ABOUT THE SCHOOL School History Pei Chun Public School was established in 1933 by a group of Hainanese to provide education for the children of the Chinese working class. It started in a shop house with barely 90 pupils. The school, located at Tanglin Road at that time, had since moved four times, first to Orchard Road in 1935, then to Anderson Road in 1946, Balmoral Road in 1947 and finally to Toa Payoh in 1970. In its early days, space and resources were extremely limited. Although the school became a government-aided school in 1956, it experienced its most tumultuous years at Balmoral Road in the 60s when it faced dire financial difficulties and constant floods during the rainy seasons. Through the hard work and dedication of its staff, pupils and members of the School Management Committee, the school overcame its problems and moved to Toa Payoh Lorong 6 in 1970. In 1980, the school expanded and built a 4-storey annex block which housed the Science Laboratory and the Multimedia Theatrette. A modern indoor Sports Hall was added to the school physical resource in 1989. With its unique Chinese culture and rich tradition as a Chinese medium school in its early days, Pei Chun was accorded the Special Assistance Plan (SAP) School status in 1990. With increasing enrolment, Pei Chun had to expand further. In 2001, Pei Chun completed PRIME and moved to its building at Lorong 7, marking its new journey towards the 21st century. With the various sustained achievement awards at National and Zonal sporting competitions annually, and Arts awards at the biennial Singapore Youth Festival Arts Competitions, the school embarked on another expansion project in 2004 to build a new indoor Sports Hall. Since the inception of Pei Chun, the School Management Committee (SMC) has selflessly committed time and funds to pursue its aspiration of providing a holistic education to our pupils. Despite the setbacks in its early days, the SMC has succeeded in transforming Pei Chun from a school with spartan building and facilities to its present praiseworthy status. Today, Pei Chun has an enrolment of more than 2000 pupils housed in two sessions, with Primary 3 to Primary 6 in the morning session and Primary 1 and Primary 2 in the afternoon session. In its 84 years of history, Pei Chun has 11 Principals. Mr Lin Ming Qing was the first Principal of Pei Chun while Mr Lim Meng Wei, the current Principal, is its eleventh Principal. Through sheer perseverance and unwavering resolution, the Principals have moulded an identity and given the school its unique character and strength. Pei Chun is currently undergoing the Primary Education Review and Implementation (PERI) Upgrading to facilitate the school’s transition to a single-session model in 2020. This is to better support the holistic development of our pupils. In view of the extensive upgrading works required, the school is currently located at a holding site at 580 Toa Payoh East Singapore 319133. The school will continue to operate as a double-session school in 2019.

学校历史

1933 年,一批热爱中华文化及华文教育的海南先贤深知教育的重要性,于是,

他们出钱出力,创建公立培群学校,教育族群子弟。刚成立的培群是设立在东陵的一

所小店屋,学生仅仅 90 人。学校历经四次搬迁,从 1935 年的乌节路,到 1946 年的安

德申路、1947 年的巴摩劳路,最后在 1970 年迁至大巴窑校区。

学校成立之初,面临环境及资源限制。培群虽然在 1956年成为政府辅助学校,但

在 60 年代仍然面临财政困难,位于巴摩劳路的校舍每逢大雨就进水。

在董事部和师生的努力合作下,培群挣脱困境,在 1970 年,学校迁至大巴窑六

巷。1980 年,学校扩建了一座包括有科学实验室、多媒体设备的四层附翼教学楼。

1989 年,一座具备现代化体育设施的室内体育馆落成。

有着丰富和深厚华文底蕴的培群在 1990年成为华文特选学校。基于学生人数的增

加以及长远的考量,学校于 2001 年搬迁至座落在大巴窑 7 巷的校舍,以崭新的姿态迎

接 21 世纪。学校在全国和校区常年体育比赛中,以及两年一次的新加坡青年艺术节中

获得多种奖项。2004 年,学校着手计划修建一座新的室内体育馆。

培群成立至今,董事部在时间和财力上无私的奉献,一如既往地为培群学生提供

全面性的教育。尽管历经挫折,培群董事会成功地使培群从校舍简陋的一所学校,转

变为目前设施齐全、倍受赞誉的学府。

现在,培群有 2000多名学生,三至六年级在上午班,一和二年级在下午班。在 84

年的漫长历史中,培群历任了 11 位校长,第一任校长是林明卿先生。现任校长林明伟

先生则是第十一任校长。 凭着不屈不挠和坚定的办学信念,历任校长赋予了学校独特

的校风和影响力,延续了教育培群莘莘学子的使命。

为确保学校能在 2020 年实行单班制,继续为学生们提供全面教育,学校现在正参

与提升学校设施翻新计划。由于工程繁大,学校现搬迁至 580,大巴窑东,新加坡邮

区 319133。学校在 2019 学年将继续实行双班制。

OVERVIEW OF THE EDUCATION SYSTEM Desired Outcomes of Education We seek to ensure that our young are equipped not just with content knowledge, but also with the necessary skills and values to thrive in a fast-changing and globalised future. The desired outcomes for every student are :

