ðîáëåìàòèêà ïîäçåìíûõ âîä ïðèîáðåëà ñå-ãîäíÿ èñêëþ÷èòåëüíóþ àêòóàëüíîñòü. Ïîäçåì-íûå âîäû ÿâëÿþòñÿ îäíèì èç ñïåöèôè÷åñêèõ âèäîâ ïîëåçíûõ èñêîïàåìûõ, âàæíûì ðåñóð-ñîì æèçíåîáåñïå÷åíèÿ, ðàçâèòèÿ ïðîìûø-
ëåííîñòè è ñåëüñêîãî õîçÿéñòâà.Ìåñòîðîæäåíèÿ ïîäçåìíûõ âîä Ðîññèè ñîäåðæàò
ñâûøå 10% ìèðîâûõ ðàçâåäàííûõ çàïàñîâ. Áîëåå 95% èõ – ýòî ðåñóðñ ïèòüåâîãî âîäîñíàáæåíèÿ. Çà ïîñëåäíèå 50 ëåò òåìï çàáîðà ïîäçåìíûõ âîä ïî âñåìó ìèðó óòðî-èëñÿ. Äåôèöèò èñòî÷íèêîâ ïðåñíîé ïèòüåâîé âîäû óñè-ëèâàåòñÿ ñ êàæäûì ãîäîì. Ïîýòîìó êà÷åñòâî óïðàâëåíèÿ ýòèì ðåñóðñîì îïðåäåëèò â äàëüíåéøåì âîçìîæíîñòè óäîâëåòâîðåíèÿ ñïðîñà íà ïèòüåâóþ âîäó è îáåñïå÷èò íàøó àäàïòàöèþ ê êëèìàòè÷åñêèì èçìåíåíèÿì.
Ýôôåêòèâíîå èñïîëüçîâàíèå ïîäçåìíûõ âîä äèêòó-åòñÿ òàêæå ìàñøòàáíîñòüþ îïðåäåëåííûõ â Óêàçå Ïðåçè-äåíòà ÐÔ îò 07.05.2018 «Î íàöèîíàëüíûõ öåëÿõ è ñòðàòå-ãè÷åñêèõ çàäà÷àõ ðàçâèòèÿ ÐÔ íà ïåðèîä äî 2024 ã.» çàäà÷ ïî ïîâûøåíèþ êà÷åñòâà ïèòüåâîé âîäû è ýêîëîãè÷åñêîé ðåàáèëèòàöèè âîäíûõ îáúåêòîâ, ñîõðàíåíèþ óíèêàëü-íûõ âîäíûõ îáúåêòîâ, âíåäðåíèþ öèôðîâûõ òåõíîëîãèé è ïëàòôîðìåííûõ ðåøåíèé â ñôåðå ãîñóäàðñòâåííîãî óïðàâëåíèÿ âîäíûìè ðåñóðñàìè.
 ýòèõ óñëîâèÿõ ñòðàòåãè÷åñêîå çíà÷åíèå îòâî-äèòñÿ âîñïðîèçâîäñòâó ðåñóðñíîé áàçû ïîäçåìíûõ âîä íà òåððèòîðèè ÐÔ. Ïî îòêðûòûì äàííûì Ôåäåðàëüíîãî àãåíòñòâà ïî íåäðîïîëüçîâàíèþ â 2018 ã. ïëàíèðîâàëîñü çà ñ÷åò ñðåäñòâ ôåäåðàëüíîãî áþäæåòà âûïîëíèòü ãåî-ëîãîðàçâåäî÷íûå ðàáîòû ïî îáåñïå÷åíèþ âîñïðîèçâîä-ñòâà ðåñóðñíîé áàçû ïîäçåìíûõ âîä íà 11 ïåðåõîäÿùèõ îáúåêòàõ è 6 íîâûõ, ñ îáùèì ëèìèòîì ôèíàíñèðîâàíèÿ 285 ìëí ðóá. Áóäóò çàâåðøåíû 3 îáúåêòà, à îæèäàåìûé ïðèðîñò çàïàñîâ ïîäçåìíûõ âîä ñîñòàâèò 24 000 ì3/ñóò.
Íàðÿäó ñ çàäà÷àìè ïîèñêà è îöåíêè ïîäçåìíûõ âîä äëÿ ïèòüåâîãî è õîçÿéñòâåííî-áûòîâîãî âîäîñíàáæåíèÿ íàñåëåííûõ ïóíêòîâ â ðàéîíàõ ñ íåäîñòàòî÷íûì âîäî-îáåñïå÷åíèåì, îáåñïå÷åíèÿ îõðàíû ïîäçåìíûõ âîä îò çàãðÿçíåíèÿ è èñòîùåíèÿ ïóòåì ëèêâèäàöèè ãèäðîãåî-ëîãè÷åñêèõ ñêâàæèí, ïðîáóðåííûõ ïðè ïðîâåäåíèè ãåî-ëîãîðàçâåäî÷íûõ ðàáîò, âàæíîå çíà÷åíèå ïðèîáðåòàåò ðàáîòà ïî îöåíêå ñîñòîÿíèÿ ìåñòîðîæäåíèé è çàïàñîâ ïîäçåìíûõ âîä â íåðàñïðåäåëåííîì ôîíäå íåäð äëÿ èõ ïðèâåäåíèÿ â ñîîòâåòñòâèå ñ ñîâðåìåííûì çàêîíîäàòåëü-ñòâîì.
Ñåâåðî-Êàâêàçñêèé ôåäåðàëüíûé îêðóã, íà òåððè-òîðèè êîòîðîãî â îêòÿáðå 2018 ã. ñîñòîÿëàñü ìåæäóíà-ðîäíàÿ êîíôåðåíöèÿ «Ïîäçåìíûå âîäû – 2018», ðàñ-

