    The Environmental Impact Assessment was joined to environmental licensing process by

    Resolution CONAMA n 001/86.

    Environmental Impact Study (EIA)

    The Environmental Impact Study (EIA) is a technical document, which aims to assess theenvironmental impacts related to activities and potentially polluting enterprises that may

    degrade the environment. This study shall propose measures for environmental control, thus

    ensuring the sustainable use of natural resources.

    The environmental impact study must comprise at least the following aspects:

    Environmental assessment of the area of influence for the project, containing descriptions of

    the environmental resources and their interactions, characterizing the environmental

    conditions prior to project implementation.

    Analysis of the environmental impacts of the project and its alternatives, through identifyingand predicting the level of significance of the likely relevant impacts (direct and indirect,

    immediate, medium and long-term, permanent and temporary, their degree of reversibility;

    social benefits and burdens).

    Mitigation measures addressed to reduce the magnitude of negative impacts or eradicate

    them.

    Program monitoring, established during the EIA, in order to verify the impacts which actually

    occurred.

    Environmental Impact Report (RIMA)

    The Environmental Impact Report (RIMA) should reproduce the findings of the EIA and aims to

    inform the society about the impacts, mitigation measures and monitoring programs of the

    project or activity. Therefore the RIMA must be presented in an objective and easy to

    understand structure, considering points such as: accessible language, maps, charts, graphs,

    etc., clarifying advantages and disadvantages of the project as well as all the environmental

    consequences for its implementation.

    The RIMA should provide at least the following information:

    purposes and justification of the project, their compatibility with policies, plans and

    government programs;

    description of the project, presenting its alternatives and specifying the area of influence for

    construction and operation phases, as well as description of process, operational methods

    resources, emissions, etc.;

    results of the environmental assessment of the area of influence for the project;

    description of the likely impacts in its different stages of project and their characteristics;

    future scenario of environmental quality in the area of influence of the project;

    description of the expectedeffects after mitigation measures implementation;

    program monitoring of negative impacts.

    Environmental Basic Project (PBA)

    The Environmental Basic Project (PBA) shall comprise the details of all environmental

    programs and projects, i.e., those presented in EIA/RIMA, as well as other considered relevant

    by the entity responsible for the licensing process. The PBA is document basis for obtain the

    Installation License (LI).

    Environmental Plan Control (PCA)

    The Environmental Plan Control (PCA) is a document that is part of the process for issue of the

    LI for mineral extraction activity of all classes. The PCA is a requirement further the EIA / RIMA

    that shall be presented prior to the issuance of the LP.

    Term of Reference (TR)

    The Term of Reference is an instrument that aims to establish guidelines, content and

    coverage of the required environmental studies. This document also assists the preparation of

    the any kind of environmental study and shall use all available information about the

    enterprise and the local where it will be implemented as well as the applicable legislation.