a confident person who has a strong sense of right and wrong, is adaptable and resilient, knows himself, is discerning in judgment, thinks independently and critically, and communicates effectively;

a self-directed learner who takes responsibility for his own learning, who questions, reflects and perseveres in the pursuit of learning;

an active contributor who is able to work effectively in teams, exercises initiative, takes calculated risks, is innovative and strives for excellence; and,

a concerned citizen who is rooted to Singapore, has a strong civic consciousness, is informed, and takes an active role in bettering the lives of others around him.

Primary School Education Primary School Education is designed to give pupils a well-rounded learning experience. All primary school pupils go through a four-year foundation stage (Primary 1 to Primary 4) and a two-year orientation stage (Primary 5 and Primary 6). The primary school curriculum focuses on three aspects of education – subject disciplines, character development and knowledge skills. All pupils at the foundation stage follow a common curriculum which provides them with a firm foundation in English Language, a second language (Mother Tongue) and Mathematics. These core subjects help our pupils to develop literacy and problem-solving skills. Also included in the curriculum are subjects like Art & Crafts, Civics and Moral Education, Music, Health Education, Social Studies and Physical Education to ensure that pupils have a good grounding in subjects across different areas of study. Science is introduced from Primary 3 onwards. Pupils also have a chance to engage in Project Work (non-examination subject) and Co-Curricular Activities (CCA). These not only expose pupils to different areas of study at an early stage by equipping them with knowledge and skills, but also instil in them values and competencies for life. With Subject-based Banding (SBB), the core subjects will be taught at appropriate levels at Primary 5 and Primary 6 that best suit their learning needs and pace. Each core subject is offered to pupils at either the foundation or standard level depending on their aptitude in each subject. Teachers will take into account the ability of their pupils in designing their lessons and assessment tasks so as to ensure that pupils learn at a pace that caters to their learning needs. At the end of Primary 6, all pupils will sit for the Primary School Leaving Examination (PSLE), which assesses their abilities for placement in a secondary school course that best suits their learning pace and aptitude. Pupils who obtain the necessary standards are admitted to Express, Normal (Academic) or Normal (Technical) stream in secondary schools. However, there are

changes to the PSLE scoring and Secondary One Posting from 2021. Please refer to https://www.moe.gov.sg/microsites/psle/ for more information. Pupils can also seek admission to secondary schools through the Direct School Admission (DSA) exercise which allows some schools to

DISCIPLINE AND PUPIL WELL-BEING School Rules and Regulations The school is committed to provide a safe, secure and conducive learning environment for all staff and pupils. Hence, we have established the following rules and regulations to ensure that all members of the school community understand their roles and responsibilities in contributing towards this desired outcome. Being Punctual for School

Pupils are to assemble in the school hall or Assembly Area punctually by 12.30 p.m. for the flag-raising ceremony.

Pupils who report to the school hall after the flag-raising ceremony will be deemed as late-comers and marked ‘Late’ for attendance-taking. Repeated late-comers will be subjected to disciplinary consequences.

Pupils are to engage in silent reading upon arrival in the school hall unless otherwise instructed by the teachers. It is inappropriate to chatter among themselves, do their homework or any other activities that distract and disrupt others in reading silently.

Flag-raising/Flag-lowering ceremony

Pupils must show due respect to the symbols of the nation – the President, the State flag, National Anthem and Pledge.

Pupils should stand still at attention during the flag-raising/flag-lowering ceremony. Pupils who are Singapore citizens must sing the National Anthem and recite the Pledge with the right fist placed over their heart. Pupils who are not Singapore citizens must stand at attention and remain silent whenever the National Anthem is sung and the National Pledge is recited.

Pupils must show due respect to the school. All pupils must sing the School Song and recite the Students’ Pledge. They will recite the Students’ Pledge with their right fists placed over their chests.

Attendance

Pupils must attend school regularly to ensure that they benefit from the comprehensive suite of holistic programmes provided by the school.

Pupils who are unwell (e.g. having flu-like symptoms, ill with Hand Foot Mouth Disease, sore

eyes etc.) should stay away from school until they are deemed fit to return to school by the doctor. Pupils who are absent from school due to medical reasons are to submit a valid medical certificate (MC) to their Form Teachers upon their return. Timely submission of a valid medical certificate is important as an ‘absent with MC’ entry will be recorded. Letters written by parents/guardians are discouraged.