ïîëàãàåò óíèêàëüíûì ñî÷åòàíèåì ðåñóðñà ïîäçåìíûõ âîä – ìèíåðàëüíûìè ïèòüåâûìè âîäàìè, òåðìàëüíûìè âîäàìè è ëå÷åáíîé ãðÿçüþ. Çäåñü ñîñðåäîòî÷åíî îêîëî 30% âñåõ ðîññèéñêèõ ìèíåðàëüíûõ âîä. Ïî ñîñòîÿíèþ íà 2017 ã. íà òåððèòîðèè ÊÌ äåéñòâîâàëî 34 ëèöåíçèè, à çàïàñû ìèíåðàëüíûõ ïîäçåìíûõ âîä, ó÷òåííûå ïî 21 ìåñòîðîæäåíèþ, ñîñòàâëÿëè 17 559,3 ì3/ñóò (Ñòàâðî-ïîëüñêèé êðàé – 15 174,3 ì3/ñò; Êàðà÷àåâî-×åðêåññêàÿ ðåñïóáëèêà – 2205 ì3/ñóò; Êàáàðäèíî-Áàëêàðñêàÿ ðåñïóá-ëèêà – 189 ì3/ñóò).
ß ÿâëÿþñü äåïóòàòîì Ãîñóäàðñòâåííîé Äóìû ÔÑ ÐÔ ïî îäíîìàíäàòíîìó îêðóãó ¹ 66 Ñòàâðîïîëüñêîãî êðàÿ è íå ìîãó íå îòìåòèòü, ÷òî â íàñòîÿùåå âðåìÿ îáùåå êî-ëè÷åñòâî çàïàñîâ ïðåñíûõ è òåõíè÷åñêèõ ïîäçåìíûõ âîä íà òåððèòîðèè êðàÿ ñîñòàâëÿåò 1234,8 ì3/ñóò, íà îäíîãî ÷åëîâåêà â êðàå ïðèõîäèòñÿ â ñðåäíåì 0,7 ì3/ñóò ðàçâå-äàííûõ çàïàñîâ ïðåñíûõ ïîäçåìíûõ âîä, ÷òî ñîñòàâëÿåò äâå ñàíèòàðíûå íîðìû. Âñåãî íà òåððèòîðèè êðàÿ ÷èñëèò-ñÿ 15 ìåñòîðîæäåíèé ïðåñíûõ ïîäçåìíûõ âîä. Íàèáîëåå êðóïíûìè ÿâëÿþòñÿ Ìàëêèíñêîå, Ïðèêóìñêîå, Ñåâåðî-Ëåâîêóìñêîå.  ñîñòàâ ìåñòîðîæäåíèé âõîäÿò 53 ó÷àñòêà.
 íàñòîÿùåå âðåìÿ â Ðîññèè ýêñïëóàòàöèÿ ïîäçåì-íûõ âîä ñîïðîâîæäàåòñÿ öåëûì ðÿäîì ïðîáëåì àíòðî-ïîãåííîãî õàðàêòåðà. Óõóäøàåòñÿ êà÷åñòâî ïîäçåìíûõ âîä. Óñèëèâàåòñÿ èõ çàãðÿçíåíèå ïîä âëèÿíèåì ïðîìûø-ëåííûõ îáúåêòîâ, ñåëüñêîõîçÿéñòâåííûõ ïðåäïðèÿòèé æèâîòíîâîä÷åñêîãî è ïòèöåâîä÷åñêîãî êîìïëåêñîâ. Íå-ñîáëþäåíèå íåîáõîäèìûõ óñëîâèé ýêñïëóàòàöèè çåìåëü-íûõ ó÷àñòêîâ, â òîì ÷èñëå íà ëè÷íûõ ó÷àñòêàõ ãðàæäàí, ïðèâîäèò ê ñíèæåíèþ êà÷åñòâà è íàïîðà ïîäçåìíûõ âîä.
Îñåíüþ 2018 ã. Êîìèòåò ïî ïðèðîäíûì ðåñóðñàì, ñîáñòâåííîñòè è çåìåëüíûì îòíîøåíèÿì ðàññìîòðåë íà ñâîåì çàñåäàíèè äîêëàä «Ýôôåêòèâíîñòü ãîñóäàð-ñòâåííîãî óïðàâëåíèÿ âîäíûìè ðåñóðñàìè: âíóòðèãîñó-äàðñòâåííûå è âíåøíåïîëèòè÷åñêèå àñïåêòû». Äåïóòàòû îòìå÷àëè, ÷òî ÐÔ íå èìååò ÷åòêîãî âèäåíèÿ è ïîäõîäîâ ê óïðàâëåíèþ âîäíûìè ðåñóðñàìè, íåñìîòðÿ íà òî, ÷òî íà ñàìîì âûñîêîì óðîâíå äåêëàðèðóåòñÿ âàæíîñòü ýòîãî ïðèðîäíîãî ðåñóðñà, â òîì ÷èñëå äëÿ ýêîíîìè-÷åñêîé áåçîïàñíîñòè ñòðàíû. Íåîáõîäèìà ðàçðàáîòêà è âíåäðåíèå ñóùåñòâåííî áîëåå ñîâåðøåííîé ìîäåëè ôèíàíñèðîâàíèÿ. Ýòî äèêòóåòñÿ òàêæå ìàñøòàáíîñòüþ çàäà÷ ïî ïîâûøåíèþ êà÷åñòâà ïèòüåâîé âîäû è ýêîëî-ãè÷åñêîé ðåàáèëèòàöèè âîäíûõ îáúåêòîâ, ñîõðàíåíèþ óíèêàëüíûõ âîäíûõ îáúåêòîâ, âíåäðåíèþ öèôðîâûõ òåõ-íîëîãèé è ïëàòôîðìåííûõ ðåøåíèé â ñôåðå ãîñóäàð-ñòâåííîãî óïðàâëåíèÿ âîäíûìè ðåñóðñàìè, îïðåäåëåí-íûõ â íàöèîíàëüíûõ ïðîåêòàõ è Óêàçå Ïðåçèäåíòà ÐÔ îò 07.05.2018.
Ïðàêòè÷åñêèå ðåçóëüòàòû ñóùåñòâóþùåé ñèñòåìû óïðàâëåíèÿ âîäíûìè ðåñóðñàìè ïîêàçûâàþò îòñóòñòâèå çíà÷èìûõ ðåçóëüòàòîâ â ðåøåíèè ïðîáëåì, êîòîðûå îïèñàíû â Âîäíîé ñòðàòåãèè, óòâåðæäåííîé 10 ëåò íà-çàä, â 2009 ã., à òàêæå êðàéíå íèçêóþ ýôôåêòèâíîñòü Ôåäåðàëüíîé öåëåâîé ïðîãðàììû (ÔÖÏ) «Ðàçâèòèå âî-äîõîçÿéñòâåííîãî êîìïëåêñà», ðàçðàáîòàííîé äëÿ åå ðåàëèçàöèè.
Åæåãîäíî â ÔÖÏ âíîñÿòñÿ êîððåêòèðîâêè, óìåíü-øàþùèå îáúåì ôèíàíñèðîâàíèÿ è ñíèæàþùèå òåìïû äîñòèæåíèÿ âàæíåéøèõ öåëåâûõ ïîêàçàòåëåé è èíäèêà-òîðîâ ïðîãðàììû. Ïàðàìåòðû ôèíàíñîâîãî îáåñïå÷åíèÿ ÔÖÏ â 2018 ã. áûëè óìåíüøåíû íà 225,8 ìëí ðóá. ïî ñðàâíåíèþ ñ ïðåäûäóùèì ãîäîì. Ïîñëåäíåå ïëàíèðó-åìîå èçìåíåíèå ÔÖÏ óñòàíàâëèâàåò ïîêàçàòåëü äîëè çàãðÿçíåííûõ ñòî÷íûõ âîä â îáùåì îáúåìå ñáðîñà â ïî-âåðõíîñòíûå âîäíûå îáúåêòû ñòî÷íûõ âîä, ïîäëåæàùèõ î÷èñòêå, ê 2020 ã. ïðàêòè÷åñêè ðàâíûì ïåðâîíà÷àëüíîìó çíà÷åíèþ 2012 ã. – 88,6%.
Ïî ðåçóëüòàòàì ïðîâåðêè èñïîëüçîâàíèÿ ñóáñèäèé íà ñîôèíàíñèðîâàíèå, âûÿâëåíî, ÷òî ñóáúåêòàìè ÐÔ íå îáåñïå÷åíî äîñòèæåíèå çíà÷åíèé ïîêàçàòåëåé ðå-çóëüòàòèâíîñòè ñóáñèäèé, ïðåäîñòàâëåííûõ èì íà ôè-íàíñèðîâàíèå ñòðîèòåëüñòâà è ðåêîíñòðóêöèè îáúåêòîâ èíæåíåðíîé çàùèòû è áåðåãîóêðåïèòåëüíûõ ñîîðóæåíèé, íà êàïèòàëüíûé ðåìîíò îáúåêòîâ ãèäðîòåõíè÷åñêèõ ñî-îðóæåíèé, íà âîññòàíîâëåíèå è ýêîëîãè÷åñêóþ ðåàáèëè-òàöèþ âîäíûõ îáúåêòîâ.
Ïîëíîìî÷èÿ â ñôåðå ðåãóëèðîâàíèÿ îòíîøåíèé è óïðàâëåíèÿ íåäðîïîëüçîâàíèåì ðàçäåëåíû ìåæäó ôå-äåðàëüíûìè îðãàíàìè ãîñóäàðñòâåííîé âëàñòè, îðãàíàìè ãîñóäàðñòâåííîé âëàñòè ñóáúåêòîâ ÐÔ, à òàêæå îðãàíàìè ìåñòíîãî ñàìîóïðàâëåíèÿ.
Ñåãîäíÿ âîïðîñàìè óïðàâëåíèÿ âîäíîé îòðàñëüþ â íàøåé ñòðàíå çàíèìàþòñÿ áîëåå 30 ôåäåðàëüíûõ âå-äîìñòâ, ýòî ÷àñòî ïðèâîäèò ê íàñëîåíèþ èëè ðàçìûòèþ îòâåòñòâåííîñòè. Ïðàâîâûå êîëëèçèè äîïóñêàþò ïðîÿâ-ëåíèÿ ðàçîáùåííîñòè â óïðàâëåíèè âîäíûì õîçÿéñòâîì. Ó íàñ îòñóòñòâóåò ñòðîãèé ñòàòèñòè÷åñêèé ó÷åò êîëè÷åñòâà ñêâàæèí.
Íåñîâåðøåíñòâî äåéñòâóþùåãî çàêîíîäàòåëüñòâà òðåáóåò óñèëèòü ìåðû ïðàâîâîãî ðåãóëèðîâàíèÿ â îáëàñòè èñïîëüçîâàíèÿ è îõðàíû ïîäçåìíûõ âîä.
 ñâÿçè ñ ýòèì â íàñòîÿùåå âðåìÿ âåäåòñÿ àêòèâíàÿ çàêîíîïðîåêòíàÿ ðàáîòà â íàøåì Êîìèòåòå è â Ðàáî÷åé ãðóïïå ïî ðàññìîòðåíèþ è äîðàáîòêå çàêîíîäàòåëüíûõ èíèöèàòèâ, íàïðàâëåííûõ íà ñîâåðøåíñòâîâàíèå Çàêîíà ÐÔ «Î íåäðàõ», â òîì ÷èñëå â âîïðîñàõ ãåîëîãîðàçâåäêè è íåäðîïîëüçîâàíèÿ, â êîòîðóþ âõîäÿò áîëåå 50 ýêñ-ïåðòîâ.
Çàêîíîäàòåëüíîå ðåãóëèðîâàíèå îòíîøåíèé, ñâÿ-çàííûõ ñ ïîäçåìíûìè âîäàìè, èìååò ìåæîòðàñëåâîé õàðàêòåð è ôîðìèðóåòñÿ íà ñòûêå çàêîíîäàòåëüñòâà î íåäðàõ è äðóãèõ îòðàñëåé ïðàâà. Ïîìèìî Çàêîíà ÐÔ «Î íåäðàõ» è Âîäíîãî êîäåêñà ÐÔ, ê áàçîâûì ôåäå-ðàëüíûì çàêîíàì, â òîé èëè èíîé ñòåïåíè ðåãóëèðóþ-ùèì âîïðîñû èçó÷åíèÿ, èñïîëüçîâàíèÿ è îõðàíû ïîä-çåìíûõ âîä, îòíîñÿòñÿ Ãðàäîñòðîèòåëüíûé êîäåêñ ÐÔ, Çåìåëüíûé êîäåêñ ÐÔ, Íàëîãîâûé êîäåêñ ÐÔ, çàêîíû «Îá îõðàíå îêðóæàþùåé ñðåäû», «Îá ýêîëîãè÷åñêîé ýêñïåðòèçå», «Î âîäîñíàáæåíèè è âîäîîòâåäåíèè», «Îá èíôîðìàöèè, èíôîðìàòèçàöèè è çàùèòå èíôîðìàöèè» è äð.
Ñîçäàííûé ê íàñòîÿùåìó âðåìåíè êîìïëåêñ íîðìà-òèâíûõ äîêóìåíòîâ ÷ðåçâû÷àéíî îáøèðåí, îí ïîñòîÿííî

