1.開催趣旨

 2014 年、京都大学は、欧州における教育・研究支援の拠点として、ドイツ・ハイデルベルクにリエゾンオフィス

設置し、既設のロンドンオフィスと併せて、「欧州拠点」として基盤整備を行いました。京都大学学術研究支援室では、

欧州の大学との共同研究、研究者交流の促進を目指し、欧州拠点にリサーチアドミニストレーター(URA)を長期派遣し、

研究・教育活動支援および外部資金獲得支援を行ってまいりました。

 欧州では Horizon 2020 に代表される大型の研究プロジェクト資金、Marie Curie actions 等の国際的な学生交流

資金の枠組みが整備され、広く欧州域外の研究機関に対しても、最先端の共同研究に参画する機会が開かれています。

日欧の共通課題の解決にむけて、日本の研究者の参画に高い期待が寄せられている一方、研究支援の側においては共

同研究チームの設立、国際ファンドの獲得、持続的なマネジメントを支援する体制の構築が必要とされています。 

このような日欧の共同研究推進に関する知識、ノウハウおよび最新の動向を、研究者のみならず、研究職を目指す学

生、研究推進や国際交流を担う URA および事務職員の間で共有する機会が必要とされていました。

 以上の背景のもと、学術研究支援室では、東京に支部を設置し日欧の共同研究推進を担う EURAXESS Link Japan と

共同で、研究会を開催するに至りました。研究会には EURAXESS Link Japan、駐日欧州連合代表部、日欧産業協力セ

ンターの各機関から日欧の研究・教育連携のエキスパートを招き、欧州における研究資金の枠組み、近年の動向、重

点課題、学生・研究者への情報提供等について講演いただきました。また、京都大学からも欧州との国際共同研究を

牽引する教員を招き、最新の事例紹介を行ったうえ、今後の研究・教育における日欧連携の展望について討論を行い

ました。

 本研究会に参加した研究者、学生、および研究支援者にとって、日欧の国際共同研究と研究者・学生交流の推進に

むけて、新たなランドスケープを描く機会となりましたら幸いです。また今後の活動において、本報告書をご活用い

ただけましたら幸いです。

 最後に、本研究会の開催にあたり、EURAXESS Link Japan をはじめ、駐日欧州連合代表部、日欧産業協力センター

の各機関の協力に感謝申し上げます。

EURAXESS Links Japan Country Representative

He has a background in materials science and is a specialist in physical/chemical material characterisation techniques using ion beams. He has experience as a researcher both in France (CEA-Léti), where he obtained his PhD in 2011 and in Japan (Kyoto University) where he stayed twice: once as a graduate student and once as a post-doc.

Currently serving as Horizon 2020 National Contact Point (NCP) Coordinator in Japan.In the past, engaged in 35 years of research in plasma physics and nuclear fusion. More than 25 years of participation in the international research projects including US-Japan research cooperation program in San Diego, ITER in San Diego, Garching and Cadarache, and EU-Japan Broader Approach project in Aomori.