For non-medical reasons, a letter from the parent/guardian should be produced.

Absence without a medical certificate or a parent/guardian’s letter may be regarded as a truancy case.

The following reasons for absences are not supported by the school:

(i) Going on overseas holidays during curriculum time (ii) Engaging in unofficial activities during school hours

For pupils who are absent from school without a valid reason during school term, an ‘absent without valid reason’ entry will be recorded. No make-up lessons or additional worksheets will be provided to help pupils keep up with the lessons they have missed.

Pupils must stay within the school premises during school hours. They should not leave the school premises before the start of CCA, Remedial/Enrichment Programmes or Higher Chinese lessons without permission. Early departure must be recorded at the General Office.

Pupils who are absent from before/after school activities (CCA, Remedial/Enrichment Programmes or Higher Chinese lessons) must inform the teachers-in-charge of their absence. A medical certificate or a letter from their parents/guardians explaining the reason for their absence must be handed to the teachers-in-charge at the next session.

Pupils must be punctual for all school activities.

Attire and Appearance

Pupils must attend school in the prescribed school attire. Modification to the uniform is not allowed.

Pupils must wear the school uniform whenever they enter/leave the school premises, even after curriculum hours and during school vacations.

Pupils must display the name tag above the pocket of their school uniform including P.E. T-shirt at all times. Replace the name tag if it is lost or damaged. Name tags can be ordered through the school bookshop.

Pupils must be neat and tidy at all times. Their shirts and blouses must be buttoned and tucked in at all times.

Pupils should not wear jewellery/accessories in school. Only girls are allowed to wear a pair of small simple identical ear studs. They should not wear dangling earrings.

Pupils must wear clean and white ordinary canvas shoes with white socks. Socks must cover the ankles and should be plain white. Pupils with special needs (e.g. flat-footed) are allowed to wear shoes recommended by their doctor. The shoes must be white-based. Such cases must be supported by a medical memo from a doctor.

Pupils must put on P.E attire on days when they have P.E. lessons or sports-related CCA. P4 to P6 girls will put on skirts with their P.E. T-shirt before and after P.E. lessons/sports-related CCA. Sports shoes are only allowed when they have P.E. lessons or sports-related CCA.

Boys must be neat in appearance and clean-shaven without wearing beards and moustaches. Their hair must be kept neat and short, without touching the eyebrows and the ears.

Girls with long hair should tie up their hair neatly. Any fringe should be above the eyebrows and long fringes are to be clipped up. Only dark blue or black ribbon/hair bands/clips are allowed.

No highlighting or dyeing of the hair is allowed.

Nails should be kept short and clean.

Respect for Self & Others

Pupils must practise self-respect and take care of themselves by believing that they are good and worthy of being treated right, taking care of their own bodies and health, watching their choice of words used, managing their behaviours, regulating their emotions, and engaging in activities that do not cause harm to themselves or others.

Pupils must show respect for school authority (school staff and student leaders etc.) and others (school vendors, external vendors, instructors, parent volunteers, parent helpers etc.) by being courteous, considerate, kind and gracious at all times. They should practise good social etiquette such as taking turns, listening, saying “please” and “thank you”, greeting one another, minding one’s manners and consider the feeling of others. Always treat others the way you would want others to treat you.

Pupils must have an attitude of gratitude. They must be appreciative and not take things for granted.

Zero Tolerance towards Hurtful Behaviours

The school does not condone any form of physical, verbal or cyber bullying. Pupils who are victims of bullying are to alert the teachers immediately and not take matters into their own hands. Bullying is a serious offence and pupils involved will face disciplinary consequences accordingly.

If there is any apparent conflict among the pupils, parents/guardians are to seek assistance from the school. Allow time for the school to conduct the necessary investigation. If the incident happens on the school premises, the school is in the best position to manage and resolve the matter appropriately.

Parents/Guardians are not to take matters into their own hands by confronting the pupils involved or their parents/guardians as this would further complicate matters. Often, disputes among children are just misunderstandings and it is best to educate them at their level. Escalating their issues to become adult issues will just make the learning process even more difficult for the children. For pupils who have erred in their behaviour, the school hopes to seize the opportunity as a teachable moment to help them learn by reflecting on what they have done and taking active steps to restore relationships with people who have been hurt in the process.

Pupils are to conduct themselves in an appropriate manner in public places. They are expected to uphold the good name of the school during and outside school hours by maintaining self-discipline and good manners.

Movement within the School Premises

Pupils must assemble in an orderly manner outside their classrooms before walking as a class to any part of the school (canteen, art room, music room etc.).

