RESOLUTION AUTHORIZING THE MUNICIPAL GOVERNMENT OFMONCADA, THROUGH THE HONORABLE ESTELITA M. AQUINO, MUNICIPALMAYOR, TO ENTER INTO A MEMORANDUM 0F AGREEMENT WITH THEDEPARTMENT OF SOCIAL i/VELFARE AND DEVELOPMENT REGIONAL OFFICEIll FOR THE IMPLEMENTATION OF SOCIAL AMELIORATION PROGRAMSPURSUANT TO JOINT MEMORANDUM CIRCULAR NO. 1, SERIES OF 2020 0FTHE DILG, DBM, DSWD, DA, DOLE, DTI AND DOF
WHEREAS, following the sharp increase in the number of confirmed COVID-19cases in the country, President Rodrigo Roa Duterte issued Proclamation No. 922 datedMarch 08, 2020, declaring a State of Public Health Emergency throughout the Philippinesand placed the entire Luzon under Enhanced Community Quarantine q]CQ) datedMarch 16, 2020;
WHEREAS, the imposition of ECQ and stringent social distancing measures havecaused restriction in the mobility among people, suspension of operations or even closureof business establishments and stoppage of mass public transportation;
WHEREAS, these developments caused severe disruption in the economicactivities all over the country and affected the means of livehihood and subsistence of low-income households most especially selrior citizens, pregnant and lactating women, soloparents, distressed overseas Filipinos, persons with disability, indigenous peoples,underprivileged and homeless famines and informal economy workers;
WHEREAS, pursuant to the enactment of Republic Act 11469, otherwise known asthe ``Bayanihan to Heal as One Act of 2020'', an intensified government response is

adopted whereby the national government will render full assistance to the LGUs andmobilize the necessary resources to undertake urgent and appropriate measures to curtailthe effects of the recent declarations on the economic, physical and psychosocial well-being of the most affected population;
WHEREAS, relative to this, concerned NGAs led by the DSWD issued JointMemorandum Circular (|MC) No. 1, Series of 2020, promulgating special guidelines onthe provision of social amelioration measures to the most affected residents of the areasunder Enhanced Community Quarantine;
WHEREAS, review by this Body of the ]MC, together with the attachedMemoranduln of Agreement and relevant issuances, finds the salne to be in order;
NOW, THEREFORE, premises considered, and on motion UNANIMOUSLYpresented and approved:
RESOLVED, that this Sanggunian hereby authorizes the Municipal Governmentof Moncada, through the Honorable Estelita M. Aquino, Municipal Mayor, to enter intoa Memorandum of Agreement with the Department of Social Welfare and DevelopmentRegional Office IH for the implementation of Social Amelioration Programs pursuant toJoint Memoranduni Circular No. 1, Series of 2020 of the DILG, DBM, DSWD, DA, DOLE,DTI and DOF;
RESOLVED, FURTHER, that copies of this Resolution be furnished the HonorableEstelita M. Aquino, Municipal Mayor, the Department of Social Welfare andDevelopment Regional Office HI and all concerned agencies and offices for theirappropriate action;