ðàñøèðÿåòñÿ è êîððåêòèðóåòñÿ, ýòî âûçûâàåò ìíîãî÷èñ-ëåííûå îñëîæíåíèÿ ó íåäðîïîëüçîâàòåëåé.
Çíà÷èòåëüíûå èçìåíåíèÿ â çàêîíîäàòåëüñòâî î íåä-ðàõ ïî âîïðîñàì èñïîëüçîâàíèÿ ïîäçåìíûõ âîä áûëè âíåñåíû Ôåäåðàëüíûì çàêîíîì îò 29.12.2014 ¹ 459-ÔÇ «Î âíåñåíèè èçìåíåíèé â Çàêîí ÐÔ “Î íåäðàõ” è îòäåëü-íûå çàêîíîäàòåëüíûå àêòû ÐÔ».
Ó÷àñòêè íåäð, ñîäåðæàùèå ïîäçåìíûå âîäû, êîòîðûå èñïîëüçóþòñÿ äëÿ öåëåé ïèòüåâîãî è õîçÿéñòâåííî-áû-òîâîãî âîäîñíàáæåíèÿ èëè òåõíîëîãè÷åñêîãî îáåñïå÷åíèÿ âîäîé îáúåêòîâ ïðîìûøëåííîñòè ëèáî îáúåêòîâ ñåëü-ñêîõîçÿéñòâåííîãî íàçíà÷åíèÿ, è îáúåì äîáû÷è êîòîðûõ ñîñòàâëÿåò íå áîëåå 500 ì3/ñóò, áûëè îòíåñåíû ê ó÷àñòêàì íåäð ìåñòíîãî çíà÷åíèÿ.
Êðîìå ýòîãî, ýòîò çàêîí íàäåëÿë ñîáñòâåííèêîâ è àðåíäàòîðîâ çåìåëüíûõ ó÷àñòêîâ ïðàâîì îñóùåñòâ-ëÿòü èñïîëüçîâàíèå ïîäçåìíûõ âîä â ãðàíèöàõ äàííûõ çåìåëüíûõ ó÷àñòêîâ áåç ïðèìåíåíèÿ âçðûâíûõ ðàáîò, îáúåì èçâëå÷åíèÿ êîòîðûõ äîëæåí ñîñòàâëÿòü íå áîëåå 100 êóáè÷åñêèõ ìåòðîâ â ñóòêè, èç âîäîíîñíûõ ãîðèçîí-òîâ, íå ÿâëÿþùèõñÿ èñòî÷íèêàìè öåíòðàëèçîâàííîãî âî-äîñíàáæåíèÿ è ðàñïîëîæåííûõ íàä âîäîíîñíûìè ãîðè-çîíòàìè, ÿâëÿþùèìèñÿ èñòî÷íèêàìè öåíòðàëèçîâàííîãî âîäîñíàáæåíèÿ.
Äîáû÷à òàêèõ ïîäçåìíûõ âîä, ñîãëàñíî ýòîìó çàêî-íó, îñóùåñòâëÿåòñÿ áåç ïðîâåäåíèÿ ýêñïåðòèçû çàïàñîâ è áåç ñîãëàñîâàíèÿ òåõíè÷åñêîãî ïðîåêòà è ïðîåêòíîé äîêóìåíòàöèè íà ðàçðàáîòêó ìåñòîðîæäåíèé ïîëåçíûõ èñêîïàåìûõ.
Ýòèì æå ôåäåðàëüíûì çàêîíîì áûëà óñòàíîâëåíà âîçìîæíîñòü ïîëó÷åíèÿ ñîâìåùåííîé ëèöåíçèè íà ãåî-ëîãè÷åñêîå èçó÷åíèå â öåëÿõ ïîèñêà è îöåíêè ïîäçåìíûõ âîä è èõ äîáû÷è.
18 ìàÿ 2018 ã. âñòóïèë â ñèëó ïðèêàç Ìèíïðèðîäû Ðîññèè îò 26.02.2018 ¹ 64, êîòîðûì óñòàíîâëåíà ïðîöå-äóðà ðàññìîòðåíèÿ çàÿâîê íà ïîëó÷åíèå ïðàâà ïîëüçîâà-íèÿ íåäðàìè ïî ñîâìåùåííîé ëèöåíçèè íà ãåîëîãè÷åñêîå èçó÷åíèå ó÷àñòêîâ íåäð â öåëÿõ ïîèñêîâ è îöåíêè ïîä-çåìíûõ âîä è èõ äîáû÷è.
Ôåäåðàëüíûì çàêîíîì îò 21.07.2014 ¹ 261-ÔÇ «Î âíåñåíèè èçìåíåíèé â Çàêîí ÐÔ “Î íåäðàõ” è îò-äåëüíûå çàêîíîäàòåëüíûå àêòû ÐÔ» áûëà ðàçðåøåíà åùå îäíà äîñòàòî÷íî âàæíàÿ ïðîáëåìà: áûëè óðåãóëèðîâàíû âîïðîñû, ñâÿçàííûå ñ ðàçìåùåíèåì â ïëàñòàõ ãîðíûõ ïî-ðîä ïîïóòíûõ âîä è âîä, èñïîëüçîâàííûõ ïîëüçîâàòåëÿ-ìè íåäð äëÿ ñîáñòâåííûõ ïðîèçâîäñòâåííûõ è òåõíîëî-ãè÷åñêèõ íóæä, ïðè ðàçâåäêå è äîáû÷å óãëåâîäîðîäíîãî ñûðüÿ.
Ýòèì çàêîíîì òàêæå çàêðåïëåíî â ñò. 19.1 Çàêîíà ÐÔ «Î íåäðàõ» ïðàâî ïîëüçîâàòåëåé íåäð, îñóùåñòâëÿ-þùèõ ðàçâåäêó è äîáû÷ó óãëåâîäîðîäíîãî ñûðüÿ èëè ïî ñîâìåùåííîé ëèöåíçèè ãåîëîãè÷åñêîå èçó÷åíèå, ðàçâåäêó è äîáû÷ó óãëåâîäîðîäíîãî ñûðüÿ, â ãðàíèöàõ ïðåäîñòàâëåííûõ èì ãîðíûõ îòâîäîâ èëè ãåîëîãè÷åñ-êèõ îòâîäîâ íà îñíîâàíèè óòâåðæäåííîãî òåõíè÷åñêîãî ïðîåêòà ðàçìåùàòü â ïëàñòàõ ãîðíûõ ïîðîä ïîïóòíûå âîäû è âîäû, èñïîëüçîâàííûå äëÿ ñîáñòâåííûõ ïðî-
èçâîäñòâåííûõ è òåõíîëîãè÷åñêèõ íóæä, â ïîðÿäêå, óñòàíîâëåííîì ôåäåðàëüíûì îðãàíîì óïðàâëåíèÿ ãî-ñóäàðñòâåííûì ôîíäîì íåäð. Îòíîøåíèÿ, ñâÿçàííûå ñ ðàçìåùåíèåì â ïëàñòàõ ãîðíûõ ïîðîä ïîïóòíûõ âîä è âîä, èñïîëüçîâàííûõ ïîëüçîâàòåëÿìè íåäð äëÿ ñîá-ñòâåííûõ ïðîèçâîäñòâåííûõ è òåõíîëîãè÷åñêèõ íóæä, â ñëó÷àå ðàçâåäêè è äîáû÷è óãëåâîäîðîäíîãî ñûðüÿ òåïåðü ðåãóëèðóþòñÿ òîëüêî çàêîíîäàòåëüñòâîì î íåä-ðàõ.
Ïîäãîòîâëåííûé íàøèì Êîìèòåòîì è ïðèíÿòûé â 2017 ã. Ôåäåðàëüíûé çàêîí (îò 29.07.2017 ¹ 217-ÔÇ) «Î âåäåíèè ãðàæäàíàìè ñàäîâîäñòâà è îãîðîäíè÷åñòâà äëÿ ñîáñòâåííûõ íóæä è î âíåñåíèè èçìåíåíèé â îò-äåëüíûå çàêîíîäàòåëüíûå àêòû ÐÔ», íàäåëèë íåêîììåð-÷åñêèå îðãàíèçàöèè, ñîçäàííûå ãðàæäàíàìè äëÿ âåäå-íèÿ ñàäîâîäñòâà, îãîðîäíè÷åñòâà èëè äà÷íîãî õîçÿéñòâà ïðàâîì îñóùåñòâëÿòü äîáû÷ó ïîäçåìíûõ âîä äëÿ öåëåé õîçÿéñòâåííî-áûòîâîãî âîäîñíàáæåíèÿ óêàçàííûõ íå-êîììåð÷åñêèõ îðãàíèçàöèé äî 1 ÿíâàðÿ 2020 ã. áåç ïîëó-÷åíèÿ ëèöåíçèè íà ïîëüçîâàíèå íåäðàìè.
Ïîñëå 1 ÿíâàðÿ 2019 ã. íåêîììåð÷åñêèå îðãàíèçà-öèè, ñîçäàííûå ãðàæäàíàìè äëÿ âåäåíèÿ ñàäîâîäñòâà, îãîðîäíè÷åñòâà èëè äà÷íîãî õîçÿéñòâà, äîëæíû ïîëó÷èòü ëèöåíçèþ íà ïîëüçîâàíèå íåäðàìè â îðãàíå ãîñóäàð-ñòâåííîé âëàñòè ñóáúåêòà ÐÔ.
Äîáû÷à ïîäçåìíûõ âîä äëÿ öåëåé õîçÿéñòâåííî-áûòîâîãî âîäîñíàáæåíèÿ äà÷íûõ òîâàðèùåñòâ ìîæåò îñóùåñòâëÿòüñÿ èìè áåç ïðîâåäåíèÿ ãåîëîãè÷åñêîãî èç-ó÷åíèÿ íåäð, ãîñóäàðñòâåííîé ýêñïåðòèçû çàïàñîâ ïîëåç-íûõ èñêîïàåìûõ, ñîãëàñîâàíèÿ è óòâåðæäåíèÿ òåõíè÷å-ñêèõ ïðîåêòîâ è ïðîåêòíîé äîêóìåíòàöèè íà âûïîëíåíèå ðàáîò, ñâÿçàííûõ ñ ïîëüçîâàíèåì íåäðàìè, à òàêæå áåç ïðåäñòàâëåíèÿ äîêàçàòåëüñòâ òîãî, ÷òî òîâàðèùåñòâà îá-ëàäàþò èëè áóäóò îáëàäàòü êâàëèôèöèðîâàííûìè ñïåöè-àëèñòàìè, íåîáõîäèìûìè ôèíàíñîâûìè è òåõíè÷åñêèìè ñðåäñòâàìè äëÿ ýôôåêòèâíîãî è áåçîïàñíîãî ïðîâåäåíèÿ ðàáîò.
 íàñòîÿùåå âðåìÿ â Ãîñóäàðñòâåííîé Äóìå ïðîäîë-æàåòñÿ ðàáîòà ïî ñîâåðøåíñòâîâàíèþ çàêîíîäàòåëüñòâà â ñôåðå ïðàâîâîãî ðåãóëèðîâàíèÿ èñïîëüçîâàíèÿ ïîä-çåìíûõ âîä.
Êîìèòåòîì ïî ïðèðîäíûì ðåñóðñàì, ñîáñòâåííî-ñòè è çåìåëüíûì îòíîøåíèÿì è Ðàáî÷åé ãðóïïîé ãîòî-âèòñÿ ê ðàññìîòðåíèþ âî âòîðîì ÷òåíèè ïðîåêò ôåäå-ðàëüíîãî çàêîíà (¹ 277764-7) «Î âíåñåíèè èçìåíåíèé â ñò. 29 Çàêîíà ÐÔ “Î íåäðàõ”» (ïðèíÿò â ïåðâîì ÷òåíèè â õîäå âåñåííåé ñåññèè 2018 ã.), êîòîðûì ïðåä-óñìàòðèâàåòñÿ îòìåíèòü îáÿçàòåëüíîñòü ïðîâåäåíèÿ ãîñóäàðñòâåííîé ýêñïåðòèçû çàïàñîâ ïîäçåìíûõ âîä, äîáûâàåìûõ íà ó÷àñòêàõ íåäð ôåäåðàëüíîãî çíà÷åíèÿ, ïðè èñïîëüçîâàíèè çåìåëüíûõ ó÷àñòêîâ çåìåëü îáî-ðîíû, áåçîïàñíîñòè, êîòîðûå ïðåäîñòàâëÿþòñÿ äëÿ äîáû÷è ïîäçåìíûõ âîä, äëÿ ïèòüåâîãî è õîçÿéñòâåí-íî-áûòîâîãî âîäîñíàáæåíèÿ èëè òåõíîëîãè÷åñêîãî îáåñïå÷åíèÿ âîäîé îáúåêòîâ ïðîìûøëåííîñòè, ëèáî îáúåêòîâ ñåëüõîçíàçíà÷åíèÿ, îáúåì äîáû÷è êîòîðûõ ñîñòàâëÿåò íå áîëåå 100 ì3/ñóò.

