  • 5. WHAT IS AN EMERGENCY An emergency is a situation that poses an immediate risk to health, life, property, or environment. Most emergencies require urgent intervention to prevent a worsening of the situation, although in some situations, mitigation may not be possible and agencies may only be able to offer palliative care for the aftermath. 6/16/2014 5

  • 9. WHAT IS EMERGENCY RESPONSE MANAGEMENT TEAM? Emergency management is the process of preparing for, mitigating, responding to and recovering from an emergency. Emergency management is a dynamic process. Planning, though critical, is not the only component. Training, conducting drills, testing equipment and coordinating activities with the community are other important functions. 6/16/2014 9

  • 11. WHY DO WE NEED ERT We need ERT for providing the fastest ways to immediately process and perform all emergency involved. We can predict or stop incident but the emergency we must take it important because it is unpredictable. 6/16/2014 11
  • 12. WHY DO WE PUT IT AS A TEAM (SYSTEM) We put ERM as a team in order to easily co-ordinate and operate fluently when emergency happens. The team will be responsible for all emergencies and decide all plans, roles, needed for its member as they could do anything for company. When establishing a company. We must find the hazards, risks associated with every process, parts of work, rooms, plants, And we need establish ERM team which help company not only finding hazards, risks but also predict and act when emergency happens. 6/16/2014 12
  • 13. DUTIES AND RESPONSIBILITIES Coordinating the members of the Disaster Management Committee and chairing the Committee. Providing ongoing oversight of the Emergency Manageme nt Program. Implementing the Emergency Response Plan in an emerg ency. Completing a formal investigation of an emergency event i n a timely manner and making recommendations to the disaster management committee. Ensuring that he/she and appropriate others complete for mal training in emergency management. 6/16/2014 13
  • 14. HOW EMERGENCY RESPOND TEAMS WORK The organizational structure of the ERT is divided into 3 levels of response encompassing three different roles: Site Main Controller, Site Incident Controller and Response Team. All employers/companies should possess this basic ERT structure 6/16/2014 14

  • 16. The SMC is a senior member of the companys management. He/she is the overall person-in- charge of emergency response operations in the company and deals with senior government officials. The SIC is the leader of the ERT, in charge of the incident response. The RT consists of personnel trained in basic emergency response actions such as firefighting, rescue mitigation and other supporting activities such as security, evacuation, first aid etc. 6/16/2014 16
  • 17. ROLES AND RESPONSIBILITIES Site Main controller (SMC) Assumes the overall authority and responsibility in managing the emergency situation and liaising with officers from government agencies. He/she will be the representative to link up with the Incident Manager to assist in the incident management. 6/16/2014 17
  • 18. ROLES AND RESPONSIBILITIES Site Incident Controller (SIC): Assumes command and control of the emergency response incident scene and co-ordinates the activities of all emergency responders, providing support to company for mitigation of the emergency situation 6/16/2014 18
  • 19. ROLES AND RESPONSIBILITIES Response Team (RT): Conducts basic emergency response actions such as firefighting, rescue and hazard mitigation under the command of the SIC. Assists in emergency notification and public protective actions, accounting for personnel outside the hazard zone or implementing In-Place Protection (IPP) within the workplace 6/16/2014 19
  • 20. MANPOWER NEEDS ERT should maintain at least 6 members (comprising 1 SMC, 1 SIC and 4 RT members) 6/16/2014 20

TRAINING REQUIREMENTS Training has an important bearing on the safety and proficiency of the ERT and can make a significant difference in the ERTs response during the initial stages of an incident. The employers should provide adequate emergency response training to all their staff. SIC and first responders should be trained in fire-fighting and rescue operation. The training provided may be customized to suit the Employers operating environment. A general guideline on the training requirements to meet the various roles are as below. 6/16/2014 21
  • 22. GIVE EXAMPLES Chemical emergency: Ammonia Ammonia is one of the most widely produced chemicals. Most people are exposed to ammonia from breathing its gas or vapors. Since ammonia exists naturally and is also present in cleaning products, exposure may occur from these sources. When ammonia enters the body as a result of breathing, swallowing or skin contact, it reacts with water to produce ammonium hydroxide. This chemical is very corrosive and damages cells in the body on contact. 6/16/2014 22
  • 23. What can ERM team do if somebody may have been exposed to a large release of ammonia? Quickly move away from the area where you think you were exposed. If the release was indoors, go outside. If you are near a release of ammonia, emergency coordinators may tell you to either evacuate the area or to "shelter in place." To "shelter in place" means to remain indoors to avoid being exposed to the chemical. While indoors, shut and lock all doors and windows; turn off air conditioners, fans and heaters; and close fireplace dampers. Quickly remove any clothing that may have ammonia on it. Place your clothing inside a plastic bag and seal the bag tightly. 6/16/2014 23
  • 24. Place your clothing inside a plastic bag and seal the bag tightly. Do not handle the plastic bag, and wait for instructions on proper disposal. Disposing of your clothing in a sealed bag helps protect you and other people from any additional exposure. Store the bagged clothing in a secure location away from people, especially children. Quickly wash any ammoniac from your skin with large amounts of soap and water, and flush your eyes with large amounts of water. Remove and dispose of contact lenses. Wash eyeglasses with soap and water before wearing. Do not use bleach to remove ammonia from your skin. If needed, seek medical attention right away. 6/16/2014 24

CONCLUSION For purpose Safety and Health and rescuing when emergency happen, we all need to establish the Emergency Response Management so that all plan would be done fluently and we need ERT for providing the fastest ways to immediately process and perform all emergency involved.