Pupils must walk quietly, briskly and in an orderly manner along the corridors in order not to disrupt on-going classes.

Classroom Pupils should stand and greet the teacher when he/she enters the classroom.

Pupils must not consume food or flavoured drinks in the classroom.

Pupils are not allowed to be in the classroom during recess without the presence of a teacher. Pupils must seek permission from the teacher when going to the toilet. Pupils should push in the chairs, arrange the tables neatly and clear the litter on the tables

and floor in the classroom upon school dismissal.

Pupils must remain in their seats.

Eating and Drinking

Pupils must queue up in an orderly manner to buy food and drinks in the canteen.

Pupils must consume their food and flavoured drinks in the canteen. Other than the canteen, eating and having flavoured drinks in classrooms, corridors or other parts within the school compound are unacceptable.

All used plates, bowls and cutlery must be returned to the receptacles provided for this purpose.

Pupils are encouraged to bring their own water bottles filled with plain water. Water coolers are available in school to replenish the water in their water bottles.

Personal Belongings/School Property

Pupils must take good care of their belongings by labelling them with their names and classes clearly and not leaving them unattended in school.

Pupils must keep the classrooms and school compound clean. They must handle school

furniture, equipment and property with care. Pupils who vandalise will be dealt with severely.

Pupils should not bring expensive items or items (e.g. games, card games, stickers/sticker books, toys etc.) that can distract their classmates from learning in class. The school will not be held accountable for the loss of these items.

Pupils are not allowed to buy/sell items (e.g. trading cards, stationery) from/to their schoolmates or borrow money from their schoolmates.

Pupils are not allowed to bring any sharp object or weapon-like item (e.g. Swiss Army knife, utility tool, pen-knife) which is used or intended to be used to cause harm to others.

Pupils are allowed to bring sports equipment only with the approval of the P.E. teacher or CCA teacher-in-charge.

All items found on the school premises should be handed over to the General Office immediately.

Pupils are not allowed to buy/sell items (e.g. trading cards, stationery) from/to their schoolmates or borrow/lend money from/to their schoolmates.

Prohibited Items

Pupils must not bring anything that is prohibited by Singapore Law. This includes chewing gum.

Pupils are not allowed to bring sports equipment unless prior approval of the P.E. teacher or CCA teacher-in-charge has been granted.

Lost & Found Items

All items found on the school premises should be handed over to the General Office immediately.

Pupils may look for their lost items at the Lost & Found Corner before approaching the General Office for help.

Responsible Play

Pupils must play fair and safe by taking turns, allowing others to play and follow the rules of the game played.

Pupils must look out for their personal safety, as well as the safety of others.

Pupils must be careful and cautious when using play equipment.

Fighting, rough play, using foul language, displaying unsociable or offensive behaviours will not be tolerated and pupils involved in such irresponsible play will be subjected to disciplinary consequences.

Non-play areas include the surroundings of the General Office (including the foyer) and teaching blocks, bus bays, parade square, carpark, corridors,

Medication

In view of possible allergic reactions, the First Aid kits in school do not contain oral medications or any forms of topical medication (e.g. antiseptic cream, ointment etc.) unless approved by MOE.

Staff are not allowed to administer any medication on pupils. Taking Pupils Home Early

Pupils who fall sick or sustain minor injuries while in school are allowed to rest at the Sick Bay. Parents/Guardians will be notified about their child’s/ward’s condition. A parent or an authorised adult is expected to come to school and bring the pupil home.

Parents/Guardians must inform the Form Teacher if they wish to take their child/ward home because of sickness or other urgent matters. Parents/Guardians are required to sign in the “Pupil Early Departure” book and obtain the early departure slip at the General Office. They are to surrender the departure slip to the security officer at the Security Guard Post before they leave the school.

Visitors to the school

For the safety of our pupils, all visitors/parents are required to register at the Security Guard Post located at the Main Gate. This is the only registration point for all visitors/ parents where a visitor passes (coloured tag) will be issued. Visitors are to display the coloured tag prominently and proceed directly to the General Office after registration. They are not allowed to loiter within the school premises.Visitors without the coloured tag will be asked to leave the school immediately.

Parents/Guardians are not allowed to wait in the school during school hours or accompany their child/ward in the canteen during recess. Prior appointment is required for parents/guardians who wish to meet their child’s/ward’s teachers.

All pupils are reminded to bring the necessary books, stationery and other personal items such as spectacles, wallet/purse and water bottle to school. As part of the school efforts to inculcate the value of responsibility in pupils, parents/guardians are not allowed to bring these items to school when their child/ward has forgotten to bring them. The only allowance is for spectacles. Parents/Guardians will leave the spectacles with the security guard at the Security Guard Post. The spectacles should be clearly labelled with the name and class of their child/ward.

