responsibilities).
Therefore, we request that you strictly and duly follow this list of BEST PRACTICES for BALANGAY USE to
maintain the network’s information timeliness and integrity.
CHAPTER I : SEGURIDAD NG IYONG ADMIN CONSOLE
ACCOUNT – USERNAME at PASSWORD
Sa iyong pag-register ng bagong account, ikaw ay kailangang mag bigay ng ilang impormasyon,
tulad ng USERNAME, PASSWORD at E-MAIL ADDRESS.
In the account creation process, you will be asked to provide the following information in the sign up
page:

PAG PILI NG USERNAME
Ang username ay isang unique na salita o kombinasyon ng mga titik at numero na
ginagamit ng Balangay para ma-identify ang isang user.
A username is unique word, string of letters and numbers used to identify a user.
Pumili ng username na madali mong matandaan, at related sa iyong agency o
organization. Gayunpaman, siguraduhing hindi ito madaling mahulaan ng kung
sino man. Mabuting lagyan ito ng capital letters, lowercase letters at pati na rin
numero.
Pick a username that is easy to remember and related to you and your organization.
However, make sure it can’t be easily guessed. Better if you can include capital letters,
lowercase letters and numbers in your username.

Bagamat mas ligtas na i-share ang iyong username sa iyong mga katrabaho
kumpara sa password, mabuting iwasan na ipagsabi ito sa iba. Ang iyong

Although the username is relatively safer to share with your workmates than the
password, it is best to avoid doing so. The username is still a layer of defense, and giving
it out easily will weaken the security of your account.

at numero na ginagamit ng Balangay upang makasiguro na ang naglo-log-in na

A unique word, string of letters used paired with the username. A password is used to prove that
the person using Balangay Admin Console is really the one registered.
Huwag pipili ng password na madaling mahulaan! Do not use easily identifiable passwords.
Huwag pipili ng password na madaling ma-research tulad ng iyong birthday, SSS
number, etc. Hindi ito kasing hirap hulaan tulad ng iniisip ng marami. Do not use passwords that may not be as confidential as you think they are, such as your
personal information.
Huwag gagamit ng mga simpleng salita na madaling mahanap sa dictionary. Do not use simple words, especially those found in the dictionary
Iwasang gumamit ng password na binubuo ng mga letra na magkakatabi sa
keyboard, tulad ng ‘qwerty,’ ‘asdfgh,’ at ‘123456.’ Avoid using passwords composed of adjacent letters or numbers in your keyboard.

Make sure to change your password at least every month. You can do it in the password change
feature of the Admin console.

Ang e-mail address na iyong ibibigay sa sign-up page ang aming gagamitin upang ikaw ay
ma-contact kung mayroong updates o mahahalagang mensahe ang Balangay team para
sa admin users.
Balangay will contact you through the e-mail address that you provided, in case of important
messages or announcements.
Siguraduhing ang e-mail address na iyong ibibigay saamin ay palagi mong
ginagamit. Dito kami magpapadala ng mahahalagang mensahe o
announcements. Register an e-mail address that you frequently use. We will be messaging you for
updates through the email that you will provide.
Kung sakaling makalimutan mo ang iyong username o password, ang bagong
password ay ipapadala lamang sa e-mail address na naka-register. If you lose your password, you can request for a new password. The new password will
ONLY be sent to your registered e-mail address.
Tulad ng iyong nararapat na pag-iingat sa iyong username at password sa

caution in using your registered email address. If your email account is hacked, it will be
much easier to hack through your Balangay account.

CHAPTER II : ACCOUNT SHARING
Hindi magandang gamitin ng iyong mga katrabaho and iyong admin account. Sa pagpapagamit
ng iyong admin account sa iba, tumataas ang posibiladad na manakaw ang iyong username at
password, at magamit ang iyong admin account ng hindi mo nalalaman.
Sharing an account between organization members is HIGHLY DISCOURAGED. Sharing accounts means
sharing user log-in credentials, making it more vulnerable to account theft and compromise.
Ang bawat admin account sa Balangay network ay naka-register sa isang pangalan lamang. Ang
lahat ng activities ng admin account (pag-post ng announcements, pag delete, etc.) ay naka-
track sa system at mai-t-trace sa pangalan ng taong naka-register sa account na ito.
Each user account is registered in the Balangay network for tracking. Whatever activity an admin
account does will be tracked and monitored under the name of the registered account owner.
Kung sakaling kailanganin ng inyong opisina/agency/organization ng dagdag na admin accounts,
mag register ng iba pang accounts sa Balangay admin console sign-up page, at huwag
kalimutang i-contact ang Balangay team para i-verify ang mga bagong account na ito.
Should your organization need more accounts for maintaining their announcements, please do sign up
for more accounts in the registrations page, and contact Balangay team for verification.
Chapter III: PAG-POST at PAG-DELETE NG
ANNOUNCEMENTS SA BALANGAY NETWORK
Maaring mag-post ang admin account users ng kahit anong announcement na may relasyon sa
Disaster Preparedness. Halimbawa ay school suspensions (para sa mga eskwelahan), training
and hazard drill announcements, call for volunteers, warnings, atbp.
Admin account users can post any announcement related to Disaster Preparedness. For example: school
suspensions for school admin accounts, training and drill announcements, call for volunteers, warnings,
etc.
PAG GAMIT NG ANNOUNCEMENT TAGS
Ang bawat announcement ay may mga ‘Category Tags.’ Ang mga announcement na
pupwede mong i-post ay depende sa uri ng inyong opisina/organization. Halimbawa,