3.開催報告

 本研究会には、欧州の研究・教育資金に興味をもつ研究者、大学院生に加えて、研究者を支援するリサーチ・アド

ミニストレーター(URA)や、事務職員(国際、研究推進等)を含め、学内外から計約 70 名が参加し、欧州の研究・

教育資金に関する説明を熱心に聴講した。

 研究会の冒頭には、学術研究支援室から杉原忠副室長が開会の挨拶を述べた後、共同主催者である EURAXESS

Links Japan 代表マチュ・ピー氏から、世界の国際共同研究に関する現状と日本の位置付けについて報告が行われた。

続いて、学術研究支援室の鈴木環 URA から、欧州における京都大学の国際共同研究、研究者・学生交流の最新の状況、

および欧州拠点(ロンドン、ハイデルベルク)を活用した研究支援について報告された。駐日欧州連合代表部の科学

技術部部長レオニダス・カラピペリス公使参事官からは、EU の枠組みにおける研究資金、とりわけ多額の資金を投

じて進める欧州の研究開発枠組みプログラム「HORIZON 2020」に重点を置いた解説が行われた。

 休憩後、マチュ・ピュー氏が再び登壇し、EURAXESS Links Japanが日本において提供する研究支援サービスについて、

具体的な紹介が行われた。日欧産業協力センターの松本宏氏からは、同センターに設立されたホライゾン・ナショナ

ルコンタクトポイントによる「HORIZON 2020」への参画支援について説明された。また同氏は、京都大学の「HORIZON

2020」への参加数が日本の他大学と比べて少ないことを指摘する一方で、京都大学の研究力の高さ、欧州拠点や URA

による支援体制が充実している点が強調され、高いポテンシャルを持つ京都大学への熱い期待が寄せられた。

 京都大学における欧州との最新の国際共同研究事例として、本学の研究者 2名から事例報告を行った。京都大学文

学研究科のビョーン=オーレ・カム特定講師からは、京都大学が牽引する日独6大学連携コンソーシアム「HeKKSaGON」

から発展した、ドイツ・ハイデルベルク大学との共同学位プログラムについて、最新の取り組みが報告された。京都

大学大学院工学研究科の深見一弘准教授からは、フランス・ボルドー大学および熊本大学の研究者と共同で設立した

材料科学分野における国際共同ラボに関して、設立に至るまでの国境や分野を超えた研究成果への道のりと、今後の

国際研究への展望が示された。ボルドー大学と全学規模で実施した共同シンポジウムを契機とし、研究大学強化促

進事業の一環として学術研究支援室が実施する学際・国際・人際融合事業「知の越境」融合チーム研究プログラム

(SPIRITS: Supporting Program for Interaction-based Initiative Team Studies)を活用し、国際共同研究のプラッ

トフォーム設立に至った成功事例として、参加者からも多くの関心が寄せられた。

研究会終了後は、ネットワーキング・レセプションを開き、登壇者と聴講者が直接、今後の国際共同研究の運営、

研究者・学生交流にむけて、ネットワークを深める機会となった。

ICT Key Enabling technologiesICT 31 2017: Micro and nanoelectronics technologiesScope: a. Research and Innovation actions

The work must be in the scope of one of the following topics:

the development of new approaches to scale functional performance of information processing andstorage substantially beyond the state of the art technologies with a focus on ultra low power andhigh performance.

3D sequential integration (at transistor scale) possibly mixed with 3D parallel integration (at circuitlevel) for system solutions to increase functionalities and capabilities. Work could addressinterconnects (intra layer and vertical structures), design challenges (3D design kits and tools, powermodels and optimization), prototyping and test methods. Proposals at TRL 2 3 are called for.

International cooperation with clear EU industrial benefits may be considered preferably with nationsthat have substantial research in the area (e.g. Japan, South Korea, Taiwan, and the USA).

b.Innovation actionIn Equipment Assessment Experiments€b0, suppliers of innovative high tech equipment install, assessand validate their prototypes or products that have left the R&D phase in environments that are veryclose to real life conditions in cooperation with end user. Proposals at TRL 6 7 are called for.

.The European Green Vehicles Initiative is a contractual public private partnership dedicated to delivering green vehiclesand mobility system solutions which match the major societal, environmental and economic challenges ahead. With afocus on the energy efficiency of vehicles and alternative powertrains, the EGVI PPP aims at accelerating research,development and demonstration of technologies allowing the efficient use of clean energies in road transport.

GV 02 2016: Technologies for low emission light duty powertrainsScope: Proposals should address one of the following domains:

New generation of non hybrid engines based on existing engine technologies (short term developments)

Future combustion engines for electrified powertrains (longer term developments): new combustion processes,sensing, control and after treatment systems, supported by advanced modelling technologies

Proposals could foresee cooperation with entities participating in similar projects funded by Japan and US toexchange knowledge and experience and exploit synergies in view of establishing future international standards andregulations on nanoparticle emissions.

GV 08 2017: Electrified urban commercial vehicles integration with fast charging infrastructureScope: Actions should address the development of vehicle drive train concepts and energy storage (battery and super

capacitor) which can deliver the required vehicle performance and are able to operate in a pure electric mode withhigh energy recovery capacity. Such technologies can be applied to one or both of the following vehicle types:

Electrified medium duty trucks for urban and peri urban applications

Electrified high capacity (at least 12 m) buses for urban use,

Proposals could foresee cooperation with entities participating in projects funded by Japan and US to exchangeknowledge and experience and exploit synergies in the field of fast charging and its impact on infrastructure in viewof establishing future international standards.

Kick-off of the LIA in Bordeaux

The kick-off meeting was held in Bordeaux on October 2 and 3, 2015.

Kyoto U, Kumamoto U, U Bordeaux and CNRS have signed the Agreement for the creation of LIA. “Chiral Nanostructures for Photonic Applications”

Double degree program for PhD students

In parallel to the LIA kickoff, the double degree program for PhD students between U Bordeaux and Kyoto U is now under consideration.

May 2015 Vice-president of U Bordeaux visited Kyoto U and discussed the possibility of double degree program for PhD students.

October 2015 Professor Suginome (officer for education at Kyoto U) visited U Bordeaux and discussed the possibility of double degree program for PhD students.

November 2015 The guideline of double degree program in Kyoto U was partly revised for PhD students.

At present Graduate School of Energy Science (by Prof. Sagawa) is now discussing the final form of the agreement for the PhD double degree program.

Summary

We have developed an international consortium so-called LIA forthe study of chiral nanostrucures for photonic applications (CNPA).

The network was gradually enlarged starting from a private collaboration.

The double-degree program for PhD students will be launchedbetween Kyoto University and University of Bordeaux in the near future.

My impression:

Kyoto University is much more flexible than I expected.Once you push the University with URA, you may get many fruitful supports.