Çàêîíîïðîåêòîì ïðåäëàãàåòñÿ óíèôèöèðîâàòü ïðà-âîâîé ðåæèì èñïîëüçîâàíèÿ ïîäçåìíûõ âîä íà ïðèãðà-íè÷íûõ òåððèòîðèÿõ ÐÔ è òåððèòîðèÿõ âîèíñêèõ ÷àñòåé.
Ñåãîäíÿ, ïî äåéñòâóþùåé ÷. 1 ñò. 29 Çàêîíà «Î íåä-ðàõ», òàêàÿ íîðìà êàñàåòñÿ èñêëþ÷èòåëüíî ó÷àñòêîâ íåäð ìåñòíîãî çíà÷åíèÿ. Âìåñòå ñ òåì îáúåì ñðåäñòâ, çàòðà÷èâàåìûõ íà ïðîåêòèðîâàíèå è ïðîâåäåíèå ðàáîò ïî ïîäñ÷åòó çàïàñîâ ïîäçåìíûõ âîä íà ó÷àñòêå íåäð, à òàêæå ïîñëåäóþùåå ïðåäñòàâëåíèå äàííûõ ìàòåðèàëîâ íà ãîñó-äàðñòâåííóþ ýêñïåðòèçó ñîñòàâëÿåò îò 500 000 äî 1 ìëí ðóá. Ïðè ýòîì íåäðîïîëüçîâàòåëÿìè íà òàêèõ ó÷àñòêàõ ÿâëÿþòñÿ ïðåèìóùåñòâåííî îðãàíèçàöèè ôåäåðàëüíûõ îðãàíîâ èñïîëíèòåëüíîé âëàñòè â ñôåðå îáîðîíû è áåç-îïàñíîñòè è ïåðå÷èñëåííûå ðàáîòû ïðîâîäÿòñÿ çà ñ÷åò ñðåäñòâ ôåäåðàëüíîãî áþäæåòà. Çàêîíîïðîåêò ïîçâîëèò ñíèçèòü ôèíàíñîâóþ íàãðóçêó íà Âîîðóæåííûå ñèëû ÐÔ, ïîñêîëüêó çàòðàòû íà ïîäãîòîâêó ìàòåðèàëîâ ïî ïîäñ÷å-òàì çàïàñîâ äëÿ ãîñóäàðñòâåííîé ýêñïåðòèçû, êîòîðûå íåñåò ôåäåðàëüíûé áþäæåò, çíà÷èòåëüíî ïðåâûøàþò ïëàòó çà åå ïðîâåäåíèå.
 Ïðàâèòåëüñòâå ÐÔ â íàñòîÿùåå âðåìÿ ïîäãîòîâëåí ïðîåêò ôåäåðàëüíîãî çàêîíà «Î âíåñåíèè èçìåíåíèé â Çàêîí ÐÔ “Î íåäðàõ”» â ÷àñòè óòî÷íåíèÿ ïîíÿòèÿ «ïîä-çåìíûå âîäû», êîòîðûé ðàçðàáîòàí â öåëÿõ óíèôèêàöèè çàêîíîäàòåëüñòâà î íåäðàõ è íàëîãîâîãî çàêîíîäàòåëü-ñòâà.
 íàñòîÿùåå âðåìÿ â çàêîíîäàòåëüñòâå î íåäðàõ íå óðåãóëèðîâàí ïîðÿäîê ïðåäîñòàâëåíèÿ ïðåñíûõ ïîä-çåìíûõ âîä äëÿ öåëåé, íå ñâÿçàííûõ ñ ïèòüåâûì âîäî-ñíàáæåíèåì.
Äåéñòâóþùèì çàêîíîäàòåëüñòâîì î íåäðàõ ïðåä-óñìîòðåí ìåõàíèçì ïðåäîñòàâëåíèÿ íà îñíîâàíèè çàÿâè-òåëüíîãî ïîðÿäêà ó÷àñòêîâ íåäð, ñîäåðæàùèõ ïîäçåìíûå âîäû, ñ îãðàíè÷åíèåì ïî âèäàì èõ öåëåâîãî íàçíà÷åíèÿ. Âìåñòå ñ òåì, ñò. 2.3 è 10.1 Çàêîíà ÐÔ «Î íåäðàõ» ñîäåð-æàò ïåðå÷åíü âèäîâ öåëåâîãî èñïîëüçîâàíèÿ ïîäçåìíûõ âîä, êîòîðûé íå ó÷èòûâàåò âèäû èñïîëüçîâàíèÿ ïðåñ-íûõ ïîäçåìíûõ âîä, íå îòíîñÿùèõñÿ ê ïðîìûøëåííûì, òåðìàëüíûì è ìèíåðàëüíûì (íàïðèìåð, ïðîìûøëåííûé ðîçëèâ).  îòíîøåíèè óêàçàííûõ îáúåêòîâ ïðèìåíÿåòñÿ àóêöèîííûé (êîíêóðñíûé) ïîðÿäîê ïðåäîñòàâëåíèÿ èõ â ïîëüçîâàíèå.
 ñâîþ î÷åðåäü, ñ ïîçèöèè íàëîãîâîãî çàêîíîäà-òåëüñòâà ïðåñíûå ïîäçåìíûå âîäû, â òîì ÷èñëå ïèòüåâûå è òåõíè÷åñêèå ïîäçåìíûå âîäû, íå ÿâëÿþòñÿ äîáûòûì ïîëåçíûì èñêîïàåìûì è íå ÿâëÿþòñÿ îáúåêòîì íàëî-ãîîáëîæåíèÿ íàëîãîì íà äîáû÷ó ïîëåçíûõ èñêîïàåìûõ.  ñâÿçè ñ ÷åì â îòíîøåíèè íèõ íå ìîæåò áûòü ðàññ÷èòàí ñòàðòîâûé ðàçìåð ðàçîâîãî ïëàòåæà çà ïîëüçîâàíèå íåä-ðàìè äëÿ ïðîâåäåíèÿ êîíêóðñà èëè àóêöèîíà.
 öåëÿõ ãàðìîíèçàöèè çàêîíîäàòåëüñòâà î íåäðàõ è íàëîãîâîãî çàêîíîäàòåëüñòâà, ïðåäëàãàåòñÿ âíåñòè èç-ìåíåíèÿ â Çàêîí ÐÔ «Î íåäðàõ» â ñîîòâåòñòâèè ñ ñóùå-ñòâóþùåé ïðàêòèêîé ëèöåíçèðîâàíèÿ ïîäçåìíûõ âîä, èñêëþ÷èâ öåëåâîå íàçíà÷åíèå èñïîëüçîâàíèÿ ïîäçåìíûõ âîä, îäíîâðåìåííî äîïîëíèâ ïîíÿòèå â ÷àñòè íåîòíåñå-íèÿ èõ ê ïðîìûøëåííûì, ìèíåðàëüíûì èëè òåðìàëüíûì âîäàì.
Íåîáõîäèìî îòìåòèòü, ÷òî ñóáúåêòû ÐÔ äîëæíû ïðî-äîëæèòü åæåãîäíî ïðåäóñìàòðèâàòü ñðåäñòâà íà ñîôè-íàíñèðîâàíèå ìåðîïðèÿòèé ñ öåëüþ îáåñïå÷åíèÿ ðåñóðñ-íîé áàçû ïîäçåìíûõ âîä õîçÿéñòâåííî-ïèòüåâîãî âîäî-ñíàáæåíèÿ, ìîäåðíèçàöèþ ãèäðîòåõíè÷åñêèõ è î÷èñòíûõ ñîîðóæåíèé, âåñòè ïîñòîÿííûé ìîíèòîðèíã èõ ñîñòîÿíèÿ. Âûáîðî÷íûå ïðîâåðêè ïî îòäåëüíûì òåððèòîðèÿì ïî-êàçàëè, ÷òî áîëüøèíñòâî îäèíî÷íûõ ñêâàæèí íå èìåþò íèêàêèõ ïðàâîóñòàíàâëèâàþùèõ äîêóìåíòîâ, ò.å. íèãäå è íèêàê íå ó÷òåíû, à èõ êîëè÷åñòâî íà òåððèòîðèè êàæäî-ãî ñóáúåêòà ÐÔ ìîæåò äîñòèãàòü 100 000 è áîëåå, èç ÷åãî ñëåäóåò íåîáõîäèìîñòü ïðèâëå÷åíèÿ ñèë è ñðåäñòâ ñóáú-åêòîâ ÐÔ äëÿ èõ âûÿâëåíèÿ, ó÷åòà è äîêóìåíòèðîâàíèÿ.