ang mga school accounts ay maari lamang mag post ng mga announcements sa ilalaim
ng “School” category. Ito ay para masiguro na ang mga ahensya lamang na mag sapat
na authority ang makakapagbibigay ng official announcements sa takdang categoriya.
Every announcement that will be posted in the network will have a corresponding ‘Category
Tag.’ Admin users can only post announcements under categories they have authority to post in.
For example, school admin accounts can only post under the ‘School Announcements’ category
tag. This is to ensure that only agencies with proper authorities to make official announcements
can post credible information.
ANNOUNCEMENT TAG IBIG SABIHIN
General
Mga disaster-related announcement na hindi nabibiliang sa mga kategoriya na nabanggit (sa ibaba). Halimbawa ay mga road closures, traffic advisories, drills, seminars, events. Disaster-related announcements that do not fall under the categories mentioned in the following rows. For example, road closures, traffic advisories, drills, seminars, events.
School
Mga disaster-related announcement ng mga paaralan, universities at colleges. Halimbawa ay in-school disaster drills, seminars, trainings, school announcements, class suspensions. Disaster-related announcements within schools, universities and colleges. For example, in-school disaster drills, seminars, trainings, school announcements and class suspensions.
Bagyo
Mga announcement tungkol sa paparating na bagyo. Announcements about incoming typhoons.
Baha
Mga announcement tungkol sa posibleng pag-baha. Announcements about possibilities of flooding in certain areas.
Lindol
Mga announcement tungkol sa posibleng pag lindol at mga lugar na prone sa lindol. Announcements about possibilities of earthquakes, and earthquake prone areas.

Volcano
Mga announcement tungkol sa volcanic activities ng isang malapit na bulkan, tulad ng Bulkan Mayon ng Albay. Announcements about volcanic activities of nearby volcanoes, such as Albay’s Mayon Volcano.
Tsunami
Mga announcement tungkol sa posibleng pagkakaroon ng tsunami. Announcements about possibilities of tsunamis forming in coastal areas.
Siguraduhin na ang inyong announcement ay may tama at angkop na category tag, tulad
ng naka-sulat sa table sa itaas. Ito ay makakatulong na mas madaling makita at
maunawaan ng publiko.
Make sure that your announcement will have an appropriate category tag, as listed in the table
above. This will help the public better understand the nature of your announcement.
PAG-VERIFY NG IYONG SOURCE
Bago mag post ng kahit anong announcement, siguraduhing ito ay ni-review ng mabuti
at nanggaling sa isang official source.
Makikita sa announcement na iyong ipo-post ang iyong opisina/organization na nire-
represent kaya mabuting i-verify ito sa iyong direct superior bago mag post ng
announcements.
Bagama’t pupwedeng i-delete ang mga post sa admin console, maaring may ibang tao
na makakita ng isang maling post.
Verify your source. Your announcement will immediately be published under the agency that you
represent. Therefore, please make sure that you have verified the information to be accurate.
While you can delete an announcement, someone may have already seen an erroneous post as
soon as it is published.

LENGGWAHE AT PAGKAKASULAT NG ANNOUNCEMENT
Layunin ng Balangay network na magbigay ng mabilis, tama at madaling maintindihan
na impormasyon sa publiko. Kaya naman kami po ay nakikiusap na hanggat sa maari,
gawin lamang simple ang pagkaka sulat ng inyong announcement. Mabuti rin kung
maisusulat ito sa inyong local language (Bicol, Tagalog, etc.) upang mas maintindihan ng
marami.
Iwasan din po hangga’t sa maaari ang pag-gamit ng teknikal na termino, lalo na kung ang
announcement ay naka-address sa mga mamamayan (at hindi sa mga eksperto).
Balangay network aims to deliver fast, correct and understandable information to the public. It is highly
advised that you word your announcement clearly and simply. It is also recommended that you write your
announcement in your local language so that it will be understood by many, if not all of your target
audience.
We are also discouraging the use of highly technical terms, especially if your announcement is addressed
to common people (and not field experts).
PAG-DELETE NG ANNOUNCEMENT POSTS
Maaring mag delete ng announcements gamit ang admin console. Siguraduhing na-
review ng maigi ang announcement na iyong ide-delete bago ito tuluyang tanggalin.
Ang isang announcement na na-delete na, ay hindi na pwedeng ma-restore o maibalik.
Ang mga announcement na maari mong ma-delete ay ang mga announcement lamang
na iyong ipi-nost. Hindi mo maaring i-delete ang announcements na ginawa ng ibang
account, kahit pa pareho kayo ng opisina/organization maliban na lamang kung ang
iyong account ay “Manager Account.” Ang mga “Manager Account” lamang ang may
kapangyarihan na mag delete ng kahit anong announcement na ipinost ng mga accounts
ng kanilang opisina/organization.
You can delete posts in the delete announcements page. Make sure to review the announcement
before deleting it since once deleted, it cannot be recovered anymore.
You can only delete announcements that you posted. You cannot delete announcements made
by other accounts even under a similar ORGANIZATION. Only MANAGER Accounts can delete
announcements created by all accounts under their organization.