Pupils who forget to bring pocket money to school can approach the General Office for assistance. The staff at the General Office will call parents/guardians to seek their consent on the amount of money to be given to their child/ward for recess. The loan amount should be returned to the General Office the following school day so as to instil the values of responsibility and honesty in the pupils.

Parents/Guardians are not allowed to bring cakes, food or goodie bags to school for their child’s/ward’s birthday celebration due to concerns on food allergies for some of the pupils.

Bus / Car Drop-off / Pick-up Point

PCPS car labels are given only to staff of the school. As such, cars without car labels will not be allowed into the school compound.

Parents/Guardians are allowed to drive into the pick-up point via the side gate (G2) next to the Toa Payoh Industrial Park, during dismissal time to fetch their children.

Parents/Guardians and visitors who wish to visit the school are to park at the HDB car parks near the school (Block 259 or Block 258). The surface Car Park and Multi-Storey Car Park are located near the Security Guard Post at the Main Gate. Visitors are expected to sign in at the Security Guard Post after parking their cars.

All pupils should be picked up by parents before 6.45 p.m. after school dismissal.

School buses are allowed to drop off and pick up pupils at the canteen. Code of Conduct for Pupils Taking School Buses or Public Transport Wherever applicable, pupils must:

be punctual and not keep other passengers waiting for no good reason.

keep the driver informed of your schedule and not cause inconvenience to him/her and other passengers.

board and alight the bus in a quiet and orderly fashion.

sit properly on a seat (in an allocated seat if directed by the driver) throughout the journey

put on the seat belt at all times.

treat the driver and other passengers with respect.

obey the driver’s instructions without argument.

speak softly enough to one another so as not to create unnecessary noise that distracts the driver.

treat all bus property and equipment with respect.

clear up the mess they made.

wait until the bus stops before getting up from their seat to get off.

be good role models to younger pupils and show them the expected proper behaviours.

In the bus, it is not acceptable for pupils to:

eat or consume flavoured drinks.

litter.

harass, harm, hurt or abuse other passengers or the driver in any way, whether physical, verbal.

vandalise any part of the bus. Otherwise, you will be held responsible for the damages caused.

engage in risky behaviours which put them or others in danger e.g. walking or running along the aisle, putting their feet on the seats, sticking their hands or any other part of their bodies out of the bus windows, and throw items within or out of the bus.

fight, spit or use offensive language.

use a mobile phone to send threatening messages, photograph others without consent, or any other use of mobile phones that will distract drivers.

Communication

Parents/Guardians can communicate with their child’s/ward’s teachers via the Pupil Diary, email or phone. The Parent Notifications and school website are good sources of information. Matters pertaining to the school operations will be communicated to parents through notifications via SNAC which is a mobile application that parents are required to download and register. School Policy on the use of Mobile Devices such as mobile phones and iPads Pupils are discouraged from bringing a mobile device to school as it is a distraction to teaching and learning in school. If there is a need to use any of these devices for teaching and learning in school, it would be provided by the school. Parents/Guardians are advised not to allow their children/wards to have a mobile device at a very young age if they are unable to use it responsibly. The school has established the following rules and regulations to provide staff, pupils, parents/guardians guidelines and instructions on the appropriate use of mobile devices in school. Parents/Guardians and pupils must read and understand the rules and regulations before pupils are given the permission to bring their mobile devices to school.

All mobile devices must be switched off during lessons or other school activities.

Pupils can only make calls/send text messages to parents/care-givers outside of curriculum hours at designated areas - school canteen and waiting area at the school gates. The use of mobile devices is strictly prohibited at any other areas in the school unless a teacher has given permission and the teacher is present when the mobile device is used.

The use of mobile devices for other purposes such as audio recording, taking of photographs and videos, playing games, accessing social media sites or apps are strictly prohibited in school.

Pupils flouting the school rules despite repeated reminders would have their devices confiscated by the teachers. The mobile device will only be returned to the parents/guardians by the school Operation Manager or Key Personnel in charge of Discipline.

Pupils are responsible for the safekeeping of their devices. They must not leave them unattended at any part of the school. The school seeks the understanding from parents/guardians that the school does not have additional resources to manage the personal belongings of their children/wards, especially when it is not a requirement for teaching and learning in school. The school will not be responsible for the loss or damage of these mobile devices.

The decision to provide a mobile device to their children/wards should be made by parents/guardians. Parents/Guardians who decide to give their children/wards a mobile device are to take note of the following:

(i) Pupils are not encouraged to join online chat groups without the knowledge of their parents/guardians. It is not a requirement by the school for pupils to participate in online chat groups using mobile apps.