Abstract. Legal and regulatory framework of underground water studies and use plays a crucial role in organization and holding of hydrogeological investigations, and development of estimated reserves. Based on subsoil legislation, it is intersectoral by nature and resides at the interface of different branches of law. The paper analyses provisions of water, urban planning, fiscal, sanitary-epidemiological, and other types of legislation, and discusses the most sensitive problems of their interaction with the Subsoil Law of the Russian Federation. It is shown that the existing requirements are contradictory, redundant, and unstructured, which impedes the efficient and sustainable use of subsoil. All the main provisions of the RF Water Code concerning ground waters require the substantial revision. All the documents of urban planning legislation should state that the Subsoil Law determines the requirements to exploration and prospecting activities for water, scope of reporting documents, and expert review of their results. Classification of ground water types in accordance with their use accounted for in the RF Tax Code should be bridged with the FR Subsoil Law and RF Water Code. Corrections should be made to subsoil legislation, which are aimed at establishing a clear land plot registration procedure for the purposes of subsoil use. It is necessary exclude approval of reports by Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) from the legal framework. Size of protective sanitary zones should be substantiated in the course of reserves assessment and should undergo a geological expert review. It is necessary to correct the instructive regulations on the surface water withdrawal allowance that are in force in current environmental legislation; the procedure of its approval in ground water reserves assessment should be included in regulatory documentation. Therefore, legal and regulatory framework of underground water studies and use requires to bring legal provisions of the related branches of law into compliance with the RF Subsoil Law and to put in order rules of numerous subordinate acts. The directions of improvement are shown in this paper.