CHAPTER IV: PAG-UPDATE NG OFFICE/ORGANIZATION
HOTLINES
Maari mong baguhin o i-update ang contact information ng iyong opisina/organization gamit
ang admin console. Ang changes ay agad na mai-pu publish sa buong Balangay network, kaya
siguraduhing tama ang iyong impormasyon na ilalagay.
Upang mapanatili na up-to-date ang hotlines information page, ugaliin na i-update kaagad ang
inyong hotlines information sa Balangay admin console kung may mga pagbabago sa inyong
contact information.
Balangay admin console allows you to update contact information of the agency/organization you are
representing. Please make sure you have reviewed the information to be correct before making changes,
as the changes will be immediately be published throughout the network.
To maintain the network’s up-to-date information database, please update your hotlines information as
soon as any of your organization/agency’s contact information changed.
CHAPTER V: MANAGER ACCOUNTS
Ang MANAGER ACCOUNT ay isang espesyal na account na maaring mag-delete ng kahit anong
announcement na naka publish sa pangalan ng kanyang opisina/organization.
Dahil sa additional na pribilehiyo ng manager accounts, kami po ay nakikiusap na mas mahigpit
ang gawing pag iingat sa pag gamit ng mga account na ito.
Kung gustong gawing manager account ang iyong account, contact-in lamang ang Balangay tech
support team sa admin console (gamit ang “General Message” tag) o kaya naman ay mag e-mail
sa [email protected] at maghintay ng aming instructions.
Manager accounts are special accounts that can delete announcements made by all accounts under their
office/organization.
Because of the added privilege given to manager accounts, extra security must be exercised by the
account owner.
To elevate your account to a manager account, please contact Balangay tech support team using the
“General Message” tag or e-mail [email protected] and wait for further instructions.

CHAPTER VI: TECH SUPPORT SERVICES
Kung ikaw ay magkakaroon ng issue o errors sa iyong pag gamit ng Balangay admin console,
maaring mag file ng “Tech Support Case” gamit ang admin console (o mag email sa
[email protected]). Mino-monitor ng tech support team ang mga cases ito, tulad ng
oras ng pag-file ng case, na-ecounter na problema at oras ng pagka-lutas ng case.
Upang mabilis na malutasan ng tech support team ang inyong mga cases, kami po ay nakikiusap
na mag lagay ng tamang ‘tag’ sa inyong tech support-related message. Mayroong tatlong uri ng
tech support tag:
If you are having issues with your account, you can FILE a TECH SUPPORT CASE using the admin console.
These cases are recorded, time stamped, and closely monitored.
For the tech support team to facilitate tech support cases as fast as possible, we are requesting that you
place the appropriate “TAG” on your tech support case. Tech support cases can have THREE TAGS:
TECH SUPPORT TAG IBIG SABIHIN
GENERAL MESSAGE
Gamitin lamang ang tag na ito kapag ikaw ay magpapadala ng COMMENTS, SUGGESTIONS o MENSAHE sa support team na hindi kailangan ng agarang atensyon. Kapag nagpapadala ng GENERAL MESSAGES, walang tech support tickets na ibibihay sainyo, at hindi ito mare-record bilang isang tech support case. Gayun pa man, makaka asa kayo na babasahin at tutugunan ng tech support team ang inyong mensahe sa lalong medaling panahon. Use this tag ONLY if you have comments or messages to the support team that do not require urgent attention. When sending GENERAL MESSAGES, no tech support tickets are generated, hence, this won’t be recorded in your dashboard. Rest assured though, that the tech support team will read and respond to your message as soon as possible.
TECH SUPPORT
Kung ikaw ay nagkakaroon ng problema sa functions ng admin console, gamitin ang Tech Support Tag sa inyong mensahe. Halimbawa: Kung ang iyong pino-post na announcement ay hindi lumalabas sa network.