(ii) Parents/Guardians are advised to play an active role in guiding and monitoring the behaviour of their children/wards when using the social media apps in their mobile devices. They need to make sure that their children/wards have the social-emotional competencies and sound values to be safe, respectful and responsible users before allowing them to have free access to any social media apps.

Pupils who are not ready to assume such responsibilities should not be given mobile devices for use. Internet Safety Rules / Cyber Wellness The school seeks to help all pupils become responsible digital learners. When navigating cyberspace, pupils should demonstrate respect for self and others, and practise safe and responsible use of the internet. To ensure that pupils have positive experiences online, they are to observe the following rules:

(1) Respect for Self and Others

Pupils should obey the terms of use of social media platforms. They should not download, copy or share videos, music, pictures or other people’s work without permission.

Pupils should not take pictures or videos of other people without their consent.

Pupils should not use offensive language, engage in hurtful behaviour, harassment or posting/sending of objectionable images or private information/pictures about another person.

(2) Safe and Responsible Use

Pupils are only allowed to use school-owned computing devices for learning and research while in school.

Pupils should not surf the internet without guidance from their teachers during lessons. They should not play games during lessons unless instructed otherwise by their teachers for teaching and learning purposes.

Pupils must understand the risks of online behaviour and protect themselves (e.g. should not share personal information such as home address, email address, phone numbers, account IDs, passwords and/or personal pictures with anyone online, check the reliability and accuracy of the information that they gather from the internet and report any online encounters with strangers to a trusted adult/authority immediately).

Pupils must ensure a healthy balance of online and offline activities. (3) Positive Peer Influence

Pupils should be positive role models online (e.g. post encouraging remarks on social media, encourage their peers to demonstrate positive online behaviour, report cases of cyber bullying, leverage the social media platforms to do good for the community).

The goal of discipline is to develop reflective and self-disciplined pupils. Schools are places for pupils to learn and grow. Pupils learn well when there is order and discipline. They also need care, encouragement and space to learn from mistakes and improve. A judicious balance creates an environment conducive for children to develop positively.

Discipline in schools is an educative process that promotes positive student behaviour. It pairs discipline measures as a proxy for consequences of the poor choice made, with corrective counselling by trusted adults that helps pupils understand the consequences of their actions and take responsibility to not repeat their mistakes.

The Student Management Team oversees and manages the school disciplinary system. It comprises the Head of Department (Student Management), Subject Head (Discipline) and Assistant Year Heads. All teachers are responsible for maintaining and enforcing school discipline. A Case Management Team may be convened to manage disciplinary cases.

Pupils who violate the school rules will face consequences that commensurate with the severity, frequency and manner in which the offence is committed.

Minor offences include late-coming, disruptive behaviours, improper attire and grooming, littering, repeated non-submission of homework, skipping classes etc.

Serious offences include assault, theft, vandalism, damage of school property, bullying, open defiance and rudeness to school staff, use of profanities, cheating in examinations, possession of undesirable items, leaving school without permission, truancy etc. A Minor Offence would be deemed as a Serious Offence when a pupil commits the offence frequently and recalcitrantly.

For serious and/or repeated offences, parents/guardians of the pupils who do not comply with school rules may be called in to school to meet with Principal/Vice-Principals.

Disciplinary options such as stern warnings, confiscation of items, compensation of damaged items, after-school detention, recess suspension, school suspension, corrective community service to school, caning, referral to professional counselling and expulsion are considered in combination or separately, depending on the circumstances of each case.

The school follows a progressive discipline plan which increases the level and duration of consequences for repeated offences.

For offences that involve violation of the law, the school will assist the Police in any investigations.

Effective discipline requires collaboration among stakeholders. As such, instilling good values in students is a shared responsibility among parents, schools and the community.

The mission to nurture responsible citizens and the ethos of developing every pupil as the ‘Pei Chun Learner; Pei Chun Leader’ underpin all our educational processes and programmes in Pei Chun Public School. We aim to deliver a quality and holistic education for our pupils, with character and citizenship development forming the firm foundations. We believe that the learning of moral principles and virtues is fundamental to education in Pei Chun. We guide our pupils based on the philosophy of “Di Zi Gui” as the framework for them to integrate what they have learnt into their daily lives. SUPPORT PROGRAMMES Enhanced Learning Support Programme (Enhanced LSP) The Enhanced Learning Support Programme (Enhanced LSP) is an early intervention programme at Primary 1 and 2 to provide additional support for children who enter Primary 1 with very weak oral language and beginning literacy skills in English.