Abstract. International association of hydrogeologists (IAH) has been founded in 1956. At present, there are about 4100 members from more than 130 countries. IAH Congresses are being held annually in different countries of the world. It is the most representative forum both for IAH members and other hydrogeologists. The scientific level of the Congresses is usually very high; participating gives a unique possibility of the exchange of experience, promotion of the scientific results and its independent assessment by scientific community. In IAH, there are 8 Commissions and 6 Networks on the main problems of hydrogeology. The national chapters are organized in 45 countries, including Russia. Hydrogeology Journal is published by IAH since 1992 in the Springer publishing house and cited in the main scientific databases. It is the greatest and the most reputable edition on hydrogeology in the world. Involvement of the new members, especially young hydrogeologists, is one of the IAH main tasks. Increasing number of the Russian members will improve the work of the Russian national chapter and actively influence on the development of the hydrogeology in the world.

Abstract. The paper discusses the efficiency of oil pools waterflooding in Tournaisian carbonate reservoirs by the example of Onbijsky filed in the Republic of Tatarstan. Basing on the analysis field development data, production tests, and fluid flow simulation, it is shown that since 80-s of the past century the actual mechanism of development of the object is close to natural drive despite the following factors: advanced reservoir pressure maintenance system; wide range of approaches to waterflooding; cumulative voidage replacement about 100%; and cumulative production exceeding 50% against the initial recoverable reserves. Pressure and flow rate decline observed during the course of development in the absence of an obvious impact of waterflooding on oil production is explained as follows: 1) Hindered communication between the oil zone and underlying aquifers. The physical cause can be the presence of immobile oxidized oil having the modified flow properties in the zone of water-oil contact. This fact was taken into account in calculations as approximately hundred-fold permeability reduction in the enabled aquifer compared to the average permeability in the oil saturated part of the reservoir; 2) Non-performing outflow of the injected agent. We managed to obtain satisfactory match in flow rate characteristics and pressure in the model only at water injection in amount exceeding 10% of the reported data. The main cause of outflow is the injected water absorption by the subjacent water-bearing systems having incommensurably higher permeability and capacity. The following factors can contribute to spurious outflow: reservoir fracture and dynamic behaviour of its permeability; formation of trunk channels; packing of bottomhole zone in injectors. The question is the appropriateness of waterflooding operations in the course of small and low-amplitude oil pools development in the Tournaisian carbonate reservoirs similar to accumulations of the Onbijsky field.

Abstract. The results of applying a new methodological approach to the complex study of lithological and petrophysical properties and the nature of saturation of collectors of the Achimov formation using the method of multimethod multiprobe neutron logging are presented. Opportunities for MMOs are presented in the study of Achimov reservoirs with hard-to-recover hydrocarbon reserves, characterized by lithological heterogeneity, complex structure of the void space and low reservoir properties. The possibilities of detailed lithological typing of rocks using multimethod multiprobe neutron logging technology are confirmed. The application of the proposed approach significantly improves the accuracy and detail of the selection of reservoir beds with a hard to recover reserves even with an insufficient amount of core material.

Abstract. The paper presents the results of research of unconventional drilling methods. The work was carried out using the “Drill Tool” device patented by the authors. The device converts water into steam, and steam power – into rotation energy. Introduction presents a brief review of application of unconventional drilling methods, principle and advantages of the device. The first section describe in detail the drill tool technical implementation and work, sequence of its units operation. Chapter two quantifies the rates of steam flow from the device nozzles, the reactive forces occurring in the device, and the torsion moment applied to the device by the forces. The ways of parameters optimization are shown. To evaluate the efficiency of the device, the possibilities of changing reactive forces and torsion moment are shown. The changes are possible by means of both the rate of steam energy generation inside the drill tool body (by temperature control of heating elements and amount of water supplied to the device), and the use of this energy with optimization of body outlets (nozzles) size and geometry. In addition to the extra destructive effect on the rock, the discharging steam should have a steam-and-heat effect on oil, which will allow enhancing oil recovery from reservoir. In Conclusion, the results obtained in solving the tasks in hand are summarized. The urgency and prospects of this drilling method, which are resulting from enhanced oil recovery and, consequently, the efficiency of oil production in the development of the following high-viscosity oil pools are shown: Van-Yegansky, Vynga-Purovsky, Russky and other fields. Abstract. High watercut of hydrocarbon production causes formation of a certain amount of water, which turns out to be unclaimed by the reservoir pressure maintenance system. The best way to get rid of these surpluses is to pump them into a deep formation that does not contain minerals. There is no terminological definition of these waters, and this is the cause of the problems the subsoil user faces in the process of documentary legalization of these waters reinjection throughout the entire cycle of document suite preparation: licensing, planning and reporting on geological studies, and water reinjection design. Through an analysis of the current legal and regulatory framework, the authors examine three possible options for identifying the waters in question and present step-by-step actions of subsoil user in the case the excess water is pumped into the subsoil. The mentioned concepts of water re-injection are: a) burial of waste; b) re-injection of produced water and water utilized by subsoil user for own production and process needs in the course of hydrocarbon exploration and production; c) construction and running of subsurface facilities not related to mining operations (to inject the excess produced water). There are certain obstacles in each of the option. Recognition of one of the three ways of excess produced water reinjection could be considered legitimate once the specific status is assigned to these waters and the regulatory framework is updated in accordance with this status.

Abstract. The paper discusses the current state of regulatory support for ground water quality control during the course of ground water deposits
exploration and exploitation. The paper gives a list of the rated components the contents of which in ground waters are subject to control.
Critical analysis of normative documents regulating the requirements for the study of groundwater quality is carried out; their main drawbacks
are discussed. It is shown that chemicals in groundwater exist in three following forms: 1) actually dissolved (ionic); 2) colloidal; 3) suspended
(colloid coagulants); which should be taken into account in groundwater quality rating and methods for their study. It is noted that in the case the
groundwater is substandard, the possibility of its treatment in order to meet the mentioned requirements should be considered. The legal basis
in this case is GOST 2761-84 “Sources of centralized domestic water supply. Sanitary requirements and selection rules”, where experimental
technological researches in the field of ground water conditioning and purification are prescribed as part of the geological study of subsurface
with the purpose to study the possibility of treatment of water having a complex chemical composition. It is noted in the paper, that water
samples taking, keeping, and transportation causes their degassing and oxidation of chemical elements; as a result, chemical composition of
water samples often changes cardinally. It is necessary to take this fact into account in groundwater quality assessment.

Abstract. The paper presents an assessment of water discharge prediction accuracy for summer and autumn runoff low period on the basis of linear regression equation using water storage data in the basin at the beginning of the period. Calculations were carried out for 18 stations on free-flowing rivers in European Russia; measurements of water discharge and moisture content calculated using the GRACE Project values for the years 2002–2015 were used in this work. The GRACE data error obtained on the basis of the water-balance equation made 11 to 17 mm. The average coefficient of regression dependences determination with a lead time of one month was about 0.45 with a minimum in the Vyatka River basin (0.1 to 0.4) and a maximum in the Don River basin (0.7 to 0.8). It is shown that for the most river stations (17 or 15 depending on the choice of beginning date of low water) with a lead time of two months, forecast of water discharge is more accurate based on basin moisture content data than according to the previous water discharge data. Estimation of contribution of basin moisture content error to the forecast accuracy showed that coefficient of regression dependences determination in its absence would increase by an average of 0.1. Therefore, the amount of previous moisture content of a basin for the base runoff can be a more reliable predictor than the amount of previous water discharges. However, it is likely that improving the accuracy of the initial data with no changes in the forecast methodology will result in a significant improvement in the forecast quality

Abstract. The subject of the paper is intrapermafrost water from thermo-radiation taliks used in process water supply system for reservoir pressure maintenance in the Srednebotuobinskoye oil and gas condensate field development. The purpose of the paper is to characterize and compare the object of study with analogues in Central Yakutia with the subsequent identification of correlated features. Materials used for this work are: actual data of well testing and pilot operation of water supply wells in Srednebotuobinsky service groundwater deposit for 2015-2018; the results of electrical measurements over the area; and archive materials on the result of the objects-analogues studies in Central Yakutia. On the basis of the available actual data, a comparative analysis of permafrost, hydrogeological, hydrochemical, lithological, geomorphological, and environmental conditions was carried out regarding the formation of intrapermafrost waters in thermo-radiation taliks situated in 800 km from each other in Central and Western Yakutia. The objects are located at the same latitude (60°N). As a result of the comparative analysis, the high degree of resemblance of the mentioned conditions is revealed; they determine the similar hydrodynamics of the compared objects. Data of the comparative analysis can increase the efficiency of potential water supply sources identification in the course of exploration works.

Abstract. IInventory of commercial waters and approaches to their integrated use are considered for Volgograd Region, which has the most interesting opportunities for the development of the reserves of magnesium and potassium salts, groundwater with a high iodine and bromine content. The region has the largest bischofite reserves in Russia. Depth of the accumulations occurrence ranges from 800 to 1800 m. Pure bischofite reserves are estimated at about 183 billion tons they make a basis for magnesium production. The accumulations are associated with lenses in salt-bearing formations of the Volga Monocline. All the bischofite deposits in the region were discovered in the 1970s during the course of oil and gas exploration. There are Gorodishensky, Svetloyarsky, and Narimanovsky deposits. Pilot development of the deposits is carried out using in-situ leaching method. Discovery of groundwater with high iodine content in the Devonian formations of Volgograd Region opens a question of the possibility of iodine production from formation water during the development of a number of fields in Antipovsky-Shcherbakovsky zone. In the East and South Umetovsky areas, iodine concentration reaches 160 mg/l. Iodine recovery is of interest in the new Rechnoe field, where its content in the formation water reaches 72 mg/l. Resources of mining chemical feedstock can be easily added to oil companies’ assets, since they belong to formation water to be disposed or water of soluble salts leaching, which occur in exploratory and oil producing wells.

Abstract. The company, which plays an important role in the energy sector of Tyumen, has a license for subsoil use for saline water injection into the upper horizon of the Aptian-Albian-Cenomanian aquifer complex to the depth of about 800 m. Observation wells are monitoring a fresh groundwater horizon, receiving aquifer, and underlying Hauterivian-Barremian-Lower Aptian horizon that is used as a source of medical mineral water. Hydrodynamic and hydrochemical monitoring data made it possible to reveal violations in the technical condition of observation wells, and showed that moving through subsurface, the injected saline water reached both observation wells at the deep horizons, which indicates that the injected liquid spilled over the allocated lease block (and it is an administrative offence). In addition, this entails significant financial expenses for abandonment, repairs and drilling of a new observation well. But there’s no guarantee that something like this won’t happen to the new well. Although it can be stated with certainty that the injected saline water will never reach the zone of reserves formation of the nearest balneological well located in about 5 km, formally there may be pollution of the aquifer containing mineral waters used for balneological purposes. The purpose of the paper is to show that sometimes an observation well, which is intended only to provide information on the state of the subsurface, is itself a source of aquifer pollution. Therefore, creation of monitoring network at the injection site, similar to the case of hydrogeological monitoring of groundwater production, should not only be declared, but also justified in accordance with complexity of the geological and hydrogeological conditions. But this requires amending a number of existing regulatory documents.

Abstract. The paper discusses serpentinization and de-serpentinization processes, which were of particular importance in tectonic structures formation. Tectonic activation of ancient platforms is associated with deep-seated heat flow and formations heating up to 500–600 °Ñ, which causes de-serpentinization in basal zone of the crust with serpentinite transformation into secondary olivine, peridotite, and other ultrabasic rocks. The process is accompanied by filtering water out to the surface; at the same time, rock density decreases by 10–20%, serpentinite mass takes on the properties of normal mantle rocks. As a result, the basal crust reduces in thickness and experience shrinkage, thus negative platform structures are formed. Waters of Upper Jurassic transgression reached the mantle and caused serpentinization of ultrabasic rocks composing it; the formations experienced uplift. Maximal serpentinization is observed in the oceanic hollows. De-serpentinization in post-Pleistocene created the living oceans, outer shelf, internal geometry of their seafloor with convection cells, which determined the morphology of tectonic structures in the living World Ocean.

Abstract. The article deals with the issue of expanding the raw material base of hydrocarbon raw materials in the light of the general hypothesis of the origin and evolution of the Earth - the Belozerov – Sharov – Minin hypothesis. The author believes that both the organic and the abiogenic hypotheses of the origin of hydrocarbons, including oil, make a significant contribution to improving the efficiency of prospecting works, to providing the country’s economy with energy resources. The author’s practical conclusion is that the prospects for the continental part of Russia and the adjacent shallow water shelf for identifying industrial hydrocarbon deposits are far from being exhausted.

Âàæíî îòìåòèòü, ÷òî åùå â 2017 ã. â ðàìêàõ ñîòðóäíè-÷åñòâà ÅÑÎÝÍ è ÔÁÓ «ÃÊÇ» áûë ðàçðàáîòàí ïàêåò ïðîåê-òîâ çàêîíîäàòåëüíûõ è íîðìàòèâíûõ ïðàâîâûõ àêòîâ, ñî-ñòîÿùèé èç ïðîåêòîâ Ôåäåðàëüíûõ çàêîíîâ «Î âíåñåíèè èçìåíåíèé â Ôåäåðàëüíûé çàêîí “Î êîíòðàêòíîé ñèñòåìå â ñôåðå çàêóïîê òîâàðîâ, ðàáîò, óñëóã äëÿ îáåñïå÷åíèÿ ãîñóäàðñòâåííûõ è ìóíèöèïàëüíûõ íóæä”, “Î âíåñåíèè èçìåíåíèé â Çàêîí ÐÔ “Î íåäðàõ” â ÷àñòè ñîçäàíèÿ èí-ñòèòóòà ýêñïåðòà â ñôåðå íåäðîïîëüçîâàíèÿ», ïðîåêòîâ ïîñòàíîâëåíèé Ïðàâèòåëüñòâà Ð «Î âíåñåíèè èçìåíåíèé â íåêîòîðûå àêòû Ïðàâèòåëüñòâà ÐÔ», «Î âíåñåíèè èçìå-íåíèé â Ïîëîæåíèå î Ìèíèñòåðñòâå ïðèðîäíûõ ðåñóðñîâ è ýêîëîãèè ÐÔ», êîòîðûé áûë íàïðàâëåí â àäðåñ Ôåäå-ðàëüíîãî àãåíòñòâà ïî íåäðîïîëüçîâàíèþ.
Ïîñëå ðàññìîòðåíèÿ ýòèõ çàêîíîïðîåêòîâ â Ðîñ-íåäðà àêòû áûëè äîðàáîòàíû â 2018 ã. è ïåðåäàíû íà ðàññìîòðåíèå â Ìèíïðèðîäû Ðîññèè. Â íàñòîÿùåå âðå-ìÿ âåäåòñÿ àêòèâíàÿ ðàáîòà ïî äàëüíåéøåé äîðàáîòêå è ïðèíÿòèþ ýòèõ äîêóìåíòîâ.
Êðîìå ýòîãî, ñ öåëÿìè Ñòðàòåãèè ðàçâèòèÿ ìè-íåðàëüíî-ñûðüåâîé áàçû ÐÔ äî 2035 ã., óòâåðæäåí-íîé ðàñïîðÿæåíèåì Ïðàâèòåëüñòâà ÐÔ îò 22.12.2018 ¹ 2914-ð, â ÷àñòè ñîçäàíèÿ ñèñòåìû íåïðåðûâíîãî ïîâûøåíèÿ êâàëèôèêàöèè, íàïðàâëåííîé íà ôîðìè-ðîâàíèå íîâûõ êîìïåòåíöèé ñïåöèàëèñòîâ, ïîëíîñòüþ ñîãëàñóåòñÿ äåÿòåëüíîñòü ÅÑÎÝÍ ñîâìåñòíî ñ ÑÏáÃÓ è ÔÁÓ «ÃÊÇ» ïî ðåàëèçàöèè êóðñà îáó÷åíèÿ ïî äîïîëíè-òåëüíîé ïðîôåññèîíàëüíîé îáðàçîâàòåëüíîé ïðîãðàì-ìå «Ýêñïåðò â ñôåðå íåäðîïîëüçîâàíèÿ». Î÷åðåäíîé êóðñ îáó÷åíèÿ ïðîõîäèë â Òþìåíè â ïåðèîä ñ 13 ïî 15 ôåâðàëÿ ýòîãî ãîäà, ñëåäóþùèé ñîñòîèòñÿ âåñíîé – â Ìîñêâå è Ñàíêò-Ïåòåðáóðãå. Îáó÷åíèå ïî ïðîãðàììå «Ýêñïåðò â ñôåðå íåäðîïîëüçîâàíèÿ» – øèðîêîå ïîëå äåÿòåëüíîñòè ñîòðóäíèêîâ ÔÁÓ «ÃÊÇ» è íåçàìåíèìûé ìåõàíèçì, ïðè ïîìîùè êîòîðîãî óëó÷øàåòñÿ êà÷åñòâî ýêñïåðòèç, ðàñòåò óðîâåíü êâàëèôèêàöèè ýêñïåðòîâ, ïî-âûøàåòñÿ êàäðîâàÿ îáåñïå÷åííîñòü îòðàñëè çà ñ÷åò îáú-åäèíåíèÿ óñèëèé îáðàçîâàòåëüíûõ îðãàíèçàöèé âûñøåãî îáðàçîâàíèÿ, îòðàñëåâûõ ãîñóäàðñòâåííûõ áþäæåòíûõ ó÷ðåæäåíèé è êîìïàíèé-íåäðîïîëüçîâàòåëåé â îáëàñòè ïîäãîòîâêè ñïåöèàëèñòîâ-ãåîëîãîâ è ðåàëèçóþòñÿ èíûå çàäà÷è, ïðåäóñìîòðåííûå Ñòðàòåãèåé.
13–15 ôåâðàëÿ.  Òþìåíè íà áàçå Òþìåíñêîãî èí-äóñòðèàëüíîãî óíèâåðñèòåòà ïðîøëî î÷åðåäíîå îáó÷åíèå ïî äîïîëíèòåëüíîé ïðîôåññèîíàëüíîé îáðàçîâàòåëüíîé ïðîãðàììå «Ýêñïåðò â ñôåðå íåäðîïîëüçîâàíèÿ», ðàç-ðàáîòàííîé Ñàíêò-Ïåòåðáóðãñêèì ãîñóäàðñòâåííûì óíè-âåðñèòåòîì ñîâìåñòíî ñ Åâðàçèéñêèì ñîþçîì ýêñïåðòîâ ïî íåäðîïîëüçîâàíèþ è ÔÁÓ «ÃÊÇ».  îáó÷åíèè ïðèíÿëè ó÷àñòèå ñïåöèàëèñòû íàó÷íûõ èíñòèòóòîâ, êîìïàíèé-íåäðîïîëüçîâàòåëåé è ÔÁÓ «ÃÊÇ». ×èñëî ñëóøàòåëåé, ÿâëÿþùèõñÿ ñïåöèàëèñòàìè â îáëàñòè óãëåâîäîðîäíîãî ñûðüÿ è ïîäçåìíûõ âîä, – íàèáîëüøåå íà ñåãîäíÿøíèé äåíü – ñîñòàâèëî 55 ÷åëîâåê.