Besides providing remedial help to pupils in what is being taught in the regular English classes, the enhanced LSP also teaches skills which can be used to learn in the different subject areas. It focuses on five major components that international research has found to be critical in helping pupils in early primary grades to learn read and spell. These five components are: alphabetic knowledge, knowledge of sound-letter correspondences, fluency, vocabulary, and reading comprehension.

At the beginning of each year, the Learning Support Coordinator administers the School Readiness Test to all Primary 1 pupils to identify pupils who do not demonstrate sufficient English literacy skills to access the P1 curriculum. Once identified, these pupils are withdrawn from their English lessons, for half an hour per day, for focused daily support in English language and literacy by the Learning Support Coordinator (LSC).

Pupils who meet the discharge criteria at the end of Primary 1 will be discharged. Those who do not meet the discharge criteria at the end of Primary 1 will go on to the Primary 2 enhanced LSP. Pupils who do not meet the discharge criteria at the end of Primary 2 are assessed for dyslexia or other forms of learning disability, and are given appropriate support such as the School Dyslexia Remediation (SDR) Programme or Reading Remediation Programme (RRP) at Primary 3 and 4.

Learning Support for Mathematics (LSM)

The LSM programme provides early intervention support in mathematics to Primary 1 and Primary 2 pupils who need additional support in acquiring basic numeracy skills. The goal of the programme is to equip pupils with mathematical knowledge, skills and disposition that enable them to keep up with the pace of learning Mathematics at Primary 1 and 2.

Similar to the LSP, pupils are identified for the intervention through a screening test administered to all Primary 1 pupils in January each year. The identified pupils are given additional support through focused lessons conducted by trained LSM teachers. In these small groups, pupils learn concepts through games, activities and participate in the various learning centres.

The underlying principles for LSM lessons focus on the cognitive, metacognitive, environment and motivation domains. Cognitive refers to the ability to think, metacognitive is the ability to reflect, environment is the surroundings, and motivation refers to the need and desire that influence how an individual behaves.

Allied Educator—Learning & Behavioural Support (LBS) The school has Allied Educators (Learning & Behavioural Support), to support pupils with mild special needs in school. In addition, we also have some teachers who take on the role as Teachers Trained in Special Needs (TSNs). The AED (LBS) supports pupils with mild special needs in the following ways:

in-class support;

small group specialist remedial lessons;

small group skills training (e.g. social skills, study and organisational skills);

individual or small group remedial support for academic subjects; and case management and

other administrative duties.

The AED (LBS) works with the teachers and parents closely to support the pupils with mild special needs. Appropriate intervention and support can help these children achievethe desired outcomes in school and in life.

The counselling services in school are organised in a tiered system, beginning with first level intervention by teachers. If the intervention is unsuccessful or for cases requiring more specialised attention, referral is made by teachers to the Teacher Counsellors, Part Time School Counsellor or the School Counsellor. Pupils requiring more intense intervention are referred to MOE Guidance Specialists or professional agencies, such as the Child Guidance Clinic.

The school has a full-time and a part-time School Counsellor, to provide one to one counselling for pupils with emotional and / or behavioural difficulties. HEALTH CARE Annual School Health Visit All pupils will undergo annual medical check-ups and/or immunisation by doctors and nurses from School Health Service (Health Promotion Board).The services include health screening, immunisation, hearing and eyesight tests.

The school will inform parents of the check-up dates through the Parent Notification. Parents should inform the team doctor, through the class teacher, of any health concerns their children may have. If there are any concerns identified during the medical check-up, referral letters will be given to pupils for further assessment at the Student Health Centre. Dental Health The school dental clinic provides oral health care services comprising dental health promotion and education, dental screening and treatment to pupils in school. The in-house Dental Therapist conducts periodic checks and provides simple treatment to pupils in school. Pupils requiring more complex work like x-ray, extraction of permanent teeth, dentures, root canal treatment etc. will be referred to the School Dental Centre located at Health Promotion Board.

Annually, all Primary 1, Primary 2, Primary 4 and Primary 6 who are enrolled in the school dental programme will be screened and treated by SDC. Pupils at other levels who require dental services may visit the SDC or mobile dental clinics for free consultation and treatment. Services are provided by dentists, dental therapists or advanced students in oral health therapy under close supervision. Dental services provided, subjected to child’s oral health status, include:

SAFETY AND SECURITY Road Safety

Pedestrian

Pupils who walk to school should:

Always use pedestrian crossings (e.g. overhead bridges, zebra crossings,

underpasses and traffic signal lights) and wait for vehicles to come to a complete

STOP before crossing;

Walk on footpaths/walkways in a single file and face the oncoming traffic;

Not cross at road bends, dangerous corners and intersections;

Refrain from using mobile phones or other electronic audio devices when crossing

the road;

Practise the kerb drill before crossing – “• Stop • Look Right • Look Left • And Look

Right”;

Raise their hand while crossing to alert the motorists;

Not cross in front of a stationary vehicle and in between stationary vehicles; and

Always be alert for oncoming traffic when stepping out of a vehicle.

By Own Vehicles

Parents who drive their children to and fro school should:

Exercise patience during peak hours;

Reduce vehicle speed and stay alert for pedestrians in the school zone;

Cooperate with security officers to ensure smooth traffic flow and safety of the pupils;

Allow their children to alight only at the left hand side of the car by the kerb at

designated drop-off point;

Ensure their children alight from the car as quickly as possible so as not to hold up

the traffic;

Not stop or park their vehicle along Toa Payoh East; and

Switch off the engines (in compliance to the anti-idling engine regulations from NEA)

while waiting to pick their children from school so as to minimise pollution and

safeguard public health.

Pupils who take school bus should understand that the safety and comfort of all pupils on

the bus is a collective responsibility of everyone. They are expected to:

Be respectful to the bus driver, the bus assistant and fellow schoolmates;

Embark and disembark only under the supervision of the driver / bus assistant;

Put on the safety belt at all times; and

Remain seated throughout the whole journey.

It also can be used as a fitness tracker to monitor pupils’ daily steps, distance travelled and calories burnt. Singaporeans studying full time in a Government, Government-aided or independent school, Singapore Sports School, NUS High School, NorthLight School, School of Arts, Assumption Pathway School and Government-supported special education school are automatically given an Edusave account and they receive a yearly contribution from the Government’s Edusave Pupils Fund. The Government contributes $200 and $240 to the Edusave account of each eligible student at primary and secondary level, respectively.

Funds in Edusave Accounts can be used to pay for the following:

Enrichment programmes organised by the school

2nd-Tier Miscellaneous Fees ($6.50 per month) in government or government-aided

schools

Unused balance will be transferred to your child’s CPF account when he/she reaches 21 years of age. Yearly statements of account are given to Edusave members. In addition, parents or account holders can call the Edusave Phone Enquiry System at Tel. 6260 0777 to check the latest balance by following the instructions given over the phone. Travel Declaration

All parents are required to declare their child’s travel plans before every school holiday. Parents are encouraged to submit the travel declaration forms electronically. The link for the travel declaration will be made know to all parents in 2019. Alternatively, travel declaration forms are also available in the General Office. You may submit the signed form to the form teacher before the school holidays. A ‘Nil’ return is required.

School Bookshop The school bookshop is operated by Popular Bookstore. The bookshop is located behind the canteen. Parents/Pupils can purchase textbooks, workbooks, exercise books and stationery from the school bookshop. Parents are encouraged to make purchases online at www.popular.com.sg. Alternatively, parents can also choose to self-collect the online purchase at the various Popular Bookstore retail outlet which operates beyond school operations hours. Write your child’s name and class clearly on all his/her belongings including his/her books, water bottle, pencil case, wallet/purse and uniform etc. Use a permanent marker pen or labels.

Put a piece of paper with his/her name, class and all available contact numbers in his/her wallet or purse.

Please keep all the 1B Textbooks and Activity Books until further notice.

Bring a Chinese storybook on Monday, Tuesday and Wednesday and an English storybook on Thursday and Friday for silent reading before school.

Have your child’s original health booklet, immunisation and vaccination certificates ready by April 2019. They will be needed when the Health Team from the School Health Division visits the school. You will be informed of the health visits in due course.

Use a light-weight bag without unnecessary compartments to reduce the temptation of bringing unnecessary items to school.

Programme for Active Learning (PAL) Programme for Active Learning (PAL) is a non-academic programme built into the curriculum of all Primary 1 and 2 pupils. PAL lessons are designed in the form of fun modular learning activities where pupils will develop confidence and creativity, and be encouraged to explore and extend lessons learnt to their daily lives. They will also develop soft skills such as the ability to communicate clearly and cooperate with others. PAL provides pupils with opportunities for exposure to a broad range of activities so that they can discover their aptitudes and interests. All PAL lessons consist of modules of activities in the two broad areas:

Sports & Games and Outdoor Education, and

He/She should be dressed in his/her full uniform. Starting Week 2, please refer to the class time-table to check on the attire he/she needs to be in. If there is PE lesson / PAL lesson that day, your child should report to school in his PE attire. Otherwise, he will report to school in his full uniform.

Q11. When can my child apply for the Transit-link Student Smart Card for

concessionary travel on Public Transport? Transit-link Pte Ltd will arrange for all P1 pupils to have their photos taken during the period of January to March 2019 for the cards. Pupils will receive the cards during the period of April to May 2019.