 ïðîöåññå îáó÷åíèÿ áûëè ðàññìîòðåíû âîïðîñû íîðìàòèâíî-ïðàâîâîãî ðåãóëèðîâàíèÿ ãîñóäàðñòâåííîé ýêñïåðòèçû çàïàñîâ ïîëåçíûõ èñêîïàåìûõ è ñîãëàñî-âàíèÿ òåõíè÷åñêèõ ïðîåêòîâ ðàçðàáîòêè, ìåòîäè÷åñêèå è ïðàêòè÷åñêèå àñïåêòû ðàçðàáîòêè ïîëåçíûõ èñêîïàå-ìûõ è ïîäãîòîâêè ïðîåêòíî-òåõíè÷åñêîé äîêóìåíòàöèè, îòäåëüíûå âîïðîñû ëèöåíçèðîâàíèÿ íåäðîïîëüçîâàíèÿ. Êðîìå ýòîãî, â ðàìêàõ äàííîãî êóðñà ñëóøàòåëè óçíàëè î ïåðñïåêòèâàõ ðàçâèòèÿ çàêîíîäàòåëüñòâà ïî íàïðàâ-ëåíèþ ýêñïåðòèçû â ñôåðå íåäðîïîëüçîâàíèÿ: â ðàìêàõ ñîòðóäíè÷åñòâà ÅÑÎÝÍ è ÔÁÓ «ÃÊÇ» áûë ðàçðàáîòàí ïàêåò ïðîåêòîâ çàêîíîäàòåëüíûõ è íîðìàòèâíûõ ïðàâî-âûõ àêòîâ, ñîñòîÿùèé èç ïðîåêòîâ ôåäåðàëüíûõ çàêîíîâ «Î âíåñåíèè èçìåíåíèé â Ôåäåðàëüíûé çàêîí “Î êîí-òðàêòíîé ñèñòåìå â ñôåðå çàêóïîê òîâàðîâ, ðàáîò, óñëóã äëÿ îáåñïå÷åíèÿ ãîñóäàðñòâåííûõ è ìóíèöèïàëüíûõ íóæä”, “Î âíåñåíèè èçìåíåíèé â Çàêîí ÐÔ “Î íåäðàõ”, ïðîåêòîâ ïîñòàíîâëåíèé Ïðàâèòåëüñòâà ÐÔ, íàïðàâëåí-íûõ íà ñîçäàíèå â Ðîññèè èíñòèòóòà “Ýêñïåðò â ñôåðå íåäðîïîëüçîâàíèÿ”».
«Íàøà çàäà÷à – äàòü ñèñòåìíûå çíàíèÿ îá îñíîâíûõ àñïåêòàõ ïðîâåäåíèÿ ãîñóäàðñòâåííîé ýêñïåðòèçû, à íå ó÷èòü ýêñïåðòîâ èõ æå ñïåöèàëüíîñòÿì, – ïîä÷åðêíóëà Â.Ã. Áðàòêîâà. – ×òîáû äàòü ñëóøàòåëÿì âîçìîæíîñòü ñðàçó ïîëó÷àòü îòâåòû íà âîçíèêàþùèå âîïðîñû, ìû ïðîâîäèì îáó÷åíèå ñ ýëåìåíòàìè ôîðìàòà “âîïðîñ-îò-âåò”, ýòà îïöèÿ âñåãäà âñòðå÷àåò ïîâûøåííûé èíòåðåñ ñî ñòîðîíû îáó÷àþùèõñÿ».
Áåç ïðåóâåëè÷åíèÿ ìîæíî ñêàçàòü, ÷òî, íà÷èíàÿ ñ 2019 ã., îðãàíèçàöèÿ îáó÷åíèÿ ïî ïðîãðàììå «Ýêñïåðò â ñôåðå íåäðîïîëüçîâàíèÿ» ÿâëÿåòñÿ îäíèì èç âàæíûõ ýëåìåíòîâ ðåàëèçàöèè «Ñòðàòåãèè ðàçâèòèÿ ìèíåðàëü-íî-ñûðüåâîé áàçû ÐÔ äî 2035 ãîäà», óòâåðæäåííîé ðàñ-ïîðÿæåíèåì Ïðàâèòåëüñòâà ÐÔ îò 22.12.2018 ¹ 2914-ð. Ýòî ïðÿìîé ïóòü ê îäíîé èç öåëåé Ñòðàòåãèè – ïîâû-øåíèþ êàäðîâîé îáåñïå÷åííîñòè îòðàñëè çà ñ÷åò îáú-åäèíåíèÿ óñèëèé îáðàçîâàòåëüíûõ îðãàíèçàöèé âûñøåãî îáðàçîâàíèÿ, îòðàñëåâûõ ãîñóäàðñòâåííûõ áþäæåòíûõ ó÷ðåæäåíèé è êîìïàíèé-íåäðîïîëüçîâàòåëåé â îáëàñòè ïîäãîòîâêè ñïåöèàëèñòîâ-ãåîëîãîâ, à òàêæå – ðàçâèòèþ è ñòàíîâëåíèþ ñèñòåìû ãîðíî-ãåîëîãè÷åñêîãî àóäèòà ñ ñîçäàíèåì èíñòèòóòà ýêñïåðòîâ (êîìïåòåíòíûõ ëèö) è àóäèòîðñêèõ îðãàíèçàöèé â íåäðîïîëüçîâàíèè, ïðè-çíàâàåìûõ ðîññèéñêèìè è ìåæäóíàðîäíûìè ôèíàíñî-âûìè èíñòèòóòàìè.

5–7 ìàðòà 2019 ã. ñîñòîÿëñÿ ñïåöèàëèçèðîâàííûé êóðñ îáó÷åíèÿ íà îñíîâå àäàïòèðîâàííûõ ìîäóëåé çàðóáåæíûõ îá-ðàçîâàòåëüíûõ ïðîãðàìì ñåãìåíòà Upstream: «Ñîçäàíèå ñòîè-ìîñòè çà ñ÷åò ðàíæèðîâàíèÿ âàðèàíòîâ è âûáîðà îïòèìàëüíîé ñòðàòåãèè ÃÐÐ ñ èñïîëüçîâàíèåì ðàñ÷åòà îæèäàåìîé ñòîèìîñòè EMV.
